3 Conference Theme The theme of this year s conference is Fire Safety and it will include speakers drawn from various professionals in the field of fire safety. In the wake of the Grenfell Tower tragedy, there is currently a clear focus on fire safety. During the day, we'll be looking beyond the building regulations at a number of key issues, which will hopefully increase awareness of the challenges across professions. The event will be interactive, and will involve audience participation and opportunities for questions. Overall, attendance at the event equates to 2.5 hours CPD. Colin Hird - The Scottish Government, Building Standards Division (BSD), will focus on Fire performance of external thermal insulation for walls of multi-storey buildings. Alan McAulay Local Authority Building Standards Scotland (LABSS), will provide an update from the Ministerial fire safety working group and the likely impact on verifiers. Jim McGonigal Institution of Fire Engineers (IFE), will give a status update on how recent events have impacted on the Fire Engineering fraternity and the need for all fire safety practitioners to work closer together. Dave Latto The Scottish Fire & Rescue Service (SFRS), will cover high rise firefighting and detail best practice in maintaining fire safety features in buildings. Lorna Stimpson Local Authority Building Control (LABC), will provide an update on recent developments in England and Wales, followed by an overview of current initiatives covering training, competence and quality. 4 Colin Hird MRICS, MIFireE Building Standards Division Scottish Government Colin spent more than 18 years working with Local Authority Building standards. He joined the Scottish Executive in 2001 working on the 6th Amendment to the Building Regulations in 2002 and the introduction of new technical standards for care homes, hospitals and European Harmonised fire tests. Colin then moved to the newly created Scottish Building Standards Agency in In this role, Colin helped shape the new Scottish Building Standards system and in May 2005, introduced Standard 2.15 requiring automatic fire suppression systems in all new Scottish care homes, high rise domestic buildings and sheltered housing complexes. Colin is currently Head of Fire, Structure and Certification within the Building Standards Division of the Scottish Government and has led technical reviews on Escape, Fire and Rescue Service facilities, suppression in school buildings and structural Eurocodes. Colin represents the Scottish Government on various Committees and steering groups and continues to advise Scottish Ministers on design and construction matters relating to fire safety, structural design and certification matters. More recently, Colin has published and led on various work streams from the report from the Building Standards Certification workshop published in May 2015 and is currently advising Scottish Ministers on the government s response to the Report of the Independent Inquiry into the Construction of Edinburgh Schools (the Cole Report) and the Grenfell Tower fire tragedy. Alan McAulay MRICS BSc(Hons) Building Standards Team Leader, South Lanarkshire Council As well as leading the Building Standards Team in South Lanarkshire Council, Alan has a BSc(HONS) in Fire Risk Engineering and 27 years experience in Local Authority Building Standards. Alan is a former Chair of LABSS and is the current Chair of LABSS Consortium STAS (Scottish Type Approval Scheme) and Technical Working Group. Alan was and is involved with drafting the Construction and Compliance Notification Plan (CCNP) on behalf of Scotland s Local Authorities and for LABSS to frame a common approach to compliance checking by Building Standards Verifiers in Scotland. Lorna Stimpson BSc FCMI C BuildE FCABE Deputy Managing Director for LABC Lorna joined LABC in 2008 after working as a Building Control Surveyor for 21 years. Through her strategic planning and leadership, Lorna established and grew LABC Consult, which now delivers a range of building services to LABC clients through LABC s membership network. She leads the team running the LABC Building Excellence Awards, has launched the free Registered Construction Details compliance resource for agents and she s created industry wide awareness and adoption of LABC Registered Details. Lorna also works on LABC Warranty by providing commercial and technical sales management supported by processes. Recently, after member consultation, Lorna took responsibility for implementing LABC s new strategic programmes on best practices, standards, performance measures and improvements which is closely linked to LABC Learning and Qualifications. Lorna is a member of the Building Regulations Advisory Committee (BRAC) and sits on the BRAC subcommittee - Building Control Performance Standards Advisory Group (BCPSAG).

5 Jim McGonigal Director of Astute Fire Jim is one of their team of experts on building and fire regulations, providing expertise and advice on such matters. Jim was the Scottish Government s national regulator for the fire safety of new buildings in the Building Standards Division, for 12 years, providing technical leadership and advice on the regulations, as well as advising Scottish Ministers, local authority verifiers and the design community. Jim has also worked as a local authority building standards surveyor with several authorities and as a consultant for a large multidisciplinary engineering organisation. Jim is an active member of the Scottish Building Fire Engineering Group which aims to promote the application of professional Fire Safety Engineering within Scotland. Jim recently completed his Doctorate, on The unintended consequences of Improved Airtightness Levels on the Operation of Smoke Control Pressurization Systems in Tall Buildings at Glasgow Caledonian University and has published several papers and articles on particular aspects of fire engineering and presented on them at international conferences. Dave Latto BSc MIFireE The Scottish Fire and Rescue Service - National co-ordinator for Fire Engineering Dave s career started in the Central Fire service in 1990 and is currently a Group Manager with the Scottish Fire and Rescue Service (SFRS) formed from the eight Fire and Rescue Services in Scotland on the 1st of April Dave gained a BSc in Fire Risk Engineering in 2011 and leads the SFRS Team on Fire Engineering assessments and reviews. Dave works closely with Scotland s Building Standards Services and leads the SFRS Liaison Team in the joint organisation liaison meetings through the Memorandum of Understanding between the fire service and LABSS.
