This could be done through the incorporation of planters, the use of a green screen with vertical plantings, or grasscrete. Refer to the Engineering Activities Building for an example of a green screen that utilizes native plantings. - Due to the large amount of paving proposed, actions should be taken to reduce the hardscape footprint. This could be done with the combination of hardscape patterns matching adjacent areas (concrete with brick pavers) and the use of grasscrete. - Design of the future building expansion should align with the edge of the south building face, and match the height and materiality of the existing SUP3 facility. - Further design details of the access zone and the future building expansion must be coordinated with the Office of the University Architect and presented to the DRsc at 100% Schematic Design and 100% Design Development. Technical Review sub-council - Facilities Services: The design team needs to ensure that the project does not increase the rate of storm runoff into the local creeks. The project team should coordinate with Grounds Management for landscaping and irrigation concerns. It is suggested that the facility be designed to minimize, as much as practical, the effort needed for future maintenance. It is suggested that items requiring maintenance be easy to service, be easily accessible from ground or floor level, have generous clearances and be easy to isolate from energy sources with minimal impact to the rest of the facility. It is suggested that elevated items requiring maintenance that are difficult to service by ladder or lift have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools. - Transportation Services: Consideration must be given to the current master planning efforts. Spaces must be preserved on the south side of the SUP for a wide east/west pedestrian path, and the current space requested infringes upon that path. Additionally it appears that the hardscaped area is essentially establishing a service parking area so additional coordination with TS is requested. Comments from the University Architect: Approved with caveats. Coordination of both requests (building expansion and creation of an access zone) with the Office of the University Architect will be necessary to ensure compliance with the Campus Master Plan Update. 7 COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL DESIGN REVIEW SUB-COUNCIL REPORT From: Ms. Lilia Gonzales Design Review Sub-Council Chair Date: January 24, 2017 Subject: SUP3 Access and Expansion The Design Review sub-council (DRsc) reviewed a request from Utilities & Energy Services (UES) for creation of an access zone and future expansion of the Satellite Utility Plant 3 (SUP3). This project was routed the Track B CBE process. SUP3 is located at the intersection of Throckmorton Street and Joe Routt Boulevard and provides essential services to the southeast part of campus. With projected future growth of campus in this area, an expansion of the SUP3 facility will be needed within five years to meet increased cooling and heating needs. The exact timing of the expansion is to be determined, but this is request is being submitted now in order to coincide with the Campus Master Plan update. The expansion would take up the green space adjoining the east side of SUP3 along Coke Street and would be designed to align with the edge of the south building face. The exterior aesthetics would be consistent in design and appearance with the existing facility. The proposed location is in compliance and alignment with the Campus Master Plan Update. UES would coordinate with the Office of the University Architect and the Design Review sub-council for final review of the design prior to construction. In addition to the future facility expansion, it is also requested to establish a designated SUP3 access zone on the west side of the plant along Throckmorton Street. This area is currently a strip of grass that is repeatedly damaged by work performed at the plant. The grass would be removed and replaced with concrete pavers which would allow for easier access for large equipment. The pavers would match the materials and pattern of the adjacent sidewalk. If approved, this work would be planned and completed in DRsc members expressed concerns over the aesthetics of the access zone, as such a large quantity of hardscape is aesthetically unpleasing. The function of the space was also discussed. This is a high traffic area, and the decomposed granite pocket park on the south side of the plant is frequently used by students. Members expressed a desire to incorporate moveable tables and chairs so that it can also serve as an activity area for students. Recommendation DRsc members voted to recommend approval of the request for creation of an access zone and for future expansion of SUP3 with the following caveats: Due to the high traffic/visibility of the area, actions should be taken to mitigate the aesthetic impact of the access zone.
