June 2006 Tour of AES Huntington Beach Generating Station A guided tour of the AES Huntington Beach electrical generating steam power plant will be conducted by AES technical staff personnel. AES Huntington Beach plant is a 1,100MW gas-fired steam facility that has been in operation since Its four units utilize conventional GE steam turbines, Babcock & Wilcox boilers and Pratt & Whitney aircraft turbines. The Generating Station recently retooled Units 3 & 4 to bring an additional 450 megawatts onto the California Electrical Grid. In the news lately, Poseidon Resources Corporation recently obtained approval from the Huntington Beach City Council relating to construction of a 50 million gallon per day seawater desalination plant that will be located on the AES property, northeast of Units 1 & 2. One of the largest global power companies, AES generates and distributes electric power to millions of people in 26 countries on five continents. Their 123 power generation facilities can generate over 44,000 megawatts of electricity and their 14 distribution companies deliver electricity to about 11 million residential, commercial, and industrial customers. The tour will be limited to the first 40 who register. Hope fading for California control systems engineers On May 20th, the California Legislative Council for Professional Engineers met in Sacramento to discuss California Senate Bill SB246. This bill would, among other things, elevate the Control Systems Engineering and five other PE licenses from title to practice level. Other licenses affected by this bill include Chemical, Nuclear, Petroleum, Fire Protection and Traffic Engineering. ISA is the supporting organization for the CSE PE license. Activities of the past two months... and what you can do about it On April 4th, the CLCPE lobbyist notified the delegates that a representative of Professional Engineers in California Government, the state engineers employees union ( had convinced the bill author, Sen Liz Figueroa, that there is no support for converting these title licenses to practice. PECG is the primary opposing organization to SB246. The PECG representative was incorrect. There have been stacks of support letters mailed by CEO s of major California engineering, petrochemical and other process industries, as well as a list of hundreds of other CEO s, Deans of Engg Depts, Govt Organizations and other who have written letters of support. (This latest list can be downloaded at In addition to this list, approx 400 letters have been submitted by Southern California ISA members in January and February of this year. These are all worthy people that are deserving of these awards. They are as follows: Bob Moore, ISA Fellow; Pete Pitsker, Life Achievement Award; Earl Montgomery, Distinguished Society Award; Bob Harrison, Golden Achievement Award. On behalf of the Orange County Section, I extend our congratulations to the honorees. My term as Section President ends at the end of June. Craig Lanternier of Fluor has been nominated to succeed me. I am sure he will build on the success of our Section. He will certainly have my support as I serve as Past President for the next year. Craig is prominent in our industry and we are fortunate that he has accepted a leadership position on our board. Craig would gladly accept your help if you volunteer it. We have been having a good year because of the teamwork on our board that makes things happen. Meetings have been interesting and well attended thanks to Sarah Sheldon, our current Past President, who voluntarily stepped in to fill the vacant Program Chair. Interesting and educational plant tours were arranged by Christine Dorgan at Disneyland and Bob Harrison at the AES power plant in Huntington Beach. John Gong, our long time Education Chair, conducted a Saturday morning Education Seminar that was well attended and well received. My thanks to these good people and the entire Orange County Section Board for their hard work and support in making John look better than I probably deserve. But teamwork is what makes ISA great. My number one priority for my term was to attract new and younger members to our governing board. We always need new leaders with fresh ideas to assure continuity of our Section. I am happy to report that this has happened and credit is due to many of my board members that did the recruiting. Thank you all for your support. I look forward to seeing you at our meetings. 3 Message from the District Vice President NORCAL Leads Membership Contest By Joe Bingham Greetings, I hope that everyone enjoyed Automation West as much as I did. As I promised, I met new people and made new friends as well as found new board members for both the LA and OC sections. If you were not able to make it to Automation West, mark your calendar for the Northern California Section s event next year. The NorCal TECH 2007 held on May 1 st and 2 nd, And now a word about the membership contest. The way things are moving along every section owes me money! Just kidding, we started the year with 2268 total members. We now have The current losers; Aloha has lost 4, LA has lost 5, Los Vegas has lost 4, and Central Arizona has lost 1. The gainers; NorCal has gained 25, Cal Poly Pomona has gained 9, OC has gained 5, and San Diego has gained 3. So far, it looks like the NorCal section is going to be sending me a bottle of wine with the $1000 that their on track to win. Cal Polly, all you have to do is get 17 more members and you can be in the lead! Each section is doing a great job! Keep up the good work!! Regardless of the facts, as a result of PECG s statement, Sen Figueroa sent the bill back to the Board of Prof Engrs and Land Surveyors asking for their advice on whether to remove the title language from the bill. As of the May 20th CLCPE meeting, it still is expected that SB 246 will be modified to remove the four important improvements to the State Engineers Act specifically: (1) recognize Control Systems Engineers as 1st class engineers, (2) allow Control Systems Engineers to overlap and conduct activities that are listed as the exclusive and arbitrary area of expertise of only civil engineers (including writing reports and managing staff), (3) allow Control Systems Engineers to be Principal In Charge when it is within the Control Systems Engineers area of expertise, and (3) make it illegal for any State agency from precluding an Control Systems Engineer from continued on page 6 Automation West 2006 Automation West First of all, thanks to all the local ISA members, without whom this event would not have been possible! 5 ISA News Kim Miller Dunn to become ISA national President Kim Miller Dunn has been appointed the incoming President of ISA effective January 1st, Kim recently served as Vice President of Professional Development Department, the volunteer arm of the Society that oversees licensing, certification, education and training of IS&A professionals. During her term as VP - PDD Kim also served as Chair of the Board of Department Vice Presidents and represented the Departments on ISA s Executive Committee. She is also the current Delegate from the Los Angeles Section. Kim first got interested in instrumentation by accident was a lousy year to get a Chem. E. degree, she says. During college Kim started down the industrial path working for Chevron as a summer-hire roustabout and a Chemistry lab technician for the Los Angeles County Sanitation Districts. Following her graduation from California State University Long Beach in 1986 with a degree in Chemical Engineering Kim went to work with Teledyne Analytical as an Inside Sales Engineer. She has also worked for Yokogawa, Ralph M. Parsons E&C, 3D Instruments, Enron Energy Services and currently works as a Senior Sales Representative for Emerson Process Management, Rosemount Analytical Division. Kim first became involved with ISA when she was asked to serve on the ISA 87 Host Committee. I volunteered to co-chair the Student Day activities Committee. As a recent grad - I suggested many changes to the structure to draw in more students. This also was the year that Cal Poly received their charter and I ve worked with them over the years, she says. Kim grew up in Bakersfield, California, and later lived in Ventura and West Los Angeles for short periods and Long Beach during college. Her first job in high school was an A&W car-hop! When asked about here non-engineering accomplishments, Kim says, I consider my kids quite an accomplishment! She is married to Ray Dunn and has two children, Cody age 6 and Connor age 3. When she can fit it in, after work, ISA and kids, she enjoys reading, gourmet cooking, and various needle crafts such as sewing and crocheting. Much has been made of my being the first female to lead ISA but I think the fact that I am the first post baby-boomer is much more important (okay, I have to lie about my age a little to claim post boomer but I think I associate more with the MTV and Gen X than the baby boomers!). As ISA tries to shift its business model and the way we deliver benefits to our members - thinking in terms of the younger generations is critical. We don t want to disenfranchise our experienced members and leaders that brought the Society to where it is today they have much wisdom and experience to offer - but the younger generations look for products to be delivered differently than people did 20, 30, 40 and 50 years ago! In addition to her role as Vice President of PDD, Kim serves on numerous committees for ISA including the Council of Student Affairs, Finance, Image and Membership Development, and Conference and Exhibit. 6 PE license Update continued from page 4 conducting any activity that they feel qualified to conduct based on formal education or experience. In any case, we must prepare for both scenarios. Assuming Senator Figueroa decides to keep the current version of SB 246 that is, the wording remains intact, CLCPE will proceed on ISA s behalf to attempt to influence the members of the Assy Business & Professions Committee to forward the bill to the Assembly for a vote. Assuming the more likely scenario, that the title to practice language is removed from the bill, an alternate, more aggressive plan must be put into action right away to restore the language. Grass roots activity within ISA has failed to materialize... The lobbyist working for CLCPE indicated that he was under the impression that there would be more of a groundswell of activity and support from the member organizations. Although ISA officials and members have written letters, he indicated that what is needed most from individual members at this time are the following Contact companies who use CSE services. (a) Request that they write a letter on company letterhead to the bill s author Sen Liz Figueroa and Assy Gloria McLeod, Chair of the California Assembly Business & Professions Committee. (Addresses are at the end of this article.) (b) Request that senior managers of industry have their lobbyist knock on the doors of the ten members of the Assembly Business and Professions Committee and do what they can in Sacramento to influence this bill. In order for these letters to have a real effect, THEY MUST also fax a copy to the ISA delegate to CLCPE at (714) Copies of letters will be presented at the hearing. If we do not know that a letter has been sent, it will have no measurable effect. 2 - Contact those you know in water districts, power companies and others whose business impacts public safety. (a) Request that they write a letter on company letterhead to bill author Sen Liz Figueroa and Assy Gloria McLeod, Chair of the California Assembly Business & Professions Committee. (b) Request that they have their lobbyist knock on the doors of the ten members of the Assembly Business and Professions Committee and do what they can in Sacramento to influence this bill. As defined in the text of the bill, any person practices control system engineering when he or she professes to be a control system engineer or is in responsible charge of control system engineering work. 11 New Product News Smart PROFIBUS PA Temperature Transmitter Saves Wiring and Installation Costs North Hills, Calif-Moore Industries TPZ PROFIBUS PA Temperature Transmitter saves wire and installation costs by allowing up to 32 field devices (126 with repeaters) to be networked onto one, low-cost PROFIBUS PA data link. The TPZ features industry-leading 20-bit input resolution to deliver measurement accuracies of up to ±0.05 C (±0.09 F). 12 Obituary Gene Glassey, hydrologic scientist, entrepreneur We are saddened to learn of the passing of Gene Glassey, Senior Life member of the San Diego Section, at the end of 2005 at the age of 83. Mr. Glassey was President and Chief Engineer of Fluid Data Systems of San Diego and was a pioneer in the field of pressure and level sensors. He was a hydrologic scientist and instrument maker with extensive background working with scientists in government. Glassey founded Exactel Instrument Company in 1956 for the manufacture of Exactel Servomanometers, and later founded North American Guild of Environmental Instrument Makers. True Science Hydro, together with predecessor companies, Exactel Instrument Company and Fluid Data Systems, pioneered the first commercially made hydrologic bubble gage in 1958, developed the Exactel Servomanometer and Water-Gage Balanced-Beam Manometer.
