Legislative or Other Compliance: Work Regs 1989 H & W Act 1974 etc. University of Strathclyde Electrical Safety Rules for High Voltage Systems Overview: POLICY, PHILOSOPHY AND PRINCIPLES OF SAFETY RULES FOR HIGH VOLTAGE (HV) 11,000 VOLT INSTALLATIONS POLICY The University of Strathclyde general Policy Statement on Health and Safety at work prepared and issued under Section 2 (3) of the Health and Safety at Work etc. Act and contained in the University s Health and Safety Policy Approved by Court August 2005 makes specific reference to departmental Safety Regulations Section 3 sub-section 3.3 as follows. (i) in requiring every employee while at work to Departmental Safety Regulations, procedures and codes of practice, to take reasonable Date: 2 June 2011 Page 1 of 5

2 University of Strathclyde Estates Services Electrical Procedure No E001 care for the health and safety of himself/herself and other persons who may be affected by his/her actions and to co-operate with management in the implementation of health and safety matters; (ii) (iii) in providing employees with such information, instruction, training and re-training and supervision as appropriate to ensure employees are adequately informed on health and safety matters; University of Strathclyde, Department of Safety Services are appointed to advise Estates Services on matters affecting the safety of employees at work and of the public where they may be affected by the University s operations in order to ensure conformity with legislation. Narrative: The need to work safely with high voltage electricity, within a framework of legislative requirements and local rules places a responsibility on all those staff charged with maintaining and operating the University s high voltage network. The University of Strathclyde prepare safety documentation, written procedures e.g. Permit to Work, Limitation of Access & Sanction for Test and carry out switching operations all in compliance with the University s Electrical Safety Rules for High Voltage Systems The foregoing Rules are amended as required to reflect the adoption of new rules or changes to existing rules. As high voltage operations within a University environment is not a regular occurrence, it has always been a slow learning curve to those Authorised Persons undergoing hands on experience. It is accepted that a greater emphasis be placed on using external classroom models to support on the site training. Those external bodies, normally Supply Authorities whose primary function is to operate and maintain high voltage systems shall provide necessary classroom training to University HV Authorised personnel at their training centres. Operations: To achieve compliance with legislation, it is the responsibility of Estates Services to ensure that any work carried out involving High Voltage apparatus and networks is controlled. The methods for control are summarised below (see Procedures) and are contained in All modification, maintenance and/or emergency repair works carried out by University Staff on the University s high voltage apparatus and networks must be carried out by adequately trained, experienced and competent personnel. The work that is carried out requires assessing, checking, auditing, and recording. All training records for staff must be centrally maintained by a nominated * HV Authorised Person in accordance with the University s Electrical Safety Rules for High Voltage Systems. All records of equipment, manuals, and user information require to be maintained by a nominated *Authorised Person in an accessible location. Any new HV installation work requires to be authorised by an * Authorised Person employed by the department of Estates Services. Procedures: 1.0 Date: 2 June 2011 Page 2 of 5

3 University of Strathclyde Estates Services Electrical Procedure No E001 Examination and testing of HV switch tripping batteries (Weekly, monthly & annually) Battery examination and charger operation shall be carried out by a competent person &/or by an outsourced service engineers. The schedule of checks to be all as per Estates Services Frontline ppm database A record of the testing shall be kept by the Estates Services Electrical Supervisor / Foreman with a copy forwarded to the departments Senior Electrical Engineer for information. 2.0 Testing of Fire Alarms contained in High Voltage Substations BS5839 (Annual) All automatic fire detection apparatus incl. break glass call points shall be tested all in compliance with BS5839 Part 1. All fire detection apparatus shall be routinely tested no less than once per annum. The testing shall be carried out in conjunction with University Security personnel, University Security Control, Livingstone Tower, outsourced fire service providers and/or University Estates Services DLO. Written procedures (Limitation of Access etc. doc.) shall be required to enter rooms containing HV Equipment. A record of the testing shall be held on file in the Electrical Supervisors office together with a log of necessary follow up repairs works. The schedule of checks to be all as per Estates Services Frontline ppm database. 3.0 HV Over Current and Earth Fault Protection Switch Tripping Relays (Annual Testing) All University HV over current (O/C) earth fault (E/F) and remote switch tripping buttons and relays to be operated no less than once per annum. Testing shall comprise of the manual tripping of O/C, E/F relays and remote tripping buttons where provided on HV switchgear servicing the John Anderson and Jordanhill Campuses. Those carrying out the testing shall be competent to carry out such tests and received on site training. The schedule of checks to be all as per Estates Services Frontline ppm database. 4.0 High Partial Discharge (PD) Activity Survey (Annual Testing) Those carrying out this survey shall be competent to carry out such tests and has received equipment training. Note; For information an inventory of High Voltage Switchgear can be downloaded from Estates Services PPM data base. Using the purpose made partial discharge test unit, carry out a PD survey on all HV Switchgear (11,000 volts) including Transformers. Post surveys prepare and submit a report for the attention of the Senior Electrical Engineer, Estates Services. Where abnormal PD activity has been discovered the contents of the report will record the actual level of PD in db and also the report will record where no PD activity is evident. The schedule of checks to be all as per Estates Services Frontline ppm database. 5.0 HV switchgear Safety Equipment. (Annual Testing) Date: 2 June 2011 Page 3 of 5

Note; For information an inventory of safety equipment can be downloaded from Estates Services PPM data base. The schedule of checks to be all as per Estates Services Frontline ppm database. 6.0 Testing and Maintenance of High Voltage Switchgear () Where it is necessary to interconnect the LV back feeder networks to maintain power supply a Switching Procedure doc to be raised and authorised by HV Senior Authorised staff. Those carrying out the oil sampling of HV OCB s and Transformers shall wear adequate PPE to cover the risk of contact with oil. Those carrying out the oil sampling of HV OCB s and Transformers shall be competent to carry out such tests and received on site training. HV OCB s & Oil Switches Arrange for fully competent, experienced and outsourced contractors to undertake the above works. Note; The schedule of checks to be all as per Estates Services Frontline ppm database 7.0 Testing and Maintenance of High Voltage Transformers () Those persons managing such works must have an Authorisation level no less than Senior HV Authorise Person. Note; For information an inventory of High Voltage Transformers can be downloaded from Estates Services PPM data base. The schedule of checks to be all as per Estates Services Frontline ppm database. Examination of Moisture Absorption Breathers (1 Yearly) Those carrying out such works have an Authorisation level no less than of the University s HV Schedule of Authorisation or via written procedures. Note; For information an inventory of High Voltage Transformers can be downloaded from Estates Services PPM data base. Those carrying out the testing shall be competent to carry out such tests and received on site training. A record of the testing shall be retained on file by the: - 1.Estates Services, Senior Electrical Engineer 2.Estates Services, Electrical Supervisor / Foreman All necessary midel renewal, desiccant replacement to be actioned in conjunction with maintenance programmes. Log the check in the Record Book. Battery examination, cleaning and greasing of battery posts and Monthly topping up of cells using distilled water. Log the check in the Record Book. Battery examination and charger operation shall be carried out by outsourced service providers and a Report prepared by them as to the condition forwarded to Estates Services, Electrical Supervisor for action. Log the check in the Record Book. A record of the testing shall be kept by the Estates Services Electrical Supervisor / Foreman with a copy forwarded to the departments Senior Electrical Engineer for information.
