3 2. Anticipated Project Scope of Work: SCOPE OF SERVICES: Sites Included in this Study: 1. Site#1: Northland Site, located in Osawatomie, Kansas 2. Site#2: Existing Jail Site, North of the Miami County Courthouse 3. Site #3: County Administration Building Site Jail location, on site, to the South of the existing County Offices. 4. Site#4: County Administration Building Site Jail location, on site, to the East of the existing County Offices. 5. Site #5: County Courthouse Building Site North & West of Courthouse. Site Investigation & Documentation: 1. Meet with Authority(s) Having Jurisdiction a. Meet with Authority(s) having jurisdiction, for each site, to review and understand the zoning and adopted ordinances and their associated impact(s) for locating a jail at each of the proposed sites. 2. Coordinate with Kansas State Preservation Offices (SHPO) a. Review proposed sites with SHPO to fully understand design and construction ramifications associated with locating a new jail within the environs of historic structures. 3. Meet with Miami County Sheriff s Department a. Meet with the building user group to collect desires and concerns associated with locating the new jail facility on each of the sites under consideration. This will include discussions associated with staffing, court holding, daily operations, staff and inmate safety, etc. 4. Meet with Miami County Court Representative(s) a. Meet with a Miami County Court representative to determine ways to improve inmate holding and movement to court to create better daily court operations and safety. 5. Site evaluation & documentation for each site a. Utilizing the information gathered in items 1 through 4 to information the following: b. Study the impact of current & future expansion of a new Miami County jail, including existing buildings currently located on the proposed sites. c. Study the impact of parking, current &future, associated with each of the proposed sites. d. Study the impact to user group efficiency for each of the proposed sites. e. Study the impact on construction costs associated with locating the jail in the environs of a historic structure versus locating a new facility on a Greenfield site. f. Provide estimate of probable costs to show impact to project dollars for locating the building on each of the three sites considered in this study.
4 3. Executive Summary: Each of the sites selected for study have their own set of benefits and impediments. Each site was studied to bring clarity to these issues and to help determine the best possible site for location of the new Miami County Jail/LEC. The variables associated with determining the best location for the jail, are many and to date difficult to define. One thing is certain, that location of the new Miami County LEC/Jail will have great impact on the County s future ability to expand at the existing campus. Careful consideration of the attached information should be performed in efforts to look deeply into the crystal ball and find the path that is rooted in the best interest of Miami County.
5 4. ARCHITECTURAL SITE ASSESSMENTS:
6 4.1 Northland Site - Greenfield Description: This options looks at placing a new Miami County Law Enforcement Center/Jail on a Greenfield site located roughly at the juncture of US 169 and 343 rd Street. The City of Osawatomie has offered the land necessary to build the new facility at no cost to the County. The site is elevated well above the adjacent highway and provides a good secure location for a jail, and would be well screened from the adjacent highway. Pros: No land acquisition costs as City of Osawatomie has offered to donate the land. Moves jail facility from Paola urban core to more remote site away from general public. Savings associated with jail building envelope as facility is now away from historic fabric of Paola. Jail envelope can be constructed of more cost effective materials than if situated next to existing courthouse. Construction % s: Typically 43% of construction budget is architectural $8,000,000 x.43 = $3,440, Envelope as % of Construction: $3,440,000 x.08 = $240, Adequate land to accommodate jail facility associated parking and future expansion. Cons: The donated site will require that a Special Use Permit process be followed per City of Osawatomie planning ordinance. There is the possibility of general public involvement and authority having jurisdiction rejection of the required SUP. City of Paola Police Department has agreed to provide emergency mutual aid services to the jail upon request. Response times for emergency support will likely be slightly longer, based on number of patrol officers and square miles for police coverage. Staff efficiency associated with secure inmate transfer to and from court will be reduced. Requires secure vehicular inmate movement from jail to court with duplicate sally port and holding areas. Holding Expansion: 3,200sq.ft.x $235 = $752,000. (Loss of 18 stalls) Parking losses can be reduced if existing jail is demolished. Existing Courthouse Improvements: Secure Inmate travel to court: $200, County will incur site development costs associated with bringing utilities to the site. Potential added operations costs associated with returning released inmates back to County Seat where social services are typically available. Limits ability of County to provide work release classification for inmates as the distance from jail facility to potential work sites would be increased.

8 4.2 Existing Jail Site North of Courthouse Description: This options looks at placing a new Miami County Law Enforcement Center on the site directly North of the existing Historic County Courthouse. This is the option recommended in the original planning study completed in This study recommends the removal of the existing jail building to make way for a modern LEC/jail. The existing LEC/jail building is nearing sixty years in age, and no longer meets the requirements for LEC/jail facility best practices. The Sheriff Office programmed in 2006 will not fit within the existing confines of the jail and the existing site cast concrete construction does not lend itself to cost effective remodel. For these reasons this option assumes the existing jail facility will be removed. Pros: Proximity of the New LEC/Jail to the Courts is ideal for staff efficiency County already owns this site so no land acquisition costs required Jail on site would be allowed as an accessory use to existing County facilities, so further planning review or significant public input opportunities will not be required. City of Paola has agreed to multiple utility and street improvements in efforts to support a construction of a new LEC/Jail on the existing County complex site. These costs would not be incurred by the project budget. Ability for Paola police to provide emergency backup for jail is increased by proximity of jail near center of town. Groups all County services in one primary location improving County wide staff efficiency. Secure inmate movement to court is efficient and most safe. Consider improvements to existing Courthouse to allow of secure inmate movement separate from general public. Maximizes future expansion for the County Administration building. Cons: Placement of LEC/Jail on a prominent site within the City core. Because of site prominence and adjacency to the historic Miami County Courthouse, new LEC/Jail cladding will need to respect its immediate neighbors. Envelope as % of Construction: $3,440,000 x.08 = $240, Complicates already stretched parking availability in and around the City core. Will serve to limit expansion capability of the existing courthouse for future court needs.

10 4.3 Administration Bldg Site South Parking Area Description: This options looks at placing a new Miami County Law Enforcement Center on the site directly South of the existing Miami County Administration building. This LEC/Jail placement would allow for repurposing of the existing jail facility for expansion of other County services, and/or be demolished to allow for expansion of existing parking. Pros: Allows for reuse of existing jail building for County services expansion or demolition and increased parking adjacent to existing Historic Courthouse building. County already owns this site so no land acquisition costs required. Jail on site would be allowed as an accessory use to existing County facilities, so further planning review or significant public input opportunities will not be required. City of Paola has agreed to multiple utility and street improvements in efforts to support a construction of a new LEC/Jail on the existing County complex site. These costs will not be incurred by the County project budget. Ability for Paola police to provide emergency backup for jail is ideal by proximity of jail to the center of town. Groups all County services in one primary location improving County wide staff efficiencies. Cons: Placement of LEC/Jail on a prominent site within the City core. Because of site prominence and adjacency to the historic Miami County Courthouse, new LEC/Jail cladding will need to respect its immediate neighbors. Will remove County parking from south lot creating a further shortage of parking adjacent to Administration Building and the City core. Loss of parking: 97 stalls Will serve to limit expansion capability of the existing Administration building in the future. Requires secure vehicular inmate movement from jail to court with duplicate vehicular sally port and holding areas.

12 4.4 Administration Bldg Site East Parking Area Description: This options looks at placing a new Miami County Law Enforcement Center on the site directly East of the existing Miami County Administration building. This LEC/Jail placement would allow for repurposing of the existing jail facility for expansion of other County services, and/or be demolished to allow for expansion of existing parking. Pros: Allows for reuse of existing jail building for County services expansion or demolition and increased parking adjacent to existing Historic Courthouse building. Parking Increase if existing jail is removed: 32 stalls +/- Maintains current level of dedicated County South lot parking. City of Paola has agreed to multiple utility and street improvements in efforts to support a construction of a new LEC/Jail on the existing County complex site. These costs will not incurred by the County project budget. Ability for Paola police to provide emergency backup for jail is ideal by proximity of jail to the center of town. Groups all County services in one primary location improving County wide staff efficiencies. Jail on site would be allowed as an accessory use to existing County facilities, so further planning review or significant public input opportunities will not be required. Cons: Placement of LEC/Jail on a prominent site within the City core. Because of site prominence and adjacency to the historic Miami County Courthouse, new LEC/Jail cladding will need to respect its immediate neighbors. Involves land acquisition for property to the East of the Administration building. Location serves to limit future expansion of the existing Administration building. Requires secure vehicular inmate movement from jail to court with duplicate sally ports.

14 4.5 Existing Jail Site North & West of Courthouse Description: This options looks at placing a new Miami County Law Enforcement Center on the site directly North & West of the existing Historic County Courthouse. The existing jail building could be renovated for additional court use or demolished and site parking expanded as part of this option. Pros: Proximity of the New LEC/Jail to the Courts is ideal for staff efficiency. County already owns this site so no land acquisition costs required. Jail on site would be allowed as an accessory use to existing County facilities, so further planning review or significant public input opportunities will [not] be required. Placement of LEC/Jail maximizes site development area. City of Paola has agreed to multiple utility and street improvements in efforts to support a construction of a new LEC/Jail on the existing County complex site. These costs will not incurred by the County project budget. Ability for Paola police to provide emergency backup for jail is increased by proximity of jail near center of town. Groups all County services in one primary location improving County wide staff efficiency. Secure inmate movement to court is efficient and most safe. Consider improvements to existing Courthouse to allow of secure inmate movement separate from general public. Maximizes future expansion for the County Administration building. Cons: Placement of LEC/Jail on a prominent site within the City core. Sheriff department entry will be separated from Admin & Courthouse entries. Will serve to limit expansion capability of the existing courthouse for future court needs.

16 5. Staffing Evaluation Staff for New Miami County LEC/Jail: Staffing for a new facility has been study previously for the County as part of multiple previous studies. This section of site study looks specifically at the impact of the new LEC/Jail placement on transportation staffing and satellite jail operations. Current Staffing dedicated to Inmate Transportation: The Miami County Sheriff s department currently maintains two full time employee (FTE) positions for secure inmate transfer to and from court, and from adjacent County jails. These are FTE positions are not 24/7 post positions, and represent one full time position each vs. a 5.2 FTE post position dedicated to jail operations. (2) FTE x $45,000.00(salary) = $90,000 (yearly staffing cost for inmate transfer) These positions will likely still be required following construction of a new LEC/Jail, but their position responsibilities could be expanded, as the need for secure inmate transfer is reduced. Logically the farther the new LEC/Jail is constructed away from the existing Courthouse, the greater the demand for secure inmate transport, limiting time available for patrol, jail operations, etc. Sheriff s department does not believe additional transportation staff would be required for the new LEC/Jail facility, until such time that correction program offerings are expanded, such as work release, house arrest, etc. Staffing at that time would need to be evaluated base on numbers of inmates participating in step down correction programs and their needs for transportation to and from the jail. Multiple Jail Operations: Satellite Jail/Booking: The operation of a 24/7, 365, holding booking or satellite jail will have significant staffing cost ramifications for future operations. Minimum recommended yearly staffing cost for 24/7, 365 holding/booking facility) 5.2 (FTE) x 2 (Post positions) x $45,000.00(salary) = $468,000 yearly Dedicated Court Holding Facility: Note, that a satellite court holding facility will not be staffed as a satellite jail, only having inmate and staff on site during court hours of operation. The staff on site at this facility would be the transportation officers moving inmates to court.

ESTIMATE OF PROBABLE COSTS SITE COMPONENTS Structured Parking Costs: Parking structure costs vary significantly and are heavily affected by the following: Quantity of stalls constructed Construction type & associated construction time (site cast post-tensioned vs. pre-cast) Ventilation systems selected (Open air ventilation vs. mechanical exhaust) Exterior cladding materials. This study endeavors to provide good planning numbers for a structured parking facility in the downtown area of Paola, Kansas. Planning numbers for parking structures will likely vary between $17,000 and $12,000 dollars per stall, based on a 220 median stall count. The fewer the number of stalls constructed the great the cost per stall, and conversely the greater the number of stalls the lower the cost for each. Economy of scale drives costs on this type of structure. Simple rectangular structural lines also contribute heavily to cost effective construction. 220 (structured stalls) x $15,000(per stall) = $3,3000, (Construction value) Note: These figures exclude land acquisition costs *Costs based on recently completed structures and associated construction value. On-grade Site Parking Costs: On-grade parking is a less costly than structured parking, but site restraints will typically reduce the number of stalls available for development. 97 stalls (exist south lot size) x $1,400(per stall cost) = $135,800 (Construction Value) Note: These figures exclude land acquisition costs *Costs based on recently completed parking projects and associated construction value. Secure Pedestrian Tunnel Costs: Subterranean tunnel construction contain a multiple of variables that cannot be seen or anticipate as part of this estimating effort, including subterranean soil/rock conditions, water table location, exact location of existing utilities, etc. This information assumes soils/rock conditions that are easily removable by large construction equipment, and additional costs for one secure elevator at the existing Courthouse. (Example: Based on Option South Parking to Courthouse) 260(linear feet) x $3,100(Cost per linear ft.) = $806,000 + $160,000 (Elevator + Mods) Total = $966,000 (Construction Value) Notes: Contingent of City approvals to allow tunnel crossing under street right of way. Construction of tunnel would eliminate need for construction of Sally Port and Holding Facility at Courthouse (-$752,000) and allow expanded parking.
18 7. CONCLUSIONS The information contained in this report is based on the best information available at the time and by Zimmerschied Architecture s review of the existing sites. Many facets of this study endeavor to anticipate future needs of the Miami County Administration building and Courts system, that at the time of this study were not readily defined. We hope the information contained in this report will assist the County in determining the best location for the future Miami County LEC/Jail. The design team would be happy to come and present this information to the County Commission as you would see fit to clarify any concerns or questions that may arise.
