3 Purpose The purpose of this document is to provide a template for the demobilisation of ships & rigs. It is to include a list of activities that are to be considered when laying up a vessel. It is to be used in conjunction with items 1.0, 2.0 and follows onto the vessel arrival activities in the following work flow. The importance of this document is to ensure that the client provides sufficient resources to deactivate the vessel in a timely manner. This procedure is number 2.1 in the workflow below. 1.0 Define Scope Pre Arrival Checklist Agree Layup Demobilisation Plan Vessel Arrival Activities Complete Layup Activities Prepare Reactivation Plan Third Party Inspection Conduct Layup Routines Vessel Reactivated Page 2 of 5
4 Scope This documentation takes into account guidelines published from classification societies and insurance companies and what is considered as feasible for cold stacking of rigs & ships. It is used in conjunction with the above stated documentation/ checklists and fits into the workflow between item 1&3 and in parallel with 2.0 agree layup plan. Item 2 is important to follow as based on the contract requires certain activities to be completed before all staff are off the asset and as such the watchmen must be living on board. Safety Prior to commencement of layup a risk assessment will be conducted and agreed with the client. Daily activities with require a toolbox meeting at commencement of the day at site and prior to the next layup activity being commenced. A permit to work systems and CSE permits are to be used for all non-routine activities once laid up. No hot work is to be carried out on the vessel once in lay up without permission of the owners Definition Cold layup is when the ship is electrically dead, the crew are repatriated. The equipment spaces agreed are dehumidified and routines put in place to ensure the equipment is preserved as much as is practicable. In this state depending on the vessel and length of layup it can be returned to service in 7 to 21 days. Minimum manning is placed on board to cover fire, leakage, moorings and security of the vessel. Some vessels may go straight to dry-dock while other will return to service. Classification Class notation is assigned as Laid Up, ISM & ISPS certificates are withdrawn and vessels are subject to annual inspection Insurance Relevant hull and machinery underwriter and P&I club should be consulted for guidance prior to removal of the vessel from service. P&I club rules for protection and indemnity cover will vary, but the owner may, upon negotiation, apply for lay-up return for certain idling period provided the vessel is declared safely laid up. I.e. the vessel has been taken out of commercial operation and has been subjected to the recommendation of this Guideline or its equivalent. If the vessel is laid-up for an extended period of time, most P&I clubs will reserve the right to inspect the condition of the vessel on re-commissioning. Most port authorities will require a letter from local P&I club representatives to confirm that the laid-up vessel is covered for port risks, e.g. oil pollution, wreck removal, salvage costs, etc. Page 3 of 5
5 On Arrival Activities The purpose of this document is to provide guidance as to important milestones to ensure that demobilisation is to take place in a timely manner. In effect 3 days is considered the minimum timeframe to allow a blackout condition until which staff may be place ashore and day trip out to the asset Day 1 Vessel Arrives Vessel arrives at anchorage Anchor watch maintained for 24 hours to prove holding ground Manning level reduced to SMC (Safe Manning Certificate) levels on arrival Layup staff arrive and inspect the vessel. Location of watchmen s hut determined Location of dehumidification equipment storage identified along with 3 phase power points Location of layup generator identified and cable length to shore power identified Bilge alarm and cable lengths identified Estimation of trunking & joiners identified Boarding ladder requirements identified Day 2 At anchorage with SMC crew levels Bilge alarm duplication completed Fabrication consumables & equipment arrives by barge Flammable & combustible material loaded onto barge Watchmen s hut fabrication commenced Dehumidifier hut fabrication commended Day 3 At anchorage with SMC crew levels Anchor windlass procedure explained to watchmen Emergency fire pump procedure explained to watchmen Emergency generator procedure explained to watchmen Watchmen to stay on-board at end of the day Pump down air conditioning to condenser and isolate Pump down domestic fridges to condenser and isolate Hot water heaters turned off Bilges pumped to holding tank. Sea water side valves to be closed and isolations confirmed Vessel is blacked out Page 4 of 5
6 Ships Engineer ongoing work until departure Clean sea water chlorinators Provide filters for emergency generator servicing Pump down and assist in flushing out sewerage system Systems isolations and draining in engine room, fresh water, sea water, air, fuel, steam etc. Provide anodes for sea water coolers being opened up. Provide bilge pumping procedure instructions Remove injectors from main and generator engines, clean and return to rack Remove burner nozzles, clean and place in rack. Change air compressor oil & filters. Open rocker covers for dehumidification Identify grease traps require opening & cleaning Open up air vessels, and tanks in engine room require dehumidification Drain boilers and open manhole door and furnace. Ensure spares on board for reactivation Purifiers to be stripped & cleaned, oil changed and left on plates next to purifier Sign off on tank sounding levels and inventory of oils, greases paints etc. Assist in the reactivation plan preparation Electrical Engineer Isolate all equipment removed from service and tag out on main switchboard, sub stations or unplugged at power point. Connect layup generator to shore power connection and test Walk through of layup electrician to identify and number motors to be megger tested. Prove space heaters are off inside machinery spaces dehumidified Assist in identifying external motors and starter panels requiring desiccant to be installed and sealed. (i.e. Windlass starter panels) Provide procedures for turning over large thrusters and motors Turn off impress current system Turn off bridge equipment and provide alternative power supply to ships main radio on the bridge Wire up dehumidifiers to 3 phase power supplies Page 5 of 5
