3 Fire Safety Response Stay Calm! Use the acronym R rescue A alert C contain E extinguish R Rescue anyone in immediate danger A C E Alert other staff members of the fire and location over the intercom Pull the nearest fire alarm pull station The Disaster Coordinator will call Contain the fire Close all doors and windows near the fire Close all fire doors Maintenance will shut off all of the following so they don t feed the fire and spread smoke throughout the building: o Fans o Air conditioners Extinguish the fire if small. Evacuate if necessary Aim the extinguisher low at the base of the fire Move slowly back and forth DO NOT aim at the middle or top of the flames as this will cause the fire to spread IF YOU CANNOT EXTINGUISH THE FIRE Pull a Fire Alarm Pull Station and Call Immediately start to move residents to safer areas, beginning with those closest to the fire SMOKE is the most common cause of death. Keep low to the floor Keep fire doors closed unless absolutely necessary to be open Wrap wet material around nose and mouth Place wet towels across bottom of doorway Fire Department is automatically notified upon activation of fire alarm. Do not evacuate the building unless instructed to do so. FIRE SAFETY Page 3 of 15
4 Fire Extinguishers Pick up extinguishers and fight fire only if it is safe and you have been trained to do so. Use the acronym PASS to remember how to use an extinguisher. P A S S Pull the safety pin Aim at the base of the fire Squeeze the trigger handles together Sweep from side to side across the base of the fire IF YOU CANNOT EXTINGUISH THE FIRE Pull a Fire Alarm Pull Station and Call Immediately start to move residents to safer areas, beginning with those closest to the fire SMOKE is the most common cause of death. 5 Earthquakes Washington is EARTHQUAKE country. An earthquake is a shaking or trembling of the earth, caused by underground volcanic forces or sudden breaking and shifting of rock beneath the surface. There is no warning of an earthquake occurrence. There may be tremors to jolting shocks and these may last for a few seconds to several minutes. Before an Earthquake: Have a personal emergency plan in place. During shaking: Duck, Cover and Hold! Get under a sturdy structure such as a desk or workstation and remain there until the earthquake subsides. In a hallway, kneel down, back against the wall. Cover your head with your arms and tuck down to your knees. Keep as calm as possible. If inside, stay inside. Do not rush to the exits. If outside, stay in the open, away from buildings, overhead power lines, or any other object at risk of falling. Keep away from windows or objects that are likely to fall. Stay under cover until it appears the earthquake is over. Be prepared for aftershocks. Do not use elevators. If you are in an elevator when the earthquake strikes, exit as soon as possible. If the elevator does not move and the alarm doors do not open, press the emergency button for help and wait for assistance. Do not attempt to climb out. Report any damage/casualties to your supervisor. Give whatever assistance you can to injured or disabled people. Use common sense and keep safety as a top priority when attempting search and rescue. Follow instructions regarding evacuation and activation of emergency response measures. After Shaking: Staff will reassure residents and check for injuries. Residents with injuries will be assessed by nursing staff. Remember that there may be after-shocks. Do not use elevators or run into the streets. Keep radio and TV on if possible for news updates. Clean up spilled medicines, bleaches, gasoline or other flammable liquids immediately. Open cabinets cautiously. Beware of objects that may fall off the shelves. Maintenance staff will check items that need attention such as HVAC, boilers, etc. EARTHQUAKES Page 5 of 15
6 Armed Intruder In the event of an armed intruder comply with demands and DO NOT RESIST: REMEMBER! Compliance & Cooperation 1. Follow the instructions of the intruder(s) 2. Observe the person(s) carefully for: Physical description (height, weight, hair, clothes, etc.) Type of weapon displayed, if any Behavior (nervous, calm, etc.) 3. When the intruder(s) leaves: Call Notify: President/CEO Director of Building Services 4. Write down: Time they left Direction of travel, if possible Description of each person (person #1, person #2 etc) Year, make, model, color and license number of the vehicle Description of the item(s) taken Lock the door(s) to prevent anyone from entering the area that was involved until police arrive. Keep yourself and residents safe with full compliance and cooperation. ARMED INTRUDER Page 6 of 15
7 Upon receiving a telephone bomb threat: Be Calm. Be Courteous. Listen and DO NOT interrupt the caller. Bomb Threat Note the items on the checklist. Notify the administrator immediately after. BOMB THREAT Page 7 of 15
8 Wind Storm Power Outages, Loss of Heat & Gas Leaks Make sure that all Residents remain inside. Maintenance department will be responsible for moving in or securing any outside objects such as outdoor furniture, trash cans, etc., to prevent them from causing damage during the The storm. emergency generators should automatically start to supply the following areas during a power outage: Have the disaster kits readily available for use. 9 Power Outages/Loss of Heat In case of a power outage, Franke Tobey Jones has two emergency generators that will automatically start up when power is lost. The following areas are supported by the generators: Lillian Pratt building Telephone System Fire Alarm System Hall and Exit Lights Boiler for heat, hot water Red outlets in various locations including Administration offices SARA system for alerting of Pull Cord activation Kitchen some portions look for Red outlets Health Care Center Nurse Call and Pull Cord System in all rooms Hall and Exit Lights Red outlets in various locations, including Nursing Station, Director of and Clinical Services Managers offices Boiler for heat, hot water Rooms are fully powered Our Place Fully powered Maintenance Office Fully powered Tobey Jones building Fire Alarm system Hall and Exit lights SARA system for alerting of Pull Cord activation Boiler for heat, hot water Kitchen Emergency Lighting Garden Apartments Fire Alarm system Exit lights Stairwells Pull Cords in all rooms Be aware that the Handicap Access doors will not work during outages and may need to be reset once power returns. Maintenance Department will be responsible to reset once power returns. Fire doors will automatically shut with a loss of power. Wander Guards will need to have batteries removed in an extended power outage to prevent continuous audible alarms. Duplexes are not supported by emergency generators. Detailed instruction by buildings on the location of shut off valves for gas & water can be found in the Disaster Preparedness Manual. POWER OUTAGES, LOSS OF HEAT Page 9 of 15
10 Water Outage During and after a disaster, access to water can be severely limited for days, or even weeks, so storing an ample supply of clean water is a top priority. There are four locations of drinking water stored for use in case of loss of City water supply. 1. Tobey Jones building: Basement boiler room (520 gallons) 2. Lillian Pratt building: First floor boiler room (1,000 gallons) First floor secured record storage room (200 gallons) 3. Garden Apartments: Boiler room (800 gallons) State guidelines require us to have 3 gallons of water per day per resident. FTJ is prepared to provide water to our residents for up to 4 days without requesting additional water from Culligan. Follow steps below when there is a water outage: 1. Maintenance will establish a Fire Watch and request Administration to notify the insurance provider. 2. To prevent contamination turn off all incoming water to buildings (Section 17) 3. No bathing or showers 4. Turn off water flow to toilets Our secondary water supply is through a contract with Culligan. Building Services will call Culligan ( ) if additional bottled water is needed. In the event of a water outage due to a disaster situation: 1. Maintenance will establish a Fire Watch and request Administration to notify the insurance provider. 2. Turn off all incoming water to buildings to prevent any contamination from other sources (Section 17). 3. Stop flushing toilets and cease all bathing in tubs or showers. Turning off the water flow to the standard toilets will assist in unnecessary waste water. The water in the toilet tanks is acceptable for non-potable use. 4. Building Services will call Culligan for delivery of additional bottled water, ASAP. Water that may be potentially contaminated can safely be rendered potable by adding ten (10) drops of chlorine bleach to one (1) gallon of water. Potentially contaminated water should be boiled if needed for drinking. WATER OUTAGE Page 10 of 15
11 Natural Gas & Shut Off Information Think safe, be safe Know how to detect a natural gas leak. If you smell gas, leave the area immediately. Don't do anything that may cause a spark. Call the Building Services Director for assistance. If a pilot light goes out and you are unsure about relighting it, call Puget Sound Energy (PSE) at Please keep the natural gas meter clear of debris, landscaping bark, shrubs or other vegetation, snow or overhead icicles. If the meter becomes damaged or covered, call PSE at Never keep flammable liquid or any combustible material near your furnace or water heater, vent pipe or by anything that might ignite. Vapors from paint thinner, gasoline, cleaning solvents, etc. can catch fire or ignite if exposed to a flame or spark. If the gas is shut off for any reason, do not attempt to turn it back on by yourself. Call the building Services Director immediately. Gas Shut Off Normal Circumstances Under normal circumstances, there is no reason to shut off your natural gas service. In an emergency, you may need to know how and where to shut off the natural gas. In a typical gas connection, in the event that you need to turn off your gas service follow these simple steps: 1. Locate your main gas service shutoff valve. It's usually the first fitting on the natural gas supply pipe coming out of the ground next to the meter. 2. With a wrench, turn the lever in either direction until it is crosswise to the pipe. 3. Once the gas is turned off, leave it off. Do not attempt to turn it on yourself. 4. Call PSE at and they will turn it back on, check the system and relight your appliances. Refer to the RED Disaster Preparedness Manual for shut off valve locations. NATURAL GAS & SHUT OFF INFORMATION Page 11 of 15
12 Preventing the Flu Avoid close contact Stay home when you are sick Cover your mouth and nose Clean your hands with Soap & Water and use the Foam Hand Sanitizer stations Avoid touching your eyes, nose or mouth Practice other good health habits PREVENTING THE FLU Page 12 of 15
13 Missing Resident Healthcare Unit (HCU) resident s whereabouts are known at all times. In the event a resident is thought to be missing, notify the unit manager and charge nurse immediately. The unit manager and/or charge nurse will: Check the resident s record to ascertain whether they are out with a responsible adult Check the beauty shop to verify whether they are there Initiate a room-to-room search of the resident rooms and bathrooms, common areas of HCU and LP building If the resident is still not located the senior director of clinical services along with the executive director will initiate a search of the facility grounds. If the resident is still not located: Notify: o the Tacoma Police Department ( ), o and o Ruston Police Department ( or ) Notify the resident s family Notify other authorities as directed by the administrator/executive director MISSING RESIDENT Page 13 of 15
14 Long Term Care Mutual Aid Plan (LTC-MAP) Internal evacuation plans, such as those used in the event of a fire, are designed to relocate residents in immediate danger, with the potential for horizontal movement to a safe area on the same floor. However, any disaster could force a healthcare facility to totally evacuate their residents from a building or campus as a last resort: fire, flood, loss of central services, hurricanes, tornados, and a host of other human events, technological and natural disasters. In the past ten years, there have been hundreds of full and partial healthcare facility evacuations in response to such disasters. Working with Pierce County, we are partners in the Long Term Care Mutual Aid Plans (LTC-MAP) which are important so nearby facilities can assist a member Disaster Struck Facility by accepting evacuated patients or helping with needed supplies, staffing, equipment and transportation. The LTC-MAP provides voluntary agreements among individual plan members to provide help for each other at the time of a disaster. PLAN SCOPE: 1. To place and support care of patients evacuated from a Disaster Struck Facility (DSF). 2. To provide supplies as needed to a Disaster Struck Facility. 3. To assist with transportation of evacuated patients. 4. To provide staffing support as needed to a Disaster Struck Facility, whether evacuating or the facility is directly affected by the disaster. 5. To provide Stop Over Points and transportation for evacuated patients or to provide supplies from member facilities geographically removed from the region wide disaster area.
