Since relocating to Hong Kong in 2012 and joining TOWNLAND s Core Planning Team, Andrew has been balancing his efforts between local development consultancy and international master planning projects for public and private sector clients. Since 2014 he has also been increasing his Corporate and Projects Management responsibilities as part of TOWNLAND s Mainland China operations. 2 Integrated Resort Complex Development, Savannakhet, Lao People s Democratic Republic Land Use Planner on a project to undertake a conceptual master plan for an Integrated Resort Complex Development on a 300 hectare Site in Savannakhet. With the goal of creating an Integrated Resort that will add to the attractiveness of Laos as an international tourism destination, the objectives of this Project were to create a destination that is a key Tourism Node in Savannakhet through the introduction of activities which will appeal to local, regional and international tourists; capitalize on the unique natural attributes of the Site location, including proximity to the Thai Border; and incorporate a diverse programme of activities and facilities, including a Casino Resort Hotel, luxury Villas, Clubhouses, and integrated Retail, Food and Beverage offerings. Slow-Traffic System Planning & Design for Shekou Sub-District and Houhai-South Science Park Sub-District in Nanshan District, Shenzhen, PRC Project Coordinator & Lead Land Use Planner on a project to undertake conceptual and detailed planning and design of pedestrian and cyclist infrastructure in Nanshan District, Shenzhen. After decades of increasing reliance upon private motor vehicles, the District Government wishes to turn to a low-carbon development pattern that emphasizes slowtraffic movement by foot or by bicycle. Project planning and design focused on two subdistricts within Nanshan District with a total area of nearly 20 square kilometers that would serve as models for the remaining district area. Planning and design scope included pedestrian system network planning (footpath hierarchy), multi-layered pedestrian system planning (above-grade footbridges and underground crossing facilities), pedestrian space and environmental planning (all-weather networks, landscaping, street furniture, etc.), wayfinding and signage system planning, inter-modal network planning, bicycle infrastructure network planning, slow-traffic system design guidelines, and slow-traffic implementation and phasing. Urban Design for a +/- 60 hectare Area Surrounding the Xiangyu Road South Station of Ninggao Intercity Rail, Nanjing City, P.R. China Land Use Planner on a Project to undertake an in-depth analysis of existing site conditions and develop an urban design strategy that will guide the planning, design, and development of the metro station and its surroundings in line with the planning and design principles of Transit-Oriented Development ( TOD ). The design objective of this Project is to highly integrate the above-grade transit station with surrounding land uses to establish a highly-efficient and intensive land use mix within an appropriate walkable catchment area of the transit station; to improve travel efficiency and increase the mode share of public transport; and maximize the vitality of the urban area surrounding the station so as to promote the further development of the district. Integrated Casino Resort Destination for a +/- 160 hectare Site on Saipan Island, Commonwealth of the Northern Mariana Islands Land Use Planner on a project to undertake a Preliminary Conceptual Master Plan for an Integrated Casino Resort Destination on the island of Saipan in the Northern Mariana Islands. Upon development, the Integrated Casino Resort will be comprised of a variety of 5- and 6-Star Hotels; Casino & Gaming Facilities; Villas; a Water Park; Shopping / Food & Beverage Outlets; Convention and Exhibition Facilities; and additional uses and Amenities that will contribute to the development of a World Class Integrated Resort Destination on Saipan. Integrated Resort and Casino Development on a +/- 16 hectare Site in Praia, Republic of Cape Verde Land Use Planner on a project to prepare a Conceptual Master Plan for an Integrated Resort and Casino Development on the Islet of Santa Maria and on a section of the Gamboa Beachfront in the City of Praia, Cape Verde. Upon full development, the Integrated Resort will feature Office Uses; a Casino Hotel (150 Rooms); a Marina; and a Walled City (Fort) on the Islet of Santa Maria, comprised of a Boutique Hotel (50 rooms), a Retail Spine centred around a pedestrian environment, a Cultural Centre, Convention & Exhibition Facilities, and a Catholic Church. Integrated Resort Complex Development in Siem Reap, Cambodia Land Use Planner on a Study to develop a Conceptual Master Plan for an Integrated Resort Complex on a 2,000 hectare Site in Siem Reap, Cambodia, comprising a Casino Complex and various Themed Hotels, Golf Courses, and other supporting amenities. Tourism Resort Development on a +/- 482 hectare Site on Tinian Island, Commonwealth of the Northern Mariana Islands Land Use Planner on a Study developing a Conceptual Master Layout Plan for an Integrated Resort on Tinian Island, comprising two world class Golf Courses, a High End Villa Hotel ( Star Villas), a Mid-High End Hotel (4-5 Stars of Rooms), a Retail / Dining Village, an Agricultural Cultivation Zone, and a host of additional attractions which will contribute to the development of a popular tourist destination on Tinian Island. Section 16 Planning Application for University of Chicago Center in Hong Kong at Mount Davis Project Manager and Land Use Planner on a S16 Application for a proposed Educational Institution in Residential (Group C)3 Zone and Road with proposed Minor Relaxation of Plot Ratio and Site Coverage Restrictions at the ex-victoria Road Detention Centre (Western Portion) Victoria Road, Mount Davis. The University of Chicago Foundation in Hong Kong Limited is seeking to develop an educational facility and heritage legacy project that will accommodate the University s prestigious Executive MBA Program, undergraduate functions, and other academic / teaching / administrative functions. As part of a multi-disciplinary team of internationally renowned designers and local experts, TOWNLAND is responsible for the S16 Supplementary Planning Submission, Visual Impact Assessment, and Landscape Impact Assessment. Planning Consultancy Services for Planning Proposal including Technical Assessments for a Precasting Yard Development in Tsing Yi, Hong Kong Project Manager for this Planning Proposal, including Technical Assessments, to develop a prefabrication yard on an approximately 3.0 hectare parcel of Governmentowned land at Tsing Keung Street, Tsing Yi, Hong Kong. The Project Site is situated next to a Potentially Hazardous Installation ( PHI ). Due to a proposed increase in working population on the Project Site, a Quantitative Risk Assessment ( QRA ) was required to demonstrate the Proposed Prefabrication Yard is in compliance with the Hong Kong Risk Guidelines. Townland was responsible for the Planning Proposal and coordination of the successful QRA submission to the Coordinating Committee on Landuse Planning and Control relating to Potentially Hazardous Installations ( CCPHI ). Focused Feasibility Study for a +/- 274 hectare Site on Heng Qin Island, Zhuhai, Guangdong Province, China Land Use Planner on Planning Team responsible for coordinating inputs of a Focused Feasibility Study to assess the regulatory, market, financial and development feasibility of a new Marina and Golf Course as part of an integrated tourism and leisure resort development on Heng Qin Island, Zhuhai, Guangdong Province, China. Planning Consultancy Services for a Proposed Eco-Lodge Development at Lot 327 in DD 308 San Shek Wan, North Lantau Project Manager for an Application for Lease Modification / Lands Exchange Submission to Government to permit the development of an Eco Resort Hotel on the northwestern coast of Lantau Island. Conceptual Master Plan for a +/- 900 hectare Site in Pantai Indah Kapuk, West Jakarta, Indonesia Land Use Planner on Project Team responsible for developing alternative Development Schemes for a 900 ha Site to be connected to the surrounding region by a new mass transit system linked to adjacent residential communities, a new Central Business District and the City s major airports. TOWNLAND was responsible for establishing the regional context, identifying appropriate transit-supportive population thresholds, researching relevant case studies for transit-oriented development, establishing overarching design themes, and designing alternative development schemes for lowdensity, medium-density and high-density development options. Conceptual Master Plan for a +/- 800 hectare Site in Tanjung Bunga Makassar, Indonesia Land Use Planner on Project Team tasked with developing a Conceptual Master Plan for approximately 800 hectares of reclaimed land in Makassar for a new integrated and residential business waterfront community consisting of a Commercial Hub, high-quality residential communities and a walkable mixed-use New Town. TOWNLAND was responsible for establishing general design principles and detailed development parameters, identifying appropriate benchmarks/case studies, creating alternative development options for Client review and refining the land use details of the preferred development option. Preliminary Conceptual Master Plan for a +/- 4,700 hectare Site at Rempang Island, Batam, Indonesia Land Use Planner on Project Team tasked with creating conceptual land use options, a preliminary Conceptual Master Plan, development benchmarks and parameters, and promotional material for nearly 5,000 hectares of land on Batam Island, Indonesia. Using Client s Business File as a starting point, TOWNLAND envisioned an Integrated and Comprehensive New Town with significant industrial and tourism opportunities known as Rempang City, featuring a New Township for 250,000 residents, an Inter-Modal Tourism Destination and Industrial & Technological Parks. Conceptual Master Planning and Broad Urban Design Guidelines for +/- 30 hectares of High-Density Residential Area at Summarecon Bekasi, Bekasi, West Java, Indonesia Land Use Planner on Project Team responsible for developing alternative development concepts (based on international benchmarks), formulating a land use budget and development parameters, preparing a Conceptual Master Plan and Broad Urban Design Guidelines. Specific attention was given to design principles and Hong Kong case studies related to Mixed Intensive Land Use (MILU) developments a high-density development model including compact, mixed-use and vertically-integrated developments supported by mass public transit. Shunde Jun an International Eco-Valley Conceptual Master Layout Plan, Guangdong Province, PRC Land Use Planner on Project Team developing a vision for a comprehensive centre for leisure and living on a 395 hectare Site known as the Shunde Jun an International Eco- Valley. Jun an is a historic town with a significant cultural heritage and is noted for its high quality ecological environment. The objective of the project is to create a first class tourism development with high-quality resort style living opportunities in a setting which maximizes the use of the unique natural resources of the Site and draws inspiration from China s famous water villages. 5 development of the Master Conceptual Layout Plan and supporting development parameters (land use, transport, open space, landscape, phasing), urban design, overall vision and benchmarking (case studies). Agreement No. GEO 05/2012 Consultancy Services for Submission Under Section 16 of the Town Planning Ordinance (Cap. 131) for Development of a Precasting Yard at Nam Sang Wai, Yuen Long Project Manager for this Section 16 Planning Application to develop a prefabrication yard on an approximately 1.6 hectare parcel of Government-owned land in Yuen Long, Hong Kong. The objective of the Project is to identify the feasibility and development parameters for the industrial operation and to propose a Concept Plan that is detailed enough to secure Town Planning Board (TPB) approval, but flexible enough to allow future operators of the site to commence operations without requiring further approvals. TOWNLAND is leading a multidisciplinary consultancy team responsible for developing the Concept Plan; liaising with the Client, relevant government departments and industrial operators; conducting technical assessments; submitting the Section 16 Planning Application to the TPB; and securing the necessary approvals to bring the development to fruition. Conceptual Master Planning for Mixed Use Township Development at Bayer (40 ha) and Clariant (20 ha), Thane, India, Kalpataru Properties Pvt. Limited (In Progress) Land Use Planner on Project Team preparing a Master Plan and Urban Design for the redevelopment of two former industrial sites (1.3 million sq.m. built up area) in Thane, India. The mixture of land uses planned for the Site, which include residential apartments, retail and hospitality uses, offices and civic facilities, combined with a high Floor Space Index (Plot Ratio), forms the inspiration to plan the Sites according to the New Urbanism principles of the Urban Village. The careful integration of the extensive existing tree cover into the new urban fabric will give the Developments another unique spatial quality. Pedestrian & Bicycle Planning for Suzhou New District, Mainland China Land Use Planner on Project Team that focused on the development of a comprehensive planning study for a new and expanded pedestrian and cycling network in Suzhou New District (SND). The Study involved extensive background research, an analysis of case studies, a literature review, public consultation, the collection of technical standards, field survey work, traffic forecasting and detailed mapping. Particular emphasis was given to the creation of Pedestrian and Cycling Design Guidelines that local authorities can use to implement appropriate design measures leading to a consistent and highquality pedestrian and bicycle environment. Focusing on contemporary and progressive principles, Design Guidelines were created for bicycle routes and pedestrian footways; junctions and crossings; traffic management; safety and lighting; signage and markings; and transit connections; etc. Preliminary Planning Advisory Letter for Section 16 Planning Application for Proposed Commercial/Office Redevelopment in Residential (Group A) Zone at Nos. 33 to 45 Catchick Street, Hong Kong Land Use Planner on Project Team that provided preliminary planning advice to a Client seeking to redevelop a residential site in Kennedy Town for a Commercial/Office use. The Letter sought to assess the likelihood of success of the Planning Application by establishing the site context, identifying relevant statutory and non-statutory planning policies, determining opportunities and limitations to the redevelopment (accessibility and traffic/transport, land use compatibility and environmental considerations, etc); and finding planning precedents to support the redevelopment. TOWNLAND is responsible for identifying the various development opportunities and constraints for the project area and recommending the development parameters of various land uses, as well as proposing layouts and land use concepts. The objective of this project is to create a Conceptual Master Layout Plan and Implementation Plan that will receive the support of the Government of Benin, promote tourism as an important segment of Benin s national economy and bring tangible and sustainable benefits to the local population. International Consulting Competition: Industries Development Planning for the Transformation of Shenzhen Luohu District, Mainland China into an International Shopping Centre, Headquarters Base & Services Industry Base Land Use Planner of the short-listed Planning Team working on identifying and developing urban regeneration solutions for a number of identified project areas within the Luohu District in Shenzhen, Mainland China. Based on an analysis of existing conditions, the objective of the Competition is to identify appropriate service industries, commercial development patterns and architectural and urban design strategies to transform the Luohu District into an international destination for urban tourists, shoppers and corporate headquarters. TOWNLAND is responsible for providing physical planning expertise to support its industries planning consulting partners Community Planner (Professional 2) - exp Services Inc. (formerly ADI Limited), St. John s, Newfoundland, Canada Town of Marystown Green Development Plan (Newfoundland, Canada) Lead Planner responsible for the development of a Green Development Plan for the Town of Marystown, Newfoundland. The objective of the project was to create a planning framework for a sustainable, mixed-use development that would enable the municipality to secure public and private sector funding through various pilot project grants, reduce annual infrastructure costs, create a livable community for residents and expand the town s economic base. Responsible for client management, project scoping, public consultation design and execution, project team coordination, concept plan development and report preparation. Portugal Cove-St. Philip s Municipal Plan Update & Review (Newfoundland, Canada) Lead Planner for a statutory municipal plan review in the St. John s Region. The objective of the project was to solicit the necessary community support to update the municipality s planning documents in a manner that would enable it to respond to existing and emerging development, demographic and economic pressures, as well as to ensure adherence with updated government legislation. Responsible for client management, project scoping, public consultation design and execution, adherence to provincial statutory requirements, project team coordination, planning policy development and report preparation. Burin Municipal Plan (Newfoundland, Canada) Lead Planner for a statutory municipal plan review in southern Newfoundland. The objective of this project was to bring the municipality s planning documents in line with new statutory requirements and create a relevant community-based vision for the municipality over the course of the next years. Key components of the Municipal Plan included land use solutions that would assist in economic diversification, housing for an aging population and promotion of healthy living. 7 Community Planner (Professional 1/2) - ADI Limited (Planning Division), Fredericton, New Brunswick, Canada University of New Brunswick Long-Term Master Plan (New Brunswick, Canada) Lead Planner & Designer responsible for urban design, stakeholder consultation and concept plan development. Looking to leverage additional revenue opportunities in the face of government cutbacks, the University of New Brunswick released approximately 7% of its woodlot holdings for future development. The objective of the project was to design a first-of-its-kind sustainable neighbourhood in the City of Fredericton that would act as a model for future development in the municipality and attract a wide range of residents and commercial interests, as well as provide a stable source of revenue for the post-secondary institution. Based on the principles of New Urbanism, LEED for Neighbourhood Development and Aging in Place, a Conceptual Development Plan was created for a sustainable, mixed-use neighbourhood. Amber Acres Conservation Subdivision Concept Plan (New Brunswick, Canada) Lead Planner & Designer for a Feasibility Analysis and Conceptual Development Plan for a 30 hectare parcel of land in New Brunswick. The objective of the project, as required by the landowner, was to create a new seniors community on the property that would enable the elderly to age in place, minimize the project s development footprint and provide a source of income for the landowner. Based on the principles of Conservation Subdivision, the final Plan promoted the sustainable development of the site, offered a range of accommodation types to support an aging population and gained important support from both the landowner and the government agencies responsible for the project s approval. Responsible for client management, stakeholder consultation, project coordination, concept plan development and report preparation. Portugal Cove-St. Philip s Community Sustainability Plan (Newfoundland, Canada) Lead Planner. In order to secure access to ongoing federal funding for infrastructure improvements, municipalities were required to implement a plan to highlight how they would responsibly and sustainably use the funds. As Lead Planner, led the creation of an Integrated Community Sustainability Plan (ICSP) in the St. John s Region in Newfoundland that demonstrates how the municipality will utilize its future funding based on the five sustainability pillars of economy, environment, social, culture and governance. Responsible for public consultation design and execution, project team coordination, adherence to statutory requirements and report preparation. Saint John Growth & Change Strategy and Municipal Plan (New Brunswick, Canada) Member of the Planning Team that created an award-winning Municipal Plan for one of Atlantic Canada s largest cities. The Municipal Plan was the result of a two-year process of planning, research and extensive community engagement. The final document reflects the collective vision of the city s citizens to grow in a smarter and more sustainable manner by reinvesting in existing core neighbourhoods, promoting denser and complete communities, preserving the city s rich heritage assets and supporting a more efficient and cost-effective development pattern.
