1 Planning Commission Staff Report May 7, 2015 Project: Request: Location: APN: Staff: Capital Improvement Program Finding of Consistency with General Plan Citywide Various Darren Wilson, Planning Director Rick Carter, Capital Program Manager Staff Recommendation Staff recommends the Planning Commission adopt a Resolution deeming the Capital Improvement Program (CIP) consistent with the City s General Plan (Attachment A). Background The City of Elk Grove s CIP is a five-year program (starting in Fiscal Year 2015/16 and ending in Fiscal Year 2019/20). It has two primary purposes: 1) the CIP describes transportation, drainage, and facility capital improvements planned by the City; and 2) it sets forth a funding strategy for their implementation over the next 5 years. The capital needs for the City exceed the amount of available (and anticipated) revenue. The CIP includes both funded and unfunded projects to capture the needs of the City and enable the City Council to prioritize the projects. The Planning Commission s review is statutorily prescribed to determining project consistency with the General Plan. The project descriptions and General Plan goals and/or policies that staff believes pertain to each project are attached to assist in determining General Plan consistency. There may be different goals and policies that apply; the list need not include all the applicable policies for the Planning Commission to find conformance. The financial elements will be considered by the City Council as part of their budget process. The CIP projects were selected on the following factors: Implementation of the City s General Plan; City Council direction; Implementation of Facilities planning and priorities; Implementation of identified improvements in various fee programs; Existing traffic deficiencies and congestion; Projected traffic patterns, based on assumptions regarding expected development; Maintenance needs and safety of roadways; Maintenance needs of drainage and building facilities; and Availability of funding. State law (Government Code Sections 65103(c) and 65401) requires the City s planning agency (the Planning Commission) to review and report on proposed CIP projects for conformity with the General Plan. The Planning Commission s review for General Plan conformance shall be forwarded to the City Council for consideration during its review of the CIP. 1

2 Elk Grove Planning Commission Capital Improvement Program May 7, 2015 Page 2 Analysis Many of the projects in the proposed CIP will have an impact on all residents of the community, while other projects will affect residents of specific neighborhoods. Overall, staff finds that the proposed CIP does not conflict with the General Plan s goals and policies. Attachment B summarizes the specific General Plan policies that are consistent with each CIP project. The table also includes a column indicating the date the Planning Commission last took action on each project. This is meant to identify projects for which the Planning Commission has already made a consistency finding and more importantly, separate any new projects for which the Planning Commission has yet to make a finding. Some projects that the Planning Commission has previously reviewed have been separated due to a break in the work or independent utility of individual phases and may be presented as new projects. The City has acquired property for the Elk Grove Multi-Sport Complex (WFC004) which is just beyond the current City limits. The site is within the County s Urban Services Boundary and the City will be seeking the necessary approvals from the Sacramento Local Agency Formation Commission (LAFCo) to add the area to the City s Sphere of Influence and, ultimately, annex the site. The General Plan does contemplate expansion beyond the City limits so staff considers this project consistent with the General Plan for purposes of the CIP. Ultimate land use approvals will be required prior to formal project approval, including a General Plan land use amendment, pre-zoning, and design review. The CIP contains three sidewalk infill projects (WAC018-WAC020) and one traffic signal improvement projects (WTC014) that are budget placeholders for future year projects (2018 or later). These projects would be further defined for scope and location in future years as their funding year nears. Also of note is the addition of a new General Plan Policy, PF-27 which reads Maintain, improve, and modernize existing facilities and services when necessary in order to meet the needs of Elk This policy has been added to, or replaced an existing policy on numerous projects previously reviewed by the Planning Commission. These additions are shown in red text for those projects. This new policy was reviewed by the Planning Commission in February and approved by the City Council in March. Environmental Analysis The California Environmental Quality Act (CEQA, Section 21000, et seq. of the California Public Resources Code), requires that the potential impacts of projects that will have a physical impact on the environment be analyzed prior to their construction. California Code of Regulations Title 14 Sections 15061(b)3) and of the State CEQA Guidelines exempts projects that have no potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The Planning Commission s action involves determining the consistency of the proposed Capital Improvement Program with the City s General Plan. It does not directly authorize the construction of the individual projects enumerated in the listing. Therefore, the determination of consistency will not have a direct effect on the environment. As such, the potential action qualifies for this exemption and no further environmental review is required. 2

3 Elk Grove Planning Commission Capital Improvement Program May 7, 2015 Page 3 Recommended Motions Should the Planning Commission agree with staff s recommendation, the following motion is suggested: I move that the Planning Commission adopt a Resolution finding the Capital Improvement Program exempt from the California Environmental Quality Act pursuant to the findings contained in the draft resolution and determine that the Capital Improvement Program is consistent with the City of Elk Grove s General Plan based upon the analysis presented in the May 7, 2015 staff report. MAY 7, 2015 A RESOLUTION OF THE CITY OF ELK GROVE PLANNING COMMISSION DETERMINING THE CAPITAL IMPROVEMENT PROGRAM CONSISTENT WITH THE CITY OF ELK GROVE S GENERAL PLAN WHEREAS, the proposed Capital Improvement Program (the CIP) includes capital projects in various locations throughout the City of Elk Grove; and WHEREAS, Sections 65103(c) and of the California Government Code requires that the Planning Agency of the City review and report on proposed CIP projects for conformity with the General Plan; and WHEREAS, the Planning Commission of the City of Elk Grove is the Planning Agency for the City; and WHEREAS, the Planning Commission considered all of the information presented by staff and public testimony presented in writing and at its May 7, 2015 meeting and reviewed the proposed CIP and related General Plan policies. NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of Elk Grove finds that the determination of General Plan consistency for the Capital Improvement Program is exempt from the California Environmental Quality Act (CEQA, Section 21000, et seq. of the California Public Resources Code) because the action is not a project under CEQA pursuant to the following finding: Finding: The proposed activity is exempt from CEQA pursuant to Sections 15061(b)(3) and of the State CEQA Guidelines (Title 14 of the California Code of Regulations). 5 Capital Improvement Program Projects and Related General Plan Policies New Projects -- (No prior PC action) WAC018 Sidewalk Infill 2018 Construct sidewalk infill. WAC022 Tegan Road Sidewalk Infill, South Side This project will construct approximately 300 feet of concrete sidewalk, curb and gutter, minor pavement widening and utility relocations. Location: Along the south side of Tegan Road, approximately 100 feet west of Laguna Park Drive. WAC023 Tegan Road Sidewalk Infill, North Side This project will construct approximately 2,000 feet of asphalt path. Location: Along the north side of Tegan Road, between Brienne Way and Laguna Park Drive. WAC024 Elk Grove-Florin Blvd at W. Camden Sidewalk Infill, East Side This project will construct approximately 200 feet of concrete sidewalk, curb and gutter, minor pavement widening and utility relocations. Location: Along the east side of Elk Grove-Florin Blvd, at West Camden Drive. WAC025 Bruceville Rd Sidewalk Infill - Big Horn to Sheldon (West Side) This project will construct approximately 1760 feet of asphalt path and dike on the west side of the road. Project may include limited segment of concrete sidewalk, curb and gutter along the City owned frontage. Location: Along the west side of Bruceville Road, between Big Horn Boulevard and Sheldon Road. WAC026 Elk Grove-Florin Rd. and Elk Grove Park Sidewalk Infill This project will complete sections of unconstructed sidewalk on the west side and/or the east side of Elk Grove-Florin Rd. Preliminary design work, investigations, and neighborhood level public outreach will help determine which side of the road the sidewalk will be constructed on. Location: Along the west -or- east side of Elk Grove-Florin Road, between E Stockton Blvd. and Lismore Dr. WCE014 Poppy East Park The project will construct a local park. Location: 8401 Laguna Palms Way SA-1 The City will seek to maintain acceptable levels of risk of injury, death, and property damage resulting from reasonably foreseeable safety hazards in Elk Grove. WFC011 City Facilities Water Conservation Restroom Upgrades Replace water saving components in the following City Facilities: 8380, 8400 Buildings, Corp Yard and Fleet Facility. Touchless Faucets, Waterless Urinals and Dual Toilet Flush Valves. Also install Touchless Soap Dispensers. Location: 8380 & 8400 Laguna Palms Way, and Iron Rock Way Goal 3-1 Development which recogizes environmental constraints and is designed and operated to minimize impacts on the environment. WFC012 Elk Grove Animal Shelter This project is for an Animal Shelter for Elk Grove (only). The project will remodel an existing building of approximately 7,200 sf on an approximately half (0.5) acre developed site. Location: To be determined. WFC013 BRT Line Stations and Improvements Construct 4 stations, 3overcrossings/ signal modifications, 3 park and ride lots. Location: From Cosumnes Community College along Big Horn Blvd to the proposed Multimodal Station WPR012 Annual Trail Pavement Slurry Seal and Resurfacing Annual Citywide trails pavement maintenance work consisting mainly of slurry seals and overlays. Location: Project is Citywide on existing paved trails. WPR013 Overlay Project FY15 Overlay streets. Location: City-wide locations:, including segments of Big Horn Blvd, Sierra St., Spanish Grant Rd., Worchester Way, Montego Ct,, Candle Ct., Rock Wren Ct, Dante Ct., and Heather Ridge Ct. Additional streets may be added. CAQ-26 It is the policy of the City of Elk Grove to minimize air pollutant emissions from all City facilities and operations to the extent feasible and consistent with the City s need to provide a high level of public service. CAQ-29 The City shall seek to ensure that public transit is a viable and attractive alternative to the use of private motor vehicles. WPR014 Arterial Roads Rehabilitation FY16 Overlay and reconstruction of streets. Location: City-wide locations, including segments of Waterman Rd., Calvine Rd., Bruceville Rd., Elk Grove-Florin Rd. Kent St. and Dino Dr.. WPR015 Slurry and Overlay Project FY16 Slurry seal streets. Location: City-wide, locations to be determined. WPRA01 Pavement Management Administration Develop and maintain a five year pavement maintenance program that identifies streets to be rehabilitated, the type of rehabilitation, and assigns the various fund and zone revenues efficiently. 2 of 37

Location: Special Waste Collection Center WTC009 Intelligent Transportation System (ITS) Phase 5 Construct conduit and fiber-optic cable to create a fiber-optic backbone ring. Location: Bond Road/Laguna Boulevard to Franklin Boulevard to Elk Grove Boulevard to Elk Grove-Florin Road WTC010 Intelligent Transportation System (ITS) Phase 6 Complete improvements outlined in the ITS Master Plan, including upgrading all existing intersections, adding CCTV, and providing transit and STARNET integration. Location: City-wide WTC013 Left Turn Pocket Extension EB Laguna Blvd at Franklin Blvd Extend east bound left turn pocket approximately 160 feet. Location: East bound left turn pocket at Laguna Blvd and Franklin Blvd intersection. WTC014 Intersection Improvement 2018 Traffic operational improvements including, but not limited to signal upgrades, capacity upgrades, and ITS upgrades. Location: To Be Determined Goal 1-1 A safe community, free from manmade and natural hazards. Goal 3-1 Development which recogizes environmental constraints and is designed and operated to minimize impacts on the environment. This project will improve the Elk Grove Creek Trail by providing a 6,050 foot long path with a 10-foot wide pedestrian/bicycle asphalt trail with a 2-foot gravel shoulder. Location: Elk Grove Creek Trail, between Elk Grove-Florin Road and Markoffer Elementary School. WTL032 Trail Extension - Tegan Road to Wackman Park Location: Trail from Tegan Road to Wackman Park. 7 3 of 37

8 8 WTL033 Citywide Bike Lane Improvements for East-West Arterial Roads Remove, renovate, and replace existing vehicle lane and bike lane striping and roadside signs to improve bicycle mobility and safety on major east-west arterial roads. Improvements may also include construction of new curb ramps and or bicycle lanes. Location: East-West arterial roads including Elk Grove Blvd., Laguna Blvd., and Bond Rd west of Bradshaw. WTR014 Kammerer Rd 4-Lane Extension Lent Ranch to Collector 1 Widen roadway to 4 lanes, water, sewer and joint utility trench, no frontage improvements or curb and gutter. Location: Kammerer Road from Lent Ranch Road to Collector 1 intersection, which is half way between planned location of Lotz Parkway and Big Horn Blvd WTR017 Kammerer Rd Widening Collector 1 to Bruceville Widen Kammerer Road to 4 lanes. Location: On Kammerer Rd from Collector 1 Rd to Bruceville WTRA04 Interchange ROW Transfer Transfer rights-of-way for the interchange to Caltrans. Location: SR99 and Sheldon Rd interchange CI-2 The City shall coordinate and participate with the City of Sacramento, Sacramento County and Caltrans on roadway improvements that are shared by the jurisdictions in order to improve operations. This may include joint transportation planning efforts, roadway construction and funding. PT0121 Laguna Creek Trail - Camden South Spur The project will extend the existing Laguna Creek Trail from Camden Lake to Bond Road. The project includes construction of 0.6-mile of paved asphalt, multi-use trail with a steel bridge spanning Laguna Creek. The project also provides new bike lanes to connect Laguna Creek Trail to Whitehouse Creek Trail. Location: North of Bond Road, between 8631 (California Family Fitness) and 8569 (Sacramento Yolo Mosquito Vector Control District), extending north to existing trail in Camden Park 5/3/2012- Adopted a Resolution deeming the CIP consistent with the City's General Plan. PT0124 Gilliam Drive Trail Connector Install an asphalt trail and landscaping improvement to connect the existing multi-use trail to Gilliam Drive. This trail is part of the City's Trails Master Plan. Location: Along the south bank of the Franklin Channel from Gilliam Drive to Stephenson Family Park, adjacent to a future school site. CAQ-23 Uses in the stream corridors shall be limited to recreation and agricultural uses compatible with resource protection and flood control measures. Roads, parking, and associated fill slopes shall be located outside of the stream corridor, except at stream crossings. PTO-16 Stream corridors, floodways, electrical transmission corridors, and similar features shall be considered for inclusion in the citywide trails and open space system. PT0134 Bond/Bader Intersection Signalization The project will construct a rural traffic signal (wood poles and span wire) to operate during peak times only. The project will correct existing deficiency in accordance with the Rural Roads Policy. 10 10 PT0138 Sheldon/Waterman Rd Intersection Improvement The project will construct intersection improvements consisting a roundabout. Project shall only correct existing deficiency and not correct future projected deficiencies in accordance with the Rural Roads Policy. Location: Intersection of Sheldon and Waterman Roads. TBD001 Bilby Road Improvements - Bruceville Road and Promenade Parkway The project will construct a road for center two lanes, landscaped median, storm drain system, box culvert at Shed "C", one traffic signal (collectors), signal interconnect and street lights. Location: Bilby Road, from Bruceville Road to Promenade Parkway TBD002 Bond Road Median between East Stockton Boulevard and Elk Grove-Florin Road The project will construct a landscaped median and signal interconnect on Bond Road, between East Stockton Boulevard and Elk Grove-Florin Road. Location: Bond Road, between Bradshaw Road and Grant Line Road TBD004 Bradshaw Road Improvements - Grant Line Road to Calvine Road In urban area, the project will widen the road to four lanes, including landscaped bike lane and medians, storm drain system, nine traffic signals (including collectors), street lighting, signal interconnect, sidewalk,landscaping, and right of way acquisition. In rural area, the project will provide roadway improvements consistent with Rural Roads Policy. Location: Bradshaw Road, from Grant Line Road to Calvine Road TBD005 Bruceville Road Improvements - Laguna Boulevard to Kammerer Road The project will widen the road to six lanes, including bike lanes, landscaped medians, storm drain system, box culverts, two traffic signals (collectors), street lighting, signal interconnect, sidewalk, curb and gutter, landscaping, right of way acquisition, utility relocations, and environmental mitigation. Location: Bruceville Road, from Sheldon Road to Kammerer Road 11 7 of 37

12 12 TBD006 Calvine Road Improvements - Cliffcrest Drive to Vineyard Road In the urban area, the project will construct frontage improvements, including the construction of outside lanes, bike lanes, street lighting, sidewalk, landscaping, traffic signal, and an at-grade railroad crossing right of way acquisition. In the rural area, the project will construct roadway improvements consistent with Rural Roads Policy. Location: Calvine Road, from 900 feet of Cliffcrest Drive to Vineyard Road TBD007 Calvine Road Improvements - Vineyard Road to Grant Line Road The project will construct roadway improvements consistent with Rural Roads Policy. Location: Calvine Road, from Vineyard Road to Grant Line Road TBD008 Elk Grove Boulevard Landscaping - RailRoad to Franklin Boulevard The project will provide landscaping and fencing along the south side of Elk Grove Boulevard, between the railroad and Franklin Boulevard. Location: Elk Grove Boulevard, from Railroad to Franklin Boulevard, on the south side CAQ-5 Roads and structures shall be designed, built and landscaped so as to minimize erosion during and after construction. SA-5 The City will cooperate with other local, regional, state, and federal agencies, and with rail carriers in an effort to secure the safety of all residents and businesses in Elk Grove. TBD009 Elk Grove Boulevard Median - East Stockton Boulevard to Elk Grove-Florin Road The project will construct a landscaped median on Elk Grove Boulevard between East Stockton Boulevard and Elk Grove-Florin Road.
