A motion was entertained by Steve Young to approve the March 1, 2017 minutes and seconded by Dick Soderman, motion passed. Additions to the April agenda: Planet Aid Boxes at Landfill, under New Business Westernport Tire Collection, under New Business Bikes and Sewing Machines for the World, under New Business Old Business Cumberland Curbside Recycling Update Raquel Ketterman reported she is trying to educate the City residents to breakdown their cardboard in 2 ft. x 2 ft. bundles. In addition, they can drop their cardboard off at Penn-Mar or across from Coney Island in the Cardboard Collection Containers on Liberty Street. Woody Getz mentioned the City of Frostburg has a Cardboard Collection Container at the Frostburg Dog Park. Board Membership Siera Wigfield informed the Board Larry Stouffer wrote her a nomination for Valerie Lease for the Hauler/Recycler alternate position Woody opened the floor for questions to Valerie. No questions were asked. A motion was made by Dick Soderman to support the nomination and seconded by Steve Guinn, motion passed. Siera Wigfield mentioned she will request to appoint Valerie to the Board at the next Commissioner s meeting on April 20, of 3

2 Hauling Contract Siera Wigfield announced that on March 9, 2017 the Commissioners accepted contracts from Burgmeier s for Sludge hauling and Advanced Disposal to extend their contracts for hauling recycling and refuse boxes for an additional year from July 1, 2017 June 30, There is an option to extend the contracts for an additional year before going out to bid. The time extension will help Siera consolidate recycling sites MRA UPDATE: On April 11, 2017 Siera Wigfield submitted Allegany County s MRA report to MDE with a 39.81% recycling rate Priorities Citizen Pay Tire Event - determine cost for tires less than $3/tire. Spring 2018? Household Hazardous Waste Event Saturday, September 9, 2017 at the Allegany County Fairgrounds from 10 am 3 pm Posted online is a Save the Date. Details about landfilling the paint soaked mulch are on track but need to hear back from MDE. Siera Wigfield Reported the following contributions for the HHW event, City of Frostburg $2,000, NEFCO $1,000, City of Cumberland $3,000, Town of Lonaconing $500, Town of Westernport $600, Burgmeier s Hauling $500, Advanced Disposal in kind support for Hauling and containers for the event. UPDATE: Valerie Lease requested to hand out Advanced Disposal reusable sports bottles at the HHW. Comprehensive Collection of Recyclables at Drop-off Sites After April 17, 2017 there will be plastic recycling receptacles to add #1 & #2 Plastic in LaVale and Flintstone. On March 22, Siera confirmed removing the Walmart Cans and Newspapers recycling. Chair Q& A No questions. Legislative Update See: Mulch Site Hours No issues at site; currently operating hours are Wednesday through Sunday from 10 am to 6 pm. New Business Summer Board Meeting Woody Getz announced this was Siera s last meeting before her Maternity Leave. She will return August 2, He also noted that July 5, was the date for the meeting and he would like to wait to determine if they cancel or change the date of the meeting. Please direct your recycling and solid waste questions to Cindy Beeler. Agnes Yount mentioned there have been July meetings that we have skipped. Siera Wigfield informed the Board that May Raquel Ketterman will be taking minutes and for June Melanie Hunt will be taking minutes. If there is a July meeting Steve Young will be taking minutes. Planet Aid Box Siera Wigfield was contacted by a Planet Aid representative to place two 4 x4 collection containers at the Mountainview Drop-off Site. She was concerned about space restrictions at the site and the fact that Goodwill is near Frostburg and there is a Planet Aid box at the Midland Gulf Station. Stu Czapski recommended not to advocate on the part of a private entity from out of town. 2 of 3

3 Woody Getz agreed that it is not the Board s decision but is the Landfill s decision and to ask John Wardzinski. If he agrees then siting the bin will be discussed with Siera Wigfield. Committee Reports Reduce/Reuse Steve Young mentioned that the Maryland Recycling Network Conference will be on Monday June 12. Anyone wishing to go, contact Cindy Beeler cbeeler@alleganygov.org or x 361 to have the County will pay for the Board member s $189 registration fee. Please contact Cindy by Monday, May 1. Woody Getz was willing to carpool with a group, but he needs to be back in Frostburg by 6:30 pm. Recycle/Compost Siera Wigfield mentioned Chessie will hold a Shred Event on June 2 from 9 am to noon at their 15 Commerce Drive location. Details on food donations to follow. Siera Wigfield informed the Board that Advanced Disposal and Waste Management are sponsoring the Telephone Book Recycling Campaign which will wrap up on April 28. She will designate a point of contact from the Public Works Department to award the schools. Woody Getz announced the City of Frostburg will hold an Electronics Recycling Event on Friday, May 12, 2017 from 2 pm to 6 pm at the City of Frostburg s Public Safety Parking Lot on 37 N Broadway, Frostburg. People must enter the site from Broadway. $5.00 cash will be charged for any size TV and monitors, all other items are free. This event is open to all Maryland residents and FSU ID holders. Flyer attached. Woody Getz announced the City of Frostburg will be holding its first yard waste collection on the 2 nd Monday in April and continues every month until September. The material will be taken to Frostburg Grows. Task Force No report this month. Education Siera Wigfield has compiled a list of Frequently Asked Questions for the website, which lists materials alphabetically, provides a short answer on if you can recycle it, and then information on how and where to recycle. Siera Wigfield informed the Board that she gave a Recycling presentation to First Graders at West Side Elementary on March 22. Woody Getz announced that FOCUS Frostburg will be held on Monday, April 17 at FSU. Landfill Woody Getz announced the City of Frostburg purchased a new white garbage truck for $211,000, which they have paid cash for through budgeting for the purchase over the last decade. Siera Wigfield asked the Board how to dispose of stumps. Raquel Ketterman posed the question to her earlier that week. Most members seemed to think burning or grinding are the options. UPDATE: Siera called the Health Department and they do not allow burning of stumps because they cause too much smoke and smolder. They suggested to bury, grinding, cutting the stumps to firewood, or leaving the stump in the woods, depositing in the woods, or purchase a product you can bore into a stump to help it breakdown.
