2 INTRODUCTION Welcome to Delavan, Illinois. Centrally located in the heart of the great Illinois prairie, the community of Delavan is situated in southern Tazewell County. Our residents get to enjoy the small-town comforts of rural living with nearby access to bigger city life. Residing just five miles off of I-155, Delavan is less than 60 miles driving distance from the greater Illinois metropolitan areas of Pekin, Peoria, Bloomington, and Springfield. 3 Delavan s Ideal Locations Situated just five miles west of Interstate 155, a spur route of I-55, Delavan is conveniently located along an interstate triangle that connects three of the largest population centers in Central Illinois, including: Peoria, Bloomington, and Springfield (See Figure). Thus, the community of Delavan benefits from having nearby access to Interstate 55 (stretching more than 950 miles from LaPlace, LA to Lake Shore Drive in Chicago, IL) and Interstate 74 (spanning a total of more than 400 mi from Davenport, IA to Cincinnati, OH). The close proximity of Delavan to these major interstates allows it to exist as a charming community with a low-crime, small-town feel and convenient access to greater metropolitan areas that are full of larger employment opportunities and markets. Thus, Delavan offers incredible opportunity for those seeking residential, light industrial, commercial, retail, and small-business development. 2

6 Beautiful Downtown Delavan It s almost ironic, but Delavan s rich 175-year history is an important part of growth and development in the twenty-first century. The Locust Street Business District boasts a string of buildings with ornate 19th century metal work and distinctive architecture. In 1993, the streetscape along this stretch was restored with period streetlamps, a clock, and brick pavers. Investors have renovated and restored several of the structures, transforming them into a modern day art gallery, wine shop, restaurant and soon-to-be distillery. Downtown Delavan is home to many local businesses, including a grocery store, physician offices, pharmacy restaurants, and other service oriented companies that provide the basic necessities for small town comfort. Delavan s unique restaurants and community events certainly charm residents, but they also draw out-of-town visitors to the area. 7 Delavan Establishes a 23-year TIF District In an effort to provide incentives for development projects, the City of Delavan established a 23-year Tax Increment Financing (TIF) District in 2011 that includes several areas of the city. Parameters have been established to entice private investment in the city s primary focus - new residential development. In addition, incentives are in place for light industrial, commercial, and retail projects. As an added incentive, the city of Delavan has waived all permit fees including water sewer tap ons until These redevelopment plans aim to increase the city s population, fortify the school district, improve infrastructure and strengthen its retail base. 6

9 Delavan Community Unit School #703 District has received the highest financial rating for the last seven years and continues to operate in the black. With nearly 500 students, grades K through 12, Delavan boasts high graduation rates and small class sizes. Awarded a Great Schools rating based on its performance on state standardized tests. Parks, Recreation & Activities The city of Delavan maintains three beautiful parks, each with unique features and activities. Complete with everything from ball diamonds, playgrounds and walking paths to tennis courts, ball diamonds and park shelters, these grounds are spread throughout the city and are utilized by organized youth sports groups throughout the year. During the summer months, the Delavan Township Park District operates a community pool for public swimming and lessons. Along with seasonal happenings like the children s Easter Egg Hunt and holiday tours of historic homes, Delavan is a community that can keep you busy. 8

In addition, the community has a variety of specialty stores including an antique mall, wine & spirits shop, distillery, and an art gallery. Delavan s Ayer Public Library One of just 17 Carnegie Libraries in Illinois and is listed on the National Register of Historic Places. The library contains some 20,000 volumes along with up-to-date technology, and it sponsors a number of reading programs and book clubs. 11 Community Safety The city of Delavan has a full-time paid policedepartment, along with volunteer fire andambulance services. The Emergency Services and Disaster Agency retains an office in town as well.minor medical issues can be handled at physicians offices in town, or at a prompt care service in anadjacent town. Major emergencies are directed to a variety of area hospitals,none more than 30 miles away. Unique Restaurants Delavan s unique restaurants and community events certainly charm residents, but they also draw out-of-town visitors to the area.
