1 Manchester Metropolitan University Emergency Preparedness for Radioactive Materials June 2017
2 MANCHESTER METROPOLITAN UNIVERSITY EMERGENCY PREPAREDNESS FOR RADIOACTIVE MATERIALS This document outlines emergency arrangements, with specific regard to fire and theft of radioactive materials and avoiding or minimising creation of radioactive waste. Radioactive materials held 1. A current lists of radioactive materials held in: John Dalton Tower is given in Appendix 1 and 2 Brooks Building is given in Appendix 4 and 5 2. The Radiation Protection Supervisor (RPS) or Technician in charge, The Radiation Protection Adviser (RPA) and Radiation Protection Officer (RPO) should be informed if any new sources or equipment are to be purchased before an order is placed. 3. All packages containing radioactive materials should be checked for signs of damage on receipt. If damage is suspected the package must be stored in a safe lockable cabinet and the RPA and RPO notified. In John Dalton Building all radioactive materials are stored in a lockable cabinet in room T7.02b unless they are an integral part of other equipment which is located in laboratory T7.01. Both areas have restricted access. The radioactive materials are listed in appendix 1 and 2 and the location highlighted on the site plans in appendix 3. In Brooks Building all radioactive materials are stored in a lockable cabinet in the science store room No which has restricted access. The area in which radioactive materials are located are listed in appendix 4 and 5 and highlighted on the site plan in appendix 6. Transfer and disposal of radioactive materials 1. Normally radioactive materials are not transferred between sites. The RPA and RPO must be informed if the need ever arose so that appropriate advice on transport regulations can be given. This will normally be done by the RPS or Technician in charge. 2. Before disposing of any unwanted sources or equipment containing sources listed in appendix 1, 2, 3 and 4 the RPA/RPO should be contacted for advice. This will normally be done by the RPS or Technician in charge
3 Procedures to be followed if a radioactive source is lost 1. Using a suitable monitor the laboratory and immediate adjacent rooms should be monitored in an attempt to locate the source. A thorough visual search should also take place. 2. If the source cannot be found the RPO and RPA must be notified immediately and will advise on notification of the regulators. Procedures to be followed in case of a fire 1. There is no special requirement as a result of the presence of radioactive materials in the building, but if a fire has occurred in the vicinity of the sealed sources or equipment containing sealed sources then they should not be used until the RPA has carried out leakage tests. 2. A fire alarm initially alerts the security team located in the security control room (Cambridge South). The detection system in John Dalton building is based on a single alarm system for complete evacuation of the building. The security team then investigate the source of the alarm. If a fire is detected the security team will notify the relevant emergency services and have a management call down list. If no fire is detected the security team report to the fire co-ordinator who will then make the decision as to what further action is required. 3. As the security control room is manned 24 hours a day early detection, notification and direction of the emergency services is effectively managed. 4. The radiation hazard will be listed on the buildings hazards list available to the fire brigade.
