8 Central Los Angeles Promise Zone The Central Los Angeles Promise Zone was designated by the Obama administration in The Promise Zone includes the neighborhoods of Hollywood, East Hollywood, Koreatown, Pico Union, and Westlake. 165,000 residents, 35% of whom live in poverty (compared to 20% citywide) High dropout rates and high unemployment Lack of affordable housing The Los Angeles Promise Zone contains the following cultural neighborhoods: Koreatown Little Armenia Historic Filipinotown Thai Town Little Bangladesh El Salvador Corridor

9 The Area is Rich in Cultural Assets Promise Zone Arts is mapping these assets and will implement site-specific cultural events designed to address the goals of the Los Angeles Promise Zone: improved educational opportunities, economic development, neighborhood safety, and livability.

10 Promise Zone Arts Phases NEA Our Town Grant Phase I: Orientation/Planning Phase II: Community Introduction Phase III: Creation of Promise Zone Arts Task Force Phase IV: Cultural Treasure Surveys In-person canvasing and online surveys Phase V: Documentation - video, still photos, audio Phase VI: Cultural Treasures Database Phase VII: Cultural Treasures Story Bank Phase VIII: Neighborhood Sharing Events Phase IX: Program Evaluation Planned Future PZA Program Phases Mini-Grants Program to support new work from artists and organizations identified through mapping Large public festival to include cultural performances from grantees and interactive artmaking Comprehensive evaluation measuring the success of Promise Zone Arts and the subsequent grants program in achieving stated Promise Zone goals.

11 Impact Promise Zone Arts will: quantify the value of sustaining and advancing traditional folk arts within the Promise Zone, develop agency for underserved communities to have a voice in policy decisions, and create recommendations regarding the use of traditional arts and contemporary art informed by culture to increase educational opportunities, advance public safety, and improve livability in the Promise Zone. Final NEA Grant Deliverables: Cultural Treasures Directory including videos, images, and stories produced. Evaluation Report with informed recommendations.

12 Lessons Learned We have found enthusiastic support for arts integration at all levels of government Partnerships between City entities and nonprofits can be very challenging but rewarding when done well Intermediaries may be useful to translate and facilitate strong community connections Be explicit about expectations of all the partners as implicit assumptions can cause big rifts Clearly articulate all administrative barriers

25 GREEN LIGHT DISTRICT, EL PUENTE Green Light District, El Puente. A ten-year initiative to sustain, grow, green, and celebrate Williamsburg s Southside. It seeks to fight gentrification putting the power of transformation in the hands of its residents and stakeholders.

26 FOURTH ARTS BLOCK (FABNYC) Fourth Arts Block provides community building resources for neighboring organizations, activates underutilized space through Dance Block, promotes sustainability through Load OUT! reuse and recycling events, energizes public space with our FABLES public art initiative, and celebrates the dynamic history of the LES through Lower East Side History Month

27 CORONA PLAZA, QUEENS MUSEUM Corona Plaza is a recently renovated public space in the heart of Corona, Queens. The plaza has been the central site for many of the Museum s public art projects and community festivals, as well as the core of the Museum s recent parks and public space advocacy work.

52 Six Policy Principles 1. Map the artistic and cultural assets of cities, towns, states, tribal communities, and the nation, with a focus on the cultural resources in communities of color and low-income communities. 2. Evaluate economic conditions, including current investments in public works, arts, and culture, using data disaggregated by race, ethnicity, and neighborhood. 3. Identify barriers to resources for communities of color and low-income communities and restructure processes to engender access.

53 Six Policy Principles 4. Work with artists, designers, young people, and culture bearers to engage the community and inform equity-driven processes for community development. 5. Expand equity-focused arts and culture investments across public agencies, through community-driven cultural plans, budget appropriations, and targeted allocations to disadvantaged communities, artists of color, and cultural institutions serving communities of color and low-income communities. 6. Ensure that governance and staffing are representative of the populations served by the agency.
