Urban Design and Catalytic Development Recommendations Envision Newport Avenue and First Street as mixed-use corridors (building upon the First Street Specific Plan) Promote mixed-use and flexibility of spaces to be able to respond to unforeseen market shifts Provide a range of housing options Locate local-serving retail in the downtown core, particularly dining and entertainment uses Promote catalytic development to help support and achieve the vision for downtown Will result in specific proposed changes to downtown land use designations and zoning III-84
