Report to the Institution of Fire Engineers June,

The U.S. Experience 3
Previous national plans for fire protection have had a great deal in common. President Truman's 1947 Report on Fire Prevention America Burning, first completed in 1973 Wingspread Solutions 2000 All had a common theme for increasing efforts in fire prevention as a key component to the fire safety challenges in the United States.
How would a national strategic plan for fire prevention efforts in the United States be conducted? Ad-Hoc Committee meets at NFPA Meeting in Orlando in 2006
Dr. Erin Parker, Centers for Disease Control Johnny Brewington, International Association of Black Professional Fire Fighters Derrick Sawyer, International Association of Fire Chiefs Sean DeCrane, International Association of Fire Fighters Mikel Robinson, International Association of Wildfire Laura Baker, IWomen Sara Yerkes, International Code Council Jim Broman, Institution of Fire Engineers Steven Sawyer, International Fire Marshals Association Paul Valentine, International Fire Service Training Association Paul Maldonado, National Association of Hispanic Firefighters Robert Doke, National Association of State Fire Marshals Ronald Siarnicki, National Fallen Firefighters Foundation Wayne Powell, National Fire Heritage Center Greg Cade, National Fire Protection Association Lynn Schofield, NFPA Education Section Daniel Madrzykowski, National Institute of Standards and Technology Sarah Lee, National Volunteer Fire Council Mike Crowley, Society of Fire Protection Engineers Michael Love Ben May Ozzie Mirkhah Phil Schaenman Jim Tidwell

Strategy 1 Prevention Advocacy Strategy 5 Prevention Codes Core Strategy Management & Steering Committee Strategy 2 Prevention Marketing Strategy 4 Prevention Technology Strategy 3 Prevention Culture 6: Fire Prevention Models Performance/Evaluation Measures Model Fire Prevention Programs
Current Status/Activity Advocacy Tools produced Tutorial Impact Videos Downloadable Resources Online at Task Group continuing work on Data collection and analysis issues Facilitating Individuals/Organizations: Derrick Sawyer, IAFC Fire and Life Safety Section, Peg Carson
Progress since 2010 Firehouse Expo 2010 in July in Baltimore task group meets Production of market analysis in several phases for national theme, smoke alarms and kitchen fire safety Subject Matter Expert task group Salter/Mitchell Marketing Firm Preliminary Findings Produced and available at Facilitating Individuals/Organizations: Tonya Hoover; California State Fire Marshal; Meri-K Appy, Appy and Associates
No perceived benefits of prevention There are definitely a lot more pressing things going on a daily basis for me than worrying about smoke alarms. There are so darn many things to remember to do in a day, and I think that the alarms get kicked to the back burner. Example Benefit Comparison Result Consequence/Benefit Behavior IGNORE ALARMS Specific reward tied to accomplishments Tangible consequences/ accomplishments If ignore alarms, able to do other things (check , play with kids, etc.) CHECK ALARMS No emotional reward/payoff No tangible result (just make something already unlikely to happen even less likely) If check alarms
People aware fire safety is their responsibility Many think they are already doing enough Sense of belonging; strong tie to live, love; protecting loved ones learned via intercept interviews 90% of high risk homes without ANY working smoke alarms (e.g. Tucson, AZ) nationally need for million alarms (TriData)

15
Embed the value of fire prevention within the fire service; integrate emergency operations and prevention/mitigation strategies for public safety Facilitating Individuals/Organizations: Bill Kehoe, Institution of Fire Engineers, US Branch, Jim Cubbage, National Fallen Firefighters Foundation, Jim Crawford
Progress since 2008 Washington State Fire Marshals Pilot Project modeled after UK and Australia programs (Dallas, TX; Portland, OR; Tucson, AZ; Wilmington, NC) IFE Grant activity Philadelphia, Madison WI, Belchertown and Amherst MA; Lexington KY; Cleveland, OH; Washington, DC; Alexandria, VA; Palm Beach County, FL; other small departments
National lessons learned symposium conducted CRR Impact Video ( CRR training materials available (NFFF, IFE, CDC One Day Trainings; Seventeen workshops on CRR conducted nationally Online training available at IFSTA Resource One
CRR Advocacy Task Group of fire service leaders established under 2011 grant Advocacy plan developed for implementation steps: how to institutionalize CRR concepts within the fire service of the U.S. Simple Risk Assessment Tools being developed in partnership with Esri Model Firefighter Recruit Curriculum Developed pilot tested Proposals to NFPA Professional Qualification Standards
Next Steps: Implement national CRR Advocacy Strategy Provide model (vetted) tools How To guide (Home Safety Visits and CRR Concepts) Model materials for home safety visits
Focus on technologies that prevent kitchen (range top) fires Continue examining smoke alarm research UL; NIST; NFPA Research Foundation Eastern Kentucky University Report (fire characteristics of varied range tops) Facilitating Individuals/Organizations: Dan Madrzykowski, National Institute of Standards and Technology, Building and Fire Research Laboratory, Mike Love, Montgomery County MD retired; David Smith, Lake Oswego, OR
Develop a collaborative environment emphasize fire service involvement Recommend continuation of ad-hoc Codes and Standards Advocacy Task Group Education as a priority (developed under IAFF grant) Focus on mentor capabilities (e.g. Senior Core of Retired Executives SCORE model) Individuals/Organizations: Sean DeCrane, International Association of Fire Fighters, Dan Uthe, Tucson AZ retired

Three national symposia on model programs Peer Reviewed; clearinghouse at U.S. Fire Administration 12 trainings and workshops delivered under 2011 grant Online training at IFSTA Resource One Train the Trainer
Vision 20/20 is a platform for collaborative efforts Vision 20/20 is an ad-hoc coordinating body Long term seeking structure that will continue strategic planning and collaboration among organizations and individuals
Summary. *From 1977 to2011 Fire incidents fall from 14.8 per thousand to 4.4 From 3,264,000 to 1,375,000 Fire deaths fall from 35.6 per thousand to 9.0 *Trends and Patterns of U.S. Fire Loss NFPA 2013
