5 Mandate of the SANC Through formal agreement with SABS represents South Africa in all matters relating to IEC This includes Mandating the delegation to the annual general meeting of IEC (e.g. election of office bearers) Establishing a national position on IEC Council documents submitted to members for vote/comment Seeking /lobbying for participation in the IEC management structures Providing feedback to SABS and other stakeholders on developments at a strategic level in IEC Oversight of the functioning of the local IEC mirror committees Oversight of any South African participation in IEC conformity assessment systems SANC also performs the above functions as a member of the African Electrotechnical Standardization Commission (AFSEC)

10 Role of SANC Secretariat Registers MC members on IEC database and assigns permissions and roles for each Liaise with SABS committee administrators for contact details of mirror committee members and chairmen Guidance to MC members on appropriate responses for types of IEC working documents Submits the national response on each working document to IEC as advised by MC chair confirmation from IEC sent to MC chair. Keeps record of voting responses Facilitates accreditation of the participation of South African experts in international IEC meetings Hosting of IEC meetings in South Africa

11 IEC Conformity Assessment Systems Standards development and testing and verification are of equal importance in the IEC. Conformity assessment brings the written word in Standards to the real world. Companies want to sell their products to many countries, faster, more efficiently and they don t want to waste time or money on duplication. Standards, testing and certification are the key stepping stones for market access. All NCs (National Committees) are entitled to participate in IEC CA Systems. IECEE : Electrotechnical Equipment and Components IECEx: equipment for use in explosive atmospheres IECQ: electronic components IECRE: equipment used in renewable energy systems Any certification body or testing laboratory may be proposed by a member body to participate in a System, provided that it conforms to the criteria laid down in the rules. The ultimate goal of the IEC is to achieve that any product that is certified by an IEC CA System should be tested only once and then receive a certificate that is valid everywhere. For many countries this goal has already been reached but there is still much to do.

12 South Africa s participation in IEC CA systems IECEE Currently (2017) South African participation is limited to the regulator s (NRCS) application to be a recognising body for IECEE test certificates South Africa s membership allows local manufacturers to obtain IECEE test certificates from any IECEE National Certification Body (NCB) at no charge IECEx The South African National Committee has delegated participation in IECEx to the South African Flameproof Association (SAFA) This system provides for accreditation of laboratories AND personnel, manufacturers and service providers

15 IEC criteria for selecting candidates Each NC can nominate limited number of candidates (in the case of ZA : two) with the following profile A manager, engineer or technician aged early 20s to mid-30s Qualifications, education and experience in electric or electronic engineering / technology Some experience of developing or working with standards Work for a company, business or industry using, benefiting from or contributing to IEC work Plan to get more involved in IEC-related activities

16 Local selection process Broadcast on-line survey/questionnaire (WattNow, networking, LinkedIn group, etc) Evaluation of completed questionnaires for meeting of basic criteria set by IEC Those with highest scored questionnaires invited to submit essays Essays evaluated by team of Past IEC YPs/SANC secretary/saiee representative

18 IEC in Africa Africa Regional Centre opened in Nov 2015: Nairobi, Kenya Main focus is capacitating new and evolving national committees Also training, lobbying and awareness IEC full members: Egypt, Algeria, South Africa Associate members Tunisia, Morocco, Nigeria, Kenya Some 40 African countries are registered in the IEC affiliate country programme for developing economies (about half are active)
