In addition, based on discussion with staff of the Rhode Island Coastal Resources Management Council (CRMC), DWBIT has modified the previously proposed design of the Narragansett SwitchyardtofurtherminimizelanduseimpactswithinbufferstoNarrowRiverSpecialAreaManagementPlan (NarrowRiverSAMP)wetlands. Theseproposedchangesresultinthefollowingbenefits: The existing utility poles along the previously proposed overhead line route no longer require enhancement; A reduction of 0.5 ac (0.2 ha) of temporary disturbance during construction of the Narragansett Switchyard;and Areductionof1.93ac(0.8ha)intheoperationalfootprintforallBITSfacilitiesinNarragansett. With this letter, DWBIT modifies the contents of the Block Island Wind Farm (BIWF)/BITS Environmental Report/ConstructionandOperationsPlandatedSeptember2012(ER/COP)toreflecttheabovechangestothe BITSfacilitiesinNarragansettRhodeIsland. 2 SUMMARYOFBITSNARRAGANSETTFACILITYMODIFICATIONS BITSCableModification OverheadtoBuried AsdescribedinSection3.1.2oftheER/COP,theBITSwillmakelandfallatamanholelocatedwithintheparking lot of Narragansett Town Beach. As originally proposed, the BITS would have transitioned to overhead at an existingnarragansettelectriccompanyd/b/anationalgrid s(nec)riserpoleinthetownbeachparkinglotand wouldhaveprimarilyfollowedtheexistingnecoverheaddistributionsystemforapproximately0.8mi(1.3km) along Beach Street to Narragansett Avenue/Kingstown Road to its interconnection point at the proposed Narragansett Switchyard, located adjacent to the Narragansett DPW facility off of Mumford Road.With this letter,dwbitrevisestheproposedactionincludedintheer/coptoaburiedcablealongthissameroutefrom thetownbeachparkinglottotheproposednarragansettswitchyard(seerevisedfigure3.12oftheer/copin Attachment1). The construction and operation activities associated with the modified buried portion of the BITS in NarragansettwillbeasdescribedinSection oftheER/COPforthe0.3mi(0.5km)buriedportionofthe BITSroutebetweentheNarragansettSwitchyardtoitsinterconnectionwiththeNECFeeder3302.DWBITwill constructonshorefacilitiesduringfall,winterorspringtoavoidimpactstothesummertouristseasonwhichwill mitigate construction phase visual and transportation impacts on seasonal residents and recreational and tourist/vacationers.revisedengineeringdesignplansforthebitsinnarragansettareprovidedasattachment2 tothisletter. As described in the ER/COP, the buried portions of the Project terrestrial cables will be installed within in a concreteencasedduct bank.in Narragansett,theinstallationoftheburied portionofthebitswillrequirea trench approximately 3 ft (0.9 m) wide and 7 ft (2.1 m) deep from the Town Beach to the Narragansett Switchyardandapproximately4ft(1.2m)wideand7ft(2.1m)deepfromtheNarragansettSwitchyardtothe interconnectionthenecfeeder3301.asstatedinsection oftheer/cop,asawwillbeusedtocutalong lines that mark the width of the cable trench to be excavated for the duct bank. Following saw cutting, the existingpavementwillberemovedbypneumatichammersandtheunderlyingsoilbedwillbeexcavatedtoa depthofapproximately7ft(2.1m).insomeareas,theexcavationwillbedonebyhandandmayexceed7ft(2.1 m)deeptoavoiddisturbingexistingutilitylines,serviceconnections,andstreamculverts.thetrenchwillbe sheeted and shored during construction as required by soil conditions and Occupational Safety and Health Administration(OSHA)safetyrulestopermittraffictraveladjacenttothetrenchandtoallowforthetrenchto becoveredwithasteelplatetopermittrafficoverthetrenchduringnonworkinghours.excavatedsoilsmaybe temporarilystockpiledadjacenttothetrenchwithintheapprovedworkspaceortheproposedprojectworkarea locatedatthenarragansetttownbeachparkinglot(seerevisedfigure3.12oftheer/copinattachment1)to beusedasbackfillordisposedofappropriately.pavementwillbedisposedofseparatelytoallowrecyclingatan asphaltbatchingplant. GroundwatermanagementduringconstructionoftheburiedBITScableinNarragansettwilllikelyberequired. AsstatedinSection oftheER,DWBITwillconductapreconstructionassessmentofthedepthofthe watertableandtidalinfluencealongtheterrestrialrouteoftheprojecttodeterminetheextentofgroundwater 2
3 managementrequired.ifsiteconditionsindicatedthatonlyasmallquantityofwaterwilllikelyenterthetrench, thiswaterwillbepumpedoutoftheworkareathroughfilterbagsorahaybalecorraleitherintocatchbasins or,wherecatchbasinsarenotavailable,offtheroad.ifsiteconditionsindicateasignificantquantityofwater will likely enter the trench, a more permanent area (e.g., a catch basin), with the capacity to accept the infiltrationofthewater,willbedesignatedforwaterremoval.underthiscircumstance,hoseswilllikelybeused topumpthegroundwaterfromthetrenchthroughfilterbagsorhaybalestothedesignatedarea..regardless ofthemethodemployed,dwbitwillincorporateanappropriateleveloferosionandsedimentationcontroland beperformedinaccordancewithregulatoryerosionanddischargerequirements. Onceaportionofatrenchisexcavated,theconduitwillbeassembledandloweredintothetrench.Thearea aroundtheconduitwillbefilledwithahighstrengththermalconcrete.aftertheconcreteisinstalled,thetrench willbebackfilledandthesiterestoredtopreconstructionconditions.sheetc1.5andc1.6ofattachment2to this Letter, show typical drawings of the proposed terrestrial cable trench configuration along the revised underground portion of the BITS from the Town Beach Parking Lot to the Narragansett Switchyard. The undergroundcablewillbeinstalledfollowingtheinstallationoftheductbankandmanholes.theconduitwillbe testedandcleaned priortoinstallationofthe cableby pullingaswabmandrelthrougheachof theducts to ensuretheyareclearofdebris.thecablewillbeinstalledbypullingfromonemanholetoanotherandwillbe splicedintheconnectedmanholesafterinstallation. ConstructionofthemodifiedburiedportionoftheBITSfromtheTownBeachParkingLottotheNarragansett Switchyardwillalsoresultinthecrossingoftwoperennialculvetedstreams CrookedBrookandSpragueBrook (seerevisedfigure4.104oftheer/copinattachment3).atthetwoproposedstreamcrossings,dwbitswill excavateandinstalltheductbankwithintheexistingroadrightsofwayundertheexistingculverts.sheetc1.6 ofattachment2depictstheproposedcrossingsofcrookedbrookandspraguebrook. The following table provides a summary of the amended construction and operations footprint for the BITS facilitiesinnarragansett.thistableisanexcerptfromtable3.25oftheer/cop.foreaseofreviewthistable onlyincludestheprojectfootprintinformationrelevanttotheonshorebitsfacilitiesinnarragansett. As stated in the ER/COP, it is assumed that the BITS will be kept in operation in perpetuity. Throughout operationsthebitscablewillbemaintainedconsistentwithnecstandards.theburiedportionsofthebitson Narragansettwillhavenoregularmaintenanceneedsbeyondperiodicinspectionsofthesystemunlessafault orfailureoccurs. 3

SUMMARYENVIRONMENTALAFFECTSANDPROPOSEDMITIGATIONMEASURES Section4.0oftheER/COPcontainsadetailedenvironmentalanalysisoftheexistingconditionswithintheBIWF andbitsprojectareaaswellasanevaluationofpotentialimpactsandproposedmitigationmeasures.asno change has been made to the location of the BITS cable route alignment or the Narragansett Switchyard location, the analyses of the affected environment associated the BITS Project Area remains as described in Section4.0ofthe ER/COP.Thefollowing tablesummarizes those changestotheenvironmentalimpactsand mitigationmeasurespresentedintheer/copasaresultofproposedmodifications. 4

Installation of the modified BITS facilities in Narragansett will result in a maximum total of 5.4 ac (2.14 ha) in temporary impacts on previously disturbed soils and/or existing road rights-of-way. This represents a maximum 1.5 ac (0.65 ha) decrease in the temporary disturbance estimated in the ER/COP. The operational footprint of the BITS facilities in Narragansett will decrease as a result of the proposed Project modifications resulting in a maximum of only 0.3 ac (0.1 ha) of permanent disturbance vs. the 2.23 ac (0.9 ha) of permanent impact originally estimated in the ER/COP. Marine Waters - The proposed BITS modifications will result in no impacts on marine waters. Groundwater - Groundwater management during construction of the underground portions of the BITS cable in Narragansett will likely be required. DWBIT will conduct a pre-construction assessment of both the soil conditions and elevation of the water table along the entirety of the underground BITS cable route. DWBIT will submit a dewatering plan in accordance to regulatory erosion control and discharge requirements to agencies for review and approval prior to construction. Surface Water DWBIT will require a Special Exception from the CRMC for the crossing of two culverted streams (Crooked Brook and Sprague Brook) located along the modified buried portion of the BITS. DWBIT will employ the same stormwater pollution prevention plan, best management practices and erosion control measures to support the construction of the modified BITS facilities in Narragansett as committed to in the ER/COP. See Appendix I of the ER/COP for the Draft Stormwater Prevention Plan. N/A N/A N/A N/A All BITS construction activities along the modified buried portion of the BITS cable route are proposed to take place within existing road rights-of-way or previously disturbed lands and will result in no impacts to natural vegetation along the route. Unlike overhead transmission lines, during operations the underground portions of the BITS will not require vegetation clearing; reducing operational impact of the BITS facilities by 1.93 ac (0.8 ha) from what was originally estimated in the ER/COP. At the Narragansett Switchyard, DWBIT proposed modifications have been specifically designed to: minimize earth disturbances and the placement of permanent fill; to maximize the distance of earth disturbing activities from biological wetlands; and reduce impacts within the 50-ft (15.2 m) perimeter wetland buffer zone to the maximum extent possible. These modifications were conducted in coordination with the CRMC and effectively reduce impacts to the surrounding wildlife habitat of the Narrow River SAMP area. Sub-grade installation conforms with "avian safe" and "raptor safe" construction methods outlined by the Avian Power Line Interaction Committee (2006). No change 5

N/A N/A Marine Uses N/A Land Use Transportation and Navigation Socioeconomics N/A Public Health and Safety No terrestrial archeological sites have been identified along the portions of the BITS Project Area in Narragansett that have been surveyed to date. Additional surveys must be completed at the proposed HDD Work Area at Narragansett Town Beach and along both the new and previously proposed buried portions of the BITS. DWBIT has committed to conducting these surveys pre-construction. The Above-ground Historic Properties Identification, National Register Eligibility Evaluation and Preliminary Effects Assessment and BIWF and BITS Above-ground Historic Properties Section 106 Visual Effects Assessment (Visual Effects Assessment) submitted as supplemental filings to the ER/COP in January 2013 identified 4 historic districts and 2 individual historic properties within the BITS Terrestrial Components APE in Narragansett. Burial of the BITS cable from the Narragansett Town Beach parking lot to the Narragansett Switchyard will effectively eliminate views of the project facilities from all of the identified sites with the exception of the Narragansett Pier Historic District which will still have some partial views of the Narragansett Switchyard, however, based the PAL Visual Effects Assessment these partial view would result in an adverse effect. A final determination of effect from the USACE and Rhode Island Historical Preservation and Heritage Commission (RIHPHC) is pending. Burial of the BITS cable from the Narragansett Town Beach parking lot to the Narragansett Switchyard would effectively eliminate views of the project facilities along this portion of the route. Modifications to the Narragansett Switchyard will not modify the views of the facility from what was previously described in the BITS Visual Impact Assessment, submitted as a supplemental filing to the ER in January As stated in this report, the Switchyard has been designed to be architecturally consistent with the existing character of the surrounding environment in order to minimize any visual effects of the facility on the surrounding environment. Installation of the modified BITS facilities in Narragansett will not result in impacts to biological wetlands. Construction activities will however result in a maximum total of 0.6 ac (0.2 ha), 1.5 ac (0.6 ha), and 3.3 ac (1.3 ha) of temporary impacts within CRMC regulated perimeter wetland buffers; 150-ft coastal and freshwater wetland set-backs, and 200-ft coastal features buffer, respectively. Operation impacts of the modified BITS facilities for the above-mention CRMC regulated features will only result in 0.2 ac (0.1 ha), 0.5 ac (0.2 ha), and 0.7 ac (0.3 ha), respectively, Installation of the buried portion of the BITS cable from the Narragansett Town Beach to the Narragansett Switchyard will likely result in some additional temporary disruption to normal traffic during the construction period. DWBIT has committed to conducting construction activities outside the summer tourist season to minimize disruption. As stated in the ER/COP, DWBIT will also work with local town officials and the Rhode Island Department of Transportation to communicate construction plans and prepare appropriate public notices.
