2 Earthquake resistant houses If you live in Japan, there is no way you can escape from an earthquake. During the Hanshin and Awaji Great Earthquake, people were not only unable to turn out fires, but without being able to move, were trapped under buildings and furniture. We are not saying that all earthquakes will affect us in the same way, but please be prepared for a sudden earthquake by following the advice below. Live in a safe house Is your house safe? It is important to know if the building you live in is safe. Kawasaki city offers free inspection for wooden homes built before the current earthquake resistant standard came into effect on May 31, 1981 as well as partially supports part of the fee necessary to make the home, earthquake resistant. For condominiums, it offers partial support for the inspection as well as the necessary repairs. Wood Homes - City Planning Department Construction Surveillance Section Contact: Condominiums - City Planning Department Housing Coordination Section Earthquake resistant rooms Consider the layout of your rooms and prevent furniture from falling over by using devices to prevent them from doing so. Use fall prevention devices on tall furniture. Place flashlights and slippers where it can be easily reached. Cabinets whose doors swing out rather then slide sideways are dangerous as the contents may come flying out (make adjustments to doors that swing so that they don t open easily). Support the top and bottom of stacked furniture. Use anti-scatter film on glass of windows, china cabinet, and bookshelves. Use fall prevention devices on refrigerators. Make sure light fixtures that hang down have something to prevent them from swaying.
3 An earthquake! What do I do? In the house Your own safety first When you first feel an earthquake, go under a sturdy desk or table. Use anything around that s handy like a cushion to protect your body from falling objects. Move to a room with relatively less furniture. You can also get hurt from broken pieces of glass; do not walk around barefoot. Handling a heat source There are basically three opportunities to turn off a heat source. 1The first few seconds of the earthquake *If you try too hard to turn off the stove when a big quake hits, you may get hurt or get burnt. In such cases, do so after 2 or after 3. 2When the quake seems to have settled down 31~2 minutes after a fire starts Secure an exit Stay calm and open the doors and windows. Sometimes earthquakes warp the shape of usual entrances and prevent you from opening the door. Secure water Water is important for drinking, but also for fires and daily household use. Try to keep water in your bathtub or bottled water in stock for emergencies. When you are outside On a street Protect your head from falling objects and stay away from block fences, vending machines, under the eaves, and glass windows and doors. Where people congregate What must be avoided is panic caused by mass hysteria. In movie theatres, stay between seats, and at department stores, go near a big pillar and follow the instructions of the people in charge. Near a shore When you feel a quake, lookout for a tsunami and escape to higher ground or to the top floors of buildings. In an underground mall The emergency lights will come on even with a power outage. Be careful not to rush towards the exit to the outside. In an elevator If you feel a quake while riding an elevator, press all floor buttons and get off at the first floor the elevator stops at. If you are trapped in the elevator, press the emergency button and wait for rescue from outside. (There are some elevators that will automatically stop at the nearest floor when an earthquake strikes.) If you are in a car If you feel a quake while driving a car, pull over to the left and stop the car. Then leave the key in the car, keep the doors unlocked, and walk to safety. If you are in a public vehicle such as a bus or train, or at a train station, follow instructions of the people in charge. Earthquake Early Warning is With this system, you receive advance earthquake warning via television and radios and other mediums a few seconds before the earthquake hits. What is important is to know what needs to be done when you receive this warning. If the warning is sounded Don t panic and stay calm! First, take care of your own safety. 4 Be equipped for disaster with emergency items & points on evacuation On a regular basis, talk with your family on what to do in case of a disaster and check emergency items, and what is in the house. Keep at least 3 days worth of emergency food in the house. Drinking water (3 liters per day per person) Emergency food (rice, packed rice, dried noodles, cup ramen, canned food, etc.) Milk for baby, baby food, snacks Check emergency items other then food Radio Flashlight Batteries Underwear, socks, and gloves Wet tissues Medicine (medicine, disinfectant, bandages, Valuables (cash, bank book, health insurance, copy of driver s license, etc.) Paper or plastic plates, cups, and cutlery Garbage bags Menstrual goods scissors) Rain gear and winter gear The items that you will need will vary with the seasons and family circumstances. Make sure to keep emergency items on hand with the make up of your family in mind. What came in handy during the Hanshin/Awaji Great Earthquake were throw away warmers, lamps, cassette gas, aluminum and others that were kept around the house. Consideration upon evacuation Turn off the main lever for the gas and the breaker for the electricity. Wear shoes with a good sole, wear head protection, and be careful of broken power lines and other dangerous situations. There may be bed ridden elderly people or those that are physically handicapped, so call out to each other. Take the minimum required items (items you need to live on) with you. Write down where you evacuated and how you can be contacted and place it in front of your house. Follow instructions for evacuations if any. Do not use a car to evacuate At evacuation centers There are many people of various circumstances at evacuation centers. It is important that each individual follow the rules and help each other. Also, please help and cooperate as much as possible. What you need to know about evacuation Earthquakes, and wind and water disasters do not automatically indicate the need to evacuate right away. Secure your own safety first, then it is important to stay calm and obtain accurate information. Judge whether you need to evacuate depending on the circumstances. House and community Evacuation center *3 Disaster strikes Own safety first Information gathering If evacuation is announced or instructions are made to evacuate, or if the building is in danger of falling or there is danger of the fire spreading Temporary evacuation center *1 Wide area evacuation center *2 Secure safety at the park or huge lots *1 Temporary evacuation center A temporary evacuation point like a nearby park or an empty lot *2 Wide area evacuation center An evacuation point like a large park or large lot when a large-scale disaster is expected like a fire *3 Evacuation center Locations set down by the community such as pubic elementary school, junior high school, and senior high school as a regional evacuation center If your house is not livable, then go to the evacuation center If your evacuation site becomes dangerous, move to the wide area evacuation center Has the function of allowing temporarily living for those who cannot live at home because of destruction If danger has been circumvented or the situation is such that you can move back and resume daily life at home, you should return to your own home.
5 Be prepared for wind and water disasters Preparing for typhoons and torrential downpours Is your house secure from wind and water disasters? Check both in and outside your home and make repairs as needed. Recently, there have been frequent, sudden and therefore hard to predict torrential downpours that last only a short duration. (Guerrilla torrential rain) Amount of rainfall per hour and type of rainfall mm Rains like cats and dogs Danger of underground drainage overflowing and of a landslide mm Rains like someone kicked over a bucket High possibility of a landslide and preparations for evacuation in dangerous zones is needed mm Come down in sheets. (Continues to rain with a roaring sound) Rain may flow into underground shopping areas. Water may gush out of manholes. Lightening accompany torrential downpours. If you hear lightening when you are out, seek refuge by paying attention to the following. If there is a building or car close by, take refuge there as soon as you can. If you are on a mountain or in an open space, look for a tall tree and get down low making sure you are at least 2 meters away from the tree s trunk, branches, and leaves. Further, being underneath power lines is also safe place to be. Wear not boots, but shoes like running shoes with shoelaces. Place valuables in a knapsack so both your hands are free. Be careful with running water. Even if shallow, it may be strong enough to knock you over. There are dangers in flooded areas as lids from drains and manholes have floated away leaving big holes. Be especially cautious of these when walking. If it is difficult to evacuate to a specific safe zone, it is also effective to evacuate to tall buildings and high places.
6 Information during disasters Obtaining accurate information during a disaster What is most important during disasters is to obtain accurate information as soon as possible and act accordingly. 7 Help each other in the community In order to lessen the damage during a disaster, it is very important that each individual is aware of what to do on a regular basis and have disaster plan, which involves the whole community. The Community disaster prevention organization is where everyone in the area cooperates with each other to protect the area. It is made up of mainly the town community association, neighborhood community association, and other groups. Protect each other - 3 houses in front and the houses on both sides. When a disaster strikes via an earthquake, fires start and buildings collapse. There will be the need to put out the fire, and there will be many people needing rescuing and medical aid. While waiting for the fire department or police or other disaster aid to arrive, it is important that the people who are there take care of the fire, rescue and medical aid as speedily as possible. Please provide help based on your capabilities. Support the assisting of those who need help during disasters It is difficult for the elderly and those that are physically handicapped to obtain information and evacuate or secure a place to live during disasters. Please consider the safety of the elderly and the handicapped first, and help by actively participating to confirm their safety. Also assist them in their evacuation, putting out any fires, and informing them of accurate information. Attend disaster exercises It is hard to practice such activities as putting out fires or conducting emergency first aid. Community sponsored disaster exercises are a good opportunity to do so. Please invite your family and your neighbors and attend these events. Cooperate with the community Participate in disaster prevention organizations A disaster prevention organization has the advantage of knowing the environment and who lives there. This means that they can conduct activity in a way that suits the community. The dependability of the disaster prevention organization in the first stages of emergency aid and in the operation of evacuation centers is indispensable. Actively participate in your disaster prevention organization and aim for an organization whose main strength lies in the younger generation. If you want to know or you would like to organize a disaster prevention organization, please contact the Community Promotion Division of your Ward office. Information on the support system for people with special needs during disasters Kawasaki City operates a system, which involves utilizing the resources of the neighborhood associations and voluntary organization for disaster prevention to protect people who may have difficulty evacuating by themselves during disasters. Those who are interested in receiving assistance should contact their local ward office or the district s health and welfare station.
8 To improve the prevention ability of your home and community Citizen s Emergency First Aid Course When disaster strikes, speedy first aid is necessary for people who are injured. The Kawasaki Fire Department is training citizens into becoming citizen emergency medical technicians who are learned in cardiopulmonary resuscitation and how to staunch flow of blood as well as other first aid skills.
