Introduction We are writing to report on the general ground conditions and the foundation requirements for the above residential lots, which form part of Neighbourhoods 4P and 4Q of the Wigram Skies Subdivision. These lots are part of the subdivision development of the former Wigram Aerodrome site, which was previously used as a New Zealand Air Force base and training facility, and more recently as an airfield for light aircraft. The common site name for marketing purposes is Wigram Skies Pūtangitangi Subdivision. 2. Description The Wigram Skies subdivision development has been constructed within the former Wigram Aerodrome site. This land was previously used as a New Zealand Air Force base and training facility, and more recently as an airfield for light aircraft. Consequently, the land contains areas of disturbed or filled ground and abandoned building services that pre-date subdivision construction. Neighbourhoods 4P and 4Q are located in the southeast corner of the subdivision development. Neighbourhood 4P comprises Lots , , , and ; and Neighbourhood 4Q comprises Lots and Refer to Appendix A for Eliot Sinclair & Partners Drawing G1 which indicates staging boundaries and lot numbers. Earthworks and Ground Preparation Excavation and filling earthworks were undertaken by Downer Ltd as part of subdivision construction to remove redundant building services, access roads and airport taxiways, deeper areas of topsoil or unsuitable historical fill material. When redundant services or field tiles were located, the service trenches were over excavated to remove all unsuitable material, and the ceramic pipe crushed and blended with clean fill material, before reinstating with controlled compaction. Deeper excavations were carried out on Lots , , 333, , and 734 to remove uncontrolled fill, redundant service trenches and a historically filled watercourse. Fill materials used for the construction of Neighbourhoods 4P and 4Q were sourced from on-site excavations and generally comprised sand, silt, silty sand and sandy silt, and for the deeper fill areas of Lots , , 336, 337, and 734, the fill materials contained varying concentrations of greywacke river gravels. Fill materials were placed in layers not exceeding 300mm thickness, and compacted using a large drumtype heavy vibrating roller capable of compacting the layers. The clean controlled fill materials were generally placed in accordance with NZS 4431:1989 Code of Practice for Earthfill for Residential Development as outlined by Eliot Sinclair & Partners Inspecting Engineers Report 1, dated 02 March 2015 The depth of controlled, compacted, clean fill (i.e. excluding topsoil) is generally 0.1m to 0.7m across most lots; however the fill extends to 2.7m depth in places. (Refer to Appendix A, Eliot Sinclair & Partners drawings G2 Sheets 1 to 2). Upon completion of the controlled filling operation, the finished ground was typically surfaced with 350mm to 450mm of silty topsoil that was lightly rolled, straw mulched, and sown with grass seed. The requirements of the Inspecting Engineers Report 1 and the Filling Certificate that addressed the controlled fill materials are addressed later in this foundation report. 4. Investigation Our investigation of Neighbourhoods 4P and 4Q was carried out in August, November and December 2014 and January 2015 upon completion of the filling earthworks. Investigations for each lot typically consisted of one 300mm diameter machine auger hole to a target depth of at least m below ground level, and two hydraulic penetrometer tests to a target depth of 2.5m below ground level, although hand auger test holes were undertaken on some lots. Refer to Appendix A, Eliot Sinclair & Partners drawing G3 Sheets 1 to 2 for testing locations for each lot. Hydraulic penetrometer testing was carried out by Canterbury Geotest Ltd using a Hydraulic Scala-Mini CPT rig. 3 Eliot Sinclair and Partners Ltd Page 3 hydraulic rams to the probe and then an inferred penetration resistance in blows per 100mm depth is plotted. The Hydraulic Scala-Mini CPT rig has been calibrated against a Scala penetrometer by field testing. These test results indicate both the soil strata and the soil bearing capacity. Please refer to Appendix B for the Investigation Records Lots 295, 296, 302, 304, , , , , , 371, 373, 731, 732 and 734 The machine auger and hand auger test holes for these lots generally revealed 250mm to 450mm of silty and sandy topsoil fill over various layers of controlled fill, generally comprising sand, silt, silty sand, sandy silt and occasionally silty and sandy gravels, to between 5m to m below ground level. Underlying the fill materials were various layers of insitu sand, silt, silty sand and sandy silt to between 0.9m to m depth where natural silty and sandy gravels were encountered, and due to the compact nature of the gravels or reaching the target depth, the bore logs were terminated at between m to 3.1m below ground level. At Lot 323, the hand auger test holes terminated between 5m to 5m below ground level where gravels were encountered that prevented deeper investigation with hand equipment. For Lots 295, 322, , 361 and 363, natural gravels were not encountered within the m to m depth of testing. We note that due to the nature of the bulk earthworks to remove the original topsoil layer during the subdivisions construction, the clean fill materials may also contain minor concentrations of dark brown silt which is well-blended into the soil matrix to provide a homogenous fill material. The silty topsoil within the bulk fill does not generally contain significant concentrations of organic material Lots , 303, 305, 311, , 365, 369, 370, 372, 374, 375, and 733 The machine auger test holes for these lots generally revealed 350mm to 500mm of silty and sandy topsoil fill over various insitu layers of sand, silt, silty sand and sandy silt to between m to m depth where natural sandy and silty gravels were encountered and the bore logs terminated m to m below ground level due to the compact nature of the gravels. 5. Compliance with Good Ground Definition Good Ground is defined in the Acceptable Solutions and Verification Methods for the NZ Building Code Clause B1 Structure and generally requires consideration of the likelihood of future lateral and vertical ground movements (including liquefaction and lateral spread), and requires an ultimate bearing capacity exceeding 300kPa Bearing Capacity Soils tested by a Scala penetrometer can be termed acceptable as Good Ground (a term which indicates standard foundation solutions outlined in NZS 3604: _356573_LetterV _jta_4P_&_4Q_Foundation_Report.docx
4 Eliot Sinclair and Partners Ltd Page 4 could be considered without specific engineering design) for building foundations provided the penetration resistances exceed: a) 5 blows per 100mm at depths down to twice the footing width, and b) 3 blows per 100mm at depths greater than twice the footings width. Depths are measured from the underside of the proposed footings. For this method, we have based our Good Ground requirements by assuming a standard 300mm wide footing, and with footing depths varying depending on the depth where the minimum penetration resistances exceed the requirements for Good Ground. In terms of static bearing capacity only, the Scala penetrometer test results generally exceeded the minimum penetration resistance requirements at 300mm to 500mm below ground level, and the ground below this can be termed Good Ground in accordance with the definitions of the Acceptable Solutions and Verification Methods for New Zealand Building Code, 5.2. Liquefaction and Lateral Spread Tonkin & Taylor (T&T) have extensively investigated the deeper geotechnical conditions across the site to assess the potential for liquefaction. The results of this are summarised in their report Wigram Skies Subdivision Geotechnical Assessment 2, which confirms that no evidence of liquefaction was observed following the Canterbury earthquake sequence, where earthquake shaking exceeded the Serviceability Limit State (SLS) i.e. PGA M7.5 = 0.13g (3). T&T advise Neighbourhoods 4P and 4Q are predominantly underlain by Near surface gravel, however the report advises the northeast portion of the site is underlain by Overbank deposits. T&T s report concludes; Non-liquefiable gravels are present over a large portion of the site therefore the near surface gravel deposits shown in Figure A7 in Appendix A have a very low risk of liquefaction induced ground damage. In areas where layers of liquefiable soils are present within the overbank deposits there is a 3.5-6m thick non-liquefiable crust which in most cases is expected prevent liquefaction induced land damage from occurring. There are exceptions to this, including an area where a liquefiable sand layer is present from 4-6m below ground level, and small areas adjacent to stormwater detention basins where lateral spreading may occur. These areas are shown in Figure A8 in Appendix A. 5 Eliot Sinclair and Partners Ltd Page 5 than that required to trigger lateral spreading in a large earthquake event with a return period of less than 350 years. Therefore, T&T have established that all lots in Neighbourhoods 4P and 4Q have a low risk of liquefaction-induced land damage or lateral spreading. Subsequently, T&T s report 2 confirms that foundations complying with the provisions of NZS 3604:2011 are suitable for these sites, provided shallow investigations for each lot indicate a geotechnical bearing capacity greater than 300kPa. These foundation recommendations are consistent with land classified as Technical Category 1 (TC1). TC1 land is defined as land where Future land damage from liquefaction is unlikely, and ground settlements from liquefaction effects are expected to be within normally accepted tolerances Foundation Requirements for Buildings Within the Scope of NZS 3604:2011 For 1 equivalent lots, T&T recommends foundations can be constructed as per NZS 3604:2011 provided shallow testing confirms a geotechnical bearing capacity greater than 300kPa. Our shallow site specific investigations confirm that for all lots in Neighbourhood 4P and 4Q, the subsoil materials below 300mm to 500mm depth can be regarded as Good Ground in accordance with the Acceptable Solutions and Verification Methods for New Zealand Building Code, The minimum foundation depths to reach Good Ground in terms of NZS 3604:2011, and any other minimum site specific requirements are specified below in Sections 6.1, 6.2 and 6.3 below; however as a minimum requirement, all foundations should be excavated and poured at least 300mm wide at their base. specific requirements are also summarised on the attached Foundation Summary Sheet. Our experience across the Wigram Skies Subdivision development has indicated the topsoil fill placed across lots can vary from compact silty topsoil with little or no obvious organic material, to soft and loose silty topsoil. For Neighbourhood 4P and 4Q, the penetrometer resistances and soils observed from machine augers and hand auger test holes indicate that all lots are surfaced with a firm silty topsoil that will be adequate to support a typical lightly loaded residential floor slab. As a minimum requirement for all lots, all turf and organic-rich topsoil, and at least the upper 100mm of silty topsoil, shall be removed from beneath the area of the floor slab, before proof rolling or compacting the exposed subgrade to provide a firm surface. Where hardfill is required to replace excavated topsoil from beneath the floor slabs, it shall consist of a well graded AP40 sandy gravel placed and compacted in maximum 200mm thick layers, to achieve a dry density of at least 2150kg/m 3 up to the underside of the floor slab. Foundations should be designed to either avoid or span over any known machine auger locations Lots 303, 304, 306, 308, 310, 312, 314, 316, 317, 321, 324, , , 336, 338, 340, 348, 349, , 362, 363, 365, 366, 372, 374, 375, , 733 and 734 Standard NZS 3604:2011 type foundations for these lots are suitable provided they are excavated through the topsoil layer and bear onto firm clean sands, silts or gravelly soils, and to at least 300mm below existing ground level. On Lots 304, 306, 321, 324, 336, 362, 363, 365 and 734, deeper excavations were required to remove uncontrolled fill during subdivision construction up to m below ground level before being backfilled with controlled, compacted clean fill. Consequently, foundations to be constructed over these lots may bear onto both natural ground and sand, silt or gravel fill. House foundations for these lots that bridge filled and natural ground may require additional reinforcing to limit the effect of any difference in soil stiffness, and the potential for differential foundation performance. This is likely to result in minor additional costs in relation to standard foundation reinforcing requirements. The foundation design engineer will need to confirm the extent and details of any additional reinforcing requirements that may be deemed necessary at the time of foundation inspection. The foundation designer should refer to the Inspecting Engineers Report 1 for the filling operation to determine the depth of filling and alignment of deeper areas of filled ground before specifying foundation requirements Lots , 300, 302, 309, 311, 313, 318, 319, 322, 323, 325, 329, 330, 334, 335, 337, 339, , 350, 355, 361, 364, and 732 Standard NZS 3604:2011 type foundations for these lots are suitable provided they are excavated through the topsoil layer and bear onto firm clean sands, silts or gravelly soils, and to at least 400mm below existing ground level. On Lots 322, 323, 325, 337, 361 and 364, deeper excavations were required to remove uncontrolled fill during subdivision construction up to m below ground level before being backfilled with controlled, compacted clean fill. Consequently, foundations to be constructed over these lots may bear onto both natural ground and sand, silt or gravel fill. House foundations for these lots that bridge filled and natural ground may require additional reinforcing to limit the effect of any difference in soil stiffness, and the potential for differential foundation performance. This is likely to result in minor additional costs in relation to standard foundation reinforcing requirements. The foundation design engineer will need to confirm the extent and details of any additional reinforcing requirements that may be deemed necessary at the time of foundation inspection. House foundations for these lots that bridge filled and natural ground may require additional reinforcing to limit the effect of any difference in soil stiffness, and the potential for differential foundation performance. This is likely to result in minor additional costs in relation to standard foundation reinforcing requirements. The foundation design engineer will need to confirm the extent and details of any additional reinforcing requirements that may be deemed necessary at the time of foundation inspection. Alternative Foundation Options We note there may well be other alternative options for residential foundations and floor slabs. An experienced foundation design engineer can determine foundation options once the design and location for a future house is available, and subject to further engineering investigation and reporting being undertaken. 8. Inspection of Foundation Excavations As the ground has been subject to past earthworks activities during its use as an airbase, we recommend all foundation excavations and stripped floor slab areas be inspected by an engineer experienced in foundation design in order to verify that the perimeter foundations extend through all topsoil and bear onto clean, compact insitu subsoil or controlled fill, and the silty topsoil underneath the floor slab area does not contain significant organic matter and is suitably compact to support a lightly loaded residential floor slab. The inspecting engineer should also confirm any specific requirements for any foundations that are designed or found to be constructed over a former 300mm diameter machine auger test holes, which was loosely backfilled and cannot be relied upon to support foundation loads due to the risk of consolidation settlement. 9. Whilst every care was taken during our investigation and interpretation of subsurface conditions, there may well be subsoil strata and features that were not detected. Additionally, on-going seismicity in the general area may lead to deterioration or additional ground settlement that could not have been anticipated at the time of writing this report. The exposure of such conditions, or occurrence of additional strong seismicity, or any update to the NZBC or MBIE Guidelines, may require a review of our recommendations.
