DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: Irrigation plan requirements (details, legend, notes) STATUS OF REVIEW: ENGINEER ACKNOWLEDGED INFO COMMENT REMARKS: Please note that an as-built plan which includes the following information will be required: Sec Completion inspection requirements. A. Irrigation installation professionals shall be accountable for the proper installation and compliance with the conditions of the irrigation permit and approved plans. B. Upon completion of the installation, the contractor or owner shall request an inspection by the irrigation design professional. Prior to the inspection, the irrigation installation professional shall produce a clear and legible as-built diagram which accurately represents the irrigation system was installed. The diagram shall be presented and reviewed during the final inspection. The diagram may be a marked-up copy of the approved irrigation plan and shall include at a minimum: (1) Locations of all mainlines and mainline valves; (2) Locations of all remote control valves; (3) Water demand per zone in GPM, and (4) Total water demand per operating cycle. C. The irrigation installation professional shall also provide to the owner: (1) Irrigation system scheduling information; (2) A copy of the irrigation controller owner s manual; (3) Irrigation system maintenance schedule, which includes: (a) Instructions for seasonal adjustments of controller and sensors. (b) Instructions covering how and when to check for leaks. (c) A schedule for checking for proper irrigation distribution coverage. D. Within 60 days after installation the irrigation controller shall be adjusted to be set in accordance with the applicable irrigation schedule set forth in this Code. E. Upon completion of the irrigation system installation and the acceptance of the as-built diagram and operational information, a Final Inspection and Landscape/Irrigation Release shall be signed and sealed by the irrigation design professional and submitted to the County s Landscape Architect. 14. DEPARTMENT: ENGDRN - STORMWATER REVIEW REVIEW ITEM: L(9)(b) - Data Block (Impervious Area) REMARKS: Please include the existing impervious area in the cover sheet Data Block. 15. DEPARTMENT: ENGDRN - STORMWATER REVIEW REVIEW ITEM: Type of Stormwater Facility Criteria STATUS OF REVIEW: STAFF RECOMMENDS APPROVAL OF WAIVER SUBJECT TO PROPOSED LANDSCAPING AND FENCING REMARKS: Proposed Private Commercial Lot: A waiver is required for lacking a maintenance berm around the entire perimeter of the facility. Please discuss with Stormwater staff. LDC C(1) - Maintenance Berm Around DRA CODE states retention/detention areas shall have a minimum berm width of 12 feet, stabilized at 6 percent grade maximum around the entire perimeter of the facility. APPLICANT requests waiver because the driveway and parking areas provide ample staging area for any maintenance required. Additional maintenance berm would adversely impact the manufacturing process. 3

DEPARTMENT: ENGDRN - STORMWATER REVIEW REVIEW ITEM: Stormwater Quality Criteria STATUS OF REVIEW: STAFF RECOMMENDS APPROVAL OF WAIVER SUBJECT TO PROPOSED LANDSCAPING AND FENCING REMARKS: DRAs of this depth require side slopes of 4:1 to meet satisfy water quality. LDC A(3)(c) - Side Slopes of DRA CODE states dry retention systems that have a depth of six feet or less, measured from top of bank to pond bottom, with side slopes that are no steeper than 4:1 shall have sodded side slopes and bottoms. APPLICANT requests waiver because the DRA will be privately owned and maintained and are expected to recover. Landscaping and/or fencing will discourage 17. Driveway culverts shall be a minimum of 15 inches diameter or equivalent for residential use and a minimum of 18 inches diameter or equivalent for commercial use. Roof drains, prior to connection to the overall stormwater system, are exempt from minimum diameter requirements. APPLICANT requests waiver because pipes are adequately sized and privately maintained. 20. LDC B(2) - Cross Access (Parallel Access) CODE states cross access shall be provided and constructed for all commercial, industrial, and multi-family residential development on arterial and collector roads unless it is determined by the County Engineer to not be practical or reasonable due to adjacent features, specific type of development, or the potential development of the adjacent property. APPLICANT requests waiver because cross access is proposed to the south but DRA location prohibits connection to the north. 26. DEPARTMENT: ENGTRF - TRAFFIC REVIEW REVIEW ITEM: Driveway access WITH ITEMS 1 & 2 STATUS OF REVIEW: STAFF RECOMMENDS APPROVAL OF WAIVER ON ITEM 3 REMARKS: 12/12/16-1. Show the truck turning templates for all movements at the driveway. 2. Add a note stating that the sight distance at driveways complies with FDOT requirements. 3. The proposed driveway does not meet spacing requirements to the driveway to the south. LDC C(1) - Driveway Spacing CODE states the minimum allowed distance between a commercial driveway and the nearest intersecting roadway or driveway shall be as shown in Table and APPLICANT requests waiver because the driveway locations were discussed with staff during the conceptual review process and are located in an acceptable location. 5

7 34. DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: Shade tree requirements STATUS OF REVIEW: STAFF DOES NOT RECOMMEND APPROVAL OF WAIVER REMARKS: Sec A. The post-development ratio of shade trees to the area of the site shall be a minimum of one shade tree per 3,000 square feet. A waiver to this requirement is not supported by staff. LDC A - Shade Tree Requirements CODE states that shade trees are required for all developments excluding residential developments and shall be a minimum of one shade tree per 3,000 square feet. APPLICANT requests waiver because the landscape plan proposes 77 trees which is more DBH than being removed. Site constraints limit locations where additional trees can be placed, and payment into a tree fund is a financial penalty for the re-purposing/development of this site. 35. DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: Protected tree replacement requirements STATUS OF REVIEW: STAFF DOES NOT RECOMMEND APPROVAL OF WAIVER REMARKS: If the pre-development number of inches is less than 100 DBH per acre on the average, the property owner shall replace trees to equal the pre-development number of DBH inches. The LDC provides a Tree Mitigation Fund as an alternative to replacing trees on site: Per Sec (B) An application to pay in lieu of installing any required replacement trees is made through the County s Landscape Architect. The pay in lieu option shall only be used for replacement trees and for no other landscape or tree planting requirement as stated in this Code. C. At the County's discretion, in lieu of installing replacement trees, a permittee may pay a fee into the Tree Mitigation Fund at a per-tree cost. The amount of such fee shall be determined on a case by case basis through the public solicitation for bids and the amount shall be based on: (1) The wholesale cost of material (2) Cost of labor for installation (3) Cost of maintenance for two years D. Payment into the Tree Mitigation Fund shall be recommended by the County s Landscape Architect and approved by the Board prior to issuance of the tree removal permit. A waiver to the tree replacement requirement would not be supported by staff. LDC Tree Replacement Requirements CODE states all trees not permitted for removal must be protected and maintained. For those protected trees permitted for removal, trees shall be replaced in accordance with the minimum standards set forth below. APPLICANT requests waiver because the landscape plan proposes 77 trees which is more DBH than being removed. DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: Buffers REMARKS: The street frontage requires a C-Type buffer, which shall consist of a 15 foot wide landscape strip without a buffer wall. The buffer shall contain at least two shade trees and three accent/ornamental trees for every 100 lineal feet or fractional part thereof. Shrubs and groundcovers, excluding turfgrass, shall comprise at least 50 percent of the required buffer and form a layered landscape screen with a minimum height of three feet achieved within one year. Accent/ understory trees are absent in the proposed buffer. Please label and dimension buffer and include calculations to demonstrate that requirement has been met. 38. DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: Parking areas and vehicular use areas REMARKS: Sec C. states that "For paved parking areas within a Primary SPZ, including those with permeable or porous surfaces, parking lot islands shall be completely planted with shrubs or groundcovers; the use of turfgrass is prohibited. Also, a minimum five foot wide landscape area consisting of shrubs and groundcovers, excluding turfgrass, shall be provided around the perimeter of parking areas to form a landscape screen with a minimum height of three feet achieved within one year of planting. 39. DEPARTMENT: LSCAPE - LANDSCAPE DESIGN AND IRRIGATION REVIEW ITEM: D(4) - Landscaping of private stormwater management facilities REMARKS: Per Sec (5), A retention/detention area that is adjacent to a public right-ofway... shall be landscaped with a mixed plant palette meeting Marion-friendly landscaping standards minimally consisting of four shade trees and 200 square feet of landscaping comprised of shrubs and/or groundcover for every 100 lineal feet of frontage or fractional part thereof, or, in the case of a wet facility, a littoral zone meeting the governing water management district criteria. The proposed landscaping shall be arranged to provide ease of maintenance and screening of stormwater structures. Please include calculations on plan. 40.
