IRS: S23 Electrical signaling and interlocking equipment RDSO/SPN/144 Safety and Reliability requirement of electronic signaling equipment IS: 2175 Fixed Heat sensitive fire detector for use in automatic fire alarm system temp IS smoke detectors for use in automatic electrical fire alarm system. IS: 2189 Selection Installation & maintenance of automatic fire detection and alarm system code of practice. IS: gaseous fire extinguishing system Carbon di oxide, total flooding and local application including in cabinet sub floors systems IS: Gaseous fire extinguishing system General requirement UL: 2127 Inert gas clean agent extinguishing system unit. UL: 2775 Outline of investigation for fixed condensed aerosol extinguishing system unit. 0.3 Whenever reference to any specification appears in this document, it shall be taken as a reference to the latest version of that specification unless the year of issue of the specification is specifically stated. 1.0 SCOPE This document sets forth general, operational, technical and performance requirements of Automatic Fire Detection & suppression System (AFDSS) for power equipment & relay rooms of Panel Interlocking (PI), Route Relay Interlocking (RRI) & Electronic Interlocking (EI) signaling installations. 2.0 GENERAL REQUIREMENTS 2.1 Automatic Fire Detection & suppression System (AFDSS) shall consist of following: Page 6 of 23

7 2.1.1 Fire Detection & Alarm System (FDAS) - comprising of any or all of the following detection systems:- (a) Heat Detectors for DG room (b) Heat Detectors for Power Supply Room (c) Smoke detectors (for Power Supply Room) (d) Linear Heat Sensing (LHS) cable along with its interface module (for cable trays, cable troughs & cable bunch etc.) (e) Aspirating (air sampling) type smoke detector (for Relay Room) Alarm & Control Unit (ACU) - For reading the signals from sensors/detectors, giving audio/visual alarms & actuating the Fire Extinguishing System Fire Extinguishing System (FES) - Condensed Aerosol extinguishing medium based fire extinguisher, which are activated either electrically or manually Other Items (OI) - like Chang over Switch for switching Extinguishing system between Automatic to Manual mode, connecting cables, relays etc. necessary for commissioning & reliable operation of the AFDSS. 2.2 The Fire Extinguishing System shall be either initiated automatically or manually. 2.3 The AFDSS shall be designed to work on power supply of 24 V DC ± 20% and also on 230 V AC± 20% having 24V battery back up for at least 24 hours. 2.4 The AFDSS shall be self-checking & diagnostic type. It shall continuously monitor the health of the sensors/ detectors & the complete system. The data regarding health & event shall be logged in the system with date & time stamp, which can be downloaded to a PC/ Laptop at later stage. The system should have capacity to store data for upto last one month. 2.5 The system shall be suitable for installation in electrical cabinets, transformers, invertors, cable trays, electronic equipments, power equipment rooms, relay rooms, or any other enclosed areas, which are vulnerable for fire as deemed fit by Indian Railways. 2.6 The system shall be suitable to detect fire/ fire like situation in relay room, power equipment room, electronic equipment, electrical wiring etc. & shall be able to extinguish fire before it causes damage to any of the above equipments. 2.7 The AFDSS shall work satisfactorily & reliably over the entire range of following environmental parameters: Temperature range: -10ºC to + 70ºC Humidity: 0 to 100% 2.8 Necessary shielding arrangement for the PCBs and Detection & suppression circuits/devices to ensure proper functioning against Page 7 of 23

8 radio frequency /electromagnetic interference and electromagnetic compatibility must be available. 2.9 In case it is felt necessary by the railways to add more or additional sensors to the existing Fire Alarm System, the sensors/ detectors covered in this specification shall be compatible with the already existing Fire Alarm System It shall be possible to interface the existing Fire Alarm System, wherever available, to the Fire Extinguishing System covered in this specification It shall be possible to extend the alarm to remote location The system shall have manual override to initiate fire extinguisher or to disable the system The system shall not raise false alarm and take action of fire extinguishing The system shall be able to extinguish fire with high degree of reliability The working of the equipment shall not cause interference to other electrical/electronic circuits/systems and shall not damage relays, wiring, power equipment etc In case of low battery, the system shall give alarm and indication All precautions regarding earthing & preventing hazard shall be taken as per requisite clauses of IS Quality requirement & storage shall be as per requisite clauses of IS The extinguishing system should incorporate a pre discharge alarm with a time delay sufficient to allow personnel evacuation prior to discharge 2.20 Time delay devices should be used only for personnel evacuation or to prepare the hazard area for discharge Automatic/manual switch and lock off devices should be provided at the entrance to the protected area where required The system shall not degrade the performance of relays, power equipments, wiring, cables etc. when subjected to fire Detection & suppression/extinguishing process The general principles of the Fire Detection & Alarm System (FDAS) shall be as follows: Detection of fire and smoke shall be quick enough so that Fire extinguishers are activated well in time in order to prevent any damage to any equipment due to fire Shall reliably transmit the detected signal to Control Unit. So that it can translate this detected signal into suitable alarm signal and actuate fire extinguisher to extinguish the fire Monitor health of the system Indicate or display the location of fire / alarm activation device Fire Extinguishing System shall have following characteristics:- Page 8 of 23

9 The extinguishing agent, decomposition products, aerosol forming solid compound, the cooling material and the residue after fire extinguishing action shall not be harmful to living beings, environment, electrical equipments, electronic equipments, power equipments, signaling equipments, relays and shall not cause interference to working of electrical/electronic/signaling circuits/systems and shall not damage relays, wiring, power equipment etc During the course of fire extinguishing process & after that, it shall not provide any conductance or any insulation between relay contacts, terminals & exposed wires It shall be friendly to the ozone layer & shall not deplete the oxygen content The containers shall be non-pressurized Lifetime of fire extinguishing material shall be more than 10 years. Test report and certificate with full analysis report from NABL/ILAC member accredited lab shall be submitted There shall be an arrangement of refilling once the fire extinguishing system is operated. 3.0 GENERAL ARRANGEMENT OF AUTOMATIC FIRE DETECTION & SUPPRESSION SYSTEM (AFDSS): Aspirating type Heat & Smoke Smoke Detector Detector Heat Detector Fire Extinguisher with suitable Detector Smoke Detector Linear Heat Sensing Cable LHS Interface Audio/ Visual Alarms Existing Fire Alarm System Control Unit 4.0 TECHNICAL REQUIREMENTS 4.1 The AFDSS shall have Heat & Smoke sensors, which shall be installed, at critical locations to detect smoke, temperature rise & absolute temperature & send the signal to Control Unit. In addition, Liner Heat Sensing cable shall be laid in cable trays, battery boxes, power equipments etc. for heat detection & sending the signal to Page 9 of 23

10 Control Unit through an Interface. In Relay Rooms, Aspirating Smoke detectors shall also be installed for early detection of smoke. On getting the signals from above detectors/ sensors, Control Unit shall give audio/ visual alarms & actuate the Fire Extinguishing system automatically. 4.2 It shall also be possible to actuate Fire Extinguishing system manually. 4.3 The Fire Detection & Alarm System shall monitor smoke, temperature rise and absolute temperature. The sensing device should be able to detect smoke signals after continuously monitoring and temperature rise of the surrounding area. 4.4 The fire extinguishing system shall be based on the condensed aerosol generator principle. The condensed aerosol generator is a fire extinguishing system using solid material, which on activation is transformed into a rapidly expanding fire extinguishing aerosol. 4.5 The extinguishing action shall not alter the quantity of oxygen present in the environment significantly. 4.6 General requirement of detectors Heat & Smoke detector shall be robust, rugged, temperproof & suitable for surface mounting Heat & Smoke detector shall incorporate state of art optical chamber providing efficient & accurate detection of fire with high level of reliability & high immunity to spurious signal Heat & Smoke detector shall incorporate integral LED indicator to show the status of the detector Each Heat & Smoke detector shall have suitable indications for indicating Normal healthy mode & Alarm Indication mode The detector s alarm condition shall be visible from a distance of 6 Meters and shall be visually different from the indications of the other conditions The insulation resistance of the detector shall not be less than 10M ohm Failure of any indicators lamp shall not prevent the detector from emitting fire signal indicating the existence of fire. 4.7 Heat Detector for DG Room Probe type bi-metallic resettable type heat detectors shall be used for this purpose It shall be suitable to use above 80ºC It shall be able to detect temperature and shall communicate alarm signal to Control unit when temperature rises above the defined value, which may be set at 80ºC, 90ºC or 100ºC by the user. 11 4.8 Heat Detector for Power Equipment Room Heat Detector shall confirm to IS Heat detector shall be resettable type Heat detector shall be Rate-of-rise temperature-cum-fixed temperature type detector The detectors shall be designed to operate within a given time: When the rate of temperature rise at the detector exceeds a predefined value regardless of the actual temperature; and When temperature at the detector exceeds a predefined value The detectors shall be provided with means for mounting (on ceiling/wall) securely and independent of any support from the attached wiring. The heat sensitive element(s) shall not be closer than 15 mm of the detectors as per Clause 4.1 of IS: Plastic, if used for heat detector, shall not start softening, deforming or melting at a temperature lower than 95ºC as per Clause 4.2 of IS: Heat sensitive detectors can be point or line type Heat detector shall be able to detect temperature and the rate of rise of temperature and shall communicate alarm signal to Control unit under any one of the following conditions: When the rate of temperature rise at the detector exceeds 10 C per minute regardless of the actual temperature When temperature at the detector exceeds a predetermined value of 70 ºC or as set by the user At rates of rise of air temp less than 1ºC/m, the detector shall be required to operate at an air temp of not less then 58ºC and not more than 65ºC, 73ºC or 81ºC as desired by the purchaser. The detector shall respond within a time not exceeding 11min 36 sec, 9 min 40 sec and 7min 44 sec respectively for the above temperatures as per clause 5.7 of IS: Smoke Detector Smoke detector shall be of Optical (Photoelectric) smoke detector and shall confirm to IS: The optical smoke detector operation shall be based on light attenuation by smoke and/or light scattering by smoke particles Smoke detector shall incorporate state of art optical chamber providing efficient & accurate detection of fire with high level of reliability & high immunity to spurious signal. 12 4.9.4 Smoke detector shall be able to detect smoke and shall communicate alarm signal to Control unit when optical density of smoke exceeds 0.1 db/m (10 m visibility) as per Clause 5.2 of IS: The response threshold value (r. t. v.) of smoke detector shall not be less than.05db/m. and the ratio of highest r. t. v. and lowest r. t. v. shall not exceed 1.6 as per Clause 4.2 of IS: The opening for smoke entry shall be at least 30 mm below the ceiling level assumed smooth and flat as per Clause 3.8 of IS: Where Heat detector & Smoke detector are available as a combined unit, the same may be used for power supply room. However, the heat detector of combined detector shall meet the requirements of clause 4.8 and smoke detector shall meet the requirements of clause 4.9 of this specification The sitting and spacing of detectors of clause 4.7, 4.8 & 4.9 and compensation to the spacing of detectors shall be as per Clause & of IS: Under flat ceilings, the horizontal distance between any point in a protected area and the detector nearest tothat point shall not exceed (1) 7.5 m in case of smoke detector, and (2) 5.3 m in case of heat detector In case of a sloping roof or pitched ceiling (where the distance between the top of apex and bottom of the roof exceeds 600 mm), spacing of detector at or in the vicinity of apex may be spaced between 7.5 m and 8.5 m for smoke detectors Detectors shall not be mounted within 500 mm of any walls, partitions or obstructions to flow of smoke or hot gases, such as structural beams and ductwork, where the obstructions are greater than 250 mm in depth Spacing of 7.5 m for smoke detectors is valid up to a height of 7 m only and that of 5.3 m for heat detector is valid only up to a height of 5 m. Beyond these heights, spacing between the detectors shall be adjusted as follows: Smoke detectors for heights between 7 m and 10 m 5 m spacing Beyond 10 m height- only beam detectors or aspirating type detection system Heat detectors for heights between 5 m and 7 m 3.5 m spacing Beyond 7 m height- not allowed to install heat detectors Page 12 of 23

13 4.12 Aspirating (air sampling) type smoke detector Air sampling type detector shall use laser. This type of detector shall use piping or tubing distribution network that shall run from the detector to the areas to be protected. The aspiration fan in the detector housing shall draw air from the protected area and back to the detector through air sampling ports, piping or tubing. At the detector the air shall be analyzed for fire products The detector shall have the capability of generating four alarm signals depending upon level of smoke detected Stage 1 0.5% obs/m Stage 2 1.0% obs/m Stage 3 1.5% obs/m Stage 4 2.0% obs/m The value of smoke level for various stages of alarm can be changed depending upon site conditions The piping or tubing to air sampling ports shall be laid depending upon the floor area. Broadly the spacing between them shall be approximately 25 meter to 50 meter for the area 250 sq meters to 500 sq meters with holes in the piping or tubing shall be 5-6 meters to 5-9 meters respectively Linear Heat Sensing (LHS) Cable Temperature sensitive cable also known as Linear Heat Sensing Cable shall be laid in all cable trays located in Power Equipment room/ relay room. Signal about alarm temperature shall be sent to Control Unit by LHS interface module attached with cable system Linear Heat Sensing cables shall be of temperature sensitive insulated wire type This linear heat sensing shall be in the form of continuous cables consisting of copper conductors / cores and shall be of analogue type Each core of analogue Linear Heat Sensing cable shall be insulated with a negative temperature coefficient material. An outer sheath of high temperature, flame retardant PVC insulation, shall protect the cores. The outer sheath, as well as the metallic braid shall not affect the performance of the heat sensor (Clause of IS: The Linear Heat Sensing cable for each zone / area shall be connected to an electronic interface module, which shall sense the temperature variations by continuously monitoring the resistance of the negative temperature Page 13 of 23

14 coefficient core insulation. The electronic interface module shall be located suitably in the area being protected The analogue linear heat sensing cable of every zone shall be continuously monitored for open and short circuit. A breakage, disconnection or a short between cores shall initiate a FAULT alarm on the fire alarm panel of Control Unit LHS cable shall be automatically resettable type The design of the analogue, linear heat sensing cable and corresponding electronic sensing circuits shall be such that the cable length and the number of required loops should be set up to provide optimal coverage for the desired region with cable length ranging from 10m to 200 m. The system shall be designed to have an optimum sensitivity For a given length of sensing cables it shall be possible to set the alarm temperature over a wide range from ºC with a interface Modulator and with a tolerance not to exceed ± 5% The Linear heat sensing cable should have strong capability to withstand the mechanical damage, tensile, water and corrosion and electromagnetic interference Linear Heat Sensing (LHS) Interface Module LHS Interface should be a microprocessor based start point device that communicates between LHS Cable and Control Unit should be an intelligent device that will monitor LHS cable for continuity and over temperature fire signatures It shall be possible to set any alarm temperature between ºC through Interface module An increase in temperature at any location along the LHS cable's length shall lower the resistance between conductors in the cable. The change in resistance shall be detected by the interface module, which will trigger an alarm at the control unit if the temperature rises above a preset threshold The LHS interface shall be able to distinguish between a Short Circuit Condition & an Actual Fire Event in order to prevent unwanted activation of fire alarm/ fire extinguishing system in case of an accidental short circuit fault by damage to the sensor or field wiring The LHS interface should supervise the sensing cable for temperature rate of rise condition, open & short circuit to generate a fault condition which shall be displayed on the interface module faceplate by the 2 LED indicators: FIRE LED & FAULT LED. 15 LED indicators shall also be provided for normal system operation, faults, pre alarm, fire alarm status, battery low indication and alarm LHS interface should perform simulation test for fire alarm, pre alarm and fault signals Control Unit Detection, actuation and control system may be either automatic or manual. Where they are automatic provision should also be made for manual operation The Control Unit shall be the central processing unit of the system, receiving and analyzing signals from Heat detectors, Smoke Detectors, LHS Interface, Aspirating Smoke Detectors and manual releasing devices, providing audible and visual information to the user It shall have suitable audio/visual alarms for drawing attention/indicating various events It shall also have the capability to electronically/electrically activate and release Fire Extinguishing System The Control Unit shall have sufficient input ports for connecting various sensors/ detectors alongwith their interfaces, if any, & have sufficient output ports for controlling fire extinguishing system, operating/switching off electrical units and for interfacing with the existing Data Logger system There shall be preferably one control unit for a station. However, at stations having bigger relay room & power equipment room deploying more number of sensors/ detectors, more than one Control Units can be provided but there shall be a main control unit also to control fire extinguishers, to provide alarms, for user interaction etc. of the entire installation through the individual control units The entire system shall be suitable to operate at 24V±20% DC as well as on 230 Volts + 20%, 50 Hz single phase AC supply with 24 V DC sealed maintenance free battery with battery charging system as secondary source with a power back-up of at least 24 hours The Control Unit shall have means for the user to interact & shall have suitable Detection & suppression to prevent unauthorized use The panel of the control unit shall have the facility of buzzer silence, alarm silence and alarm activate, lamp test & reset. The panel shall indicate the status like fire, fault, disable, test, supply, supply fault, battery fault, aux. supply, fault, and earth fault by respective LEDs/other suitable means. Page 15 of 23

16 The Control Unit shall have sufficient sets of Potential Free NO/NC contacts; to trigger the Condensed Aerosol extinguishing medium in the power equipment room/ relay room/dg rfoom as per the requirement, switching off the power supply to power equipment /relay room (if required) and for interfacing with the existing Data Logger system. The Control Unit shall be able to communicate and display the exact number of the Sensor or the Part of the Linear Heat Sensing Cable, which has activated the Fire Detection System, for pinpoint location of the seat of fire The Control Unit shall be modular in structure, so that any fault in any of the modules can be set right by simply replacing the Faulty Module, with a spare It shall be possible to download data from Control unit through suitable ports like RS232/ USB into a PC/Laptop operating on Windows platform. The software for downloading and analyzing fault data shall be provided & shall be compatible with windows operating system Audio Visual Alarm Audiovisual alarm shall be provided along with Control Unit Audiovisual alarm system will get activated in Control Unit in case of fire/smoke Audiovisual alarm shall be provided with provision of resetting the hooter from Control Unit. However, visual alarm shall continue to be lit till such time the alarm conditions exist The audio alarm for fire alarm shall be electronic hooter/horn/electric bell having a frequency range of Hz. The sound of the fire alarm should be continuous although the frequency & amplitude may vary. If a two tone alarm is used, at least one of the major frequencies should be within the frequency range of Hz The sound level shall be 65dB-100dB adjustable to the site requirement Operating devices such as system isolate switches and ancillary equipment; including shutdown equipment; dampers and door closures, required for successful system performance should be considered integral parts of the system. All ancillaries should incorporate manual reset facilities The software preferably should have the capability for the following 4 levels of actions: Page 16 of 23

17 Level 1 When Stage 1 signal is received from aspirating type smoke detector, it may activate a visual in the fire risk area Level 2 When Stage 2 signal is received from aspirating type smoke detector it may activate the electrical/electronic equipment shutdown relay and activate visual in the Security Office or other appropriate location Level 3 When Stage 3 signal is received from aspirating type smoke detector it may activate an alarm condition in the Fire Alarm Control Panel to call the Fire Brigade and activate all warning systems Level 4 It may be used to give alarm for evacuation when any of the following conditions is encountered: (i) When Stage 4 signal is received from aspirating type smoke detector. (ii) When alarm signal is received from any of the heat or smoke detectors or LHS module. Subsequently, after a time delay of atleast 2 minutes (which can be set by the user upto 10 minutes & shall be in multiples of 0.5 minutes) shall activate the fire suppression system The Alarm of Control Unit shall have means to indicate the room i.e. Relay Room or Power Equipment Room or DG Room from where the alarm situation has been reported and shall also indicate the location of sensor in that room which has reported the alarm situation. The Control unit shall activate the fire extinguisher of that room only for extinguishing the fire Condensed Aerosol extinguishing medium The fire extinction and extinguishing media dispensers shall be based on the condensed aerosol generators employing solid potassium agents, which, on activation, transform into a rapidly expanding fire extinguishing medium by combining with oxygen ions. The extinguishing action effected through physical and chemical chain reactions shall not alter significantly the quantity of oxygen present in the environment The condensed aerosol extinguishing system shall be as per NFPA 2010 standards, shall be UL listed and tested as per provisions of UL 2775 by NABL/ ILAC member laboratories The basic concentration in volume (not including corrective factor) shall be more than 25 gm/m³. 18 The extinguishing agent, decomposition products, aerosol forming solid compound, the cooling material and the residue after fire extinguishing action shall not be harmful to living beings, environment, electrical equipments, electronic equipments, power equipments, signaling equipments, relays and shall not cause interference to working of electrical/electronic/signalling circuits/systems and shall not damage relays, wiring, power equipment etc During the course of fire extinguishing process & after that, it shall not provide any conductance nor any insulation between relay contacts, terminals & exposed wires The containers shall be non-pressurized It shall not deplete the oxygen content Lifetime of fire extinguishing material-up shall be minimum 10 years The Condensed Aerosol extinguishing medium based Fire Extinguishing System shall be compatible with the existing Fire Alarm unit wherever already existing. 5.0 REQUIREMENTS TO BE FULFILLED BY MANUFACTURER/SUPPLIER BEFORE APPROVAL: 5.1 Certificates/Approvals/Experience of the product/ manufacturer: The manufacturer must be certified with ISO 9001:2000 (the scope of the ISO Certification has to specifically refer to the manufacturing of the full range of products) The supplier can either be the manufacturer or its authorized dealer. The supplier shall submit a valid certificate from the manufacturer regarding authorized dealership The supplier shall provide certificates of all the projects executed by them for various applications of the same or similar systems during the last 5 years wherein they have used same/similar type of fire fighting system. The supplier shall also submit certificates regarding use of AFDSS in relay room/ power equipment room/ electronic equipment on any of the Railways Certificate of satisfactory performance from any Railways where such AFDSS have been installed in relay rooms, power equipment rooms and modern solid state signalling equipment rooms of signaling installation shall be submitted The supplier shall submit test report and certificate with full analysis report from NABL/ILAC member accredited lab in reference to Fire Extinguishing System for the followings: The extinguishing agent, decomposition products, aerosol forming solid compound, the cooling Page 18 of 23

19 material and the residue after fire extinguishing action shall not be harmful to living beings, environment, electrical equipments, electronic equipments, power equipments, signaling equipments, relays and shall not cause interference to working of electrical/electronic/signalling circuits/systems and shall not damage relays, wiring, power equipment etc During the course of fire extinguishing process & after that, it shall not provide any conductance nor any insulation between relay contacts, terminals & exposed wires The containers shall be non-pressurized It shall not deplete the oxygen content It shall work in the entire range of environmental parameters mentioned in clause Lifetime of fire extinguishing material-up shall be minimum 10 years Product Certification / Listing of Fire Extinguishing System by any of the following International Accredited Institutes, e.g. UL, ULC, KIWA, LPCB, VDS, BSI etc. which certify / list all models and all mechanical components (brackets, etc.) according to the existing standards on condensed aerosol technology (CEN, BRL-K23001, NFPA 2010, UL2127, UL etc). 5.2 Manufacturer shall guarantee for supply of spares during life of the equipment & extend maintenance support, if required by the Railway/purchaser. 5.3 The supplier shall supply detailed instructions for proper installation of the system. The supplier shall depute his engineers/supervisors to purchaser s site during installation of the equipment. 5.4 The supplier shall associate themselves during commissioning, testing and field trials of the system. 5.5 The supplier shall install & commission the system at the locations identified by RDSO for field trials. The detailed field trials to ascertain the suitability of the system shall be carried out by RDSO and Zonal Railways before considering the supplier for approval. 5.6 The supplier will also offer special tools and instruments separately, which may be required for maintenance. 5.7 The supplier shall submit recommended list of spares required for satisfactory maintenance and operation of the AFDSS. 5.8 The supplier shall submit design manual for the system containing detail functioning of each item and its sub-assembly giving following details about: Testing procedure Diagram & layout Write up on the working of fire and smoke detection system Page 19 of 23

20 5.9 The supplier shall supply the user's manual for maintenance and trouble shooting The supplier shall be responsible for carrying out improvements and modifications at his own expense on all the equipments supplied, provided such modifications / improvements are decided to be necessary for meeting the requirements of reliability, performance and safety etc, jointly between contractor and purchaser For the purpose of technical decisions on improvements/ modifications etc. on equipment, the final authority from the purchaser s side will be RDSO. 6.0 INSPECTION AND TESTING: 6.1 Type, routine and acceptance tests on for fire / smoke detection and extinguishing system will be conducted by nominated agencies. Type test will be conducted by RDSO on one set to verify that product meets the design and performance requirement of the specification. Some or all type test may be repeated after a period of three years to confirm the quality of the product to meet the specified requirement. 6.2 In addition, the manufacturer shall also repeat the type test to be witnessed by RDSO either totally or in part in following cases without any additional cost Modification of equipment likely to affect its function Failure or variations established during type test Resumption of production after an interruption of more than two years The routine tests are to be carried out by manufacturer on each unit to verify that properties of the product corresponding to those measured during type test. 6.3 Acceptance test shall be carried out by inspecting agencies nominated to accept supply lot. 6.4 For type test, one complete system consisting of fire / smoke detection and extinguishing system shall be subjected to following tests as applicable: Visual check Performance test Reverse Polarity test Insulation Resistance test Card-level functional tests on all the cards System level functional tests Endurance test Testing of fire / smoke detection and extinguishing system casing for IP 30 protection to be certified by the Govt. approved testing laboratories Page 20 of 23

21 6.4.9 Following tests to be certified by one of the Govt. testing laboratories on electronic equipment i.e. controller, power supply sensor etc as per IEC : Dry heat test Damp heat test Combined heat humidity and dust test Vibration and shock test Voltage surge test Dielectric test/ Applied High Voltage Test EMI/EMC test as per IEC (Electrical Fast transient /Burst immunity test as per IEC , Surge test as per IEC , Electrostatic discharge test as per IEC and Radiated susceptibility test as per IEC ) Condensed Aerosol extinguishing medium shall be subjected to all the test as specified in UL 2127 and/or test specified in UL The system shall successfully pass all the type tests for proving conformity with this specification. If any one of the equipment fails in any of the type tests, the purchaser or his nominee at his discretion, may call for another equipment/card(s) of the same type and subject it to all tests or the test(s) in which failure occurred. No failure shall be permitted in the repeat test(s). 6.5 Acceptance Test: Acceptance test shall be carried out on 20% of the lot offered (Minimum 2 of each lot) Visual Performance test System level functional tests Reverse Polarity test Insulation Resistance test Dielectric test/ Applied High Voltage Test Damp heat test 6.6 Routine Test For Routine test, complete system shall be subjected to following tests by manufacturer Visual Performance test System level functional tests Reverse Polarity test Insulation Resistance test Dielectric test/ Applied High Voltage Test 6.7 Visual Inspection: Page 21 of 23

22 6.7.1 The unit shall be checked for proper manufacturing, proper fitment in its enclosure, connection and dimensions as agreed between manufacturer and purchaser Each equipment of the system shall be visually inspected to ensure compliance with the requirement of clauses of this specification. The visual inspection shall broadly include : System Level Checking: Constructional details Dimensional check General workmanship Configuration Card Level Checking: General track layout Quality of soldering and component mounting Conformal Coating Legend printing Module Level Checking: Indications and displays Mounting and clamping of connectors Proper housing of cards 6.8 Performance Test Fire / smoke detection and extinguishing system shall be able to detect smoke, temperature and the rate of rise of temperature as per the following conditions When the rate of temperature rise at the detector exceeds 10 C per minutes regardless of the actual temperature When temperature at the detector exceeds a perdetermined value of C When optical density of smoke exceeds 0.1 Du (10 m visibility.) When LHS cable senses temperature beyond deg C and rate of rise is more than 10 deg C per min Audio Visual alarm shall be functional whenever the limits as above are exceeded Data downloading of fire event to be checked Effectiveness of fire fighting system in extinguishing fire shall be checked as per Test method specified in UL2127 / UL Reverse Polarity Test The unit shall be functional after applying 200V DC for one minute in the correct polarity as well as in the reverse polarity Insulation Resistance Test Page 22 of 23

23 The insulation resistance of the unit between the earth (enclosure) and the current carrying parts shorted together shall be more than 20M ohms when measured with 500V meggar Endurance Test: The temperature cum smoke sensor shall be kept in a chamber having deg C temperature for 2 minutes and then shall be kept in open atmosphere for 2 minutes. The system should give required audiovisual alarm and specified indications. 100 such cycle shall be repeated continuously for checking the endurance of unit. Similarly, 100 cycles will be repeated for smoke sensing Other Tests The tests i.e. Dry heat test, Damp heat test, Combined heat humidity and dust test, Vibration, shock & bump test, Voltage surge test shall be conducted as per IEC latest either at RDSO or ERTL/Govt. approved test agency and results shall be submitted The manufacturer shall furnish results of all the tests and inspection carried out internally and in the presence of Railways representative to RDSO Any design improvement found necessary as a result of these tests/trials shall be carried out by the tenderer in the least possible time free of cost. 7.0 MARKING AND PACKING 7.1 The following information shall be clearly marked at a suitable place on each equipment: Name and Address of the manufacturer Year of the manufacturer Serial number of Equipment Specification number Connection diagram of the equipment on the side of the cover. 7.2 The equipment and its sub assemblies shall be packed in thermo Cole boxes and the empty spaces shall be filled with suitable filling material. Before keeping in the thermo Cole box, the equipment shall be wrapped with bubble sheet. The equipment shall be finally packed in a wooden case of sufficient strength so that it can withstand bumps and jerks encountered in a road/rail journey. 8.0 TRAINING: The supplier shall impart suitable training in operation & maintenance inspection & testing of the AFDSS. ************** Page 23 of 23
