DISCLOSURES Mr. Missel invited disclosures. Mr. Binsted disclosed he would have to recuse himself from the 5 th Street Commercial discussion. Mr. Van Der Werf, Mr. Missel and Mr. Lebo disclosed that individually they met with the representatives for Flow Auto. There being no further disclosures, the meeting proceeded. 2 Mr. Missel invited public comment. There being no public comment, the meeting proceeded. REGULAR REVIEW ITEMS a. ARB : Shull s Wrecker & Repair Amendment - Advisory Review for a Special Use Permit and Site Plan Amendment (TM/Parcel Q0) Proposal: Request for a Special Use Permit for automotive repair in conjunction with existing towing and body shop uses, with changes to fencing, parking, vehicle storage, dumpsters, and screening. Location: 1815 Avon Street Extended, on the east side of Avon Street, approximately 200 south of Reynovia Drive Regarding the request for the special use permit: Motion: Mr. Lebo made a motion that the ARB forward the following recommendation to the Planning Commission and Board of Supervisors regarding ARB : Shull s Wrecker & Repair Amendment - Advisory Review, with staff s recommended conditions, amended as follows. The ARB recommends no objection to the Special Use Permit with the following conditions: 1. Replace the chain link fence and gate with a solid fence and gate. Provide details of the design on the plan for review. 2. Indicate on the plan the maximum height of parts storage. Heights taller than a standard automobile would not be appropriate. 3. Add evergreen trees along the north/northeastern property line to help screen the vehicles awaiting repair. Mr. Binsted seconded the motion. The motion carried by a vote of 4:0 (Wardell absent). Regarding the request for the site plan amendment (Letter of Revision): Motion: Mr. Van Der Werf moved for approval of the Certificate of Appropriateness for ARB : Shull s Wrecker & Repair - Site Plan Amendment (Letter of Revision) with the conditions listed in the staff report, amended as follows: 1. Replace the chain link fence and gate with a solid fence and gate. Provide details of the design on the plan for review. 2. Indicate on the plan the maximum height of parts storage. Heights taller than a standard automobile would not be appropriate. 3. Revise the plan to show an enclosure around the dumpster and to include a detail of the enclosure. 4. Add tall-growing screening shrubs along the chain link fence that runs along the EC frontage. 5. 3 6. Show on the plan individual on-site trees located outside the chain link fence on the north/northeast side of the property within 100 of Avon Street. 7. Add a plant schedule and the standard plant health note to the plan. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Mr. Lebo seconded the motion. The motion carried by a vote of 4:0. (Wardell absent) b. ARB : Better Living Berkmar - Final Site Development Plan (TM/Parcels B0 & A0) Proposal: To construct a building for building supply sales, furniture sales and office uses as well as a large warehouse and three smaller buildings for storage and an outdoor paved loading and storage area. Location: Between Route 29 and Berkmar Drive. North of Schewels (2030 Seminole Trail) and south of Better Living Furniture (2060 Seminole Trail) and Better Living Home Center (2070 Seminole Trail). Motion: Mr. Lebo moved for approval of the Certificate of Appropriateness for ARB : Better Living Berkmar - Final Site Development Plan with the conditions listed in the staff report, amended as follows: 1. Provide on the site plan and the architectural plans the heights of each of the proposed buildings. 2. Provide a gutter color that is consistent with the unpainted concrete. The distance from the EC in this instance mitigates the use of the unpainted concrete. 3. Specify on the architectural plan the roofing materials for each of the buildings within the project. Use a darker roof color for buildings D and E. 4. On the Typical Panel Elevation and Building A Office / Retail Elevations change West Window to West Window Corp. in the labels. 5. Provide the standard window glass note on the Building A elevations, Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 6. If Building B, will be visible from the EC revise the building design to be integrated and harmonious with the other buildings within the proposed development. 7. Add a label for the rectangle on the south side of the gate. If it is mechanical equipment eliminate its visibility from the EC. 8. In the site plan or architectural plan provide the material and color for the dumpster enclosure 9. Include plant name labels for the plant symbols on the plan or use symbols that are easily identifiable on the printed plan. 10. If the New 15 VDOT Access Easement shown within TMP 45-68C1 is to replace the access easement from Berkmar Drive to TMP 45-68C1, then specify on the site plan that the existing easement is to be vacated. Otherwise, relocate the proposed trees to be outside of the existing access easement. 11. Revise the landscaping plan so that no one species comprises more than 25% of the total proposed plantings for that plant type. ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 3

4 12. Include a retaining wall section that shows the widths of the retaining walls, encompassing any shift from the top of wall to the bottom of the wall, in the plan. Include in the detail a minimum width between retaining walls and the proposed guardrail of It is recommended that updated site sections be provided to confirm that Building B will not be visible from the EC. The following sections are recommended: One section similar to Section B provided for the Initial Site Plan but with the view looking north and with Shed E visible in the background. A second section similar to Section D provided for the Initial Site Plan but with the section line being moved further east, so that it cuts through both Building B and Storage Shed E, and with the view looking east so that Building C is visible in the background. 14. Increase the height of the evergreen plants adjacent to Building C from 4 to 6. Mr. Binsted seconded the motion. The motion carried by a vote of 4:0. (Wardell absent) c. ARB : 124: Happy Boxes Preliminary - Preliminary Site Development Plan and Architectural Review (TM/Parcel A0) Proposal: To construct an indoor storage facility with associated site improvements. Location: On the south side of Rt. 250, approximately 450 west of Hansen Road The ARB offers the following comments on the preliminary proposal: 1. Provide street-level views of the full building from both directions on the EC. 2. Revise the loading entrance to coordinate more fully with the main entrance and corner window. 3. Consider revisions to the locations where the brick color changes to coordinate more fully with the corner windows. 4. Consider changes to the proportions of the window trim for a more consistent appearance in the corner windows. 5. Adjust the plan to provide planting area and trees along the east and west elevations to relieve blankness. 6. Consider an alternate material and/or color the for metal siding on the side elevations. 7. Provide for review a streetscape elevation including the proposed building and nearby buildings to clarify compatibility of height, scale and volume. Consider the use of alternative materials to help reduce the scale of the blank walls. 8. Add the standard window glass note to the architectural drawings. Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. Provide a sample of the glass for review. 9. Indicate if mechanical equipment is proposed outside of the building. If it is, show locations and sizes on the plans. Show how the equipment will be screened. 10. Add the standard mechanical equipment note to the architectural plans. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 11. Replace the European Hornbeam with a large shade tree species. 12. Intersperse ornamental trees along the corridor. 13. Revise the planting plan to more fully integrate the winterberry holly into the landscape. 14. 5 15. Add a 2½ caliper large shade tree north of the three parking spaces on the western property line. 16. Add trees along the east and west walls faced with metal siding, with sufficient planting area clear of utilities and easements. 17. Add shrubs along the EC and along the western property line to help integrate the development. 18. Add the standard plant health note to the plan. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 19. Consider alternate treatment for the entrance at the northeast corner of the building to integrate it more fully into the overall design. 20. Revise the plan to identify retaining wall materials and colors. 21. Add landscaping to mitigate the appearance of the drainage channel on the east side of the property. d. ARB : Timberland Park Apartments - Initial Site Development Plan and preliminary architectural review (TM/Parcel B0) Proposal: To construct four apartment buildings, a community center and associated site improvements. Location: On the south side of I-64, west of Old Lynchburg Road Regarding the initial site plan design: Motion: Mr. Lebo moved that the ARB forward the recommendations for ARB Timberland Park Apartments outlined in the staff report to the Agent for the Site Review Committee, as follows: Regarding requirements to satisfy the design guidelines as per c (2), (3) and (5): None. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding recommended conditions of initial plan approval: A Certificate of Appropriateness is required prior to final site plan approval. The following items shall be addressed in the final site plan submittal: 1. Provide for review samples of the proposed building materials and colors. 2. Add trees at the north end of Building #3. 3. Add the standard window glass note to the architectural plans. Window glass in the Entrance Corridors shall meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. Specifications on the proposed window glass should be submitted with the application for final review. 4. Show locations of proposed equipment and show how visibility will be eliminated. 5. Add the standard mechanical equipment note to the architectural drawings. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 6. Identify on the lighting plan the color proposed for the poles and fixtures. Bronze is recommended. 7. 6 8. Add the standard lighting note to the plan. Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. 9. Include a complete landscape plan and schedule with the next submittal. Show planting consistently throughout the plan set. 10. Provide a mix of large tree species along the EC side of the site. Intersperse ornamental trees among the large shade trees. 11. Trees along Old Lynchburg Road shall be a minimum of 2½ caliper at planting. 12. Provide perimeter parking lot trees, 40 on center, 2½ caliper at planting. 13. Add trees in the open area west of Building #3 to help soften the appearance of the wall. 14. Add the standard plant health note to the plan. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Regarding conditions to be satisfied prior to issuance of a grading permit: None. Mr. Van De Werf seconded the motion. The motion carried by a vote of 4:0. ARB : Flow Auto Audi Showroom - First Review of a Site Plan Amendment and an Architectural Design (TM/Parcels , D0, E0) Proposal: To construct a new automobile showroom with associated site improvements. Location: 1313 Richmond Road, on the south side of Rt. 250, approximately 700 east of People Place The ARB offers the following comments on the proposal: 1. Revise the building design forms, features, materials, details - to reflect the traditional architecture of the area. 2. Add the standard window glass note to the architectural elevations. Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 3. Provide additional details to clarify the appearance of the site elements and landscaping in and around the vehicle display area and the entrances to the showroom. Show how a coordinated appearance will be achieved and how these features reflect historic architecture of the area. 4. Add the standard mechanical equipment note to the site and architectural plans. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 5. Revise the layout of the lighting sheet to make all areas of both parcels completely visible. 6. Revise the lighting plan to make all fc readings legible. Outside of display areas, limit illumination to 20 fc maximum. 7. Coordinate all sheets of the site plan set regarding proposed lighting, particularly the C fixtures shown on the landscape plan and the W fixtures in the luminaire schedule. 8. Clarify and coordinate the notes on the drawings and throughout the submittal regarding the retention of existing landscaping. 9. Add one ornamental tree in the gap along the EC frontage. 10. Revise the landscape plan to eliminate plants that are no longer proposed. 11. Revise the plan to clarify the plants shown on parcel 15. Eliminate overlapping plant symbols. 12. 8 13. If any of the Carissa holly or American boxwood will be replaced, it is recommended that alternate species be used to support a healthy landscape. The goal is to limit the number of proposed plants for any one species to 25% of the total proposed for that plant type. 14. Clarify the appearance and planting proposed for the walls, paving and planters at the front and east side of the site. 15. Clarify and coordinate the notes on the drawings and throughout the submittal regarding the retention of existing landscaping. Mr. Binsted recused himself from ARB Fifth Street Commercial and left the room at 3:40 p.m. f. ARB : Fifth Street Commercial - Initial Site Development Plan and second review of a building design (TM/Parcels A0, 76M ) Proposal: To construct three commercial/retail buildings with associated site improvements, including a drive-thru window on Building A. Location: On the south/east side of 5 th Street, south of Moores Creek, northwest of the Holiday Inn and north of I64 Motion: Mr. Lebo moved that the ARB forward the recommendations for ARB Fifth Street Commercial Initial Site Development Plan outlined in the staff report to the Agent for the Site Review Committee, as follows: Regarding requirements to satisfy the design guidelines as per c (2), (3) and (5): Clearly show all existing and proposed utilities and easements on the landscape plan. Increase planting area to avoid planting and utility conflicts without reducing the amount of landscaping proposed. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding recommended conditions of initial plan approval: Prior to Initial Plan Approval: Clearly show all existing and proposed utilities and easements on the landscape plan. Revise the raised parapets to be four-sided with roofs to improve building cohesiveness and provide depth to these features. 3. Provide specs on the proposed window glass for Building A confirming that visible light transmittance shall not drop below 40% and visible light reflectance shall not exceed 30%. 4. Provide a dumpster screen detail in the plan with the fence height, sufficient to screen the dumpster, indicated. 5. Show equipment locations and heights on the elevation drawings. 9 This should not result in a parapet that looks over-scaled. Provide site sections and/or perspective views to clarify visibility of rooftop equipment from I Provide complete lighting information for review. 7. Clearly show all existing and proposed utilities and easements on the landscape plan. Increase planting area to avoid planting and utility conflicts without reducing the amount of landscaping proposed. 8. Provide more variety to the shrub species proposed so that the number of proposed shrubs for any one species is limited to 25% of the total number of shrubs proposed. 9. Add medium trees along internal pedestrian ways at 25 spacing and 2 ½ caliper. 10. Coordinate the plant schedule and the plan regarding the number of Inkberry Holly shown. 11. Clarify on the plans the wooded area to remain and show tree protection fencing. 12. Submit a comprehensive sign plan and design criteria with the next ARB submittal. Comprehensive sign criteria will need to be approved before final ARB approval is given for the building and site. 13. Provide a rear elevation of Building C. Regarding conditions to be satisfied prior to issuance of a grading permit: Clarify on the plans the wooded area to remain and show tree protection fencing. Mr. Van Der Werf seconded the motion. The motion carried by a vote of 3:0. (Wardell absent, Binsted abstain) Mr. Binsted returned to the meeting at 4:06 p.m. OTHER BUSINESS a. ARB Old Trail Village Entry Signs Regarding the width of the entry signs, the ARB clarified that the 15 height was acceptable, but there should be no additional increase in the square footage of the text. b Avinity Lane: Satellite dish installation It was the consensus of the ARB that a satellite dish is considered equipment and equipment must not be visible from the Entrance Corridor. c. Exxon Signs It was the consensus of the ARB that the wave signs as illustrated in the information presented at the meeting contribute to visual clutter, make the dispensers appear larger, and look like excessive signage. d. ed comments on ARB actions: ARB response ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 9

10 It was the consensus of the ARB that an appropriate response from the ARB to ed comments from the public on particular ARB actions is to thank the person for their comment and encourage them to attend an ARB meeting to discuss the issue. e. Approval of Minutes: and Motion: Mr. Lebo moved to approve the minutes of and Mr. Binsted seconded the motion. The motion carried by a vote of 4:0. (Wardell absent) f. Next ARB Meeting: Staff noted that the next meeting is scheduled for November 21, 2016, but all items received for that date are staff level reviews. Mr. Binsted said he would not be able to attend the meeting. It was the consensus of the ARB that the meeting would be canceled if the Flow Audi applicant would not be ready for a work session on that date.
