N3B 2Z6 Dear Vendor, As a reminder to all food vendors, we have attached a few information bulletins regarding those vendors who use heating appliances on the Outdoor Mall on the day of the festival. Please take the time to read and understand the attached bulletins. If these apply to you, we ask that you review your equipment and if required, get inspection done in advance of the festival. These apply to all mobile food service equipment from BBQs, Hot Dog carts, grills to Food Trailers and Food Trucks. Depending on your setup, you may need to get an inspection certificate for the TSSA (Technical Standards Safety Authority). This form can be filled out by a TSSA certified holder (registered company with a certified gas fitter). This applies to all setups on the Outdoor Mall that use LPG (propane) or other fuels including BBQs. Please see attached bulletin regarding the use of personal BBQs at any public event such as ours. As in the past, the Fire Department, ESA, Region of Waterloo Public Health Unit and TSSA will be conducting inspections on all vendors along the Outdoor Mall on the day of the festival. It will be the Vendor s responsibility to be informed and to comply with all regulations including the TSSA Inspection Certificate (see attached). Please be prepared and have your documents / certificates on hand for the inspections at the festival. Non compliant vendors will NOT be permitted to use their equipment and may be shut down the day of the festival. A sample Fire Safety Plan has been attached for use if you do not already have one. The ESA, Electrical Safety Authority, has met with many of you over the past few years at the festival. They will make sure all equipment being used is CSA approved and properly installed / used. As an example, all extension cords must be grounded (three prong) and marked with an approved label (CSA). All extension cords must be covered when running along the ground. Extension cords installed overhead must be supported with a rope (messenger cable) and not the extension cord itself. No generators are allowed on the Outdoor Mall. Setups with breaker panels and/or hard wired connections will need to be inspected prior to the festival. Many Vendors will already have the above scheduled as part of their annual process of preparing for the events they attend. Some vendors may not have dealt with this in the past even though this is not a new requirement. The Elmira Maple Syrup Festival committee is focused on providing a safe and family orientated event as in the past that we are so well known for. They re referred to as food trucks, chip wagons, coffee trucks, hot dog and hamburger carts, but from a regulatory perspective they re known as mobile food service equipment or MFSE. An MFSE is defined as mobile equipment whether or not it s permanently parked, contains propane or other hydrocarbon fuel-fired cooking appliances and whose primary purpose is to prepare food for human consumption. MFSEs have been regulated since February 2006 following a number of incidents involving equipment that was unapproved, not properly serviced, maintained or operated in a safe manner and resulted in members of the public being injured. Under Director's Order FS , all MFSE built, sold or whose ownership was transferred after February 13, 2006: must have a Field Approval issued by TSSA bear prescribed safety labels be inspected annually by a licensed gas technician Field Approval A Field Approval is a TSSA Fuels Safety program designed to capture those products unique in nature and limited in production, where certification is not

It addresses the fuel-burning aspect of MFSEs, which includes: Storage of the gas Transmission of gas to the appliance Burning at the appliance Report an Incident or Safety Violation Any electrical equipment greater than 30 VAC must be approved by an accredited agency (for more information visit the Electrical Safety Authority s website. MFSE owners/operators should also check with the local municipality to determine if there are additional compliance requirements from a municipal perspective. All MFSE (including appliances) must be certified by an agency accredited by the Standards Council of Canada, for example, CSA, ULC or UL, or they will require a separate Field Approval. All MFSE must have an annual safety inspection by a licenced gas technician, and all identified deficiencies must be corrected. The technician must provide the owner/operator with a completed copy of the inspection certificate and an information fact sheet. Food trucks in operation before February 13, 2006 are exempt from the Field Approval process. Proof that the equipment was used prior to this date by the same owner is required (i.e. a paper trail) to be eligible for this exemption. The trucks and appliances must still undergo an annual inspection, etc. as noted above. Field Approval Process 1. Complete and submit an MFSE Field Approval application, along with specific information related to the design of your MFSE, the appliances and the gas components used. Upon receipt, TSSA Engineering will conduct a review of the design as it relates to the applicable sections of TSSA s Mobile Food Service Equipment Code, TSSA-MFSE-2014 and the provisions of CSA B Propane Storage and Handling Code (in particular, Section 11). 3. If the engineering review is satisfactory, the file will be referred to a local TSSA inspector. You ll be notified and provided with the inspector s contact information so that you can make arrangements for an on-site inspection. 4. If the inspector is satisfied that the MFSE is compliant, a Field Approval label will be affixed to the equipment. FAQs Q. What appliances may be used in MFSE? Appliances must be certified by a Standards Council of Canada (SCC) accredited Certification Body and must bear the recognized certification mark of that body for Canada. Q. What if the appliance is of a special design and does not have a recognized certification? Special appliances could be considered for use in an MFSE but will require a separate Field Approval and separate application. More information about TSSA s field approval program here. Q. Do MFSEs require a fire suppression system? Applicants should contact the local fire inspection authority to determine if their particular MFSE will require a fire extinguishing system. 8 TSSA - Technical Standards & Safety Authority 3 of 3 12/15/ :14 AM is installed over an appliance not provided with a flame safeguard, the operation of the fire-extinguishing system shall be interlocked with the gas supply to the appliance so as to automatically shut off the gas, including the pilot, to the appliance to be protected by the system and also to any other appliance that can be affected by the extinguishing system. Q. Is an electrical inspection required? If the MFSE has a power supply rated above 30 volts, a Field Evaluation inspection is required by the Electrical Safety Authority or by one of the designated bodies authorized to conduct such evaluations. For further details please contact the Electrical Safety Authority at ESA-SAFE. Q. I have an MFSE that was built before February 13, 2006, will a Field Approval required if this MFSE is sold? Yes, a Field Approval is required when an MFSE built before February 13, 2006 is sold. The MFSE must be brought into full compliance with TSSA requirements. An application for a Field Approval must be made and completed before the MFSE is put into operation under the new ownership. Q. What type of connectors may be used to connect the appliances to the gas supply? The gas supply to the appliances must be in accordance with the requirements of B This will mean either Schedule 40 pipe, Type G,K or L copper tubing, gas connectors complying with CSA standard 6.10 or for movable appliances gas connectors complying with CSA standard Q.
