Review of last action points The following points of the previous Shelter Cluster Meeting were briefly discussed: o Sub-national Cluster to share Power Point and Last year ( ) winterization guidelines DONE o Sub-national Cluster to create link on Dropbox where partners can share PDMs from last year s programming DONE o Beneficiary Targeting: - Social institution database to be circulated - Explore what is the coverage of LEO (electricity company in NGCA) households and which villages and households are impacted DONE OCHA would share the finding later during the meeting o Sub-national Coordinator to meet with Luhansk GCA to find complementarities for collaboration on winterization DONE o Discussion on final contents of winterization kit will continue and be discussed at next TWIG after getting input from other partners On-going o Beneficiary Sensitization to be mainstreamed at relevant points of winterization recommendations o Discuss with wider stakeholders alternatives to fuel DONE o Discuss the idea of common procurement of coal with greater number of stakeholders (The question was raised by Mercy Corps during the previous meeting, addressed to Kramatorsk partners, partners were not in favour of common procurement, feedback from UNCHR was that it had been more difficult last year To be discussed later) 3. Updates from National Cluster (JIPs Profiling Working Group and follow up, Contingency Planning) JIPs Profiling Working Group and follow up JIPs had recently done a scoping mission in Ukraine that aimed to explore the possibility of providing support to the Shelter and Protection Clusters and other relevant partners, including national and regional authorities, in the development of the objectives, methodology, and data collection methods and forms of the profiling, while ensuring a collaborative and durable solution oriented approach throughout the process. o One of the activities that JIPs did, was a visit a Collective Center in Kiev in order develop mainstreaming guidelines for permament solution for IDPs residing in Collective Centers Ukraine 2
3 What Assistance to Collective Centers Action Point Partners to consider possibility of assistance to residents of Schedrischevo resort facility Damage database updates Subnational Coordinator briefly updated partners on the damage database which at the moment contained addresses in both regions Donetsk and Luhansk Currently damage database amounted to over 9000 addresses in Luhansk GCA and individual addresses in both regions Donetsk and Luhansk o Shelter Cluster had individual meeting with relevant partners to follow up on damage database. Subnational Coordinator explained that it was important not only to track the number of addresses, but also the modality of assistance (contracted works, donation of the construction materials, cash). It had been observed that frequently beneficiaries who had received shelter materials, weren t able to do the works themselves due to security risks, disabilities, therefore leaving repairs uncompleted o Subnational Coordinator pointed out that the goal of the damage database was a handover to Luhansk regional authorities as a coordination tool, therefore Regional Authorities have agreed to hold meetings with rayon councils in order to collect and update information on damages in order to receive final data complication o By September damage database will be send back to the local authorities for reconciliation and verification Shelter Cluster continued to cooperate with Health and Education Clusters on adding healthcare and education facilities to the database with input of NRC, which had done school rehabilitation in the past and Mercy Corps that repaired some social institutions o So far the damage database for schools included 3000 facilities tin GCA and NGCA with 61% of damaged schools reported in NGCA and 39% in GCA o At the moment Shelter was compiling data on damaged healthcare facilities with Health Cluster o Partners feedback on the repairs of social institutions was encouraged What Action Point Submission of repaired social institution data Partners to submit data on repaired social institutions to damage database Partnership Updates Subnational Coordinator presented updates of a recent meeting with Luhansk Oblast Authorities Luhansk Oblast Authorities shared locations of concerns which included: o Trehizbenka (2multistory apartment buildings = 8 apartments)- An old gas pipe went through LNR, currently it is destroyed, the new one will cost 7 million euro o Kryakovka o Krymskoe- cut off from water supply concerns (refer to WASH Cluster) Ukraine 3
4 o Schedrischevo- management of the resort would not be able to support IDPs living there this year due to large outstanding utility debts Housing and Utilities added that there were 2 buildings within the campus, one was a threestory building, another one a two-story building where many families with small children had resided Subnational Coordinator encouraged partners to assist IDPs in social housing if they fell under agency s vulnerability criteria o Stanitsa Luhanska rayon remained an area of concern with a risk of people that could be potentially cut off to LEO energy company OCHA clarified that LEO had not received payments from GCA, as the company had been registered in NGCA o LEO had been working through intermediary companies in GCA, however these companies had difficulties transferring the money to NGCA o Local authorities said that a temporary account was created by state treasure in order to have the payments transferred to LEO in NGCA, however it was not clear how the process would work OSCE observed that several areas in Luhansk had been affected by energy shortages, as the state could not pay for the services Subnational Cluster inquired if OSCE would share reported investigations with partners, however at the moment OSCE did not have more information available Subnational Coordinator mentioned the increasing prices of utilities services and its negative consequences on vulnerable population. While subsidies would be provided, it was important to raise awareness among affected population and IDPs that they would be eligible to receive subsidies. It was suggested that SC could support the authorities in developing a factsheet or mainstreaming communication programming in partner projects on available subsidies for IDPs and local affected population which could be distributed along with winterization assistance. The purpose of the factsheet would be to present information in accessible manner. Subnational Coordinator updated partners on utilities subsidy program and presented preliminary results of REACH survey on average cost of utilities Ukraine 4
5 Mercy Corps inquired how precise the cost of utilities were, as the prices were too low Subnational Coordinator explained that REACH had surveyed approximately 1000 people in the region, utilities included electricity, water and gas, heating was a separate indicator. Data to be verified Housing and Utilities mentioned that different HHs paid according to different utilities rates, some had received subsidies, and others could use a meter. It was also suggested to ask utility companies for statistics and size of payment depending on type of house ownership Ukraine 5
6 Subnational Coordinator inquired if Housing and Utilities Department could share selection criteria for utilities subsidies Housing and Utilities Department responded by saying that Department of Social Protection accounted subsidies using State Cabinet Orders Housing and Utilities Department also shared that last year one stop shop system was in place, therefore facilitating the process Shelter Cluster to follow up with the Department of Social Protection on selection criteria for utility subsidies What Developing of subsidies factsheet Locations of concern Clarification of utilities subsidies criteria Verification of REACH data Action Point Shelter Cluster to support a factsheet on utilities subsidies to mainstream accountability to affected populations Partners to take into consideration locations of concerns for winterization assistance Shelter Cluster to follow up with the Department of Social Protection on utilities subsidies eligibility criteria Shelter Cluster to follow up with REACH on utilities cost data Subnational referrals updates Subnational Coordinator briefed partners on the status received referrals o Recently Shelter Cluster had received some referrals for shelter repairs from remote areas with security risks that partners had not been able to cover. However, following the discussion with OSCE that had continued monitoring visits to such locations, OSCE suggested to accompany shelter actors to perform such acute emergency repairs. This service was available on request of individual agencies, and had been used by ICRC to provide acute repairs in front line communities on previous occasion. However, NGOs had their own security protocols and alignment questions with respect to this mechanism. o According to subnational referrals database, 10% of referrals both in Donetsk and Luhansk remained open due to limited access in some locations or security risks, therefore partners could not be mobilized teams to work there o Subnational Coordinator noted that with a recent increase of referrals for acute emergency repairs Shelter Cluster recommended acute emergency response as such areas were most likely to be shelled again and more damage would be incurred o As winter season was approaching, local authorities had expressed concerns for winterization needs, pointing out locations that were further away from frontline and were not considered as a priority for this year. Thus, creating a gap in the response, so partners should take these concerns into consideration possibly by dividing programs and targeting such gap areas. It was suggested to divide locations, rather have all the partners covering the same location. Partners were reminded that at the moment NRC was the only agency that had already provided a list of planned location targeted for winterization Ukraine 6
7 Winterization updates from partners DRC had no winterization activities planned Had been working on proposal for heavy repairs for Luhansk GCA. The project would cover capital construction, new construction, multistory apartment buildings and furnishing per donor s request. Social infrastructure would not be targeted. Shelter Manager would come to Luhansk region to follow up with partners and plan future activities within the coming weeks Subnational Coordinator recommended DRC to contact UNHCR regarding furnishing as they could share their experience Mercy Corps was doing needs assessment, locations had not been identified yet o Planned window renovation for 300 HHs in Popasnaya in multistory apartment buildings o Had cash for NFIs PDM, beneficiaries were happy with the assistance, however it was discovered that 44% of beneficiaries spent the money on medicine and healthcare, 33% spent cash on rent, heating and utilities, and others bought winter clothing, boots ICRC almost completed winterization needs assessment which was carried out in Stanitsa Luhanskiy, Popasnyanskiy and Novoaidarskiy districts. The results would be shared shortly o Information was collected in cooperation with volunteers, local village councils, home visits and local affected population Housing and Utilities Department inquired how affected population could receive assistance ICRC explained that the agency kept in touch with local authorities that informed ICRC about large needs, which would be referred to a relevant department o Next meeting would be able to share, and modality had not been identified yet. Most likely fuel distribution in remote areas and cash for locations with existing markets o Also during distributions beneficiaries received leaflets with hot line phone number to tell their needs Mercy Corps inquired if there was a form in place for winterization assistance to avoid overlap and duplication Ukraine 7
8 Subnational Coordinator responded that winterization matrix was created for such purpose, at the moment only NRC had selected their locations, partners would fill it in once they had chosen their areas. Winterization matrix to be circulated again with partners by the end of this week o 5W as well as 5W maps which showed the locations where shelter actors had been working, also used for monitoring the coverage and avoiding duplication NRC would provide partial insulation for walls, total 100 HHS 28HHs in Malinovo and 72 in Stanitsa Luhanskaya. Locations for winterization had already been selected Subnational Coordinator reminded partners to include shelter repairs activities to damage database, e.g. if a partner provided acute emergency assistance, perhaps another agency could do more substantial repairs later What Submission of winterization PDMs Selection of locations for winterization assistance Action Point Partners to submit winterization PDM, lessons learned for updated winterization guidelines Partners to finalize selection of location for winterization assistance Winterization Guidelines Updates Subnational Coordinator reminded partners that winterization guidelines would be updated by mid-august, so it was vital to integrate lessons learned on winterization and encouraged partners to share the results of PDMs According to the last year findings, NRC would not distribute electrical blankets as they were deemed unpractical, clothing distribution also was somewhat challenging, e.g. this year partners in Donetsk had selected vouchers program for clothing, which would provide beneficiaries with options and generate local economy. Ukraine 8
9 Subnational Coordinator briefed partners on preliminary results of REACH assessment on fuel needs. According to the assessment the majority of beneficiaries would need coal, wood and bottled gas. Also beneficiaries required kerosene, though it was unclear if it were used for lamps or as a fuel. Subnational Coordinator noted that NRC had a project with pellets distribution; however pellets were not conventionally accepted type of fuel, so it required specific storage to avoid humidity. Coal remained the most efficient and culturally accepted fuel, however at the moment several partners per donors request had been researching biofuel, e.g. PIN had met suppliers with sunflower briquettes, which required 3-4 tons of fuel to heat the house. Another option the agency had been exploring was briquettes from coal dust at the cost of 1800 per ton; however they also required dry storage, special stove and probably large number of tons per HH. The results of pilot assessment had not been finalized yet. Subnational Coordinator also noted that during winterization meeting in Kramatorsk, one of the partners recommended energy batteries, as they worked in hard to reach areas (no gas). Shelter Cluster to reach if this option would be cost efficient and profitable. Upon further inquiry of various stakeholders, it would be too expensive for winterization activities. Subnational Coordinator mentioned to partners a request from Housing and Utilities Department for generators and radiators to be repaired in Luhansk GCA. Last year PIN received a similar request from Donetsk de facto authorities, the issue with radiators repairs later in winter season was that water had to be emptied out from radiators, therefore only 80% of the original targeting. It was emphasized since radiators repairs were such a complex process, preparations had to begin earlier in the season, also feasibility of the project should be taken into consideration. Insulation and heating Subnational Coordinator brought up the issue of insulation for water leakage and walls. Shelter repairs seeking to insulate the house or at least one enclosed area would be a sustainable Ukraine 9
10 solution especially as winterization assistance might be dwindling in the future. PIN for example in NGCA was prioritizing glazing for affected households rather than distribution of NFIs.
