29 So, how Planners can help? Or, how should the system be improved?

31 My view of the process: 1. Develop brief 2. Agree development need with LPA 3. Develop concept design 4. Agree design approach with LPA 5. Get buy-in from local stakeholders 6. Revise concept design (without forgetting/ignoring too much of the LPA s or Stakeholder s input) 7. Submit planning documentation 8. Lengthy Condition negotiation period to reduce onerousness and risk for Contractor 9. Develop detailed design 10. Chop out loads of good stuff because it s over budget 11. Submit raft of NMAs 12. Develop technical design 13. Issue information for Tender 14. Build facility that roughly resembles planning submission 15. Owner disregards operational design intent 16. Performance sails out of the window

34 So, how do we improve things? Dialogue and approachability Future facing policy Flexibility in how it s applied particularly for refurbishment projects Greater focus on outcomes rather than inputs Join up departments within LPA In-house technical skills technical reviews? Relationship between Policies and Building Regulations Accountability who should be held responsible for non-compliance?
