3 1 Introduction Ethanol (E85) has proven to be viable alternative fuel source. It is 105 Octane, burns 30% cleaner than gasoline and is made from domestically grown grain or corn. President Bush highlighted Ethanol as a key to lessen the dependency of the United States on foreign oil. Over ninety percent of the cars and trucks produced by Ford and GM in 2007 will have the option to have a flexible fuel engine at no extra cost. The Greater Tucumcari Economic Development Corporation believes there is an opportunity to revitalize the existing gas-fired ethanol plant in the Tucumcari, New Mexico. We believe that the Tucumcari Ethanol Plant s location has access to an adequate supply of local and railed corn, and is served by rail and highway transportation networks. We believe this transportation infrastructure will provide Tucumcari access to a number of ethanol and distillers grains markets and terminal locations. The Tucumcari Ethanol Plant s infrastructure is connected to abundant electricity, gas, quality water and waste water treatment capacity. It is our objective to locate an experienced owner/operator/developer for the existing Tucumcari Ethanol Plant; to be maintained locally, creating local employment opportunities. 1.1 Purpose The purpose of this document is to inform Ethanol Developers of the detailed information required (in the form of a proposal) to enable the Board of The Greater Tucumcari Economic Development Corporation (GTEDC) to select a preferred ethanol developer who will fulfill the procurement needs of this project. 1.2 Acknowledgement Please acknowledge that you have received this document by sending a formal written letter of receipt to the GTEDC Board at the following address: Greater Tucumcari Economic Development Corporation P. 4 1.3 Recipients This tender document has been dispatched to a limited group of potential ethanol developers within the US market. 1.4 Process The tender process will be undertaken as follows. This RFP will be released to a limited list of potential ethanol developers. Developers must acknowledge receipt of the tender documentation and prepare a formal developer proposal to be sent to the delegated contact at the GTEDC. The Board of the GTEDC will then review the developer proposal against a set of pre-defined criteria and rate the proposal on its ability to satisfy the requirements stated in Section 2. A preferred developer will be chosen (with the highest awarded rating) and formally notified. A formal contract will be negotiated with the preferred developer and, if endorsed, the developer then will begin supplying the requisite product to the project. 5 2 GTEDC Board Requirements Procurement requirements of the project. Requirement Developer must have a minimum of 5 years experience in the ethanol refinement industry. Reason It is important that the developer organization is well established in the market place and is not likely to cease business during the life of this project. Developer must operate in the ethanol sales market within the USA. The developer must currently be delivering product within a relevant local market segment to provide confidence that they can deliver the required product. Developer must have provided similar product to at least 3 similar customers who are able to act as references within the last 2 years. Proven delivery to other similar customers is critical to ensuring that the developer has a valid supply chain. Developer will operate the proposed Tucumcari Ethanol Plant in Tucumcari, NM. The GTEDC Board desires the Tucumcari Ethanol Plant to provide local employment opportunities in Quay County New Mexico. Developer will provide a cash bid with a Letter of Credit from a recognized banking institution. GTEDC Board requires a minimum financial commitment in consideration of other potential incentives for the preferred developer. 3 Company Describe the relevant aspects of your company. 3.1 Background Provide information to the GTEDC Board for a detailed understanding of your company. The following information should be provided: Vision, objectives Size, location Number of years in operation Number of customers Location of customers Length of customer relationships Customer reference sites. 5

6 3.2 Offering Provide information to the GTEDC Board with a detailed understanding of your company offering. The following information is required: Products offered (including services) Locations currently sold to Market segments operating within Market share captured Competitors. 3.3 Experience Provide information to the GTEDC Board with a detailed understanding of your company experience. The following information is required: Number of years selling product within each market segment Average number of years each staff member has been within company Level of knowledge of industry Level of knowledge of products offered Level of expertise in products offered. 4 Proposal This section states the developer s bid proposal. This bid proposal should meet the requirements of Section 2. 5 Implementation The developer is to describe their proposed implementation approach. This includes the methods of requisite restoration or plant construction, as well as the timeframes. 5.1 Approach List the information required to provide the GTEDC Board with a detailed understanding of the approach to be taken by the developer towards deployment of the plant and deliverables. The following types of information will be required: The plan for restoration. The plans for training, documentation and support The plans involved with undertaking project consumables and deliverables. 5.2 Timeframes List the information required to provide the GTEDC Board with a detailed understanding of the timeframes proposed by the developer for the plant restoration or solution. The following types of information will be required: 6

7 Start and end dates for the plant restoration or construction. Start dates for hiring and training. Start and end dates for the delivery of product and other deliverables proposed within the above solution 6 Other Information 6.1 Business References Provide the GTEDC Board with Three (3) business references. 6.2 Confidentiality During the course of this tender process you may acquire confidential information relating to our project. You agree to keep this information strictly confidential at all times (even after the project has been completed). You will not use or attempt to use it for your personal gain or the gain of any other person You may disclose confidential information only to the extent that such disclosure is necessary for the submission of a formal proposal This does not apply to information which must legally be disclosed or becomes available to and known by the public. If the developer does not agree with the respective clauses, then they should explicitly state it within this proposal. Documentation Provide any other information to the GTEDC Board; instilling confidence that the developer can meet the procurement requirements stated within Section 2. 10 Physical Site Description The plant site can be divided into the following features (see following page and illustration): Truck Scales and Scale House consisting of one building (empty) and exterior scales; Office consisting of one building (a trailer); Electrical Substation one exterior electrical unit; Maintenance Building One building with a maintenance/repair area, office and restroom; PS Building a roofed shelter; Spent Grain Loading Area an exterior structure with three above ground tanks (T- 140A, T-140B and TI4OC); Liquid Loading an exterior structure also containing an underground storage tank (UST); Distillation Area an exterior structure with numerous above ground tanks and vessels; Processing Building and interior structure containing numerous above ground tanks, vessels, a control room, restroom and laboratory; SB Building an empty building; Raw Grain Unloading an exterior structure with above ground tanks and vessels; Storage Tank Area an exterior feature with above ground storage tanks; Boiler Room an interior structure containing numerous above ground tanks and vessels; C.I.P. According to records reviewed by Engineers Inc. at the City of Tucumcari Engineering Department, the Site is connected to city water and sewer. In addition, a water well is present at the Site. According to discussions with Mr. Franklin McCasland, former Assistant Plant Manager, this well provided process water and fire protection water for the facility. Current Uses of the Adjoining Properties Land use in the areas surrounding the Site appears to be primarily residential and rural farmland to the east, south and west. The City of Tucumcari Waste Water Treatment Plant is located immediately north of the Site. 10

13 Ethanol Plant Inventory The inventory listed below was conducted by Pete Kampfer of the Tucumcari Economic Development Corporation. This inventory list is subject to error. All inventory is considered whereas and as is. All developers are responsible for their own due diligence and review. This is not a Bill of Sale or to be used in a Bill of Sale. Equipment Truck Scale/Scale House Description 10 wide by 70 long truck scale with complete electronic scale with printer, I.D., and automatic tape. Scale house is elevated so operator can see into top of truck bed and will use a grain probe to draw a sample from each full truck to run an analysis on incoming grain/outgoing DDGS. Receiving Hooper, Grate & Grate Cover Unloading Conveyor Scalper Bucket Elevator 36 long, 12 U-trough screw conveyor to handle 3000 bushel per hour. 15 HP drive. Drag type scalper cleaner to scalp off (remove) all sticks, stems, leaves, and trash. 3 HP drive bushel per hour capacity. Complete with head platform, explosion vent, two intermediate landing platforms, ladder and ladder cage, 15 HP motor, 3000 bushel per hour capacity. 2 Whole Grain Storage Tanks 45 degree hopper bottom tank, complete with roof ladder, ladder safety steps around center hatch, hinged cover manhole in roof section, center fill cap, 21 x2 1 door in second ring. Each tank will have 10,360-bushel capacity, 18 diameter by 63 tall, on 8 structural steel legs. 2 Hammermills Millet Grain Conveyor Complete with S-type housing, magnet and adapter spout, rotary feeder with chain drive, mounting plate and V HP variable speed motor. 75 HP, 3600 RPM motor for hammermill. Primary Liquefaction Tank Carbon steel vertical tank, cone top, dished bottom, three equal volume chambers, top rounded three-stage propeller agitator. 4-6 diameter by 9 -S overall height tank size. Agitator has a 3 hp electric drive motor, three 27 diameter axial flow turbine impellers. Agitator speed will be 84 rpm. All wetted parts will be carbon steel. First State High Temperature Reactor Carbon steel vertical vessel, dished head top and bottom, top mounted propeller agitator. 2-6 diameter by 4 seam to seam tank size. The agitator has a 3 hp electric motor drive, two 11.4 diameter marine type propellers and one diameter-rotating disc. All wetted parts will be carbon steel. The agitator speed will be 200 rpm. 14
