1 Capital Projects Update March 2017 Partnership Initiatives Eastside Community Center Metro Parks is working with Tacoma Public Schools, the City of Tacoma, Tacoma Housing Authority, Boys & Girls Clubs of South Puget Sound, and the YMCA of Pierce and Kitsap Counties to develop a new facility to meet the needs of the Eastside community. We ll have more updates in the months ahead. Status: The procurement of all permits is scheduled for the first quarter of Construction is scheduled to begin in the spring of Swan Creek Property Acquisition Metro Parks is coordinating with Tacoma Housing Authority to purchase property next to Swan Creek Park for the purpose of providing more direct access to the park from Portland Avenue. Status: Purchase agreement has been finalized and has been submitted to HUD for their review and subsequent approval. Completion is being pushed out three months. Prairie Line Trail Metro Parks is coordinating with the City of Tacoma for an extension of the urban trail that follows the former Prairie Line Rail corridor from South 23rd Street through the UW Tacoma campus and extending to Dock Street along the Thea Foss Waterway. This phase will complete the trail from Pacific Avenue to Dock Street. Status: The City is in the right-of-way phase of finalizing easements and is scheduled to bid in early STAR Center The scope of work includes HVAC improvements for the administration area, Tot Trek and Zip and Zoom. Status: Pending Point Defiance Park Projects (see DestinationPointDefiance.org for more information about Waterfront Phase I and the Master Plan Update) Parking and Circulation Study This is a full comprehensive study for the vehicular, pedestrian, and bicycle traffic circulation and additional parking at Point Defiance Park. After study is completed, will be presented with alternatives for additional parking and improved circulation. Status: In April 2017 Metro Parks Tacoma will review the consultant s final options, cost estimates and reports. Japanese Garden Design In cooperation with Tacoma s sister city Kitakyushu, this project will reconstruct the Japanese garden in front of the Pagoda in the traditional style. This phase will complete the design as we work with Japanese Garden Designers from Japan. Status: Three workshops, a public meeting, and two web page surveys have led to the development and review of a 'Preferred Option' for the Garden and the pedestrian/bicycle circulation related to the Loop Trail Project. In addition, the design team held a Skype meeting with the designers in Kitakyushu to coordinate potential modifications of the site and to involve them in the overall visioning for the entire garden surrounding the Pagoda. Green House Relocation Relocated greenhouse production operations to the Tacoma Landfill. Status: Project will be substantially complete in April 2017 Boat Lift Improvements Improvements will be made to the grates, guide beams, lift enclosures, switches and other improvements as a result of the inspection/design process.

2 Status: Project design and review is almost complete. Expect to go out for bid in April Point Defiance Owen Beach Improvements Site improvements at Owen Beach that include new restroom building, renovation and addition of new shelter, new playground, kayak launch and beach accessibility, parking, landscaping and walkway improvements. Status: The first public meeting was held December 7, Further meetings are being planned but are not yet scheduled. Point Defiance Zoo & Aquarium (also see the zoo s capital projects page for more information) New Aquarium Design and construction of a new aquarium to replace the aging North Pacific Aquarium. Status: Phase 2 work has started, with concrete footings and wall installed. Artists for the mural and glass jellies exhibits will be selected by the end of March. PDZA Rocky Shores Underwater Viewing Window Improvements Remove eight existing windows and replace in-kind for puffin, otter, walrus and sea lion exhibit area. Included are new frames, bolts and sealants. Status: The underwater viewing windows are installed. Working on contract for carpet installation. New murals and interpretive graphics are being installed. Aquatic Animal Care Center The Aquatic Animal Care Center will serve as a quarantine space, nursery and breeding facility for animals that will live in the new aquarium. Key physical elements are: concrete slab approximately 3500 square feet, steel structure to be purchased and installed on the slab, utility upgrades for power, water and sewer. Status: The Life Support System (LSS) equipment is being installing by PDZA operations staff. Final completion is LSS assembled and tested to be "fish ready." Other Highlights from Neighborhood Council Areas New Tacoma W.W. Seymour Botanical Conservatory Restoration and Expansion Renovation and expansion of the conservatory. Steering committee formed and schematic design is underway. Status Design was approve and moving forward with construction documentation. Technical review and permitting in March. Foss Waterway Parks In collaboration with the Foss Waterway Development Authority this project includes the design for two park sites along the Foss Waterway including a new boathouse facility for kayaks, rowing shells and other paddling and rowing equipment. Status: The Waterway Park project is working on design development and the boat launch float upgrade, followed by the fundraising phase in cooperation with the FWDA. Wright Park Bridge Replacement Demo and replacement of existing bridge over the pond and some ADA upgrades in the park. Status: Demolition and the new bridge footings are complete. Bridge is expected in mid-april and will only take about a week to complete. South Tacoma Meadow Park Facility Improvements Identification and implementation of improvements, including irrigation control and upgrades to

3 the restrooms, restaurant and pro shop. Status: Improvements to the kitchen & restaurant, along with light installation at the range and putting area are complete. Permits for the driving range permit are being submitted. Improvements to the exterior envelope and possible wall structure of the clubhouse are being developed, work to be performed by Metro Park s staff. Oak Tree Site Upgrades & Art Project After the city completed the Prairie Line Trail, Metro Parks Tacoma will provide restoration to two adjacent areas to the trail (pump house parking lot, gravel pit and partnering with the COT with an art project). Status: Expecting Tacoma Water review/approval by March 2017 and City of Tacoma permitting in March Meadow Park Bridge & Misc. Purchasing Purchasing of bridge materials and a prefabricated maintenance structure Status: Dependent on available funds after other capital improvements at the facility, materials and Prefabricated structure to be ordered and installed by Meadow Park Maintenance Staff. South End Wapato Park Dock Replacement This will replace the two wooden dock structures for improved access and paddleboat/ kayak launching. Status: The building permit was submitted in December The City of Tacoma is asking for monitoring of a small amount of landscape and storm water and this has required more permit review time. North East Central Browns Point Lighthouse Accessible pathways and promenade, additional parking, new furnishings. Status: The Shoreline Development Permit has been obtained. An archeology survey is being performed in April, with the site development permit expected in spring Tacoma Nature Center Building and ADA Improvements This covers staircase replacements, an entry ramp redesign and a restroom update. Status: The consultant has finished documentation for ADA and site improvements. The documents are currently under review and will be submitted to the City of Tacoma for permit review in early A consultant will be selected to perform an assess the main building, with work on the building dependent on the results of the assessment. COMPLETED PROJECTS People s Community Center Pool In partnership with the City of Tacoma, this project will rebuild and expand the pool at the center with a zero-depth entry, lazy river, water play zone, party rooms and more. Status: The project is complete. Fort Nisqually Capital Development Plan and Program Plan The plans will help define the Fort s long-term capital needs and identify program opportunities to advance the vision and mission. Marina Lighting Replacement of light poles in the Marina parking area.

4 Point Defiance Zoo & Aquarium Jellyfish Gallery Construction of a new jellyfish exhibit. Point Defiance Zoo & Aquarium Walrus Pool Upgrades Test exhibit for delamination and structural integrity and make necessary repairs. Cover existing shotcrete with a new coat consisting of a mix without rocks. NW Trek - Kids Trek Construction of a half-acre, nature-themed play area. NW Trek - Animal Facility Upgrades Electrical and other upgrades. NW Trek Infrastructure Upgrades Upgrade shake roofs, and 3 tab roofs, electrical upgrades, concrete curbs and upgrading domestic water with meters. NW Trek Off-Exhibit Animal Housing Design and construct animal enclosures in the parks Animal Health Care Zone. NW Trek - New Pedestrian Bridge Design and construction of a new pedestrian bridge to improve the visitor experience. Vassault Soil Remediation The Department of Ecology led remediation of contaminated soil in the lower ballfields. Optimist Soil Remediation This is another Department of Ecology remediation project. Baltimore Soil Remediation This is another Department of Ecology remediation project. Vassault Park Irrigation Pump The purchase and installation of a new centrifugal pump and installation of irrigation materials to improve coverage of several zones. Wright Park Arboretum The Wright Park arboretum will undergo improvements as new tree signage will be installed and related programming materials are developed. Swan Creek Park Phase I Several upgrades, including a 20-stall parking lot near the existing community garden and new park entrances. Swan Creek Mountain Bike Trails II Additional trails to the mountain bike course. Evergreen Mountain Bike Alliance is performing design and leading volunteer construction efforts.

5 Stewart Heights Pool Water Play Upgrade A new water toy was installed to replace the old one. McKinley Park Pond - Upgrades to the pond wall, sealing the wall for water leakage and installing a liner behind the wall Multipurpose Field at SERA Campus New synthetic field, lighting and parking. Wapato Hills Trail Improvements New master plan. New and upgraded trails, signage and trailheads SERA Athletic Complex Lighting Remove existing lights from two fields and replace them with new LED lights and poles Puget Creek Boardwalk A new boardwalk will be constructed through the lower wetland area, in cooperation with the Puget Creek Restoration Society.
