3 1 COMPANY PROFILE KLM Planning Partners Inc. is a planning and design consulting fi rm that was established in 1988 to provide land use planning and design services to clients across the GTA, the GGH and the Province of Ontario. The fi rm is comprised of approximately fi fteen full time staff with expertise in a wide range of planning and design matters. The services we offer include: Development of Community Master Plans Preparation of Secondary Plans, Block Plans and Site Plans Preparation of Urban Design Guidelines Development Feasibility Studies Project Management Coordination of multi-disciplinary teams Management of developer groups and related cost sharing agreements Expert testimony and mediation before the OMB and other judicial tribunals Facilitation of Development Approvals Facilitation of Offi cial Plan and Zoning By-law amendments The staff at KLM Planning Partners Inc. are diverse in their experience and background, including planning and urban design in both the public and private sectors. 4 2 PROFESSIONAL STAFF James M. Kennedy, M.C.I.P., R.P.P. President, Principal Planner James is the president and one of the principal planners of KLM Planning Partners Inc. with over forty-fi ve (45) years of planning experience in both the public and private sectors. James is a member of the Canadian Institute of Planners and a Registered Professional Planner in the Province of Ontario. His experience through employment in senior planning positions with the Town of Markham and Town of Richmond Hill for over ten (10) years coupled with over twenty-fi ve (25) years of consulting in private practice has resulted in a broad range of expertise in urban planning including policy formulation, research analysis, the preparation of Offi cial Plans, Secondary Plans, Tertiary Plans and Studies, preparation of Zoning By-Laws, the preparation and review of plans of subdivision, urban design and the provision of expert testimony at the Ontario Municipal Board and other courts of law. The combination of administrative responsibility and experience in both the public and private sector have provided him with an integrated approach and understanding of the complexities of the planning and development process. Roy W. Mason, B.E.S. Vice-President, Principal Planner Roy is the vice-president and one of the principal planners of KLM Planning Partners Inc. with over thirty-fi ve (35) years experience in land use and development planning in both the public and private sector. While with the public sector at the Regional Municipality of York and the Town of Markham, his experience included preparation of secondary plans, community plans, policy research and formulation, transportation planning, development review and approvals for plans of subdivisions. In addition to his technical responsibilities, Mr. Mason was also responsible for the administration and management of the development section of the Markham Planning Department. Roy has served the varied needs and demands of clients in the various aspects of land use and development planning, including the preparation of secondary plans, subdivision design, land use analysis, preparation of zoning by-laws and serving as an expert Witness at Ontario Municipal Board Hearings. In addition, he has served as the lead consultant in the preparation of numerous community plans, and as a trustee in the administration of developer s cost sharing agreements. 3
5 2 PROFESSIONAL STAFF Mark D. Yarranton, B.E.S., M.C.I.P., R.P.P. Principal Planner Mark is one of the partners and a principal planner of KLM Planning Partners with over twenty (20) years of progressive land use planning and development management experience in the consulting industry. Mark is a member of the Canadian Institute of Planners and a Registered Professional Planner in the Province of Ontario. His experience and continued practice largely involves land use planning and development management for private interests requiring municipal approvals for Offi cial Plan and Zoning By-law Amendments, Plans of Subdivision, Site Plan Approval, Consents, Minor Variances, preparation of planning studies and reports along with representation at Public hearings, Council and expert testimony at the Ontario Municipal Board. Bill Tam, B.L.A., M.Pl., M.C.I.P., R.P.P. Principal Planner Bill is one of the partners and a principal planner of KLM Planning Partners with over fi fteen (15) years of planning experience in the private sector. Bill is a member of the Canadian Institute of Planners and a Registered Professional Planner in the Province of Ontario. Bill s educational background combines a Bachelor s Degree in Landscape Architecture with a Master s Degree in Planning. Drawing from this diverse combination of disciplines Bill is able to bring a unique perspective to land use planning and development projects for our private sector clients. His main areas of expertise include urban design, draft plans of subdivision, site plans and concepts, and zoning by-law issues for a diversity of land uses and mixed use projects. Keith A. K. MacKinnon, B.A., M.C.I.P., R.P.P. Principal Planner Keith is one of the partners and a principal planner of KLM Planning Partners with over thirteen (13) years of planning expertise in both the public and private sectors. Keith is a member of the Canadian Institute of Planners and a Registered Professional Planner in the Province of Ontario. Keith has served a multitude of private sector clients throughout the Greater Toronto Area, Simcoe County, Muskoka and Northern Ontario on various land use and development planning matters which include Plans of Subdivisions, plans of condominium, Offi cial Plan and Zoning By-law Amendments, Site Plans, Consents, Minor Variances and preparation of planning studies along with representation at public hearings and expert testimony a the Ontario Municipal Board. 4

Ryan Mino-Leahan, B.U.R.Pl., M.C.I.P, R.P.P. Senior Planner Ryan is a senior planner with KLM Planning Partners Inc. with over seven (7) years of planning experience, in both the public and private sectors. Ryan holds a Bachelor of Urban and Regional Planning from Ryerson University and is a member of the Canadian Institute of Planners and a Registered Professional Planner. 8 Greenwood Raceway - The Beaches, City of Toronto As part of the redevelopment of the Greenwood Raceway in the City of Toronto, KLM Planning Partners Inc. was involved with the preparation of the subdivision plan and related approvals for the 82 acre site located at Lakeshore Boulevard and Woodbine Avenue, in the City of Toronto. The plan features the development of a large scale infi ll neighbourhood that built on a grid road pattern that took advantage of the opportunity to create pleasant vistas of the adjacent open space and Lake Ontario. It estimated that the development will produce approximately 988 residential units, and provided neighbourhood parks and school facilities. 7
9 Highway No.7 & Woodstream Bld., Vaughan KLM Planning Partners led the consultant team for this mixed-used development The development consists of 2 10-storey buildings at the north and south ends of the site, an amenity area between the two and fourteen townhouses along the east side. The proposed development addresses the Region s objectives for intensifi cation while providing a catalyst for redevelopment along this currently under utilized segment of Highway 7. Our scope of work included: Zoning By-law Amendment Application; Planning Justifi cation Report indicating the rationale for development; Site Plan Approval. Bathurst Street and Lebovic Campus Drive, Vaughan KLM Planning Partners led the consultant team for this retirement complex development, consisting of a seniors assisted accommodation facility and a seniors condominium residential apartment, located within the City of Vaughan s Block 11 planning area. The development addresses the urban design and planning objectives of the community through the development of this higher order use that creates a landmark in this key location. The proposed site plan locates buildings at the corner, provides landscape transitions to adjacent uses, creates a pedestrian environment along the street edges and recognizes connections to public transit and other community amenities. Our scope of work included: Offi cial Plan and Zoning By-law Amendment Application; Planning Justification Report indicating the rationale for development; Site Plan Application. 8
10 Noble Ridge Community Concept Plan Nobleton, Township of King Our scope of work included: Zoning By-law Amendment Application; Draft Plan of Subdivision Application; Planning Justifi cation Report; Prepared and gave evidence at the OMB in support of the applications. Countryside Villages Community Concept Plan Brampton Our scope of work included: Secondary Plan; Block Plan; Zoning By-law Amendment Application; Draft Plan of Subdivision Application; Planning Justifi cation Report. 9
11 Castlemore Crossing Community, Brampton KLM Planning Partners led the consultant team for this residential development Our scope of work included: Block Plan; Zoning By-law Amendment Application; Draft Plan of Subdivision Application; Planning Justifi cation Report. Bayview Glen Community, Richmond Hill KLM Planning Partners led the consultant team for this residential development Our scope of work included: Secondary Plan; Zoning By-law Amendment Application; Draft Plan of Subdivision Application. 10
12 Queen Street West, Toronto KLM Planning Partners was the lead consultant on this team which included Tact Architecture Inc., Corban and Goode Landscape Architects, MMM Group, BA Consulting and Provident Energy Management. This 8-storey mixeduse development, consisting of approximately 0.36 acres, occupies the south west corner of Queen Street and Dufferin Street. The proposed development fi ts within the urban fabric of the neighbourhood in terms of building massing and location. It also addresses the public street edge by siting of the new building wall along the existing street wall line combined with urban streetscaping and the creation of an urban node at the northeast corner. Our scope of work included: Site Plan Application; Zoning By-law Amendment. 11
13 Queensville Master Plan, East Gwillimbury KLM Planning Partners led the consultant team for this residential development Our scope of work included: Master Concept Plan; Phase I Zoning By-Law Amendment Application; Phase I Draft Plan of Subdivision Application. Block 40 Community Design Plan, Vaughan KLM Planning Partners led the consultant team for this residential development Our scope of work included: Block Plan; Zoning By-law Amendment Application; Draft Plan of Subdivision Application. 12
14 Dufferin Street and McAdam Avenue, Toronto KLM Planning Partners led the consultant team for this project which included Kirkor Architects and SBK Landscape Architects. This mixed-use project is located along Dufferin Street, one of the City s defi ned Avenues, across from the Yorkdale Shopping Centre. As one of the fi rst re-developments in the area the requirements for planning approval were extensive and included: Zoning By-law Amendment application to implement the City s Offi cial Plan objectives; Planning Justifi cation Report; Preparation of Segment Avenue Study which, based on the City s criteria, included a massing and streetscape design excercise to demonstrate the fi t of the proposed development within the context of the existing and planning neighbourhood; Site Plan Application. Spring Garden Avenue and Bayview Avenue,Toronto KLM Planning Partners was the lead consultant on this team which included Kirkor Architects and Stantec Landscape Architects. This mid-rise residential development was developed to LEED Silver standards and included approximately 1.0 acres of open space, a green roof / terrace and extensive landscaping on a structured parking deck. Our scope of work included: Zoning By-law Amendment and Offi cial Plan Amendment applications; Planning Justifi cation Report; Site Plan Application. KLM coordinated the submissions, liaised with all approval agencies and the municipality and attended all public and stakeholder meetings. 13
15 Boxgrove Community, Town of Markham The Boxgrove Community Design Plan created and integrated community that transitioned to the existing community through appropriate built form and road patterns, incorporated heritage elements within the four corners intersection of Fourteenth Avenue and 9th Line Bypass, provided a linked green space system connected to the existing valleylands and created pedestrian scaled neighbourhoods through the modifi ed grid pattern of streets and lotting. Our scope of work included: Secondary Plan; Plans of Subdivision. Neighbourhoods of Greensborough, Town of Markham KLM Planning Partners Inc. were involved with the preparation of the Community Design Plan for the development of this community consisting of approximately 660 acres located in north Markham, between Sixteenth Avenue, Major Mackenzie Drive, Canadian National Railway, and Eldred King Road (Formerly Ninth Line). The plan consists of a series of residential neighbourhoods focused around community use facilities such as schools, parks and other amenities. It is anticipated that the community will accommodate approximately 5000 homes. The community is nearing completion and KLM Planning Partners Inc. are directly involved in the registration of the last two plans of subdivision. 14
