1 expression of interest National Call for Artists Public Art Project Canmore, Alberta The Town of Canmore is seeking Expressions of Interest (i.e. Request for Qualifications) from midcareer and senior professional artists to create a permanent work of art that will reflect and celebrate the community. The project is held in accordance with the Town of Canmore Public Art Policy. The Canmore Public Art Committee seeks to include, and encourages participation from ar t i s t s from across Canada including Multi Cultural and Indigenous artists. 2 expression of interest About Canmore Located in the Bow Valley within Alberta's Rockies, near the southeast boundary of Banff National Park, approximately 81 km west of the City of Calgary. The town shares a border with Kananaskis Country to the west and south and the Municipal District of Bighorn No. 8 to the north and east. Mountains located adjacent to and visible from the town site are Ha Ling Peak, Grotto Mountain, Mount Lady Macdonald, Mount Lawrence Grassi, Rundle Range and Three Sisters. The Town of Canmore lies within Treaty 7 territory, and honours the tradition and spirit of the area. For centuries, this area has been a place of hunting, gathering, harmony, balance, and commerce for many peoples. Established in 1884, Canmore was one of the most important coal mining centers in southern Alberta. Canmore's moniker originates from its namesake town on the northwest shore of Scotland. It is a Celtic word meaning "Big Head" and was titled in honor of King Malcolm III of Canmore who, in 1057, killed Macbeth the usurper in a fight for the Scottish throne. Donald A. Smith, a Canadian Pacific Railway pioneer, named the present Alberta Rocky Mountain location Canmore in Canmore played host to the Nordic events during the 1988 Winter Olympics and developed into the recreational tourist destination it is today. The Town of Canmore has a permanent population of 13,000 and 5,000 part time residents, and is home to people from more than 50 countries. This deep history, and the subsequent migration of settlers and many new Canadians to the area, imbues Canmore with a rich cultural heritage. This diversity contributes to a dynamic urban landscape alive with arts, culture, sport, business and development. Visit the sites below for more information about the History of Canmore: info/history canmore history Town of Canmore Public Art Background Public art is essential to the healthy growth of a community. It creates a vibrant sense of place and contributes to a community s reputation and identity for both residents and visitors. Over the past few years, the Canmore Public Art Program has pursued and nurtured a creative Canmore, and has acquired a notable and eclectic collection of public art. The goal is to inspire, to engage, and to promote creative dialogue. Proposals should consider the purposes of the Community Public Art Policy: To enrich the public environment and promote awareness, understanding, access, and enjoyment of art as part of life for Canmore locals and visitors; To identify and enhance the sense of community identity unique to Canmore, and to encourage artworks that reflect community and regional diversity, values, history, nature, and culture; To create opportunities, challenges, and encouragement for all types of artists and artistic expression, and for the creation of site specific works that promote relationships between the artwork and the public. 2
3 About the Potential Sites In the second stage of this competition, all shortlisted finalists will be asked to design an artwork for one of the three sites listed below. This allows the finalists to select a site that resonates with them and complements their work. Courtyard in front of Avenue In the Civic Centre Plaza, a popular location for events including National Indigenous Peoples Day, World Cup Opening Ceremonies and Medal Presentations, Winter Carnival activities and markets, this site is on the west side of 7 Avenue across from the Town offices. Fairholme Drive at the Spur Line Trail This location is at the intersection of a popular walking and cycling trail that leads to the Bow River. It is adjacent to the Canmore Seniors Lodge; is one of Canmore s main arteries; and is the site for the Canmore Canada Day Parade. South of Elevation Place on Railway Avenue At the gateway to downtown Canmore and sharing the site with Elevation Place, Canmore s indoor playground, this location experiences slow moving, high vehicle traffic. It is also on a cycling/walking path allowing for pedestrian interaction. Public Art Opportunity The Canmore Public Art Committee seeks mid career and senior artists or artist teams from across Canada to integrate an exterior site specific, place making public artwork. The shortlisted artists will be expected to meet with the Town of Canmore staff and community partners as necessary throughout the design and installation of the project. This is an exterior, permanent public art commission with a budget of $110,000 + GST (inclusive). A full package containing renderings, art location details and project description will be made available to all Stage 2 shortlisted artists upon notification. Community Engagement The community should be engaged in the public art process through design, creation and/or installation in a meaningful way. The Town of Canmore requires shortlisted artists to attend a 2 4 day residency. The residency is expected to provide the opportunity to develop the proposal in response to the site, the surrounding landscape and the community. Costs associated with the residency including transportation, accommodation, and per diem ($75 per day) will be reimbursed to the artists upon submission and approval of receipts up to $2000. Artwork Design Parameters The artwork must adhere to the following: Artwork must be an original piece, be of scale and proportions appropriate to the site restrictions; Ensure artwork does not pose a risk of injury to the public (example: sharp points, slip hazards, etc.); Artwork must be vandal resistant, designed to be as safe as possible for presentation in public; Meets fire codes with respect to flammability, and will be vandal resistant as applicable; Must be constructed of durable, permanent materials; and be designed to survive Canmore s climate (withstand UV exposure and variations in temperature); Must be designed to be accessible for maintenance; Meet all Alberta Building code standards, if applicable: and 3
4 Site will not be provided with electrical servicing. Solar or self generating sources of energy are permitted, provided illumination is low. Avoid upward lighting and glare; neon lights are not permitted. Lighting, if any, would be the responsibility of the artist. Permanent Artwork(s) may not: Block the pathway; Use reflective materials; Negatively impact the natural environment; and Interfere with the operation and serviceability of the area. Artwork Permanence Because the Canmore Public Art Collection is located in the public realm, it is important that durable materials be used. Artwork proposals should take into consideration the site location. Conditions can include, but are not limited to: repeated weather changes and climactic cycles, sunlight exposure, physical environment risks, severe freeze thaw phenomena and countless audience interactions. Selection Process: Artists will be chosen through a two stage jury process. First Stage A Selection Committee will shortlist (up to 5) artists from the Expression of Interest applications Artist Residency/Site visit between February 15 to April 5, 2018 Second stage Shortlisted artists will participate in a 2 4 day residency to gain familiarity with Canmore, the site, local history, culture and stories. Artists will meet and interact with members of the community. The residency will provide some context from which artists will develop their detailed proposals. Costs associated with the residency including transportation, accommodation, and per diem ($75 per day) will be reimbursed to the artists upon submission and approval of reciepts up to $2000. Artists will receive a $2000 maquette fee to produce their art proposal. Selection Committee will select one (1) artist based on final artwork proposal and maquette. The Selection Committee: Will include representatives from community including a structural engineer; artists; residents of Canmore; and a member of the Canmore Public Art Committee. The Selection Committee is under no obligation to choose any finalists. All decisions of the Selection Committee are final. The Town of Canmore reserve the right to revoke the public art call and/or public art project. Communication with the Selection Committee: The Town of Canmore will be responsible for all communication, either verbal or in writing, between artists making submissions and members of the Selection Committee. Any communication between applicants and Selection Committee members regarding submissions or the competition may result in disqualification. 4
5 Criteria for Shortlist: At the first stage application review, the Selection Committee will consider artist applications that demonstrate past experience with: 1. Approach to art concept as written in Expression of Interest; 2. Approach to community engagement; 3. Artist experience with exterior art locations; 4. Collaboration with design teams, project consultants, engineers and/or construction teams; 5. Quality of past artworks as demonstrated in visual documentation. Submission Requirements: Please send all materials as separate files on a CD or memory stick. Applications will not be accepted by fax or . Incomplete applications will not be accepted. Do not bind, staple applications, or use plastic cover sheets. Each section should be on a separate sheet, one sided. Additional materials will not be reviewed. Artists must submit the following, prepared as described below, in order to qualify for consideration in the competition: 1. SUBMISSION FORM Complete and signed with contact information 2. EXPRESSION OF INTEREST One page maximum: Describe and explain your interest in this project. 3. ARTIST STATEMENT & BIO One page maximum: Describe what inspires your artwork processes, the materials and methods you use, your background, and other information that pertains to your art practice 4. RESUME/CURRICULUM VITAE Three page maximum: Detail your experience as an artist, prior public art experience and / or other relevant information 5. VISUAL DOCUMENTATION Maximum of 10 images: Images of previous public artworks or artworks which best illustrate a body of artwork related to the project (not less than 150 dpi 1MB jpeg maximum) 6. DOCUMENTATION LIST Clearly list each jpeg image to correspond with the order of the image list. Include title, date, medium, size, and a brief description of the work. For public artworks include the commissioning agent and budget. 7. REFERENCES a. Public art commissioning agents, clients and/or consultants, OR curators, and/or other artists who can attest to the quality of your artworks and/or community engagement. b. Please provide references current contact information only. Reference letters will not be reviewed. 8. RETURN POSTAGE Enclose a self addressed and stamped envelope with adequate postage if you do not want your application retained as part of the Canmore Arts and Events Department database. 5
6 Project Conditions Commission The total budget for the commission is $110,000 CAD (+ GST inclusive). Additional maquette fee of $2000 for shortlisted artists will be provided. Residency costs of up to$2000 for transportation, accommodation, and per diem will also be provided with receipts and on approval by the Town of Canmore. Original Work The artist(s) must guarantee that the artwork is original and does not violate the copyright of any other person. However, previous works created by the applicant may be adapted in a new and unique way. Contract The artist(s) will enter into a contract with the Town of Canmore. Copyright The copyright of the artwork shall be and remain with the artist. Reproduction rights may be negotiated. The artist may retain the right to be identified as the creator of the artwork. The Town of Canmore will not alter the artwork for purposes of maintenance, conservation, etc. without prior consultation with the artist. The Town of Canmore reserves the right to move or de accession the artwork if necessary and will make every effort to notify the artist. Loss or Damage While every precaution will be taken to prevent loss or damage, neither the jury, nor the Town of Canmore shall not be liable for any loss or damage, however caused. 6
