5 Decision Criteria How will a fire start? How will it spread and what will be the damage? How will it be stopped? 5

6 Decision Criteria Will any single event lead to loss of the building? Will chosen fire detection or fixed fire protection systems ensure identified critical equipment is reinstated within x hours? Will more than x square metres of raw materials or stock or research materials be involved by fire in any single event? Will protection will be designed to remain viable for all operation modes and during maintenance periods? 6

7 Fire Protection Systems Other Selection Criteria Is the proposed system the most suitable protection method? Will it be designed, installed, commissioned and maintained to expected published standards? Is the contractor certified for such work (or has proven experience)? Will the system signed off be certified? a third party inspector? Will the system be inspected periodically in respect of capability and performance? 7

8 Fire Protection Systems Examples of Third Party Schemes and Certification USA has all systems signed off by a licensed PE, who has reviewed all plans, specifications and completed installations They hold responsibility for system selection and sign-off AHJ s (Authority Having Jurisdiction) ensure application of ITM Germany and Netherlands have 3 rd party systems inspectors who certify systems upon completion and offer annual verification VdS and R2B are such examples UK has listed sprinkler, gaseous and detection installer schemes Installers not required to be members, but most are Audited samples of installers work (2 contracts per year) Installers can self-certify work in many cases Not all installers are certified or subject to audit selection Many countries have no schemes in place 8

9 Fire Protection Systems Acceptance Criteria Acceptance of fixed fire protection systems based upon selecting a system (or equipment) that is: Listed, approved, or certified by a recognised testing laboratory (e.g. UL/VdS/BRE) for its intended purpose Designed, installed, and maintained in accordance with acceptable published codes or standards (e.g. BS/NFPA/EN) addressing the intended purpose Designed, installed, and maintained in accordance with manufacturer's literature Where a system does not have an appropriate listing or is not covered by an applicable code or standard there is no basis upon which to accept it 9

16 Zurich Recognized Solutions Acceptable Laboratory Test Protocol Not only must the testing laboratory itself be recognized by Zurich, but the testing standards and protocols applied to evaluate a product must be acceptable. It is not sufficient for a product to be tested at a Recognized Testing Laboratory. 21 Fire Protection Training Course This one-week course, held at the Tyco, Cranston, RI Facility is intended for customers who are responsible for fire protection systems The course focuses on fire system impairment management and fire system inspection, testing, and maintenance. Knowledge is transferred through hands-on training and interactive exercises supported by classroom presentations. The outcome is an understanding of Zurich Best Practice for fire system care and maintenance for property insurance purposes.
