1 ASUN s Safe Evacuation Process 9/3/16 If a building evacuation occurs, every department should have a specific pre-determined area where employees meet and check in with their supervisor. Police, Fire Department or other emergency response personnel should immediately be notified of missing persons so a search can be made. Some emergencies may require evacuation of the building. In this event: 1. Fire alarms or voice commands may be used to initiate the evacuation. 2. Safely stop what you are doing. 3. Remain calm and orderly. Gather your immediate belongings. It may be hours before you are allowed back in the building. 4. Exit the building through the nearest marked exit and alert others to do the same. 5. If safe to do so, assist individuals who need assistance. 6. Once outside, move to your designated emergency assembly area which should be in an open area a safe distance from the affected building(s). 7. Report any missing individuals to Fire Department personnel, Police or college representatives. 8. Listen for further instructions from Fire Department personnel, Police, or college representatives. Do not re-enter the building until authorization has been given by Fire Department or police personnel. ASUN s Safe Evacuation Procedure for an emergency is designed to ensure ASUN team members are available on each campus and know what actions to take during an evacuation of a building or multiple buildings and how to assist those around them. Overview: ASUN Safe Evacuation Team members will be asked to: Become familiar with Arkansas State University Newport s Emergency Preparedness Guide, posted to the ASUN website under Federal Disclosure. Attend yearly initial training and semi-annual update/instruction sessions as scheduled. Stay alert to suspect safety hazards, dangerous situations, suspicious behavior, or emergencies on campus, and alert the Department of Safety and Campus Police as those situations arise. Know the current locations of fire extinguishers, first aid kits and automatic external defibrillators (AEDs) in the building for which they are located. Help ensure, during drills or actual emergencies that all building occupants have, depending upon the situation, exited the building for which the monitor is responsible and gathered at the designated evacuation site for that building.

2 Assist individuals with disabilities as necessary during emergencies and ensure that emergency responders are aware of these individuals. Assist building occupants in gathering in a tornado safe area in the event of a tornado warning or other weather emergency. Until the all clear is given by the Safe Evacuation Supervisor or Campus Police all areas, to include a building, multiple buildings or entire ASUN campus, involved in the evacuation should remain at their Assembly Area. An After Action Review will always be conducted after an incident or drill at a time to be announced before the drill, or during a phase of the incident operation that will be most convenient for the evacuation team and Cabinet members. The Safe Evacuation Team will include the following positions: Incident Commander (IC) - A member of the Cabinet or Dean that may be on campus at the time an incident occurs. The onsite Incident Commander will oversee the emergency and provide guidance to personnel and act as a liaison to the Chancellor. As the Incident Commander receives the information from the Evacuation Supervisor he/she will release information as needed. Evacuation Supervisor (ES) - Will consolidate information from each Assembly Area Leader about the status of groups at each Assembly Area. This information will then be forwarded to the Incident Commander for the campus. This information will also be shared with EMS, Fire and Police personnel to assist with emergency fire and medical services. Complete the Safe Evacuation Supervisors Report. This information will be asked for by the fire and local police when they arrive on scene so they can know where to direct resources. Building Monitors (BM) - Are assigned to each building on campus and in the event of an emergency on campus and buildings have to be evacuated, Building Monitors ensure everyone is out of the building and moving toward an assembly area. They will make contact with the Assembly Area Leader and notify them that their zone of the building is evacuated. There may be more than one Building Monitor assigned for a building. Assembly Area Leaders (AAL) - Will establish accountability of all personnel at their assigned assembly area. Once they have a headcount of the personnel at their location they will contact the Evacuation Supervisor by radio with a status report. Assembly Area Leaders must also be in charge of securing the first aid kit in their area, if there is one, to take to their assigned area. In the event there are persons missing each will be reported to the Evacuation Supervisor who will then notify emergency personnel to begin searching for those individuals. Assembly Area Leaders must complete the Assembly Area Status Report and call their information to the Safe Evacuation Supervisor using their assigned radio (channel 1 default emergency channel). Evacuation Leaders (EL) - Are instructors or department leaders with oversight of an area or classroom. This is why it is essential to take role for a class that meets on campus. Evacuation Leaders will ensure their department; classroom or area is evacuated to an assembly area. Evacuation Leaders will be responsible for informing the Assembly Area Leader that their department, classroom or area is

3 evacuated and accounted for. If there are individuals from their area not accounted for they must inform the Assembly Area Leader which will report to the Evacuation Supervisor. Leaders must choose the appropriate assembly area based upon the location of the emergency and the safest assembly area they can reach. Evacuation Leaders should also be prepared to render first aid to the best of their ability upon arriving at the assembly area. Emergency Response Contacts (ERC)-Will establish contact with the various agencies that respond to the emergency and direct them to the area affected. They may also provide assistance to other members of the evacuation team if the situation permits. Emergency Action Messages (EAM)- EAMs will go our prior to a drill happening to remind faculty and staff about how they should respond during a scheduled drill. Dates and times of the drill may or may not be a part of the message. In the event of a real emergency EAMs will be utilized throughout the incident to provide information updates. EAMs will be published at the discretion of the Incident Commander, Chancellor or designated persons. Assembly Areas (AA)- These are areas where classes or administrative groups will go during an evacuation. In a real emergency these locations will be where much of the first aid is given to those that are injured. There may also be unorganized groups that show up to these areas during a real emergency. Students or faculty that may be working or transitioning from classes or just visiting (Student Center areas, Hub, work-out rooms, gym, etc.) that may show up to an Assembly Area. These individuals must be accounted for as well and included in each areas roster of people. Pre-drill Notifications- In advance of conducting any scheduled drill the Department of Safety will at a minimum: -Two weeks prior- Notify the Fire Department, Police Department and EMS in the town of the drill at least two weeks out. -Notify each local agency again three days before the drill. -Two days before the drill get all essential personnel together to conduct a walk-through of the event. -The day of the drill put out the Emergency Disaster Drill sign.
