2 As the Fire Chief of the City of King Fire Department it is my honor to submit the Fire Department s 2017 Annual Report. The information found within this report is designed to be a representation of the activity of the Fire Department in As always, our number one goal is to provide high quality service to our citizens was once again a progressive year for the City of King Fire Department. After 17 years the fire department was rated by the North Carolina Department of Insurance/Office of State Fire Marshal s Ratings and Inspection Division. The outcome of the inspection was an improved rating for our citizens. The improved rating provides a direct impact to our citizens in a reduction in home owners insurance premiums. The fire department will continue to strive to improve in order to provide the best service to our citizens. Through continuous quality improvement and management and in conjunction with Stokes County EMS and Stokes County Emergency Communications we streamlined our responses to our assisted living and nursing facilities. This reduced our medical responses to those facilities by 150 calls compared to the previous year. Residence who live in these facilities have medically trained staff to handle the medical problems that we were previously responding to reducing a duplication in services. Response to the facilities now are based around the need for advanced life saving skills above what the staff can provide. The fire service has continuously been faced with challenges to overcome. The two greatest challenge facing the King Fire Department is reduction in volunteerism and response. Nationally volunteerism has been on the decline. As I reported to our City Council little league struggles to find some to coach how is the fire department supposed to find someone to volunteer to be a firefighter? Fire does not discriminate between paid and volunteer firefighters. Firefighting is one of the most dangerous professions to enter and encompasses many hours to stay proficient in the skills required. Time is also a factor. The quicker the fire department can arrive at an emergency directly results in reduction of damage caused regardless of the nature of the emergency. Brain damage begins within 4 minutes and irreversible brain damage begins within 8 minutes of the heart stopping. Fire doubles in size every minute. Strategically placed fire stations would allow firefighters to arrive at emergencies faster improving the chances of further damage through fire or medical emergencies from happening. Finally, I would like to dedicate this year s annual report to Firefighter Donald Wayne McQuinn Jr. Donnie has been a firefighter with the City of King Fire Department for 10 years and prior to that Donnie was a paramedic with Stokes County EMS. Donnie was also and active volunteer firefighter with the Pinnacle Fire Department. Donnie was diagnosis with a rare form of bile duct cancer in September. On December 21, 2017 Donnie lost his battle with cancer. Donnie s strength and perseverance will live on each and everyday with our organization.

3 In closing, it is truly our honor to serve the citizens of the King Fire district. Our mission statement reads protecting the safety, health, and well-being of our citizens through EDUCATION, TRAINING, READINESS, and COMMNITY SPIRT. This is the foundation for our fire department. 4 Incident Statistics The City of King Fire Department provides fire suppression, emergency medical response, rescue, and hazardous materials response to the citizens of the City of King and the outlying areas of Stokes and Forsyth County. In 2017 the Fire Department responded to 2,193 incidents including automatic and mutual aid. One of the department s main goals is to provide quality service when requested. Emergency medical incidents were the highest demand for service in 2017 at 56%, remaining level from Rescue calls equated to 4% of the total number of response in Rescue incidents include motor vehicle crashes with and without extrication, high angle, water rescue, etc. Good intent incidents made up 15% of the department s call response. These are incidents where someone called 911 believing there was some type of emergency and what was found was not an emergency requiring the fire department s service. Service calls equaled 12% of our responses. Incidents that fall within the service call criteria would be vehicle lock-outs, water problems, illegal burns, and assisting other governmental agencies. 5% of the department s responses are fires and 3% are hazardous materials. Fire alarms equaled 4% of all of our responses for Natural disaster and storm related calls equated to less than 1% of the fire departments response. The average response time to all incidents including automatic and mutual aid responses is 6 minutes and 43 seconds. The fire department averages 4 personnel per incident for all events that we respond to. 262 incidents of the 2,193 total calls overlapped one another; this equates to 11.94% of the incidents dispatched. This is a 18.89% decrease from Once a second emergency call is dispatched this depletes the full-time manpower on duty. The City then relies on part-time volunteer staffing. Their availability, although valuable, is unpredictable and not a guarantee. Further complications arise if one of these duplicate emergency calls is a manpower intensive incident, such as a fire, motor vehicle accident, technical rescue, cardiac arrest. These are just an example of incidents that would require more than 4 people to safely manage and mitigate the incident.

8 Fire Prevention Services Provided 2,464 children and 497 adults instructed in public education activities 25 child safety seats installed or inspected 6 smoke alarms where installed 3 fire extinguisher classes were taught with 86 people in attendance 8 Fourth grade classes were instructed in a 5-module session on fire prevention education 20 station tours, fire truck displays, or daycare programs were given to a total of 1,716 people 357 fire and life safety inspections were conducted 35 fire and life safety re-inspections were conducted 16 site inspections were conducted 3 pre-fire surveys were completed 11 Certificate of Occupancies issued 11 Plan Reviews conducted 8 Permits issued 8 fire investigations were conducted

9 Training City of King Fire Department personnel recorded 7, hours of training in 2017 Firefighters Matthew Hutchens, Mark Thorpe, Jason Hill, and Michael Mosely enrolled in the Advanced EMT course with a completion date of May Chief Robeson, Captains Hairford and Rohde and Firefighter Bolatto attended Fire-Rescue International Conference in Charlotte, NC.

10 Accomplishments Fire Administrative Division Took delivery of a 2017 Sutphen Pumper/Tanker replacing our 1994 engine. Approved and successfully hired 2 new firefighters in the FY18 budget. Completed our fire insurance rating inspection with the Office of State Fire Marshal receiving a reduced rating of 3/9E. Fire Operations Division Answered 2,193 calls for service. Purchased new thermal cameras for our fire engines. Replaced all attack fire hose with new state of the art fire hose which produces more water with less friction loss. Fire Prevention 357 fire and life safety inspections were conducted. 8 fire investigations were conducted. 2,464 children and 497 adults instructed in public education activities
