I have appointed Craig Lanternier to assume the position of President Elect. Hiten Dalal is now our Program Chair. We appreciate their volunteering their time to help our Section serve our members. We have other board positions to fill for the new term that starts in July. Raj Adani is our Nominations Chair. We encourage you to contact Raj if you are willing to serve. I speak as a long time ISA volunteer when I tell you it is exciting to participate and increase your leadership skills. Try it, you ll like it! 3 Message from the District Vice President Recognition and leadership In March I was pleased to provide a letter of recommendation on behalf of Kim Miller Dunn, a candidate for the position of President Elect Secretary of ISA. Kim is probably one of the most recognized ISA leaders in Southern California if not all of District 11. This recognition is the result of many years of service. Kim has been a member of the Los Angeles section board for 20 years, serving in just about every position. She has also been a very active leader in the District working on Host Committees, joint section event committees and even working with other organizations to make co-sponsored ISA events successful. I have also witnessed Kim s many activities at the Society and Department level - an impressive resume to say the least. Although Kim s activities alone make her a worthy candidate for any position in the Society, it is her leadership and communication skills that truly set her apart. Kim has the uncanny ability to communicate in a comfortable manner for virtually anyone - users, vendors, students, retired and working professionals. Beyond the communication and leadership skills, Kim is a pleasure to work with. She is always a joy to be around and I find that Kim is always willing to roll up her sleeves and take on any job that is in need of being done. I can t think of any more important skill for the leader of a volunteer society. On another note, I hope everyone will have been able to attend the Analytical Division Symposium scheduled for April 1-6. It s a mustattend event for those interested in analyzers, both for process monitoring and for environmental regulatory purposes. I hope that everyone is ready for AutoWest! AutoWest will bring the educational opportunities of the international EXPO to our very own back yard (beautiful downtown Long Beach). But AutoWest is so much more than just a learning event. This is an incredible opportunity to network with your peers, foster relationships with mentors and develop business opportunities all of which are absolutely essential to building a reputation in our industry as a well-connected professional. Those who attended AutoWest 2004 submitted rave reviews. I have it on good authority that AutoWest 2006 is going to be even bigger and better. Don t miss this opportunity to invest in your career! But, the weekend before AutoWest (April 29-30) I ll be having my annual District Leadership Conference (DLC). Your current and future leaders will be here learning how to become better more effective leaders. As I have mentioned before, AutoWest will feature a dinner and dance on May 2nd. You ain t seen nothing til you see engineers dance, including yours truly. Yes, that means I will be dancing. No, you may not take pictures. 4 ISA Division News Analysis Division 51st Annual Symposium by John C. Querido, P.E., Symposium Chair The ISA Analysis Division will host AD 2006 in Anaheim April 2-6, 2006, at the Marriott Anaheim Suites. Setting the Standard for Process and Environmental Solutions is the theme for this symposium. Three types of technical sessions will be conducted: formal papers which are published in Proceedings, informal presentations and reports which are not published, panel presentations and discussions. Papers are accepted which address topics in process analysis including methods, analytical applications, analytical hardware and software, analytical systems, and analyzer system operation and maintenance. Subject content may concern technology in development or technology as applied in industry practice. General subject areas are: Chemical Analyzers Chromatography Emerging Technology Environmental Gas Detectors Maintenance Physical Properties Sampling Systems Spectroscopy Standards Systems Integration Validation AD 2006 is endorsed by the Center for Process Analytical Chemistry, Federation of Analytical Chemistry and Spectroscopy Societies, Measurement & Control Engineering Center, Air & Waste Management Association, and the US Environmental Protection Agency. Additional information can be accessed at The Analysis Division website is Companies manufacturing analytical equipment and products are invited to attend, meet, and socialize with symposium attendees after hours. All vendor-sponsored hospitality offerings are held on-site in the conference hotel and are scheduled to not conflict with the technical program to ensure attendees have maximum opportunity to participate in every area of their interest. The Analysis Instrumentation Division, as it was originally called, was among the first of the Society s technical Divisions, starting in The Division was at the forefront in establishing gas chromatography in laboratory and on-line applications. The Division sponsored gas chromatography seminars at the Michigan University in East Lansing, Michigan from 1955 through Pioneers in the field such as Golay, Adlard, Desty, Ettre, Halasz, Horning, Karmen, Lovelock, Sternberg, and A. J. P. Martin were among the speakers at the first symposia. Just as popular were the yearly Spring Process Analyzer Short Courses that were initially held at Washington University, St. Louis, Missouri and later at Denver Women s College each spring. These short courses consisted of all day sessions on major process analyzer technologies (Infrared, Gas Chromatography, Sample Conditioning, Electrochemistry, etc.). The courses consisted of a morning lecture by an academic on the theory, followed by an afternoon lecture by a process analyzer specialist on practice and applications. Ed Houser s monograph on Principles of Sample Handling and Sampling Systems Design for Process Analysis came out of these short courses. (This out of print book is now reprinted by the Division as a service to its members.) The Analysis Division has continued its Annual Spring Symposium as the main programming effort for disseminating information to members. As an indication of the Division s support for the Spring Symposium, the Gilmer-Thomason-Fowler Outstanding paper award and associated honorarium was established. 10 PE License Update SB246 makes a wrong turn First the good news... the bill is not dead yet. The hearing on SB246 scheduled for February 14th before the Assembly Business & Professions Committee was not held. It is not yet on the calendar, but can be scheduled at any time. Now the bad news... PECG has made the point to the bill s author that there is no active support for SB246!! PECG, or Professional Engineers in California Government, the labor union for PE s employed by the State of California, is the primary opposition to SB246, according to a source close to the legislation in Sacramento. California Senate Bill SB246 was introduced to the legislature with one of the purposes being to convert the license for Control Systems Engineering which is supported by ISA, from title to practice level, along with other engineering licenses, and to bring California into the modern age in step with other states. Here s where politics comes in... The bill s author, Senator Liz Figueroa, is running for Lt. Governor in the June primary. Political candidates do not like to be involved on the losing side of a controversial issue with their campaign in full swing. So to avoid this situation, the Senator has now sent the bill back to the Engineering Board for consideration as to whether to remove the language relating to converting the title licenses to practice, according to the source. What ISA members are doing about it Several ISA members, including the ISA national past president, have written letters of support to Sacramento. Unfortunately over 95% of ISA members in Southern California have been silent on this topic. And it is both quantity and quality of the support that makes the difference this late stage in the game. When a letter is received by a legislator, it is seen as a vote. And big names, like water districts and engineering firms, really get their attention. There is very little that individuals can do at this point other than to ask the people who use their services to support the bill. The main step is to inform those who are willing to actively support the bill that it is a necessity. [In February] the low level of active support was discussed, and if there has been any growth since then, it has not been enough to have the needed effect, according to our source. But, is there no active support for SB246? What the opposition reportedly is saying doesn t reflect reality. Besides letters from private citizens, hundreds of letters of support have been written on behalf many diverse organizations... Letters supporting SB246 have come from the CEO s and upper management of Boeing, Brown and Caldwell, ChevronTexaco, ConocoPhillips, Dow Chemical, Genentech, Jacobs Engineering, Moore Industries, Parsons, PG&E, Safeway, Technip, Unocal, Valero. Deans of Engineering from the following universities have written letters of support: Cal Poly Pomona, Cal State Long Beach, UC Davis, UCLA, UC Riverside, UC San Bernardino and USC. Mayors, City Managers/Engineers or Directors of Public Works have written letters of support from Beverly Hills, Buena Park, Burbank, Corona, El Cajon, Glendale, Irvine, Long Beach, Los Angeles, Monrovia, Moreno Valley, Newport Beach, Poway, San Diego. Safety, Standards and Practices Chernobyl: 20th anniversary Sequence Of Events Leading To The Accident This month marks the 20th anniversary of the world s worst nuclear power accident. In the former USSR, now Ukraine, the Chernobyl accident killed more than 30 people immediately. As a result of the high radiation levels in the surrounding 20-mile radius, 13,500 people had to be evacuated. The Chernobyl nuclear power plant located 80 miles north of Kiev had four reactors and while testing reactor number 4, numerous safety procedures were disregarded. At 1:23am the chain reaction in the reactor became out of control creating explosions and a fireball which blew off the reactor s heavy steel and concrete lid. As Reactor Four was to be shutdown for routine maintenance on April 25, 1986, it was decided to take advantage of this to run a test. The test was to check whether, in the event of a shutdown, enough electrical power to operate the emergency equipment and core cooling pumps was available until the diesel power supply came online. As the reactor shutdown proceeded, the reactor operated at approximately half power when the electric load dispatcher refused to allow further shutdown. As part of the test the emergency core cooling system was switched off and the reactor carried on at half power. At about 23:00hrs on April 25th the grid controller agreed to a further reduction in power. For the test the reactor was to be stabilized at 1,000MW prior to shutdown, however, due to operational error the power fell to about 30MW where the positive void coefficient became a problem. The operators tried to raise the power by freeing all the control rods manually and at 01:00hr on April 26th the reactor stabilized at 200MW. Shortly afterwards an increase in coolant flow and a drop in steam pressure occurred requiring the operators to withdraw nearly all the rods. The reactor then became very unstable and the operators had to make adjustments every few seconds to maintain a constant power. At this time the operators reduced the flow of feedwater to maintain the steam pressure. Also pumps that were powered by the slowing turbine provided less and less cooling to the reactor. This created additional steam in the cooling channels (positive void coefficient) and the operators could not control a power surge estimated to 100 time the nominal power. The sudden increase in temperature caused part of the fuel to rupture, fuel particles then reacted with the water creating a steam explosion which destroyed the reactor core. A second explosion added to the destruction two minutes later. The fact remains that Chernobyl was caused by multiple, deliberate human decisions made prior to the disaster, more than any particular design flaw or single decision. Modifications have already been made to overcome deficiencies in all the RBMK reactors still operating. In these, originally the nuclear chain reaction and power output would increase if cooling water were lost or turned to steam, in contrast to most Western designs. It was this effect which caused the uncontrolled power surge that led to the destruction of Chernobyl-4. All of these reactors have now been modified by changes in the control rods, adding neutron absorbers and consequently increasing the fuel enrichment from 1.8 to 2.4% U-235, making them very much more stable at low power. Automatic shut-down mechanisms now operate faster, and other safety mechanisms have been improved. Automated inspection equipment has also been installed. Why my favorite? Because one can take long rides there on empty roads. The people there all left and nature is blooming. There are beautiful woods and lakes. In places where roads have not been traveled by trucks or army vehicles, they are in the same condition they were 20 years ago - except for an occasional blade of grass that discovered a crack to spring through. Time does not ruin roads, so they may stay this way until they can be opened to normal traffic again... a few centuries from now.
