Ketchum, ID June 10, 2015 Mayor Jonas and City Councilors City of Ketchum Ketchum, Idaho Mayor Jonas and City Councilors: Sidewalk Discussion Introduction/History Providing a safe, complete and comprehensive pedestrian circulation system is a vision of the City that has been identified in various plans and studies. Plans which identify the need for sidewalk improvements include the following: A goal of the Ketchum Comprehensive Plan (2014) is to enhance pedestrian connectivity and comfort (Goal M-5). Policy M-5.1 is to connect destinations with pedestrian facilities and encourage walking by filling in missing sidewalk links, restoring damaged sidewalks, and requiring sidewalks as part of development approvals. The Ketchum Walkability Project was completed in The goal of the project was to create the most walkable resort town in America. As part of the walkability project a volunteer team identified various missing sidewalks and streetlights throughout the community core. As a result of the project the city applied for and received a Community Choices for Idaho grant to fund design and construction of 18 new sidewalk links in the community core. Construction funds from the grant will not be available until October 2016 therefore construction of these sidewalks will not occur until spring of The Blaine County Community Bicycle and Pedestrian Master Plan (Harmony Design & Engineering, July 2014) was adopted by the City in October The plan recognizes that many city streets lack sidewalks and serve only motor vehicle circulation (page 49). The plan recommends constructing missing links in sidewalks (Ketchum Area Project K4). Urban Renewal Plan for the Ketchum Urban Renewal Project priorities sidewalks (Attachment 5.1). Page 1 of 9

2 Current Report Staff would like discuss with the city council the following items relating to sidewalks. I. New Sidewalk Planning II. Current Fiscal Year Sidewalk Maintenance Plans III. Paver Sidewalks IV. Future Sidewalk Construction I. N e w S i d e w a l k P l a n n i n g The Ketchum Walkability Project and city staff have identified various sections of missing sidewalk links within the community core and adjacent areas that would enhance pedestrian infrastructure within the city. The goal is to provide safe routes for pedestrians traveling to and within the community core. Missing sidewalk links that have been identified are shown on the attached figure. The city has identified three potential funding sources to complete the sidewalks shown on the map. The three funding sources include; A) Community Choices for Idaho grant, B) Ketchum Urban Renewal Agency, and C) City funding. Community Choices Grant The city received a Community Choices for Idaho grant to install 18 sections of missing sidewalk, along with curb and gutter and drainage facilities. These segments were identified as high priority segment in the Walkability Project. Funds for design will be available October 1, Since funds for construction will not be available until after October 1, 2016, construction will not start until Spring The City will request funding from the Ketchum Urban Renewal Agency in FY 16/17 for the 7.34% match that is required as part of the grant. The grant is for 5-ft wide sidewalks, curb and gutter, ADA pedestrian ramps, drainage facilities, and associated clearing, grading and asphalt patching. The city plans to request funding from the Ketchum Urban Renewal Agency in FY 16/17 for new solar LED street lights that could be installed in combination with these missing sidewalk segments. Ketchum Urban Renewal Agency Funding Request The city requested funding from the Ketchum Urban Renewal Agency for design and construction of an additional 20 missing sidewalk segments which total approximately 3,725 linear feet of new sidewalks, curb and gutter. These are higher priority sidewalk links that are within the KURA district. It is anticipated that drainage improvements will be needed throughout the city and a structural retaining wall along Warm Springs Road. In addition, the city requested funding for 13 new solar LED street lights, similar to the light outside of city hall. New street lights will conform to city standards and will be installed along with associated new sidewalks proposed as part of this project. The project is proposed over three phases. The first phase requests funding for engineering of all sections and for construction of approximately one third of the improvements. The City will request funding from the KURA in FY 16/17 and FY 17/18 for the remainder sidewalk improvements. A map of the sidewalks and streetlights proposed for KURA funding is attached. 5 City Funded Sidewalks The goal is to provide city funding in FY for sidewalk sections that were not included in the Community Choices grant or KURA funding application. Staff estimates that standard concrete sidewalks (5-ft wide) would be approximately $165/LF including design, demo, prep, concrete sidewalk, curb and gutter, minimal drainage facilities, and asphalt patch back. Staff estimates that decorative concrete sidewalks would cost approximately $231/LF. With the same amount of funds, city would be able to complete approximately 40% more sidewalks as standard sidewalks than as decorative concrete sidewalks. I I. F Y S I D E W A L K R E P A I R S The city has set aside budget within the Streets Division to perform repairs on existing sidewalks. In the current fiscal year $30,000 has been allocated for repairs/replacements of existing concrete sidewalks and $25,000 has been allocated for repairs to paver sidewalks. In addition $20,000 has been allocated for curb and gutter repairs (4 th Street between Walnut and East avenues). This repair work has already been initiated. Concrete Sidewalks The City has allocated $30,000 in the FY budget for concrete sidewalk repairs in the community core. This amount will not complete all repairs but will start the repair process and focus on the high traffic areas. These repairs will replace spalling, broken, aging and settled concrete sidewalk sections with new concrete. The FY Sidewalk Repair Priority List is attached. Scheduling concrete contractors to perform the work has been a challenge for the city in the past. Contractors prefer to schedule larger jobs in advance and often are either unavailable or only able to fit in city sidewalk work in between other jobs. Because of this, the city streets division will do as much of the repair work this year as possible. Paver Sidewalk Repairs The City has allocated $25,000 in the FY budget for paver sidewalk repairs. The Streets Division has identified and prioritized 26 locations in the city for paver repairs. The bid for the contractor to perform all the repairs is $17, The FY Paver Repair Priority List showing the work to be performed is attached. Fourth Street Snow-Melt System Issues Snow-melt systems often are damaged during repairs and are expensive and time consuming to replace. When tubing has been poured in concrete curb and gutter, or when settling has occurred and entire sections need to be adjusted to a new level, replacing the tubing requires contracting with a hydrontics specialist with a public works contractor license. This adds cost and time to the repair. Since there is not a capital project planned to connect the geothermal system to create a functional snow melt system, Public Works staff recommends abandoning the existing nonfunctioning snow-melt systems. This means not replacing tubing when moved or damaged during repairs. Page 3 of 9

6 I I I. P A V E R S I D E W A L K S Fourth Street Pavers Many pavers used on Fourth Street have disintegrated, especially the small sized pavers. For the past four years the paver supplier has been providing the city with replacement pavers at no charge; however the city has been paying for the labor. Last year the city spent approximately $4,500 for labor on Fourth Street and East Ave alone. The supplier of the pavers discontinued making this paver color. In order to replace the disintegrated pavers the city would need to replace them with a paver of a different color. Staff suggests the Roman Cobble Charcoal color which is darker than original pavers. Photo: Fourth Despos Question: At what point does the city stop replacing pavers and instead invest in a sidewalk material that requires less maintenance? There are four options to consider: A) No change - Continue repairing paver sidewalks as we are now. Considerations: Paver sidewalks are very labor intensive to maintain o The use of ice melt products (i.e. salt) degrade pavers o Paver sidewalk are prone to settling Pavers are sometimes difficult to match B) Continue repairing paver sidewalks as we are now but abandon the existing nonfunctioning snow melt system. Considerations: Same as above except reduced labor costs and reduced repair time. Page 4 of 9

7 C) Utilize the heat/snow-melt systems Considerations: Cost to use the existing heated snow-melt system on Fourth Street is unknown. o The system was originally designed to be a geothermal system; however geothermal wells were not drilled. o System has been sitting unused for so long it may take repairs to get the system functional. Utilizing the snow melt system on Fourth Street would minimize damage to pavers due to ice melt products; however pavers would still be subject to settling and would therefore still require maintenance. D) Replace the paver sidewalks with concrete sidewalks Considerations: Large capital project, would limit the amount of funds the city would have available for other projects, such as construction of new sidewalks. Concrete sidewalks also require maintenance, but much less than other types Public Works Department recommends option B, replacing pavers and abandoning the snow-melt system, in the short term and option D, replacing the paver sidewalks with concrete as the long-term goal. Since there are many new sidewalks needed in the community core, staff recommends focusing funding on those improvements first. I V. F U T U R E S I D E W A L K C O N S T R U C T I O N Instead of pavers or board sidewalks the city may want to consider modifying our city code to only allow concrete or decorative concrete sidewalks. Concrete requires much less maintenance and could also be decorative to provide an aesthetic quality. Color may be added to concrete by adding pigments-before or after concrete is place-and using white cement rather than conventional gray cement, by using chemical stains, or by exposing colorful aggregates at the surface. Textured finishes can vary from a smooth polish to the roughness of gravel. Geometric patterns can be scored, stamped, rolled, or inlaid into the concrete to resemble stone, brick or tile paving. Special techniques are available to make concrete slip-resistant and sparkling. Cost Comparison Standard concrete is currently $5.50 per square foot, not including demo, prep and asphalt patch back. Stamped and colored concrete is about $16.00 per square foot. For comparison, one block (225 linear feet) of a 5-ft wide sidewalk would cost approximately: Standard concrete: $37,000* Stamped & colored concrete: $52,000* *Costs based on a general estimate using $165/LF for standard 5-ft wide concrete sidewalk and $231/LF for stamped/colored 5-ft wide concrete sidewalk. As a short term measure PW Dept suggests replacing pavers when needed. If exact pavers colors cannot be located the PW Dept will make the best match possible. b. Long term capital planning for replacement of paver sidewalks with concrete or decorative concrete sidewalks. c. PW Dept suggests abandoning the existing non-functional snow-melt system under paver sidewalks. When repairs are performed in the sidewalks that either damage the existing tubing or require moving the tubing, the city will no longer contract with a hydronics specialists to replace the tubing. This will reduce labor costs and minimize the repair time. Page 8 of 9

11 IV. Future Sidewalk Construction a. Modifications to the city code to only allow standard concrete sidewalks or a specific type of decorative concrete sidewalks. Staff will research decorative concrete options for discussion at another council meeting.
