HISTORICAL CHARACTER SUMMARY Retains Hyman/Cooper with more extensive modification to Mill/Galena streets. Hyman/Cooper streets impacted by utilities -- water quality in historic gutters in addition to accessibility needs. Repairs Mill/Galena streets to accommodate accessibility, water quality and utilities. Plants new trees on North Mill in historic pattern. Leverages historic patterns for new edge along Wagner Park. Reuses historic materials in most locations, augment with new in-kind. Modifies tree patterns on South Mill. Removes trees that pre-date mall construction for accessibility upgrades or for utilities.

BENEFITS Preserves historic patterns; accomplishes repairs using historic materials Integrates materials (brick & tree succession) in method sensitive to historic fabric; Retains the historic pattern on North Mill (trees and paving). Modifies Mill Street features, but retains intent of historic patter. Retains center Mill walk/gutter and adds park spaces in a scale compatible with historic character. Moves massing of buildings and structures away from the Center of Mill, compatible with historic character, but not mimicking. CHALLENGES Selection of tree species to replace crabapples. Need for detailed grading and site details to adequately replace in-kind. Impacts historic small scale features (benches) on Mill/Galena.
