This TO will identify any transportation impacts associated with the proposed development. This TO provides a description of the proposed development, summarizes the existing conditions in the vicinity of the subject site, calculates projected trip generation volumes for the weekday AM and PM peak hours, reviews the location and spacing of the proposed access and provisions for non-auto modes. 2.0 PROPOSED DEVELOPMENT The subject site is located mid-block along Nelson Street between Somerset Street East and Osgoode Street. The subject site has an area of approximately 1,375m 2, and is currently zoned as Residential Fourth Density R4S[480]. The properties at 407 and 417 Nelson Street are currently occupied by residential dwellings, while 411 Nelson Street is currently vacant and used as parking for the adjacent buildings. The existing residential dwellings will be demolished as part of this application. An aerial photo of the subject site is shown in Figure 1. 3 Figure 1: Aerial Photo of Subject Site The proposed four storey apartment building will contain a total of 55 residential dwellings. A total of 23 parking spaces will be provided in an underground parking garage. The underground parking garage will be accessed through a 3.0m driveway along Nelson Street. A site plan for the proposed development is shown in Figure EISTING CONDITIONS 3.1 Roadways, Pedestrian and Cycling Facilities Nelson Street is a local roadway that runs on a north-south alignment between Templeton Street and approximately 40m north of Murray Street. Nelson Street is discontinuous at Besserer Street. It has a two-lane undivided urban cross section with sidewalks on both sides. It has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. Traffic calming features have been implemented from Laurier Avenue East to Templeton Street in the form of midblock and intersection curb extensions. On-street parking is permitted on the west side of Nelson Street in the vicinity of the subject site. Somerset Street East is a collector roadway that runs on an east-west alignment between King Edward Avenue and Range Road. 5 section with sidewalks on both sides. Somerset Street East is identified as a spine cycling route in the City s Ultimate Cycling Network. It has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. On-street parking is permitted in various locations along Somerset Street. Osgoode Street is a local road that runs on an east-west alignment between King Edward Avenue and Range Road. Osgoode Street has a two-lane undivided urban cross section with sidewalks on both sides. It has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. On-street parking is permitted in various locations along Osgoode Street. Nelson Street is stop controlled at the Somerset Street East intersection, with free flow conditions along Somerset Street East. The Nelson Street/Osgoode Street intersection operates under allway stop control. 3.2 Transit Facilities A copy of the 2016 OC Transpo system map for the study area is included in Appendix A. This report describes all existing transit facilities within a five-minute walk of the subject site, which equates to a distance of approximately 400m. OC Transpo bus stops #6792 and #9695 are located in the southwest and northeast corners of the Somerset Street East/Sweetland Avenue intersection. These bus stops are located at a walking distance of approximately 200m from the subject site. These bus stops serve OC Transpo route 16, which travels between Britannia Park and Main Street. A route map for OC Transpo route 16 is provided in Appendix A. OC Transpo bus stops #6869 and #6818 are located in the southwest and northeast corners of the Laurier Avenue East/Sweetland Avenue intersection. These bus stops are located at a walking distance of approximately 360m from the subject site. These bus stops serve OC Transpo route 19, which travels between Bank Street and the St. Laurent transit station. A route map for OC Transpo route 19 is provided in Appendix A. 4.0 TRIP GENERATION AND ASSESSMENT 4.1 Trip Generation The trips generated by the proposed development have been estimated using relevant peak hour trip generation rates identified in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th Edition. Trips generated by the proposed development have been estimated using the Apartment land use (LU 220). Trips generated by the proposed development during the weekday AM and PM peak hours are shown in the following table. 6 Table 1: ITE Trip Generation Land Use Units AM Peak PM Peak IN OUT TOTAL IN OUT TOTAL Apartment The trip generation surveys compiled in the ITE Trip Generation Manual only record vehicle trips, and the sites surveyed are typically located in the suburban locations in the United States where non-auto modes of transportation typically have a modal share of 10% or less. For urban infill developments where multiple modes of transportation are readily available, it is considered good practice to express projected trip generation volumes in terms of person trips instead of vehicle trips. Based on our review of available literature, a factor of 1.3 applied to ITE vehicle trip generation rates is considered to be a reasonable estimate of person trips, given typical auto occupancy in North America is approximately 1.15 and the typical modal share of non-auto person trips is approximately 10% (e.g. 70% Auto Driver, 10% Auto Passenger, 10% Transit, and 10% Nonmotorized). The modal shares are based on observed percentages in the 2011 TRANS O-D Survey Report that are specific to the Ottawa Inner Area. The modal share values applied to the trips generated by the residential land use are based on all observed trips within the Ottawa Inner Area, including those with an origin or destination beyond that area. A full breakdown of the projected person trips by modal share and arrival/departure is shown in the following table. This equates to approximately one vehicle every three to four minutes. It is noteworthy that the modal shares presented in the above table are based on the TRANS O- D Survey Report and are unrealistic based on the number of parking spaces proposed. The traffic generated by the proposed development is likely to have a higher active modal share and is anticipated to be about 50% of the projected car traffic presented in the above table. Nevertheless, the trips presented in the above table provide an extremely robust estimate of traffic generated by the proposed development. The lane capacity of a local roadway with on-street parking and at-grade intersections (Nelson Street) is estimated at 400 vehicles per hour per lane. Peak hour traffic generated by the proposed development, as noted in the above table, equates to approximately 2-3% of the capacity along Nelson Street. Again, it should be noted that this is an extremely robust estimate of traffic generated by the proposed development. Based on the foregoing, traffic generated by the proposed development will slightly increase traffic along Nelson Street, but is anticipated to have little to no effect on the roadway operations. 5.0 PROVISIONS FOR NON-AUTO MODES Pedestrian connections will be made between the main and side building entrances and the sidewalk along Nelson Street. The pedestrian connections are shown on the site plan in Figure 2 above. OC Transpo bus stops #6792, #9695, #6818 and #6869 are located within a walking distance of 400m of the proposed development. These bus stops provide service to OC Transpo routes 16 and ON-SITE DESIGN 6.1 Proposed Access The two existing driveways to the subject site are located at 407 Nelson Street near the southern property line and at 417 Nelson Street near the northern property line. The sidewalk along Nelson Street is depressed and continuous across the existing driveways. These driveways will be removed and a new driveway will be constructed. 8 The proposed development will contain an underground parking garage with a total of 23 parking spaces. The driveway to the proposed parking garage will be 3m in width. The City s Zoning Bylaw (ZBL) identifies a minimum width of 3m. The driveway to the underground parking garage is proposed along Nelson Street, approximately 0.4m from the southerly property line. The spacing between the proposed driveway and the southerly property line does not meet the minimum requirement of 3m identified in the City s Private Approach By-law. As such, a waiver to the private approach by-law is required. The proposed driveway is anticipated to carry low traffic volumes (maximum 22 trips during the PM peak hour), and is located along a local roadway. The nearest driveway to the south is also anticipated to carry low traffic volumes and is located approximately 6.5m south of the proposed driveway. Based on the foregoing, the proposed driveway is anticipated to operate in a safe and efficient manner, and a waiver to the Private Approach By-law is recommended. A review of the stopping sight distance (SSD) was performed at the proposed driveway. Transportation Association of Canada (TAC) Geometric Design Guidelines recommend a minimum SSD of 85m based on a design speed of 60km/hr. Adjusting for the existing upgrade of 10% on the northbound approach of Nelson Street, the required SSD is reduced by approximately 10m. The SSD for a vehicle travelling northbound or southbound to a vehicle stopped to turn into the driveway meets the TAC requirements. The existing cedar hedge located south of the proposed driveway is to be removed, improving sight lines at the driveway. A copy of the tree conservation plan included in Appendix B. The sidewalk across the existing and proposed driveways will be removed and replaced. The new sidewalk will be depressed and continuous across the proposed driveway. 6.2 On-Site Parking Minimum parking requirements are set out in Section 101 of the City s ZBL. The subject site is located in Area on Schedule 1A of the City s ZBL. Minimum vehicular parking space requirements for the proposed development are identified in the ZBL as follows: Low Rise Apartment (Tenant) 0.5 spaces per dwelling unit over 12 units Low Rise Apartment (Visitor) 0.1 spaces per dwelling unit over 12 units The ZBL also identifies where all parking spaces provided or required for a permitted land use are located below grade in the same building as that land use, the parking may be reduced by the lesser of 10% of the required parking spaces, but not more than 20 parking spaces. Based on the foregoing, the ZBL identifies a minimum requirement of 19 tenant parking spaces and four visitor parking spaces. The proposed underground parking garage will contain a total of 23 vehicle parking spaces, meeting the minimum requirements of the City s ZBL. 9 Based on the foregoing, the proposed development requires 28 bicycle parking spaces. A total of 19 bicycle parking spaces will be provided in a covered enclosure near the southeast corner of the proposed building. A total of 9 outdoor bicycle parking spaces will be provided in the northeast corner of the proposed building. 7.0 COMMUNITY IMPACTS The subject site is bound by residential developments to the north, south, east and west. The proposed development is anticipated to have little to no effect on the roadway operations along Nelson Street. The number of on-site parking spaces that will be provided meets the minimum requirements of the City s ZBL. Parking infiltration onto the area roadways is not anticipated. 8.0 TRANSPORTATION DEMAND MANAGEMENT The City of Ottawa has developed a comprehensive Transportation Demand Management (TDM) strategy as part of its efforts to reduce automobile dependency. TDM measures can reduce transportation infrastructure requirements by encouraging people to change their travel mode, timing or destination. The proposed development conforms to the City s TDM initiatives by providing easy access to local pedestrian, bicycle and transit systems. 9.0 CONCLUSIONS AND RECOMMENDATIONS Based on the foregoing, the conclusions and recommendations of this Transportation Overview can be summarized as follows: The proposed site is anticipated to generate a total of 14 vehicle trips during the AM peak hour and 22 vehicle trips during the PM peak hour. This equates to approximately one vehicle every three to four minutes. The modal shares used to estimate the above trip generation are based on the TRANS O- D Survey Report and are unrealistic based on the number of parking spaces proposed. The traffic generated by the proposed development is likely to have a higher active modal share and is anticipated to be about 50% of the projected car traffic presented above. Nevertheless, the trips presented above provide an extremely robust estimate of traffic generated by the proposed development. Peak hour traffic generated by the proposed development, as presented above, equates to approximately 2-3% of the capacity along Nelson Street. Again, it should be noted that this is an extremely robust estimate of traffic generated by the proposed development. Do not place any material or equipment within the CRZ of any tree. 6. Do not attach any signs, notices or posters to any tree. 7. Do not disturb, raise or lower the existing grade within the CRZ without approval. 8. Only tunnel or bore when digging within the CRZ of a tree. 9.
