2 MESSAGES FROM THE LEADERS Since the establishment of the Public Safety Department which combined Police, Fire, By-Law Enforcement and EMO operations we took the opportunity to change the way we present our data to Council and the Public. I trust that this information and the way it is presented will benefit everyone. It is meant to be more substantive and meaningful. Any feedback would be much appreciated. Sincerely, Wayne W. Tallon Director Public Safety As the Acting Chief of Police for 6 months of 2012, I am pleased to report that the men and women of the department continued to provide top quality policing to the citizens and visitors of Fredericton. This is evident as you read through the following pages of statistics which indicate a decline of crime in several areas. Of the crime categories that increased, our staff worked tirelessly to address spikes and trends and did so through intelligence led policing efforts, community partnerships and a focus on our Chronic and Prolific Offenders program. The women and men of the Fredericton Police remain committed to the principles of contemporary community policing and work with great pride, integrity and compassion to ensure that the public are informed, engaged and safe. We ve improved collaboration and created capacity for strategic decision making and innovation in an effort to improve service delivery to the citizens of Fredericton. The results contained in the report confirm my sincere gratitude to the men and women of the Fredericton Police Force, Fire Department, By-law Enforcement, Safety and EMO, who continue to strive for excellence in all that they do to make Fredericton the unique and superlative place it is to live. Brad Cameron, Assistant Director, Public Safety I am pleased to submit the Fredericton Fire Department annual report for It was another busy year for the Department with Fire Operations responding to 439 fires and overall responding to an average of 10 calls per day. The Suppression crews issued 371 fire permits, an increase of 59%. This program has been very successful with a compliance rate of 99.7%. The Fire Prevention Division continued with its aggressive life safety inspection program conducting 1276 inspections and 373 re-inspections. Fire Inspectors conducted 84 fire investigations and had a fire safety total audience of 8,264. In 2012, the Department successfully completed two Lean projects; A 5S work flow project at the York Street Fire Station and a Black Belt project to control overtime. DESCRIPTION Public Safety includes the protection of people and property through police and fire services, emergency management and enforcement of legislation with a view to preserving the safety and security of our citizens. It encompasses activities related to incident prevention, incident mitigation and public education, as well as community emergency planning and response. STRUCTURE

4 A SAFES AND SECURE COMMUNITY SERVICE DESCRIPTION Animal Registration and Control By-law Enforcement The registration of dogs and kennels within the City of Fredericton, and the enforcement of the municipal by-law relating to animal management/ control. Enforcement of municipal legislation. Emergency Incident Mitigation (Fire) The provision of emergency assistance to save lives and to protect property and to reduce damage caused by fire, rescue incidents, emergency medical incidents, hazardous material incidents, ice and water incidents and accidents requiring extraction of victim from a vehicle. Emergency Preparedness Fire Investigation Fire Prevention and Inspection Incident Prevention (Police) The preparation, testing, deployment and maintenance of a plan for municipal response to, and recovery from, disasters in the City of Fredericton. Investigation as to cause and origin of fire as required by Fire Prevention Act of New Brunswick. The prevention of fires through education, permissions and life safety inspection. The identification and analysis of the root causes of crime and disorder, and the development of strategic and tactical approaches to address these causes, with the intention of minimizing or preventing criminal activity, disorderly conduct and enhancing public safety.

5 SERVICE DESCRIPTION Incident Response (Police) Taxi Industry Regulation (Mobility) Response to, mitigation of and investigation of emergency and nonemergency incidents. The regulation of the quality of taxi service delivery in the City using licensing, driver training, performance monitoring and enforcement, focused on taxi cab business owners, taxi cab owners and taxi drivers. 9 HIGHLIGHTS FOR 2012: Public safety calls for service remained stable when compared to the previous year. Police calls and reported crime increased slightly while fire calls remained unchanged. The north side accounted for 37% of all calls for service while the south side accounted for 63%. According to the 2011 census data, 54% of the population lives on the south side compared to 46% on the north side. The City of Fredericton population increases to 65,145, a 29% increase, during the day. Police have a separate zone for the downtown core while the York Street Fire Station responds to this area. As a result, the downtown core represented 27% of all police calls while the York Street Fire Station responded to 43% of all fire calls for service. Police reported crimes remained stable with a 5% increase when compared to The notable trends include an increase in common assaults (9%), fraud (19%) and property crimes (17%). Property crime accounted for 64% of total police reported crimes. Police investigated two murders in One was concluded to be non-criminal in nature, and the other was ruled by Coroner s Office as a Homicide/Suicide related to Domestic Violence. Although the overall number of fire calls for service remained unchanged; there was a notable increase in fire and Hazmat calls. The City of Fredericton witnessed several structural fires in 2012, notably were two major structure fires that occurred on Carleton Street and Canada Street. Note: Fire calls for service excludes Mutual Aid and LSD calls.

11 HIGHLIGHTS FOR 2012: Police respond to a large variety of calls for service, the largest categories were assistance to the general public, motor vehicle accidents, and theft complaints. The majority of calls Fire responded to where medical calls (53%), alarm calls (14%) and fire calls (1). The breakdown of fire and police calls for service is illustrated in the graphs on the left. The largest number of reported crimes in the City of Fredericton are property crimes which made up 64% of total police reported crimes. This figure is a contributing factor to our declining crime severity index. Statistics Canada defines the Crime Severity Index (CSI) as a measure that takes into account both the volume and the seriousness of police-reported crime using a mathematical calculation assigning weights to offences and sentences handed out in criminal courts. The more serious offences have a greater impact on changes in the index. The lower the number the safer the community. 13 2012 FIREF HIGHLIGHTS: The number of fires increased (29%) in 2012 when compared to 2011 while Medical calls remained stable illustrating a 3% increase for the same time period. The increase in fires can be attributed to an increase in the number of garbage, grass and brush fires during 2012 and a lower than average number of fire calls in Approximately half of the medical calls First Responders attend are comprised of respiratory distress (18%), chest pains (1) and altered level of consciousness (14%). 14 A SAFES AND SECURE COMMUNITY 2012 FIREF STATISTICS TATISTICS: There was a notable increase (68%) in the number of Hazmat calls. This equates to a total of 42 calls in 2012 versus 25 in The increase in Hazmat calls was due in part to an increase in responding to natural gas leaks/breaks (31%) and propane gas leaks/breaks (31%). Firefighters responded to an average of 10 calls per day. 15 2012 FIREF STATISTICS TATISTICS: Although the number of inspections slightly declined (11%) in 2012, the total number of inspections remains higher than the 5 year average. All fire investigations increased (18%) in 2012 when compared to This division of 4 trained fire investigators is kept busy with the volume of life safety inspections and fire investigations. A key component for fire fighters is maintaining their level of skills and certifications; this is accomplished through continuous training during regular shifts. 17 2012 POLICEP HIGHLIGHTS: Total calls for service and reported crimes remained stable in the City of Fredericton. There was an 1% increase in the number of calls and an increase of 5% in reported crime when compared to the previous year. The largest crime category in the City of Fredericton remains property crimes, representing 64% of all reported crime followed by crimes against people at 20%. Common assaults still account for the largest number of reported crimes against people at 44% followed by uttering threats/harassing phone calls at 29%. Property damage (23%), thefts (2), and thefts from motor vehicles (21%) accounted for the largest number of reported property crimes. 18 A SAFES AND SECURE COMMUNITY 2012 POLICEP HIGHLIGHTS: The 14% increase in crimes against people can be attributed to increases in common assaults (9%), uttering threats/harassing phone calls (28%) and aggravated assaults (14%). Property crimes increased slightly (3%) in 2012 when compared to Notable increases include increases in property damage (17%), theft from motor vehicles (3%) and fraud (19%). Both reported property crimes and fraud cases are still below the 5- year average. Notably, the number of reported total sexual assaults decreased (13%) when compared to 2011 but remains a concern and will be monitored throughout The FPF Crime Analyst prepared several special crime analyses throughout These reports are provided for internal use by our officers and distributed via the police intranet crime bulletin. 19 During 2012, several analyses focused on various property crimes throughout the City for various timeframes. Reports were created for items such as property crimes in Zones 3 & 4; mischief calls for service related to graffiti; thefts of bicycles; mischief/property damage citywide; and a series of break and enters. In the future, crime mapping is an Innovation & Improvement project that will provide our Crime Analyst with a better mapping process and tools to produce information. This has been identified in the past as a key piece to enhance Intelligence-LED policing POLICEP HIGHLIGHTS: Total reported drug crimes increased (3%) slightly when compared to the previous year. To date there have been 139 charges stemming from 118 reported drug crimes. There was a notable shift in the types of reported drug crimes in The number of reported cannabis crimes dropped while reported other CDSA drugs increased to represent 25% of all reported drug crimes. Other CDSA category includes such drugs as dilaudid, methamphetamines, and heroine. 20 A SAFES AND SECURE COMMUNITY 2012 MOTORM VEHICLE ACCIDENTS: Total motor vehicle accidents reported to police decreased (15%) in There were no fatalities during the year and the number of accidents involving injuries declined (3). Fire personnel responded to fewer motor vehicle accidents in 2012 (18%). Motor vehicle accidents involving pedestrians dropped 33%. Police attend an average of 2 motor vehicle accidents per day. Speeding accounts for the largest number of tickets issued in a year. There were approximately 3,200 tickets issued for speeding under 25 km over the speed limit and 118 for traveling over 25 km over the posted speed limit. The City s EMO group meet 10 times per year and includes a wide range of partners including NB EMO, Canadian Red Cross, Horizon Health, neighbouring municipalities, UNB, NB Power, and Enbridge Gas NB. In 2012, a new mass evacuation program was established for implementation in BY-LAW ENFORCEMENT: The Division is responsible for the enforcement of City By-laws related to maintenance and usage of property, domestic animals (dogs, cats, and other household pets ), enforcement of minimum residential occupancy standards, regulation of the taxicab industry, and some licensing. City staff investigate complaints and inspect properties to ensure the standards laid out in the By-laws are met. Compliance with City Bylaws is obtained through education, mediation and as necessary through enforcement and prosecution. By-law Enforcement staff processed 960 requests for service in 2012, up from 858 in In addition, domestic animal enforcement staff responded to 1979 requests for service, issued 24 prosecution tickets and 294 warning tickets in 2012.
