6 SECTION ONE CONSULTANT TEAM PROFILE The Confluence team is excited by the opportunity to become your partner in progress and is prepared to lead the creation of the City of Bondurant Regional Commercial Area Master Plan to guide land use development and public investment decisions in the City s Regional Commercial land use area along Interstate 80. We are pleased to submit our professional planning qualifications to the City of Bondurant to create a Regional Commercial Area Master Plan for the areas designated as Regional Commercial in the Comprehensive Plan. This community-focused plan must be in alignment with the Community s vision for the future and consistent with the desires and goals of the Planning Commission, the Mayor and City Council, and the residents and property owners of the community to guide development and infrastructure improvements in the area. We have assembled a proven team with national experience and local knowledge to give you a fresh, new perspective on master planning. We are industry leaders in stakeholder engagement and public participation and experts in market analysis, land use planning, urban design, stormwater management techniques, natural resource protection, transportation planning, public utilities planning, design guideline development, and zoning regulations. Included within this proposal are project examples showing our experience in completing Master Plans, Land Use Plans, Design Guidelines, and Zoning Overlays for various communities. Each community is unique, and therefore, so are the plans we deliver. What is not unique to each community is the need for open communication with the City staff, elected officials, board and commission members, residents, property owners, and other community stakeholders. Our team s approach to Master Planning is based on open communication and establishing an interactive, inclusive, and transparent community planning process involving the public at large, key community and business stakeholders; City staff, the Planning and Zoning Commission, Parks and Recreation Board, and the Mayor and City Council in helping to shape the City s future. This planning effort is an opportunity to energize the community, and to provide a collaborative and inclusive environment to evaluate alternative ideas and to decide the most appropriate course of action. The City of Bondurant holds a unique position within the Des Moines metro and thus has a unique set of challenges and opportunities. A formulaic fill in the blank approach to master planning will not provide the City with the results it needs and deserves. A planning effort like this requires a team that already understands this important dynamic one that is prepared to uniquely craft a plan that identifies and addresses these issues. 7 CONSULTANT TEAM PROFILE Confluence is a planning, urban design, and landscape architecture firm with almost 40 professional planners and landscape architects in six office locations. Confluence will be the lead firm for the planning team covering public engagement, community visioning, site assessment, Smart Growth and sustainability, land use and natural resource planning, parks and recreation, design guidelines and zoning, implementation strategies, and mapping. Christopher Shires, a Principal with the firm and located in the Des Moines office, will be the Principal-in-Charge and Project Manager. Christopher has over 22 years of city planning experience. Before joining Confluence, he was employed for more than 18 years in the public sector, first as a City Planner and later as City Development Manager, most of that time with the City of West Des Moines, Iowa. In those roles, Chris reviewed and processed many hundreds of development applications for retail, mixed-use, office, and residential projects that represented billions of dollars in new development and building construction. This public sector experience has provided him unique expertise in the development and implementation of comprehensive plans, strategic plans, corridor and redevelopment plans as well as drafting zoning and subdivision regulations, city codes and policies, and design guidelines. Chris will be supported by Mike Cedar, a Project Manager with the firm and located in the Des Moines office. Mike is a licensed landscape architect has been involved in a wide variety of projects, often in collaboration with multi-disciplinary teams. He enjoys working in many scales, seeking to find a balance between technical and artistic. A diverse range of experiences including involvement on numerous residential, commercial, university, and municipal projects has made Mike proficient at seeing the big picture. The Confluence team also includes Jane Reasoner, a planner in the Des Moines office. Jane will provide GIS mapping, graphics, and demographic and economic analysis support for the project. Olsson Associates is a talented, multi-disciplinary team of dedicated professionals with engineering design and construction administration services. Olsson Associates is a nationally-recognized, employee-owned engineering and design firm that has been creating public and private projects throughout the United States. They have been around since 1956, and offer comprehensive design and consulting services in site/civil, transportation, water, environmental, field operations, survey, and facilities. With over 1,100 employees (and growing), nearly 30 offices in eight states, and a lengthy list of diverse clients, they believe their employees are the greatest asset and the key to their success. They seek to hire great people and put them in the right roles for their strengths. Olsson Associates will assist with land use planning, public facilities, utilities, and transportation analysis for this project. Jeremy Shepherd will lead the Olsson team, and brings with him 18 years of engineering design expertise on both public municipal and private development projects. His unique background gives him the ability to understand the needs of both the public and private sides, and develop integrative solutions utilizing the strengths and expertise of his team. Jeff McKerrow and Jon Hoflander will support Jeremy by providing transportation and utilities expertise, respectively. In addition, Creighton Cox will be involved in the public involvement aspects of the project and also serve as a liaison to the City of Bondurant throughout the planning effort. 13 CONSULTANT TEAM PROFILE / CONFLUENCE JANE REASONER PLANNER I Jane joined Confluence in November 2016 upon returning to the Midwest after spending several years working and studying in Georgia. In May 2016, Jane graduated with her Master of City and Regional Planning from the Georgia Institute of Technology where she specialized in Land Use. At Georgia Tech, she gained hands-on experience in a variety of planning related skills and technologies. During graduate school, Jane worked at the Atlanta Regional Commission where she worked on technical reports addressing planning issues for Atlanta metro communities. During her undergraduate degree, Jane studied political science and earth science and gained an interest in the environment and sustainability. She became a LEED Green Associate in the summer of Since joining Confluence, Jane has worked on several comprehensive planning projects providing calculations for population projections, park and recreation level of service analyses, and a variety of environmental analyses. Bondurant must define its vision or visions for the future of the Regional Commercial Area Master Plan. This also comes from the extensive community outreach. The vision will serve as the foundation for the planning process and the various plan elements. We tap into the wisdom of community stakeholders and ask them, not ourselves, what they want Bondurant to become. This step also works to develop and reinforce the brand for Bondurant. Our team asks the questions What makes, or will make, Bondurant stand out within the Des Moines metro? How will Bondurant develop the Project Area without losing the small-town feel or negatively influencing the downtown core? Our team of experienced professionals brings a large tool box of techniques that can be deployed in Bondurant; however, the direction must involve the community as a whole. How does Bondurant get there? Our team turns to Bondurant with this question. We then use their input, combined with our planning expertise to create a detailed master plan with an accountable action plan to achieve the community vision. The area will serve as a catalyst site for new residential, commercial, and entertainment opportunities. We understand that the aesthetics of this Regional Commercial Area need to complement the community and create a sense of place. Ensuring this Entertainment Site is unique and special requires a thorough understanding of what makes Bondurant unique and special. Public Involvement + Participation Ownership in the final Regional Commercial Area Master Plan is critical. Upon completion of this project, its eventual success lies in the hands of the community leaders and residents. Community engagement will be a major component of this project and the process will include multiple approaches. It is structured in a manner that allows for stakeholders to be involved in several ways throughout the process. Some key elements will include: Use of a Steering Committee Key Stakeholder + Property Owner Interviews Public Open Workshops and Open Houses City Council and Planning and Zoning Commission Joint Workshops Public Hearings Steering Committee Meetings Our Consultant team encourages the formation of an Steering Committee to provide regular input on all phases of the planning project. The planning team can assist City Staff in identifying appropriate participants. Typically, the Steering Committee should have 10 to 12 members and include key City staff, the Mayor or City Council representative, the chair or other member of the Planning and Zoning Commission, a local economic representative, property owners, and other community leaders or volunteers. Key Stakeholder + Property Owner Interviews There are several stakeholders in Bondurant with diverse interests. Our team proposes to conduct key stakeholder interviews and small group meetings to incorporate this input into the planning process. Key Person interviews and meetings can be conducted with representatives from stakeholder groups including the Bondurant - Farrar Community School District, civic and neighborhood organizations, property and business owners, business and economic development groups. Further, property owners in and around the project site should be consulted on their needs and concerns about the project. This interaction would begin with a one (1) day of interviews and a follow-up meeting with the design concepts before the designs are introduced to the general public. Public Workshops and Open House + Key Pad Polling Near the start of the project, we will facilitate a structured public workshop to identify key issues, priorities, land use preferences, and a general community vision to guide the direction of the plan. The workshop will include a project overview and outline the desired public input. Preferences for design density, type, and style will be obtained through a series of visioning exercises. This includes the use of real-time visual preference exercise questions that can be obtained through cell phones or key pad polling. Other visual preference methods such as dot polling will also be utilized. A SWOT analysis will also be completed to gather feedback on the various strengths, opportunities, weaknesses, and threats to the area as perceived by residents. 16

21 SERVICES + QUALIFICATIONS City Council and Planning and Zoning Commission Joint Workshop Early in the process, we will meet with the City Council and the Planning and Zoning Commission to review the public input and establish consensus on the project vision. This is an important step prior to the public hearing process to make sure the Plan reflects the desires and vision of the City Council and Commission and addresses any of their areas of concern and focus. Public Hearings We will assist the City staff in the presentation of the final draft plan to the Planning and Zoning Commission and the City Council at their respective public hearings. We will also be available to provide the background and history as to why certain recommendations were made. Site Analysis, Smart Growth + Sustainability, Land Use, Housing, Parks and Recreation + Natural Resources In the beginning phase of this project, the consultant team will conduct an analysis of the planning area to assess the development potential and special natural features. Employing smart growth principals, we will develop a detail land use plan that is sustainable and focused on meeting the values and vision expressed by the community. This concept plan will further reflect the identified retail, entertainment, and housing needs and wants, opportunities for recreation and preservation of natural features and resources. Along with the transportation planning and utility analysis, the final Land Use and Transportation Master Plan will serve as the City s blueprint for the development of the Regional Commercial area. Transportation Planning Developing a transportation plan as part of the regional commercial area plan is essential to provide guidance to potential developers and to ensure adequate provisions are in place to support a robust, successful development plan. We view our transportation networks as components of multiple transportation modes with an understanding of how vehicles, trucks, pedestrians, bicycles, transit (where appropriate) all work together in an integrated transportation system. The transportation system works in context of the surrounding areas, and we see the potential transportation network not as an isolated investment, but rather one that reflects the surrounding land uses. Planning for the future transect of land use and transportation can ensure the needs of the future transportation network are preserved and planned as development occurs. How the land use plans develop and evolve will guide our planning efforts, reflecting future needs and amenities to the area and taking into consideration access to major transportation corridors for regional attractions, such as I-80 and U.S. 65, but also connectivity to the existing community of Bondurant and your residents and commercial activities. We will identify the future corridor needs, typical roadway cross-sections to consider, order-of-magnitude cost estimates for these investments, and potential phasing opportunities for these investments. 17

22 SERVICES + QUALIFICATIONS Utility Analysis Understanding existing and future utility infrastructure is a key element to the success of any land planning effort. The limitation and availability of utilities can either promote or constrain the growth of development and diversity of end users for the area. In addition, understanding the utility owners legal and contractual arrangements within their service districts should be determined at this level. At the master planning stage, the goal is to determine the correlation between proposed land uses and their need for adequate capacity, sources of providers, and preliminary sizing and location of the utility infrastructure. The utility study will also evaluate how to prioritize and potentially fund utility improvements through private/public agreements and cost sharing. The regional area plan will review infrastructure for sanitary sewer, water distribution, stormwater management facilities, and dry utilities such as power, gas, and communication lines. Options for incorporating sustainable practices will be identified at a high level as part of the effort, including such items as renewable energy sources and water quality enhancement to minimize the effect of land development on the surrounding natural environment. Design Guidelines + Zoning Overlay District Design guidelines, along with the zoning regulations necessary to implement them, set the expectations for the quality and unique type of development desired and expected by the City. They further protect private investment by ensuring neighboring properties will make that same investment in a quality project. The guidelines must clearly and effectively communicate intent yet allow for creativity and unique design balancing an appropriate mix of prescriptive and subjective standards. Our design guidelines communicate the community s desired standards through pictures and common language so that the development community will clearly know what is expected in this special planning area. Our experience and knowledge in both the private-sector and public-sector has provided us with a deep understanding of how design guidelines need to be created and the many options and levels to which a community can set its standards including the little things that can make a big impact. We know that these guidelines must match the desires and values of Bondurant. The zoning overlay district established to implement and enforce these guidelines but be clear and simple, woven seamlessly into the current City Code. The Bondurant does not have an abundance of city staff to manage these regulations, so we know they will need to be crafted to be simple to enforce and communicate to the development and building community. Implementation Plan The final draft of the Land Use and Transportation Master Plan will serve as the City s blueprint to guide and manage development within the Regional Commercial area. Including with this plan will be a summary of specific action items identified during the planning process as essential to implement the vision for this strategic planning area. Our action plan component will be organized into a simple implementation plan matrix with timelines and priorities. 18

In particular, when you think of entertainment districts, people will grab onto something and it becomes more than a name. Power and Light District in Kansas City is a brand that has done wonders for their marketing. Local examples of Kettlestone and Prairie Crossing are starting to gain in popularity but neither has evolved to where we expect this project could. Signage, shopping bags, window stickers, and all marketing materials have a look and feel that you know instantly when you see or hear it. This is step one that will inform signage, streetscape, and all marketing graphics. Community Identify, Gateway, and Wayfinding Signage Concepts + Design Building off of the Brand, it is critical that you identify the area from all gateways. This area has fantastic visibility from interstate and that opportunity has to be capitalized on. Developing a signage package of all scales is another key to the success of the district. The brand needs to be part of all of them, but a high quality, easy to read, informative wayfinding sign speaks to the quality of the development and makes it easy to traverse. All of these things speak to a pleasurable experience, which will keep people coming back. Streetscape Concepts + Design Entertainment districts are about the experience. We have found that this added attention to detail is key to the success of these districts. From the time a visitor enters the district, they need to be reminded that they are entering something that is not like anything else in Bondurant. The location had previously been identified as a suitable location for a town center development for the community in a previous planning effort. The proposed town center would create an identity for the city, become a destination for residents and visitors, and promote commercial and retail activities in the heart of the city. The Merle Hay Road Redevelopment Plan is intended to turn this idea into an actionable strategy through a site analysis, master planning and concept design, and an overlay design guideline document to help guide growth and development as it occurs. Confluence met with City staff and elected officials as well as property owners in the study area. The City of Johnston owns a number of the properties, but will have to acquire the remaining parcels for the plan to move forward. Several joint workshops between a committee composed of staff, City Council, and the Plan and Zoning Committee members were held to gauge the desired features, look, and feel of the town center development. Three different concepts were created for the committee to review. Then, a public meeting was held where the entire community was invited to view and provide feedback on the concepts. A survey was offered to residents to gain more detailed feedback on each concept and the overall desired amenities for the site. A final design concept was selected based on feedback from the residents and committee. Confluence then worked closely with City officials to create design guidelines as part of a zoning overlay district for the study area to help ensure the area develops in a suitable way to match the master plan concept design. 21

However, the physical appearance and mixture of land uses along the corridor needs significant revitalization. The City of Belton selected Confluence to lead a community-driven planning process to establish a unifying vision for the future of this important corridor. A Steering Committee was engaged in an interactive planning process that included two public meetings and online opportunities for community input. Through a series of collaborative meetings that explored alternative land uses and future configuration options for the roadway, consensus was achieved and this vision plan was adopted in January The plan calls for future enhancement of the streetscape character, a new gateway arrival area at the 155th Street interchange, updates to the future land use plan, connections emerging retail areas to the east, provision of future green space, and creation of development and design guidelines to enhance the character and quality of future development. VERNON CORRIDOR ACTION PLAN CEDAR RAPIDS, IOWA Client: City of Cedar Rapids Contact: Bill Micheel, Community Development Assistant Director / Features Corridor Planning Community Engagement Multi-Disciplinary Collaboration Implementation Recommendations The City of Cedar Rapids, as the first initiative of their 2014 visioning process, retained Confluence to develop a Corridor Action Plan along 2.8 miles of Mt. Vernon Road. Averaging over 20,000 vehicles a day, Mt. Vernon road is one of the top 10 most traveled roads in the city. The road is bordered by a wide mix of land uses including commercial, mixed-use, multi-family residential and single family residential. The corridor also serves as a gateway into Cedar Rapids from the east, is a key arterial connection into the downtown district, acts as a primary truck route through the City, and was originally part of the historic Lincoln Highway. The goal of the action plan was to further Cedar Rapids continuing progress towards becoming a more vibrant community. Strategies for enhancing the corridor include improving roadway infrastructure, analyzing the compatibility and relationships between existing land uses, providing additional safety measures for pedestrians and defining an approach to transform the corridor into an aesthetically appealing gateway into the City. To define project goals and foster public support though education and inclusion, Confluence developed a robust public input process that engaged stakeholders and citizens. The community identified existing deficiencies, goals and opportunities, and prioritized proposed recommendations. Through detailed transportation engineering, site analysis and input from the public, the design team developed key focus areas: Circulation, Land Use and Character. These areas of focus were used as a framework to categorize and organize recommendations as part of the action plan. The final Corridor Action Plan was a citizen-driven planning tool that provided prioritized action items and recommended time frames for implementation. 24

The West Land Use Area is located between Interstate 380 and Coral Ridge Avenue/Highway 965, south of Forevergreen Road, and north of Interstate 80. The plan includes visioning; a market analysis to determine demand for housing, office, and retail space; a conceptual master plan and refined land use plan; and design guidelines and zoning overlay. This planning effort also included an analysis of the transportation network as well as the water distribution, sanitary sewer collection, storm water drainage utilities and the existing connection fee districts. 30 PROJECT REFERENCES + EXAMPLES KETTLESTONE (GRAND PRAIRIE PARKWAY CORRIDOR) MASTER PLAN + DESIGN GUIDELINES WAUKEE, IOWA Client: City of Waukee, Iowa Contact: Tim Moerman, City Administrator / / tmoerman@waukee.org For years, Grand Prairie Parkway (formerly known as the Alice s Road Corridor) has been a top economic development priority for the City of Waukee, Iowa. With more than 1,300 acres of land for development and with direct access to Interstate 80, the corridor offers the City of Waukee the ability to invest in the economic sustainability of the region and create opportunities for new industry and job growth. Previously, several high-level master plans had been completed for the area. With funding secured for the roadway and interstate interchange construction, a Confluence-led team was retained to expand upon previous planning efforts and to put the next level of detail to the master plan and refine the land use plan - laying out how the corridor can develop to its full potential and addressing the vision and goals of the City. A unique feature of this corridor is the extensive greenway that the City has been developing along with the roadway construction. This greenway also functions as a regional storm water detention facility and has a direct benefit for land owners as they can increase their development densities by utilizing land normally set aside for detention. As a second phase to this planning effort, Confluence was further retained by Waukee to create development guidelines and an overlay zoning district as well as assist with the review of development proposals for plan compliance as they are received. The design guidelines and zoning overlay are the tools necessary for the City to implement the plan and realized the vision for Kettlestone. In choosing a team for this project, the City felt it important to select a team with extensive contacts within the development and real estate communities in an effort to spark interest and development of the corridor. Another main consideration for the City was hiring a firm that could meet with the numerous land owners affected by the corridor to help them see the big vision and understand that setting the design and development bar high would help everybody realize the highest and best use of their land. The Design Guidelines and Zoning Overlay were adopted in May of 2015, and in December of 2015, work on the interstate highway interchange was completed and the Grand Prairie Parkway was opened to traffic. Building activity along the corridor has already started. 26

Our approach also relies on support from City Staff in an effort to deliver the various project objectives within the budget. Our detailed scope of services is further outlined below. PHASE 1 PROJECT INITIATION AND VISIONING (approximately 1-2 months) 1.1 Project Kick-Off Meeting with Steering Committee (Steering Committee Meeting #1) The Consultant Team will facilitate a project kick-off meeting with City staff and the Steering Committee. The purpose of this meeting is to: Establish roles, responsibilities, and project contacts; Determine any initial data needs; Review the project scope, schedule, and key meeting dates; and, Identify key stakeholders and desired public input process and outcomes. At the Kick-Off meeting, we will also take the opportunity to review the current Comprehensive Plan and guiding principles as outlined in the RFP to identify key issues and areas of focus. Land use, economic development, and housing; Transportation and utilities; and, Parks & recreation, natural resource protection and stormwater. 1.2 Data Collection and Analysis The consultant team will become familiar with the site and vicinity and develop a strategy regarding review and analysis of the properties and surrounding area. Visit and photodocument the Regional Commercial Area and surrounding area. Collect and review available background information for the City and County. This will include an analysis of the water, sanitary sewer, and storm sewer, and their capacity to handle the increased demand that would accompany the master plan development. 1.6 Public Open House The Consultant Team will hold a public open house to obtain public input on the Master Plan and Land Use vision. 28

34 SECTION FOUR SCOPE OF SERVICES PHASE 3 DESIGN GUIDELINES AND FINAL PLAN (approximately 1-2 months) 3.1 Draft Design Guidelines + Zoning Overlay and Implementation Plan The Consultant Team will update and create a final draft of the preferred Land Use and Transportation Master Plan for the Regional Commercial Area as directed by the Steering Committee, create a draft implementation plan, and develop design guidelines and zoning overlay that address the topics as raised during the previous 2 phases which may include: Permitted Uses and Building Types Architectural Guidelines Site Planning Guidelines (including building mass and setbacks) Vehicle, Pedestrian, and Bicycle Circulation plus Vehicle Parking Guidelines Landscape, Open Space, Buffering, and Screening Guidelines Lighting Design Guidelines Signage Design Guidelines Streetscape, Intersection/Gateway, Public Signage Concepts 3.2 Steering Committee Review Sessions (Steering Committee Meetings #4-5) The Consultant Team will facilitate several review sessions with the Steering Committee to review the Design Guidelines and Implementation Plan and update and modify as requested (2 meetings). 3.3 Public Hearing and Approval Process Upon finalization of the draft Design Guidelines as well as the final draft Land Use and Transportation Plan, the Consultant Team will assist City staff with the presentation of a Final Draft Plan Document to the Commission and Council at their respective public hearings. The Consultant Team will update the plans as requested in response to the Commission and Council actions. In addition to working copies of the various draft versions of the Land Use and Transportation Master Plan, Design Guidelines, Zoning Overlay, and Implementation Plan, the final draft version, including all maps and tables, will be provided electronically be provided electronically in various file formats. 30

35 SECTION FIVE PROJECT TIMETABLE PROPOSED SCHEDULE + AVAILABILITY We are projecting that this planning process will take 5 months to complete. Therefore, with an anticipated start date of February 5, 2018, we expect to deliver a final Master Plan to the City of Bondurant by end of June As part of the project kick-off we will outline a detailed work plan and public meeting schedule to meet the needs of the city.
