1 D A Z A I F U Hard Copy HAZARD MAP Please familiarize yourself with locations of designated evacuation site and dangerous areas in case of a disaster. This hazard map shows expectable "range and depth of a flood" when Mikasa river gets flooded due to heavy rain. It also indicates sediment hazardous spots set forth as "sediment disaster special warning areas" and sediment watch areas based on Sediment Disasters Prevention Act as well as evacuation sites in the area. Use this map as a basic information source. Check your surrounding areas for known hazardous locations and designated emergency evacuation sites. 2 The alerts for heavy rain, flood, sediment disaster and earthquake Advisory, warning, and special warning When disaster due to heavy rain or flood is expected, Fukuoka District Meteorological Observatories announces advisory, warning or special warning depending on its severity. Please pay attention to the latest information and act in accordance. Make it a regular habit to be aware of the evacuation sites and routes. Think of ways to protect your life from disasters before it actually takes place. When the water level of a river goes up due to heavy rain, information regarding evacuation will be released depending on the level of water. Pay attention to each information released. Flood Danger Level Flood Alert Level Flood Watch Level Standby Level Water level has reached a point that is at a high risk for flooding. Water level that qualifies for an evacuation decision. Water level that marks for flood fighting corps to act on. Flood fighting corps are deployed. B A N K Sediment disaster watch information Sediment disaster watch information is a type of information that is given by Fukuoka prefecture and Fukuoka District Meteorological Observatories when the chance of a sediment disaster increases while the heavy rain watch is being issued. Sediment disaster watch information is an important piece of information used as a judgment source for mayors to issue an evacuating order. When this order is released, please make your own decision to escape while paying extra attention to a sediment disaster. Earthquake Early Warning Earthquake Early Warning started in October of 2007, and it which is issued when an earthquake of Japan seismic scale greater than or equal to a weak 5 (5-Jaku) is anticipated. Media and Disaster Management will report information such as the areas where tremor is expected. The tremor will happen in several to tens of seconds after you see or hear the Earthquake Early Warning, so there is a need for an immediate action to protect yourself during these time. However, those who live close to the focus of the tremor might not receive the "Earthquake Early Warning" before the strong shake happens. /
3 Precursor of sediment disaster When a heavy rain, typhoon, or earthquake occurs, the ground may loosen which can cause sediment disasters such as slope failure, mudflow or landslide. It is important to first check whether there is any danger around your house to protect your life from a possible sediment disaster. Moreover, there are precursors in sediment disasters. When any of these are detected, please evacuate accordingly and report it to the city of Dazaifu. Slope failure Mudflow Landslide Occurs suddenly and in a short period of time It is a phenomenon where a slope collapses abruptly due to the weakened integrity of the earth from exposure of rainfall, etc. With strong destructive power and high speed It is the downhill movement of soft, wet earth and debris made fluid by heavy rains. Can happen even on easy slopes Heavy rain combined with a slippery layer, such as clay, can cause a landslide/landslip which slowly moves the earth down the slope. Pay attention to these signs! Protect your family - Check the safety of your family. - Check the fire source and perform first-aid firefighting. - Be cautious of an aftershock. - Wears shoes to prevent possible injury. - Have your emergency supplies ready to go. Protect your community. - Check the safety of your neighborhood. - Check information from radio, etc. - Shut the electric breaker off. - Close the main gas valve. - Evacuate the house when there is a fear of collapse. Helping each other... - Assist with fire extinguishing and rescue operations with people around you. - Make use of the stored water and food. - Collect disaster and damage information. - Do not enter a collapsed house. - Continue to watch out for an aftershock. - Help each other at the evacuation site.
4 Communication path Flow and types of information When there is a fear or certain occurrence of the disaster, the city sets up Disaster Management Headquarters to respond it. Moreover, it reports evacuation information when danger of disaster increases and the evacuation becomes inevitable. Act while paying attention to the information and the conditions around you. Residents are expected to check the information and take suitable actions. Do not wait for the information from the city and please use your own judgment to evacuate when you feel unsafe. Please get started evacuating to designated evacuation site. Evacuate to the designated site immediately. In some circumstances, you may need to seek refuge in the safest area of a building. Sheltering indoors is a method of evacuation added as a part of the revision of Disaster Countermeasure Basic Act. When itʼs necessary, the mayors take measures by advising residents to stay in the house or in other building to secure safety when evacuating out of the house can rather endanger lives or cause bodily injury. Support to those who require special care at the time of a disaster Senior citizens, people with disabilities, infants and small children, pregnant women and foreigners who do not have sufficient understanding of Japanese, etc. might need additional assistance in case of a disaster. Collaborate with those around you and assist them by: checking their safety, leading them to an evacuation site or designated shelter and providing support and guidance to those residing in an evacuation site. Senior and sick people - Evacuate to a safe place by carrying them on your back, using a stretcher or a bicycle trailer, etc. - Coordinate with others to assist. People with a limbs disability (wheelchair reliant) - Two or more persons are required when going up or down the stairs. - Have the wheel chair face forward when going up the stairs and backward when going down the stairs. - Carry the individual by strapping him/her on oneʼs back when there is only one person available to help escape. The visually impaired - Speak up and communicate information orally. - When guiding, walk half-a-step ahead and hold him/her by the area around the elbow. Do not grasp the arm which is holding a cane. The hearing impaired - When speaking to them, communicate by moving your mouth dramatically for them to understand better. - Provide accurate information by sign language, writing and gestures. Others: infants and small children, pregnant women, foreigners, etc.
5 Guideline for the evacuation Evacuate swiftly according to the situation! Even before cityʼs announcement, depends on whether report, evacuate after closing the main gas valve and shutting the electric breaker off. Limit your emergency supplies as minimum as possible! Pack emergency supplies in backpack and make your both hands free. Limit them as minimum as possible so that you can move around easily. Carry your emergency contact and information card. Especially senior citizens and children should prepare such card and keep them as they evacuate. Leave a note/message for your family if they are out! Itʼd be better to leave a note/ message stating where to evacuate (and meet up with the family). Donʼt get panic when you escape outside. Be aware of falling objects such as tiles and glasses. Put on shoes and calm down when you evacuate. If you go out without shoes, youʼll probably get your foot injured. Help each other! Do not act independently but evacuate with neighbors to the designated evacuation site. In emergency, help each other with families, neighbors and everyone in the area. Evacuate on foot! Do not evacuate in cars. Approx. 30cm flood and fallen telephone pole and trees make driving difficult. Stay away from small alleys, eaves of homes, cliffs and rivers. When you evacuate, stay away from objects which tend to fall easily; brick walls, gateposts and vending machines. Also do not walk near cliffs and rivers. Follow instructions provided by staffs at the evacuation site! Give your name and address when you arrive at the evacuation site. Remarks on the flood evacuation The situation of rainfall due to typhoon and heavy rain is predictable by weather forecast in advance. Be informed of accurate information from TV and radio, and evacuate as soon as possible. Especially, those who live near rivers should act with the most careful attention. Keep an eye on children. Hitch infants to adults with rope. Keep an eye on children and elders and never get separated from them. Watch your step when you walk. Use a long bar as a walking stick with most careful attention, check manholes and ditches under the water. Try to walk in the middle of the street. Walking in the flood is not easy. Evacuation before the flood is the safest. However if the water is up to your knee and fast flowing, do not force you to walk forward but evacuate to somewhere higher and wait for the rescue. Put on sports shoes when you evacuate! Put on shoes you hurt your foot with something sharp (e.g. piece of glass). Do not wear high boots as water will get into them. Sport shoes with strings would be better.
6 Individual preparations Preparation of the emergency supplies and stockpiles is an essential as disaster measure. Refer to the list. Then prepare them according to the family member. Also check regularly the expiration date of food and if the electrical devices work properly. Emergency supplies Minimum necessariesʼ list for evacuation. Pack them minimally and keep them in the convenient place to bring out easily. Backpack Helmet& Bousai-zukin(hood) Keep emergency supplies in backpack and make both hands free. To protect your head from falling objects. Flashlight & spare batteries Portable radio & spare batteries For the transfer in blackout or at Small and light weight radio with FM/AM band. night-time. First-aid kit & Regular stocks Emergency food Ointment, plaster and other medicines Heat-less cooking food such as hardtack, etc. Daily commodity Valuables Bankbook, health insurance card, driverʼs license, cash, cell phone and charger, etc. Water Bottled water is convenient to carry. Clothing, cotton gloves, knife, lighter, can opener, portable toilet, towel and rain gear, etc. Emergency stockpile To survive few days until the restoration of disaster. Prepare enough food and drinks for 3 days. Water Valuables Prepare drinking water and daily life water. As for drinking water, 3 liter per person per day is needed. Cooking-less and easy-cooking food such as canned food and retort food. Daily commodity Tools Portable gas stove, spare cooking gas canister, blanket, clothing, bath tissues, dry shampoo, plastic bags, etc. Shovel, wrecking bar, saw, rope and car jack which can be used for rescue. Prepare items according to the family member Prepare necessary emergency supplies and stockpiles according to your family member. For the family with children, review items regularly as the necessary items for children will change as they grow. Prepar e with family It is hard to predict when and where disaster will occur. Talk on a daily basis about how to cope with disaster within family the location of evacuate site, evacuation procedures and how to contact with each other at the time of disaster. At the same time, check up on the emergency supplies with all family members as well. Where the safest place in the house is. Who looks after infants and elders. Where the evacuate routes, sites and shelters are. How to contact with each other and where to meet up. Whether you have checked-up the emergency supplies. Preparation in your area (Voluntary Organizations for Disaster Prevention) When a large-scale of disaster occurred by a massive earthquake, disaster prevention agency might not function will due to the fire, building collapse, severed road, water pipe explosion, etc. Voluntary Organizations for Disaster Prevention is to help and support each other within family and neighbors in your own area and prevent disaster in such cases. There are two types of actions. One is day-to-day activities (normal time activity) in preparation against a disaster to prevent the damage itself and the spread of the damage. The other one (activity at the disaster) is the activities after a disaster, which prevent the further damage and the spread of disasters. 1.Actions at normal time 2.Activities at the disaster Raise awareness of activity against disasters through workshop and training. Confirm the circumstances of disaster prevention in the area (evacuation routes, site, etc.) Communicate well with neighbors and grasp info of who needs special care. Check-up and maintain the disaster prevention materials..conduct the disaster prevention training and obtain necessary knowledge and skills. Gather correct disaster information and distribute it to the residents correctly. Extinguish a fire using fire extinguishers, etc. Confirm residentʼs safety, give them an evacuation guidance and open the evacuation site. Rescue and give aid to disaster victims and support senior citizens and people with disabilities. Distribute foods and relief supplies, set-up an emergency kitchen and supply water.
7 House preparedness (inside and outside) We live in a country of many earthquakes and natural disasters. It depends on how much you prepare yourself before they happen to minimize the damage. Each resident, family and neighbor should understand what they can do, and prepare for the disaster. Preparedness for Wind and Flood Damage Roof and Gutter Reinforce unstable antenna. Stabilize tin roof. Repair tile crack and flake. Remove dirt and leaves in gutter to make rainwater drain smoothly. Brick Wall Check its sway, crack and damage. Hedge is safe and secure. Window Window flame is not rickety. Shutter is not rickety. Reinforce the window flame. Exterior Wall The mortar wall doesnʼt have cracks. Board Fence Check decaying and floating. Stand pillars to the board fence. Drain Ditch When disaster is expected Move trash box and pot into inside the house, or fix them instead. Apply a splint to garden trees. Apply a sealing tape to window glass(if living in apt or condo). Clear objects on balcony; pot and laundry pole which might fall or fly away. Other Remove drain and dirt inside ditch to make rainwater drain smoothly. Clean up drain outlet. Fix propane gas cylinder with chain. Commercial store should check billboard is not rickety. Preparedness for earthquake Take earthquake measure for your house. Fix furniture; cupboard, etc. Lamps and shade are fixed firmly. Do not plug out of the bath to save the water. Do not put breakable object on a high place; vase, etc. *Use this water for emergency and daily use. Fix gas cylinder. Do not set any furniture and bookshelf near bed or a place to sleep. Do not put any objects around the gas cylinder. Do not use a heater near Fusuma screen, Shoji screen and curtain. Set TV and water tank on lower position. Install counterfort wall. Check the brick wall is not cracked, broken, too high, sway or rickety.

Record the message Disaster Emergency Message Dial Call 171 Call 171 then follow its guidance This system serves as a voice message board (well-being information) when major disaster has occurred. The message can be recorded and played from both affected area and non-affected area. There is a trial period in 1st and 15th day of each month, January 1st to 3rd, Disaster Reduction Week and Disaster Reduction & Volunteer Week(Jan 15th to 21st). Press 1 Play the message Call 171 Press 2 Whether you call from inside or outside the affected area, press the phone number of the person in affected area starting with the area code. Disaster Message Board Service People in affected area can register the message by using their cell-phones, while people outside the affected area can play those messages. Record Play Register the well-being information Enter message and the well-being information.
