2 Prpsal fr Landscape Architectural & Civil Engineering Services Fr Winfrey Pint Planning Study This prpsal is fr Planning, Cnceptual design and cnsulting services by Pachec Kch Cnsulting Engineers, Inc. (the Cnsultant) fr the City f Dallas (the Owner). 1.0 SCOPE The Cnsultant scpe shall cnsist f planning, cnceptual design and engineering cnsulting services fr the develpment f the Winfrey Pint Planning Study. The study area cnsists f E. Lawther Drive, Emerald Isle Drive, The Winfrey Pint Peninsula and the White Rck Lake Pedestrian / Bike trail adjacent t Garland Rad. Please refer t Attachment A: Study Area Plan. 1.1 The Planning Study will addresses multiple bjectives, such as an imprved efficiency f the park site layut, balancing prgramming bjectives, imprved and safe multi-mdal transprtatin integratin measures, imprved access, imprved cmmunity and Arbretum interface, an envirnmentally sensitive, sustainable and lw impact design apprach fr event parking accmmdatin and an verall framewrk plan which cnsiders a ptential Dallas Arbretum expansin. The verall apprach will address the study area frm a sustainable and glbal perspective' balancing cmmunity interface with lng term gals fr bth White Rck Lake Park and the Dallas Arbretum. 3 2.0 BASIC SERVICES The Cnsultant services shall cnsist f the tw phases with specific tasks described in Paragraph's 2.1 thrugh 2.2 as fllws: 2.1 Cnditins Assessment Crdinatin Meetings: Cnsultant will attend bi- mnthly meetings with representatives f the City f Dallas Park and Recreatin department t update prject prgress and crdinate tasking, scheduling and deliverables. Deliverable: ( 10) Crdinatin meetings; ntes will be recrded and distributed as a memrandum t attendees after each meeting Data Review: Owner shall prvide Cnsultant available base infrmatin fr the prject site, t include but nt limited t: city maps and exhibits, GIS files, aerial phts, aerial surveys in CAD frmat, bundary surveys, tpgraphic maps, easements and right f ways, utility lcatins, envirnmental studies I reprts, sils infrmatin, drainage infrmatin, vegetatin, existing and recently prpsed White Rck Lake Park plans, Dallas Arbretum plans and lng term capacities and prgramming bjectives. Cnsultant will review said data and infer key factrs affecting the Winfrey Pint Area Plan. Deliverable: (1) Memrandum (Wrd dcument) in electrnic frmat describing key factrs, as well as data sufficiency r vids Base Man: Utilizing the base infrmatin prvided by Owner, the Cnsultant will prepare a base map f the prject area at a suitable scale fr park bard and ther engagement presentatins and fr reprt preparatin purpses. The base map will indicate study area bundaries, immediate urban adjacencies, existing and ptential access pints, existing park facilities, structures, tpgraphy and easements. Deliverable: Digital Base Map (ACAD) Site Visit: Cnsultant will visit the park with Owner representatives t review site cnditins and adjacent areas. This visit will serve t identify key issues affecting ptential site imprvements. Particular attentin will be given t the park rad, trail system, ball field area, adjining develpment and access t Garland Rad. Deliverable: Summary ntes f site visit(s); Phtgraphic recrd f site visit(s); Statement f planning gals and bjectives Site Cnditins Analysis: Fr reviewing the site cntext, cnsultant will take a 'glbal perspective' int accunt and evaluate the relatinship f the Winfrey Pint Study Area (as a multi-mdal transprtatin crridr and park destinatin) as the study area relates t prgramming and accessibility t the greater White Rck Lake Park, Dallas Arbretum, the adjacent cmmunity and greater Dallas. An analysis f pprtunities and cnstraints will further supprt the evaluatin prcess. This task will analyze the study area's ability t accmmdate prjected increase in park capacities, parking, rad and trail crridr usage and cnfiguratins, preserved pen space, ingress and egress access pints and spatial cnstraints. The study will investigate emerging multi-mdal integratin with Lawther Drlve, citing ptential safety cncerns and the verall relatinship f pedestrians, cyclists, vehicles and tram shuttle interface.

4 The final analysis will instruct the cnceptual planning prcess and will seek t develp the framewrk necessary t meet the planning gals and bjectives. Deliverable: (10) hardcpies & (1) (Wrd dcument) in electrnic frmat f a summarized Cnditins Assessment Reprt and a PwerPint electrnic dcument suitable fr public presentatins. 2.2 Cnceptual Planning Study Site Develpment Strategies: Cnsultant will synthesize findings frm the Site Cnditins Assessment phase and develp preliminary imprvement strategies addressing the key planning bjectives. 5 3.0 CONSULTANT TEAM Final Cncept Plan Cnsultant will develp a revised Final Cncept Plan based n final design refinements as directed by wner. Cnsultant will prepare a Final Cncept Plan that is a suitable fr presentatins, and review befre prceeding int the Final Plan and Reprt Phase. The plan will indicate the lcatin f circulatin mdes, parking and recreatinal facilities in accrdance with the design cncepts. The plan will be used area take-ff and cst estimating purpses. Deliverable: Park site plan in ACAD & Illustratr, suitable fr public presentatin and discussin purpses Preliminary Cst Estimate: Cnsultant will refine the plan and summarized memrandums based n input frm the client and prepare and Order-f- Magnitude preliminary cst estimate. It is understd that the cst estimate will be the basis fr requesting future funding and therefre will include sft csts as well net cnstructin csts. The preliminary cst estimate will include assumptins fr infrastructure.
