1 Intercollegiate Athletics Eli & Edythe Broad Fieldhouse Athletic Center In the event of an emergency such as a fire, earthquake, bomb threat, or other circumstances requiring evacuation, all employees should be aware of and ready to evacuate the building(s) successfully. The following instructions provide a simple, orderly progression of responsibilities that will enable us to quickly and safely evacuate, to stay in a safe location for the duration of the emergency, and to quickly resume normal operations afterward, if possible. The plan covers the Athletic Center and the Eli & Edythe Broad Fieldhouse. All athletics personnel will review and become familiar with the emergency plan. The Athletics Director will be in charge of overall coordination of the evacuation, with responsibility moving to the Deputy Athletic Director and then the building supervisors. The plan will be effective only if each supervisor is thoroughly familiar with his/her responsibilities. Building and floor coordinators must be ready to direct people in an emergency and to ensure that their areas adhere to the plan. This Emergency Plan is written for occupants of the following location(s). In the event of evacuation, staff members from the Athletic Center: Will gather or assemble at the Soccer Field (primary rally point) or between Sacramento and Lassen Halls (secondary rally point) In the event of evacuation, staff members from the Eli & Edythe Broad Fieldhouse: Will gather or assemble at the stadium field (primary rally point) and the practice field (secondary rally point). In the event of evacuation, Coaches/Staff, student-athletes from Yosemite Hall: Will gather or assemble at the Soccer Field (primary rally point) or between Sacramento and Lassen Halls (secondary rally point)
2 In addition to this list of contact people, we have supervisors and other staff members to play an active role in the process. 1. Building Emergency Coordinator Athletic Center Building Coordinator is the Deputy Director of Athletics. The Eli & Edythe Broad Fieldhouse Building Coordinator is the Director of Football Operations. The Building Coordinator is responsible for all plans, information and action taken in an emergency situation. This person appoints backup assistance as appropriate; leaves the building last; maintains up to date Area Supervisors roster; maintains communication with Area Supervisors throughout emergency conditions; and routinely reviews s with key staff. Athletic Center: Second Floor - break room (AC 2270), second cabinet on left, bottom shelf Broad Athletic Fieldhouse: Athletic Training Room (BROAD 1002) EMERGENCY PHONES Blue Emergency Phones blue emergency phones are located throughout the campus, including on each floor of the parking structures. When picked up or activated, you will be immediately connected to a Department of Public Safety dispatcher. You may also use any of the 315 red phones located throughout the campus in case of emergency. Phone Systems If you use any campus phone (except payphones) to call 911, you will be immediately connected to a Department of Public Safety dispatcher. It is highly recommended that you put the Department of Public Safety s 7-digit phone number in your cell phone (916) since 911 calls on cell phones go directly to the California Highway Patrol. A call that goes to the CHP first requires a transfer to the Dispatch Center, which consumes valuable time in case of an on-campus emergency. Athletic Center: A BLUE Emergency telephone is located adjacent to the building on the north side, next to the parking ticket dispenser. Broad Athletic Fieldhouse: A BLUE Emergency telephone is located just outside the main entrance. Yosemite Hall: A BLUE Emergency telephone is located on the west side of YSM, next to Solano Hall annex (IM field).
4 STAFF WITH EMERGENCY RESPONSE SKILLS All of the coaching staffs and majority of the department staff are CPR/AED trained, in the event of an emergency. EMERGENCY PLAN FOR CAMPUS VISITORS TO ATHLETIC FACILITIES: Evacuation of Facilities Procedures & Policies The goal of this emergency policy and procedures is to provide for the best possible response by Athletics event management and University and local authorities in the event of an emergency situation, which develops during an athletic event with campus visitors on site. Chain Of Command The highest authority in an emergency situation (until authority is taken by local governmental entities) is the Sport Administrator or Director of Facilities available on site. He or she is responsible for the implementation of the plan. Duties of the building management team are outlined below. Only the Sport Administrator or Director of Facilities on duty may call for implementation of this plan. Upon decision to implement Emergency policy, Director of Facilities will alert for all parties to prepare to evacuate if necessary. Evacuation Plan Upon receipt and acknowledgement of all parties will prepare for evacuation of the facility, but will not do so until announcement is made over the public address system. This announcement will be made by the incident commander/ Event Coordinator or his/her designated representative by saying. "Ladies and Gentlemen, your attention please. At this time we ask that you exit the building/facility in an orderly fashion. Please proceed to the nearest exit. All available staff will assist with safe evacuation of the facility and assist in coordinating a safe gathering away from the danger. (This announcement will be made three times consecutively and then as needed until the building is clear.) The evacuation of the building will be done in the following manner: 1. Site sport administrator/director of Facilities establishes media information site at approval of possible evacuation of facilities. 2. Site sport administrator/director of Facilities gives order to evacuate facility. 3. Public address announcement. 4. Evacuation routes and gathering places, with assistance from available staff until local authorities assume control. 5. Site sport administrator/director of Facilities will notify Director of Athletics that all areas are secure and confirm that all persons are present and accounted for. 6. Confirm that all vending and concessions stands are secure and individuals accounted for. 7. Site sport administrator/director of Facilities will notify the Director of Athletics that all patrons have left the event site. 8. The perimeter around the event site will be monitored to keep patrons from reentering or approaching. 9. Site sport administrator/director of Facilities will make final sweep of entire building to ensure that all persons have evacuated and return to the event site.
5 ATHLETICS DEPARTMENT EMERGENCY NOTIFICATION AND COMMUNICATION PLAN The following individuals will function as emergency information contacts to receive and distribute information to the staff. Proper emergency evacuation responses will begin immediately in each area. Proper emergency evacuation responses will begin immediately in each area. If you discover fire or smoke, GET AWAY FROM THE FIRE AREA! Close doors and any windows as you leave. OPEN to the Emergency Calls section IMMEDIATELY call in a FIRE to 911. If no alarms are sounding pull the nearest fire alarm. Extinguish small fires only if possible. Follow the instructions of your floor emergency team and evacuate OUT OF THE BUILDING. EXPLOSION Take cover under desks, tables or other furniture that will protect you against flying glass or debris. WHEN IT IS SAFE - OPEN to the Emergency Calls section - IMMEDIATELY call in an EXPLOSION to 911. Follow the instructions of your floor emergency team. THE BUILDING COORDINATOR OR FLOOR COORDINATOR will decide if evacuation is necessary. If ordered to evacuate, go to your designated area.
12 EARTHQUAKE DUCK COVER HOLD Once the shaking has stopped, assess the area around you. Render any aid you can. Call for medical or rescue assistance if necessary. Evacuate safely Stay away from overhead fixtures, windows, skylights, filing cabinets and bookcases. REMEMBER expect aftershocks, beware of falling debris or electrical wires, do not use the telephone unless for emergency assistance, and do not use elevators. BOMB THREAT If you receive a bomb threat over the phone use the Bomb Threat Report on the next page and try to get as much information from the caller as possible. Bomb Threat General Information: In almost all cases bomb threats are false, and a building evacuation is not necessary. The amount of explosives necessary to harm this building and its occupants would need to be quite large. However, the safety of employees is always our primary consideration. When a bomb threat is received notify Campus Police at 911 and then your Building Coordinator at The Police and the Building Coordinator will assist you in conducting an immediate analysis and render a decision on how to handle the threat. There are three basic tactics to utilize during a bomb threat. First, ignore the threat completely as in the case of say a child s voice laughing with other children in the background. Second, conduct a search of the area by staff members who are familiar with that area. Third, conduct a partial or full evacuation of the facility and a search of the facility by trained law enforcement personnel along with bomb detection equipment and dogs. If you do find a suspicious package, DO NOT TOUCH IT OR MOVE IT. Go to the Emergency Calls section and call it in. BOMB THREAT REPORT When is it going to explode? Where is the bomb now? What kind of bomb is it? What does it look like? Where did you place the bomb? What is your name? Caller s description: male female adult juvenile middle-aged old Voice: loud soft high-pitch deep raspy pleasant intoxicated Accent: loud non-local foreign region other Speech: fast slow distinct distorted stutter nasal slurred lisp Language: excellent good fair poor foul other Manner: calm angry rational irrational coherent deliberates emotional righteous laughing intoxicated Background Noise: office machines factory machines street traffic music quiet voices laughter TIME CALL RECEIVED CALL 911 FOLLOW REPORTING PROCEDURE FORM EMERGENCY CALLS SECTION
13 FLOOD SUDDEN SEVERE FLOODING EVACUATE ALL AFFECTED FIRST FLOOR OFFICE SPACES IMMEDIATELY RELOCATE TO A SAFE PLACE, SECOND FLOOR OF A NEARBY BUILDING. THE BUILDINGS WILL WITHSTAND ANY FLOODING THREAT. Do not try to leave the building or campus in a car 80 percent of flood fatalities occur in an automobile. Electrical disruption will occur be prepared with a portable radio and flashlight. DELAYED EVACUATION OF BUILDINGS: (Broad, Athletic Center, Yosemite) PRIOR FLOOD WARNING 1. Each unit (administration, sports, support) has prepared a prioritized list of equipment which will be moved from Yosemite Hall, Eli & Edythe Broad Fieldhouse or Athletic Center. 2. During the work day, staff on hand will be directed to implement the equipment relocation plan. 3. In the event it is necessary to relocate property when the University is not in session, (i.e. weekends, evenings, and holidays) a telephone chain will be employed to contact staff to report to the campus. 4. The Deputy AD will supervise the equipment relocation process from Yosemite Hall & the Athletic Center; The Director of Football Operations will supervise the equipment relocation process from the Eli & Edythe Broad Fieldhouse. 5. Each unit head will supervise the relocation of equipment from their areas to Solano Hall in the following order: Personal Computers and Disks Printers Athletic Training: Dynatonos/Electric Simulator Equipment, Ultrasound, Hydrocollator units, Whirlpools (if possible) TV & VCR Equipment/Other Electronic Equipment (e.g. hand held radios) Fax Machines Copy Machines File Cabinets Athletic Equipment/Other Athletic Training Equipment Other Records: Binders, books, etc Other Office Equipment: Calculators, Typewriters, etc. Office Miscellaneous: Desk Materials, Photos, Plaques, etc. Office Furniture 6. To transport equipment, dollies and multi-tiered carts will be used. These are located in the equipment issue rooms in the men s and women s locker rooms and the athletic training rooms. Deputy Athletic Director will direct the use of the carts and dollies in Yosemite Hall, the Director of Operations, Football, in the Eli & Edythe Broad Fieldhouse.
14 7. Following completion of property relocation, all staff will assemble in the lobby of the Athletic Center and will be given instructions regarding evacuation of campus and future communication. 8. ASSIGNMENTS Athletic Director/Deputy Athletic Director: implement plan Assoc. Director/Director of Football Operations: direct property relocation Head Coaches/Unit Heads: prepare property for relocation, supervise assistants Assoc. Director/W. Equip. Attendant: supervise checking Yosemite Hall Assist. Football Coach/Broad Eli & Edythe Broad Fieldhouse Equip. Attendant: supervise checking Eli & Edythe Broad Fieldhouse Athletic Director/Deputy Athletic Director: final instructions WEAPONS/ASSAULT/CRIMES IN PROGRESS If a person appears with a weapon ESCAPE FROM THE AREA. Warn others as you go when you get to a phone safely, dial 911, and follow the emergency calls procedure. If you cannot escape seek cover and try to escape when the opportunity presents itself. If necessary, barricade yourself in an office or other RETREAT location. As you move, try and call in with information. If an assault occurs OPEN TO THE EMERGENCY CALLS SECTION, AND CALL IN AN ASSAULT, ALONG WITH MEDICAL AID IF NECESSARY. If the suspect is still on the scene stay in a protective area and on the telephone until the suspect leaves. Be prepared to give a description of the suspect, and the suspect s direction of travel. Do not attempt to apprehend or interfere with the criminal. DEMONSTRATIONS/HOSTAGE INCIDENT HOSTAGE INCIDENT Remain calm and do not panic. Cooperate as necessary. Do not argue with or challenge a hostage taker. If safe escape QUITELY, without taking any risks. Warn others as you go when you can get to a phone safely, dial 911, and follow the emergency calls procedure. Your observations will be critical to the police and to the safety of the remaining hostages go straight to the police or call 911 and tell them your information immediately. DEMONSTRATIONS Try to stay in the building, away from demonstrators. Continue business as usual, and do not become part of the problem. If walking past the demonstration, do not interfere with people s right to demonstrate and do not engage in confrontational behavior. If you observe problem behavior on the part of the demonstrators, report it to Campus Police immediately at 911 Emergency or Non-Emergency.
