Executive Summary In order to determine the potential impacts, if any, on the environment for the proposed construction of 21 no. detached houses and all associated site works at Killeen, Tralee, Co. Kerry a screening process for Environmental Impact Assessment (EIA) was undertaken. The likely impacts on the environment of the proposed development were assessed. The assessment is contained in this report. No significant effects on the environment from the proposed development were identified. It should be noted that prior to a final determination being made the assessment contained in this report will be reviewed on receipt of any additional information received from prescribed bodies or public submissions as part of the Part 8. As this stage however, no significant effects on the environment from the proposed development were identified. It is considered, and without prejudice, that an EIA is not required at this stage. 2. Introduction 2.1. Project Background This report is the screening for an Environmental Impact Assessment (EIA) of a Part 8 development for the proposed construction of 21 no. detached houses and all associated site works at Killeen, Tralee, Co. Kerry. The study area and extent of the housing development being assessed in this EIA screening report is shown in Figure 2-1 and Figure 2-1 Map showing the location of the proposed site outlined in red off Killeen Road, Tralee, Co Kerry. 1

The proposed works detailed in this report are also screened for a Habitats Directive Assessment under Article 6 of the Habitats Directive Legislative Context The EIA Directive 85/337/EEC, as amended, is key legislation in EU environmental policy. The EIA Directive aims to determine the likely significant effects of a project on the environment. The EIA process involves a number of stages, namely screening; scoping and the production of an Environmental Impact Statement (EIS). Screening is the first stage in the EIA process required by Article 4 of the EIA Directive and the stage determines whether an EIA is required for a specific project. The Directive outlines in Article 4(1) 21 Annex 1 projects that require a mandatory EIA. Article 4(2) outlines Annex 2 projects that require consideration for EIA further to a case-by-case examination or through thresholds and criteria set by Member States. In an Irish context, projects requiring a mandatory EIA or consideration for EIA further to a case-by-case examination or thresholds are listed in Schedule 5, Part 1 and 2 respectively, of the Planning and Development Regulations 2001 (as amended). In the case of developments which are under the relevant EIA threshold, planning authorities are required under article 103 of the 2001 Regulations, as amended, to request an EIS where it considers that the proposed development is likely to have significant environmental effects. In such cases the significant effects of the project on the environment are assessed relative to criteria outlined in 2

5 Schedule 7 of the regulations, namely the project s characteristics; sensitivity of the project location and characterisation of potential impacts. This report relates to the screening for an EIA of the proposed construction of 21 no. detached houses and all associated site works at Killeen, Tralee, Co. Kerry. Under Schedule 5, Part 2 of the Planning and Development Regulations 2001, as amended, the proposal (Urban Development) is a sub-threshold project (1.24ha/21 housing units). The project will be screened as per Schedule 7 of the regulations to determine if there is likely to be significant effects on the environment from the implementation of the project. This report is written in accordance with guidelines provided in: Guidance for EIA Screening, European Commission, June 2001, Guidelines on the Information to be Contained in an EIS, EPA, March 2002, EIA, Guidance for Consent Authorities Regarding Sub-Threshold Development, DoEHLG, August Environmental Impact Assessment of National Roads Schemes A Practical Guide, Revision 1, November 2008 Guidelines for Planning Authorities and An Bord Pleanála on Carrying Out Environmental Impact Assessment, DoECLG, March Environmental Factors to be Considered in the EIA Screening Schedule 6 of the Planning and Development Regulations, 2001, as amended, outline the aspects of the environment likely to be significantly affected by a proposed development. These are: human beings, fauna and flora, soil, water, air/climatic factors the landscape, material assets, including the architectural and archaeological heritage, and the cultural heritage, the inter-relationship between the above factors In addition to the above environmental parameters and further to the recommendations made in the Planning System and Flood Risk Assessment. Planning Guidelines for Local Authorities, OPW 2009, the following is added to the list: Flood Risk Assessment and Management. This EIA screening will therefore assess each of the above factors in order to ascertain if the development is likely to significantly affect the environment. In addition to screening for EIA, a Habitats Directive Assessment under Article 6 of the Habitats Directive was also undertaken. Where relevant the HDA informed the EIA screening. 3

9 3. EIA Screening 3.1. Project Description The housing development proposed at Killeen is detailed below. All works are expected to be completed within a 6-12month time-frame after commencement. The works should also be reviewed in the context that best practices in the environmental management of construction works will be undertaken on site. The following to sections provided further details on the project and the proposed environmental management of the works Proposed Development Description The proposed development includes the construction of 21 no. semi-detached and detached houses for the elderly /special needs at Killeen, Tralee, Co Kerry, consisting of: 12 no. 1 bedroom, 8 no. 2 bedroom and 1 no. 3 bedroom single storey houses, and 34 no. car parking spaces shall be provided as part of the overall scheme. Each unit contains not less than the required 48m2 private open space. The houses are designed to achieve a minimum A3 BER, air to water systems with under floor heating to ground floor. The development will connect to the existing public water mains and sewer and includes surface water attenuation before connecting to the existing surface water drain. The drainage ditch along the eastern boundary will be culverted. The scheme has been designed to integrate the existing mature trees into the development, in accordance with the recommendation of a professional landscape survey. It is also proposed to adhere to Environmental Management Measures as set out below Environmental Management Silt Management Stockpiles of construction materials to be stored away from any adjacent watercourses to the site so as to reduce the risk of material entering drains and the surface water system during rainfall events. Best management practices to prevent silt entering adjacent watercourses will be utilised, including straw bale and / or managed silt trap installations, as appropriate. Silt laden material will not to be permitted to build up in any adjacent land drains / watercourses. Vegetation cover will be maintained where possible or regrown prior to the first winter season after commencement of construction, in order to provide a buffer to overland flow which may transport sediment from the site into watercourses. Water Pollution Management Contractors will adhere to the following guidance document when working out works in or near watercourses. Control of Water Pollution from Construction Sites Guidance for Consultants and Contractors published by CIRIA (2001) and NRA Guidelines (2006) Oil spill risk management Re-fuelling will be restricted to allocated re-fuelling areas with oil spill containers / kits provided. 7

10 Waste oils and fluids generated during the construction phase will be collected in leak-proof containers and removed from the site for proper disposal. All spills from fuels or hydraulic fluids will be cleaned up immediately and any contaminated soil will be removed from the site and disposed of through a licensed contractor. Each machine driver will be equipped with and trained to use an oil spill kit. Any indication of an oil spill encountered during the works should be reported to the Project Engineer. Waste Management Contractor(s) will be responsible for the management and disposal of their own waste, including waste oils and fluids generated during the construction phase, in accordance with their individual Waste Management Plans. All hazardous wastes will be in sealed, labeled drums and stored in lockable chemical cabinets Human Beings The proposed development is just outside the administrative boundary of Tralee town which according to the 2011 census returned a population of The proposed development is within a small area that returned a population of 293 (SA ). The proposed site is located adjacent to an area already developed into several housing estates. There are also two schools nearby and a local Gaelic football club immediately across the road (south) from the proposed site. To the north of the site is Collis Sandes House, now in use as a school (Tralee Educate Together). The grounds of the house have been converted into a pitch and putt course. To the immediate east of the site are a housing estate (Killeen Wood) and the base of South Doc. To the west is another housing estate (Oakridge Drive) and a stand alone single residence. The proposed site is presently covered in remnant woodland/scrub. The woodland extends further north where it forms part of Killeen Woods to the west and north of Collis Sandes House. The wood is obviously of local amenity value. Although no formal paths have been created the wood is informally criss-crossed by trails along specific desire lines. This is particularly evident in the area further north where tree cover is more dense Fauna and Flora (Biodiversity) The development site is not designated as part of the Natura network. The closest Natura 2000 site is the Tralee Bay and Magharees Peninsula, West to Cloghane csac/tralee Bay Complex SPA and Ballyseedy Wood csac located 3km to the southwest and southeast respectively (Figure 3-1 & Figure 3-2). Natura 2000 sites within 15km of the proposed development are listed below in Table [accessed 21/03/16] 8

The Big River is an open stream as it passes through Killeen, under Brewery Road and along Casements Ave. At this point the stream was historically modified as part of flood alleviation works into a subterranean system directed under Tralee town. It surfaces again just before its confluence with the River Lee almost 3km to the south. The confluence is tidal and both rivers discharge ultimately in the Tralee Bay and Magharees Peninsula, West to Cloghane csac/tralee Bay Complex SPA. The Tralee Bay and Magharees Peninsula, West to Cloghane pnha designation overlaps with the csac designation and both are taken as the same site for this assessment. The potential for the development to significantly affect Natura 2000 sites is addressed separately in the Article 6 Habitats Directive Assessment which accompanies the Part 8. Briefly, the HDA screening report concluded that the Part 8 is unlikely to significantly affect Natura 2000 sites. A Stage 2 Appropriate Assessment was not required. 10

13 The proposed development site is located within the 10km Grid Squares Q81. There are is several species of note recorded within this grid square according to the NPWS map viewer 2. These are provided below in Table 3-2. Site inspections were undertaken on March 22 nd, The aim of the inspections was to undertake a baseline ecological survey and evaluate the nature conservation importance of the site. The survey informed the assessment of any direct, indirect and cumulative ecological implications or impacts of the proposed works presented in this report. Habitats were classed according to Fossit s 2000 A Guide to Habitats in Ireland and nomenclature according to Webb s 2012 An Irish Flora and Rose s 2006 The Wild Flower Key. The proposed site measures 1.24ha and is located off Killeen Road on the outskirts of the administrative boundary of Tralee town. The land was historically associated with Collis Sandes House located to the north and now in use as a school. The immediate environs of the proposed site have been developed into housing estates, road infrastructure, a football pitch and club house and a local pitch and putt course. The site of the proposed housing development (1.24ha) now consists of remnant woodland/scrub (Photo 1). The woodland extends to the north and east curving around the former Collis Sandes House. It should be noted that the proposed housing development will affect 1.24ha of this woodland as shown in Figure 2-1- Figure 2-3. In addition to the site inspection undertaken for this report, a Tree Survey and Plan of Preservation and Impact Assessment by Arbor Care was commissioned in That report highlighted and recorded the mature trees on the site (Figure 3-4). Species recorded were predominately Beech, Horse Chestnut, Ash and Sycamore. Less common species recorded included Aspen, Lime, Poplar, Elm, Alder and Oak. Figure 3-4 shows the layout of tree cover within the proposed 1.24ha site. As indicated denser tree cover occurs to the north/northeast of the development site boundary. In contrast the south of the site is more sparsely covered in lower tree/scrub cover interspersed with grassland partially covered in bramble (Photo 2 & 3). This is particularly notably for the area that faces onto Killeen Road. Land to the west of the site bordering Oakridge Drive and a single domestic residence consists of open grassland (Photo 4). To the north and east tree cover is taller and more mature (Figure 3-4). Here typical woodland species are evident in the ground layer including ground ivy Hedera hibernica and Lesser Celandine Ficaria verna (Photo 8). Further north again towards the northern boundary of the proposed site several invasive 2 [accessed 21/03/16] 11

14 species have effected ground cover including Mt Bretia and in particular Rhododendron ponticum. The latter occurs through the woodland (Photo 5). The tall trees to the north and east held several nests for Rooks which were very active during site inspections. Blackbirds were also noted and a female Pheasant was flushed from the site during inspections. No rare or protected floral species were found on site and no evidence of mammal use was noted (spraints, prints etc). Three species of bats are known to use buildings associated with Collis Sandes House common pipistrelle, soprano pipistrelle and brown long eared bat 3. Other bat species are likely to be present in the summer months including possible Lesser Horseshoe Bats (listed under Annexed II of the Habitats Directive) 4. Two of the three species found on the site were roosting within the courtyard buildings of Collis Sandes House. It is very likely that bat species noted above commute and/or forage in the woodland surrounding Collis Sandes house. No watercourses were noted during inspections. The closest watercourse is c.200m to the southeast (Big River). However a dry channel was noted running north-south through the site (Photo 6). There was no evidence that the channel holds water, it was dry and covered in parts with domestic rubbish. At the northern end of the proposed development s site boundary, the channel was crossed by a narrow access track that leads directly west to Oakridge Drive housing estate. A stone wall was evident to the south of the track set within the channel (Photo 7). Other old fences, mostly of barbed wire, criss-cross the woodland within the 1.24ha surveyed. Informal paths occur throughout the site. The proposed development site would be considered of local ecological significance and of higher value particularly as it is set within an urban context and has associations to Collis Sandes House. 16 3.4. Geology and Soil The development site is underlain by Dinantian Pure unbedded Limestones. Subsoil is classified as Shale and sandstone till 5. Bedrock and subsoil classifications are shown in Figure 3-5 and Figure Hydrogeology and Hydrology Hydrogeology Groundwater vulnerability maps completed as part of the Water Framework Directive (WFD) programme indicates the development site occurs in an area with groundwater vulnerability classed as High (Figure 3-7) 6. Groundwater forms part of the Tralee Urban catchment (IE_SH_G_228). It is classed as Poor and is at risk of not achieving good status by 2015 (Figure 3-8) 7. Protection measures for the groundwater body have been extended to 2021 namely due to agricultural phosphates. Aquifer is classed as locally important moderately productive only in local areas. Figure 3-5 Bedrock underlying the proposed development Hydrology The proposed works are within the Big River catchment (Trib of Lee IE_SH_23_2612) part of the Shannon International River Basin Management District (SHIRBMD) under the WFD. The water system is classed as moderate and at risk of not achieving good status by 2015 predominately for diffuse risk sources 8. 17 Figure 3-6 Subsoil classifications underlying the proposed development Air/Climatic Factors Under the EU Framework for Directive on Air Quality (1996/62/EC) legislation on air quality requires that member states divide their territory into zones for the assessment and management of air quality. In Ireland there are four air quality Zones A, B, C and D. Zone A is the Dublin conurbation, Zone B is the Cork conurbation with Zone C comprising 21 large towns in Ireland with a population >15,000. Zone D is the remaining area of Ireland 9. Kerry is divided into two Zones. Tralee is in Zone C and the remainder of the county falls into Zone D. Tralee is also one of sixteen towns and cities where bituminous coal is banned for marketing, sale and distribution under the Air Pollution Act The nearest air quality monitoring station to the proposed development site is the Valentia Observatory in Cahirciveen, Co Kerry. The current air quality in Zone D is indicated as Good on the EPA Environment Monitoring Website 10. The EPA air quality index is calculated based on the latest available measurements of ozone, nitrogen dioxide, PM10 and Sulphur Dioxide. Air quality in the county is therefore very good and falls well within EPA standards. The greatest threats to air quality are localised and relate to car emissions and domestic/commercial heating and fuel consumption. 9 [accessed 21/03/16] 10 Ibid 15

19 3.7. Landscape The proposed development is located in Killeens just outside the administrative boundary of Tralee town and therefore within the Tralee Killarney Hub Functional Areas Local Area Plan The 1.24ha site is partially zoned existing development and passive open space amenity (Figure 3-9). The latter reflects the part of Killeen Woods. Figure 3-9 Zoning of the development site - existing development (grey) and passive open space amenity (green) Material Assets, including the Architectural and Archaeological Heritage, and the Cultural Heritage Architectural Heritage The development site is c.120m south of the Collis Sandes house (Photo 9), 360m from Collis Sandes Gate Lodge and 50m from Woodlawn (Photo 10), the front façade of a former 18 th century house called Oak Park. All three sites are Protected Structures. Both Collis Sandes and Woodlawn are listed on the National Inventory of Architectural Heritage (NIAH). Collis Sandes is rated of National significance and architectural, artistic, historical and social interest. The Venetian Gothic Revival house was designed by William Atkins for Maurice Fitzgerald Sandes and was built between A stables was built in 1860 to the north east around a courtyard. Located 360m to the south east is the Collis Sandes gate lodge. It is located on the corner of Killeen Road and Oakpark Road, although not resided in the gate lodge is in good condition. Collis Sandes Houses is predated by an earlier 18 th century house called Oak Park which was built c The extensive site is shown on early OS mapping as facing south onto what is now Killeen Road (further south of Collis Sandes house). All bar 11 accessed 21/3/16 17

20 the front façade of the building and associated stables built c.1825 have been demolished. A housing estate has been constructed around the original site. Now called Woodlawn (although the house appears as Oak Park on OS mapping), the remains are listed on the NIAH as of Regional importance and of architectural interest (Photo 10). A review of OS mapping shows the development of woodlands in and round Oak Park and later Collis Sandes House (Figure 3-10). Figure 3-10 OS Mapping (date c.1840) showing Woodlawn to the south and Collis Sandes House to the north, woodland is shown to the west, north and east Archaeological Heritage There are no recorded monuments listed in the Record of Monuments & Places or the Sites and Monuments Record located in close proximity to the proposed development. However, the general area has produced a lot of excavated evidence from the Bronze Age (Mounthawk, Ballynahoulort, Buntalloon, Dromtacker, etc) Flood Risk and Management The development site will ultimately discharge storm water via a Controlled Storm Outflow (CSO) to the Big River downstream of the diversionary flume at Dromtacker. CFRAMS have identified Tralee Town Centre at significantly at risk of flooding. It is necessary that the current run off rate associated with the development is greater than its current greenfield rate. 4. Impact Assessment Having considered the above environmental factors, the aim of the next section is to address likely impacts, if any, on the environment by the implementation of the proposed works. A brief overview of the potential sensitivities and impacts will be highlighted. Whether an EIA would be deemed relevant to the scale of the project and the receiving environment will be determined [accessed 29/03/2016] 18

22 Environmental Topic Ecology (Flora & Fauna) Potential Impacts Sensitive habitats/species could be impacted by proposed works. Particular sensitivity Remnant woodland of local ecological significance and known populations of several bat species known to roost in Collis Sandes House Designations Significant effect identified EIS relevant The development site is not designated and is 3km from the nearest Natura 2000 site. The proposed development site is partially within Killeen Woods, an urban deciduous woodland that extends north and east of the proposed development site. The proposed development with encroach on 1.24ha of this site. The proposed development will encroach on 1.24ha of deciduous woodland located on the outskirts of Tralee town. This is habitat of local ecological significance of a high value. The loss of habitat associated with the woodland will be permanent and irreversible considering the proposed use of the site. As noted the development will result in the retention of several mature trees which are designed into the development. Less ecologically significant areas within the woodland, notably grassland, have also been developed while areas to the northeast will be retained. Several bat species are known to roost in the nearby Colllis Sandes house. Habitat to be removed as part of the proposed development is likely to be used by commuting/foraging bat species. Several mature trees are to be retained in the development which will ensure connectivity between the main Killeen woodland to the north/northeast. Any trees to be felled, depending on the timing of the works, should be assessed by a bat specialist to ensure no bats are roosting. No It is further proposed to use lighting that is sensitive to bats and will ensure limited disturbance to populations using the environs of Collis Sandes House. No works will affect Collis Sandes house or its outbuildings therefore no impacts on roosting sites will occur.. 20

23 Environmental Topic Potential Impacts Particular sensitivity Designations Significant effect identified EIS relevant The entire area has been ecologically surveyed and a record is made of the site layout and tree species present in the aforementioned Tree and Plan of Preservation and Impact Assessment. As noted several nests were noted in mature trees to the northeast of the site. Several of these will be retained and it is likely Rooks will continue to nest here. In addition there are several mature trees further north in Killeen Woods that are suitable nesting sites. The loss of habitat is not considered significant enough to warrant an EIA. The final design to be fitted with a release valve to ensure an allowable flow of 17.30l/s (current greenfield rate). The drainage is in line with OBJECTIVE DWTP07 & DWTP03 of Tralee Town Plan. No Following a review of the above, run off calculations and SUDS the greenfield runoff rate, storm water and required attenuation calculations are considered acceptable for the proposed development. It is recommended that: Provisions are made for the inspection and maintenance (sediment removal) of the storm water attenuation storage area. Use permeable surfaces where possible in place of hard surfaces. No significant effect on the environment is considered likely. 24

27 Having considered the environmental factors listed in Table 4-1, the aim of the next section is to assess the proposed project relative to the project s characteristics; sensitivity of the project location and characterisation of potential impacts. This is undertaken for the proposed development in Table 4-2. Table 4-2 Criteria for determining whether the project would or would not be likely to have a significant effect on the Environment 1. Characteristics of the Proposed Development Size The works entail the construction and associated site works of 21 houses in a 1.24ha site off Killeen Road, on the outskirts of Tralee town. Accumulative impacts with other developments / projects Use of Natural Resources the production of wastes Unlikely, an assessment of possible accumulative effects is undertaken in the HDA report that accompanies the Part 8. It found that several pre-existing developments occur in the environs of the site that were granted further to proper planning and sustainable development. No new planning applications were recorded in the environs of the site. One Part 8 has recently been granted with two further Part 8s at pre planning stage. One includes a residential development at Cloon More and a 1.8km walking trail. Briefly, it was concluded at this stage, considering the nature of the residential development at Cloon More no cumulative effects are considered likely as that scheme will feed into existing public water supply and public sewer, will see the redevelopment of an urban previously disturbed site and has no connectivity to the River Lee. In relation to the proposed River Walk, the works in part are located c.200m from Killeen at na ngael football club on the Killeen Road. The works will be undertaken within a different habitat to that found at Killeen and as such there is no connectivity between the Killeen development and the proposed walk. No impacts on the Big River are considered likely from the Killeen development therefore no potential for a cumulative impact on water quality etc is deemed likely. Subject to the Part 8 process, no cumulative or in combination impacts are considered likely from the Killeen development and the proposed river walk/ Cloon More residential development. All materials used in the works will be brought on site. Some local excavated material will be used in re-designing and landscaping the site. Public water supply is available and sewers will be connected to the public waste water treatment plant which has adequate capacity to meet the new housing estate needs. 25

28 Pollution and nuisance The risk of accidents having regard to substances or technologies used Minor, temporary noise during the construction phase of the works caused by machinery etc. Considering the nature of housing on site significant increase in traffic not envisaged to have a significant effect on the environment. Due to the nature and scale of the development which is an uncomplex housing development within an urban setting, none envisaged. 2. Location of Proposed Development Existing land use Previous land use Relative abundance, quality and regenerative capacity of natural resources in the area The existing environment and absorption capacity of the natural environment, paying particular attention to the following areas: o Wetlands o Coastal zones o Mountain and forest areas o Nature reserves and parks o o o o Natura 2000 sites Areas in which environmental quality standards laid down by the EU have already been exceeded Densely populated areas Landscape of historical, cultural or archaeological significance Remnant woodland/scrub associated with former estate houses As above Natural resources in the area predominately relate to the existing remnant woodland/scrub on the proposed development site and to the north/east. Existing mature trees will be retained where possible and have been designed into the development. Woodland to the north/northeast is outside the development site but has good ability to be improved further to appropriate management. Woodlands respond well to appropriate management. At the moment the woodland to the north/east of the development site is poorly managed. Invasive species are evident throughout the site. The proposed development consists of remnant woodland/scrub that is associated with the lands of two former estate houses Collis Sandes and Woodlawn/Oak Park. 1.24ha consists of both open grassland areas to the south/southwest and denser woodland cover to the north/northeast. The site is of local ecological significance of high value considering its setting in an urban environment. The development has been designed to retain mature trees within the 1.24ha. Possible impacts to bat species is not considered to be significant in the context of the habitat that remains on the site and the distance of the development from known roosting sites at Collis Sandes House. Bat species could roost in tree and any trees to be felled will be monitored by a bat specialist to ensure no roosting bats are disturbed. A Habitats Directive Screening Report that accompanies this EIA Screening notes due to the distance from the development site to Natura 2000 sites, no significant effects are considered likely. The Natura sites are downstream of the development but due to the qualifying interests of the sites, distance involved and standard best practices to be undertaken in the environmental management of the works, significant effects were ruled out. 3. Characteristics of Potential Impacts The potential significant effects of the proposed development in relation to the criteria set out in 1 & 2 above and having particular regard to: Extent of the Impact (geographical area and The extent of the impact is localised to the site and relates to the construction of 21 houses and associated size of affected population) site works. Transfrontier nature of the impact None. 26

29 Magnitude and complexity of the impact Probability of the impact Duration, frequency and reversibility of the Impact Minor impacts identified of low complexity Likely to occur as the works will need to be undertaken to construct the houses. Any impacts identified will be addressed by following best practices in the environmental management of the works. Duration of any impacts will predominately be at construction stage and dependent on the time taken to undertake the works c.6-12 months. The works are proposed as a once-off housing development. At operational stage loss of amenity use of the 1.24ha is irreversible. 27

30 5. Conclusion: In order to determine the potential impacts, if any, on the environment for the proposed construction of 21 no. detached houses and all associated site works at Killeen, Tralee, Co. Kerry a screening process for Environmental Impact Assessment (EIA) was undertaken. The likely impacts on the environment of the proposed development were assessed. The assessment is contained in this report. No significant effects on the environment from the proposed development were identified. It should be noted that prior to a final determination being made the assessment contained in this report will be reviewed on receipt of any additional information received from prescribed bodies or public submissions as part of the Part 8. As this stage however, no significant effects on the environment from the proposed development were identified. It is considered, and without prejudice, that an EIA is not required at this stage.
