1 Standard Operating Procedure For Planning A Fire Emergency Exercise 1) General/Purpose a) A fire emergency exercise is to ensure everyone on site is accounted for and have been evacuated safely in the event of a fire. b) To prevent panic and ensure safe, orderly and efficient evacuation of everyone on site. c) To get staffs attuned to react rationally in the event of a real fire. d) This SOP applies to everyone on site. 2) Responsibilities a) Supervisor must ensure that the drill is conducted within a given time limit in a orderly manner and submit a report of the drill/exercise upon completion. b) Everyone on site must participate fully in drills/exercises. c) One personnel should be stationed to operate the sounding of the alarm. 3) Logistics/Set-up 3.1) Fire extinguishers/ Fire Fighting Equipments/PPE These must be checked, properly maintained and in serviceable conditions: SOP for Planning A Fire Emergency Exercise Page 1

2 a. Fire extinguishers/hose b. Reflective fire fighting suit/gloves c. Traffic baton d. Cordon tape e. Helmet, goggles etc. f. First aid kit 3.2) Staff fire fighting team Staffs/SO will be assigned duties where they will be trained to use fire fighting equipments such as the fire hose and fire extinguishers. 3.3) Sounding of alarm Everyone including SO and staffs should know how to sound the alarm in the event of a fire Alarm must be audible throughout In the event where by the alarm fail to operate, an improvised device will be used. 3.4) Evacuation routes Everyone must know the evacuation route and assembly point Plans of evacuation routes will be prominently displayed on strategic location on the site. 3 4) Procedures for drill/outbreak of fire In the event of an outbreak of fire/drill, the followings steps shall be taken: 4.1 Sound of alarm An alarm will be sounded in the event of fire outbreak/drill and it must be isolated immediately. Check the exact location of the fire through the Main panel and go to the location to clarify if there is really a fire. 4.2 Call Decam Operator Notify operator (contact no.) Call SCDF immediately at Supervisor should update the situation in the Fire Command Centre A white card with instruction will be placed at the guardhouse and the Fire command centre 20cm IN CASE OF FIRE 15cm DIAL 995 AND SAY: SOP for Planning A Fire Emergency Exercise Page 3

4 4.3 Evacuation of premises Upon discovering a fire, the SO/SS must be alerted to sound the alarm, and the area on fire and its vicinity must also be evacuated immediately When the alarm sounds, all occupants must evacuate the premises immediately in a calm and orderly manner, making use of all available exits. If a specific staircase is rendered unusable due to smoke or fire, alternative staircases shall be used. Re-entry is forbidden unless permitted by the person in charge. 4.4) Assembly area All occupants must proceed to the predetermined assembly area on open grounds away from the building/site. 4.5) Roll call Ensure everyone is accounted for at the assembly area. Anyone that cannot be accounted for must be reported at once to the supervisor together with the name and his/her last known whereabouts. 4.6) Checking the site A SO is to check the evacuation of the area while the roll call is taking place at the assembly area. 4.7) Fighting the fire SO maybe mobilized to proceed with the available fire fighting equipment and attempt to extinguish or control the fire without taking any unnecessary risks before the arrival of the SCDF. 5 4.8) All clear signal The person in charge will give the all clear signal for re-entry to the site. 5) Safety DON T ignore fire alarm DON T panic or cause panic DON T carry too heavy items DON T use elevators during evacuation DON T block exit doors DON T run when leaving DON T attempt to fight fire if too risky 6) Scenario The main fire alarm panel starts ringing, and it shows that the alarm sounded from zone 1 which is level 3 of the main building. Minutes after the alarm sounded, calls were received stating that there is smoke seen at the above mentioned area and assistance is required immediately.
