It has existed in one form or another since the 1920 s, and was incorporated under a Dominion Charter in In its inception it recognized the Sprinkler Industry as a Contracting Industry separate from any other trade. Voting membership, manufacturers, suppliers and subscribers are brought into the Association. C.A.S.A. promotes, defends, enhances and improves the business of installing and manufacturing the sprinkler devices and systems. In doing so, the Association works closely with Fire and Building Officials, Architects and others for the advancement of the automatic sprinkler art as applied to the conservation of life and property from fire. 4 President s Report John Galt, President Canadian Automatic Sprinkler Association Presently, 2017 manhours are poised to end above those of 2016 and even modestly above This would make 2017, by a percent or two, the best year on record. Suffice to say the last 3 years, nationally speaking, have been somewhat flat. Next year 2018 could be different. We may well see manhours moving upward as we see general construction start rising, with sprinkler installation hours following suit. It would appear that if this is the case, 2018 may be the start of a steady increase in manhours for most regions but not necessarily all. If this proves true, the management of steady intake of apprentices will be crucial to our trade and the general health of the industry in Canada. Presently the average age within the CASA membership is 37 for sprinkler fitters and apprentices. This is far below that of most of the construction trades, and bodes well for the long term health of our trade in Canada. This however demands a constant or vigilant management of intakes and recruitment and accurate forecasting of industry activity. To date this has been done very well by CASA Regional Groups and discussions with individual members. As of January 2018, Brian Bickford will be one of the CASA representatives on the Atlantic Local JTACs replacing Jamie McKenzie. Jamie remains on all the other JTACs and the National, and will co-ordinate with Brian to assure consistent continuity and reporting to the National JTAC Trustees which will still be done through Jamie. This change allows for more efficient use of meeting dates and staff time. This change with Brian has been welcomed by the Atlantic contractor members as well. No other changes to staff at this time other than to say we continue to look for efficiencies in order to deliver the best possible service for our members and the best R.O. I. One initiative I have eluded to over the last year is the electronic remittance form. Starting January 2018 CASA members will be able to submit an electronic form and later in the year use the CASA Electronic Funds Transfers (EFT) account to greatly improve the efficiency of remittances to CASA and other accounts. This greatly simplifies the remittance for those members who submit by hours. Initially, this will have a significant saving in time for all parties and even greater once we utilize the EFT in Q3 of Prompt Payment (P.P.) As most are aware, CASA was a founding member of NTCCC in Throughout this past year, I have been serving as Chair of that group. We recently received a report that Quebec, through the Charbonneau s Commission, would require some form of P.P. in the changes announced. Here is the status of other Provinces. Following extremely positive speeches by the Ontario Attorney General in the House, at this time of writing, the Ontario Bill 142 is progressing through the house and passed the 2nd reading with unanimous consent on October 4th, 2017 and is to be law before the house rises by year end. Federally, again at this time of writing, the Trudeau government is stating it will be introducing its own bill to co-ordinate with or stand alone for all Federal projects this fall. It is presently stated that with all party support, it too will pass before year end. We remain very optimistic but will wait for both official announcements before it hits CASAnotes. uploads/2015/06/pr_ntccc-oct9_final.pdf With these developments, there are other initiatives in Manitoba, Saskatchewan and New Brunswick with lesser initiative brewing in the other provinces. STAFF As I have stated, no changes for staff positions at this time, however each of the Staff reports in this issue will give you the up to date areas of CASA involvement and improvements in the industry. Of particular note is the consistent and well received level of participation for CASA educational seminars across the country. If you are like me then you are probably a member of many clubs, associations or other groups. Many of these memberships offer direct and in-direct benefits, but in many cases we tend to only utilize the primary membership functions and tend not to explore or take advantage of the other benefits offered by the membership. Therefore, I would ask are you taking full advantage of your membership at CASA? And if not, let s review the many direct and in-direct benefits that you can use with your CASA membership. Here are the direct and in-direct benefits broken down into some key topics; Communication / Industry News Technical Support Educational Seminars Code & Standards Development Industry Partnerships Government Outreach Business Discounts / Offerings Communication / Industry News A common comment and feedback that I receive from our members is the value of sharing information and discussing industry concerns with other members and staff. CASA continues to hold our Regional Group Meetings across the country on a regular basis, where members can attend and share industry concerns and discuss ideas on how to improve our industry. Many of these meetings and discussions have helped identify industry concerns, and thus has given the proper direction for our CASA Board of Directors and CASA staff to implement a strategic plan to hopefully address the issue. An example of this type of communication and collaboration was the need for retro fit existing care facilities and retirement homes across Canada to ensure we do not continue to experience horrific and tragic fires that claim the lives of our vulnerable population. After hearing the feedback and concern from our members our CASA Board of Directors directed the CASA Staff to implement a strategic plan to drive Fire Code Changes across Canada with hopes to improve the level of fire safety for these 6 CASAnotes vulnerable occupancies across Canada. I m happy to report that the majority of Canadian Provinces have implemented changes to their Fire Code to help address this issue. Therefore, if you have not attended your local Regional Group Meeting lately, I would kindly encourage you to visit the members only section on our website to find out the next scheduled meeting or reach out to your local Regional Manager to find out when the next meeting is, and hopefully you will be able to join us at the next meeting. With today s technology it is becoming easier and more efficient to share industry news and communicate amongst each other. CASA has utilized many of the new social media platforms and our QR Electronic newsletter to provide our members with the most current industry news. If you or your company is on social media I would suggest you follow our CASA social media platforms to stay up to date and current with industry news. You can follow us (Twitter) and join our Canadian Automatic Sprinkler Association group on Linkedin at groups/ We utilize these social media platforms to update our members on the newest industry news as well as upcoming events, and educational seminars in your area. In addition to our CASA social media platforms, CASA also continues to utilize our CASAnotes quarterly news magazine as well as our QR monthly electronic newsletter to share industry news with our members. The benefit of both of these items are they are both available electronically and are free! If you have not registered yourself or your staff to receive our free digital CASAnotes I would strongly encourage you to take the time to visit our CASA website to register to receive all future and archive digital versions of our CASAnotes for free Our CASAnotes are a great source of information on what is happening in our industry across Canada, provides updates on staff priorities and objectives, provides information on new industry products and services, and any upcoming events or educational seminars that may be available in your area. New Member Benefit Coming - Future Leader Program CASA Staff are excited about our new Future Leader Program that will be implemented in CASA staff are still working on many of the details of the Future Leader Program, but the concept is to engage many of the future leaders in our Canadian Fire Sprinkler Industry. We look forward to having our Future Leaders more directly involved with CASA Regional Group Meetings, CASA Annual Conferences and other CASA events. Technical Support Have you ever been stuck on a job with an outstanding technical question? Whether it be Building Code, Fire Code, or NFPA standard related? Or simply having a difference of opinion between yourself and an Authority Having Jurisdiction on a related code of standard requirement? CASA has staff and resources available to our members to help assist and get you the correct and proper information through informal technical interpretations. If you experience one of these issues don t hesitate to contact Jason Ryckman, our CASA National Codes & Standards Manager. Jason has over 19 years of experience in the Fire Sprinkler Industry, is NICET Level III Certified, CET, GIFire E and a graduate from Seneca College. Jason will be able to help provide members with the proper Building Code, Fire Code and NFPA standard information, and can serve as a third party to help resolve any disputes or code or standard interpretation disagreements between a member and an AHJ. In addition to these services, our CASA Technical Committee is able to review any technical questions and can offer an informal technical interpretation on a particular subject or topic. Some of our CASA members have utilized this service in the past in instances where a local AHJ and a local member contractor had a difference of opinion on how to interpret and apply a requirement in an NFPA Standard. Our CASA Technical Committee was able to review the disagreement

7 and offer an unbiased informal opinion that both the contractor member and AHJ could review and consider accepting. These Technical Services help provide members with the correct information to ensure that their technical questions are resolved and comply with the appropriate Building Code, Fire Code or NFPA standard. Educational Seminars A key focus and priority that CASA has identified and offered for years is our Educational Seminars. One of our main goals is to ensure that the persons involved in our industry are properly trained and educated. Therefore, CASA continues to offer a series of in class and online educational seminars to help provide the latest industry requirements. Our seminars focus on unique Building Code and Fire Code requirements in our Canadian marketplaces, as well as the proper referenced NFPA standard in our Building and Fire Codes. CASA members all receive a discount when attending any of our CASA seminars, and we also encourage local Authority Having Jurisdictions to attend as well. For a complete list of upcoming seminars and a list of seminars that CASA offers, please visit our website at live-technical-seminars/ Code & Standard Development One of CASA s main goal objectives is To enhance the level of life safety and property conservation from the effects of fire through the use of fire sprinklers. CASA continues to be actively involved and engaged in our Canadian Building and Fire Code process and is equally active in the NFPA Standard Development process. Did you know that CASA has representatives who sit on and actively participate in numerous NFPA Standards? That means, that our CASA representatives have an opportunity to share our Canadian perspective and to help shape the direction of the NFPA Standards that we use on a daily basis. In addition, Jason Ryckman our National Codes & Standards Manager is involved in many ULC Standards and CSA Standards that directly impact our Canadian Fire Sprinkler Industry. CASA has not only been actively participating in these Code and Development processes, but we have utilized our resources and partnerships with our industry stakeholders to help advance our Canadian Building Code and Fire Code and referenced Standards over the years to steadily require more and more building types and building occupancies to require the installation of fire sprinkler and other fire protection systems across Canada. In addition to advancing these code requirements, we also participate at these code development processes to defend the current requirements in our Canadian Building and Fire Code. Therefore, if you have any changes that you would like to be made to our Canadian Building or Fire Code, or any of the referenced NFPA, ULC, or CSA standards please don t hesitate to reach out to Jason Ryckman or any of our CASA Technical Committee members. Industry Partnerships CASA has a long history of working with industry partners from across Canada to further advance the level of fire safety for all Canadians. CASA continues to focus on our industry partners and we look to continue to build upon our existing partnerships as well as identify and grow new ones. One area that has helped CASA achieve many of its goals and objectives is its relationship with our Industry partners. In many cases when dealing with sensitive code and standard issues, the time and process to make changes can be lengthy and daunting. That being said, our CASA staff continue to work relentlessly on achieving our goals and objectives, and our relationships with our industry partnerships has been a key link to many of our associations success. 8 standard changes across Canada over the past few years. CASA helped identify the need to change the Provincial Fire Codes to implement new code requirements that would help protect our vulnerable seniors in existing care facilities and retirement homes. With the support of Provincial Fire Chiefs Associations, NFPA Canada, and other Industry stakeholders, we were collectively able to reach out to the Provincial Governments and demonstrate that a code change was needed. This is one example of how our industry partnerships and alliances have helped improve the level of fire safety for Canadians. CASA also participates with industry stakeholders to help provide free public education materials and information about the benefits of residential sprinklers through the Home Fire Sprinkler Coalition of Canada. CASA has worked with NFPA Canada and the Co-Operators Insurance Company to help create the HFSC Canada website and offer free materials for Canadians about the benefits of residential sprinklers, as well as address common myths regarding residential sprinklers. Government Outreach / Legislative Development CASA continues to actively participate and engage with all levels of government across Canada to ensure that the information and data that government representatives have regarding our Canadian Fire Sprinkler Industry is accurate and current. Whether it is one of our Regional Managers speaking with a local municipal councilor about the benefits of fire sprinkler systems, or speaking with a Government Minister at the Provincial level to address an industry concern that may require a policy or legislative change, our CASA staff and members are actively engaged and will continue to work with government representatives to help advance our industry and improve the level of fire safety for all Canadians. Over the recent years CASA was actively involved with multiple Provincial Governments when discussing and requesting that the trade status of our Sprinkler System Installer trade be re-classified from a voluntary or unregulated trade, to a compulsory or regulated trade similar to other trades such as plumbers and electricians. CASA staff and our members were able to meet with government representatives and provide detailed applications and supporting documents including support from other industry partnerships on why it was important and needed 8 CASAnotes to re-classify our trade. Over the past few years many Provinces have made this legislative change and we hope that the remaining Provinces will adopt similar changes in the future. This is one example of CASA s involvement with Government representatives and we will continue to work with government representatives at all levels to ensure that they are receiving the most current information and data regarding our Canadian Fire Sprinkler Industry. Historical Code & Legislative Changes 1975 CASA Staff are actively involved in the Canadian Building Code Development Process and increase the requirements for fire sprinklers The code work of the late 1970 s results in the first major mandatory code requirements for fire sprinkler systems above ground level CASA proposals are received well by Building Codes in Atlantic Canada for Residential Sprinklers OLS Canada makes the first proposed code requirement for Residential Fire Sprinklers in Canada Vancouver, BC adopts the most advanced code requirements for fire sprinklers in Canada and is the largest jurisdiction to require single family dwellings to be sprinklered Vancouver initiative leads to some other jurisdictions in British Columbia to require residential sprinklers through the 1990 s CASA proposes and is successful at inserting the new NFPA 25 into all Canadian Fire Codes New 1995 National Building Code of Canada to include requirements for all buildings over 3 stories to be fully sprinklered National Building Code of Canada sprinkler requirements adopted into Provincial Building Codes. (Ontario only province to exclude residential buildings) Successive editions of NFPA 25 are included in Canadian Fire Codes In addition to acquiring new Code Requirements, CASA is placed in the position of defending existing requirements from previous successes CASA begins partnership with National Research Council of Canada to conduct Research & Development on Fire Sprinkler Performance Manitoba Designates Sprinkler System Installer as a compulsory trade Modest increases for fire sprinkler requirements in the 2005 National Building Code of Canada Nova Scotia and New Brunswick recognize Sprinkler System Installer as a compulsory trade Changes to the Alberta Building Code require greater use of Fire Sprinklers for exterior building protection Ontario plays catch up to the rest of Canada and requires all new Residential Buildings greater than 3 stories to be fully protected with fire sprinkler systems Ontario implements Fire Code changes to retro-fit existing Care Facilities and Registered Retirement Homes to be protected with Fire Sprinkler Systems Ontario recognizes Sprinkler & Fire Protection Installer as a compulsory trade CASA defends the Residential Sprinkler By-Laws in British Columbia, and effectively lobbies BC Government to not remove the Residential Sprinkler By-Laws CASA and Saskatchewan members submit application to Saskatchewan Government requesting trade re-classification for Sprinkler System Installer CASA and Alberta members submit application to Alberta Government requesting trade re-classification for Sprinkler System Installer Alberta, Manitoba & Saskatchewan implement Fire Code Changes to require existing care facilities to be protected with Fire Sprinkler Systems Atlantic Provinces (Nova Scotia, New Brunswick, Newfoundland & Labrador & PEI) Conduct review on existing Care Facilities and determine that majority of facilities are already protected with fire sprinkler systems due to increased code requirements adopted in 1980 s CASA works with National Trade Coalition of Canada to help pass the Prompt Payment and Construction Lien Act in the Province of Ontario.

9 2017 CASA works with the National Trade Coalition of Canada to lobby the Federal Government of Canada to implement a similar Prompt Payment Legislation that Ontario recently adopted. 10 By: Jamie McKenzie, Western Regional Manager Canadian Automatic Sprinkler Association Training and Apprenticeship Wow, where did the first three quarters of 2017 go? Mr. Trump, Rocket Boy, Mother Nature? One thing for sure, our weather patterns are a changing in North America. On a brighter note, very pleased to say, our Regional JTAC s across all jurisdictions are focused, driven and working as one on their various agenda items. We have got a nice balance of experience, knowledge and youthful exuberance. Please take note, a project/agenda item going forward, we have a few areas that could use a little more Contractor input. We lost a very good friend of our industry this summer. Sadly, Budrow Tozer passed away on July 23. He had a long and very distinguished career with the UA, climbing through their ranks quickly. I had the pleasure to sit on the National Sprinkler JTAC with him until his retirement the end of last year. His actions, experience, input and ability to listen/communicate, strengthened our National JTAC. His agenda was always directed to current and future educational needs of our work force. To help guide our Apprentices and Journey persons to the lofty Standard for Excellence in all that they do. He truly believed in these principals. Our meetings moved quickly, very focused and always productive. He will be missed Examples of Agenda items during our various meetings: 2nd NAUSC ITM addition is in the planning stages. Skills Canada 2018 will take place in Edmonton, June 1-5 at the Edmonton EXPO Centre. We are now a fully recognized Trade, Game On! Ann Arbor 2017 ITP week was a success - Canadian Chris Pierog won for the Annual Sprinkler Apprentice Competition, Congratulations Chris! Compulsory Certification updated. AB, SK & NL have all submitted and in process. Enforcement, who is going to do it? Other Provinces don t have OCOT. National JTAC website will be operational very soon. All access to all NFPA Code & Handbooks was negotiated by Steve Steele, National Training Coordinator for all UA SprinklerFitter Members in good standing. Well done! Red Seal Occupational Standards (RSOS) update should be in place next year. Safety training was a major concern during all JTAC meetings, cost, duplications, delivery agents, etc Fitter upgrade training, has not been well received by the majority. Compensation for time spent at training is the concern. The per diems for the ITM course will be terminated December 31, If you have a concern in your region, please contact me. I asked Ken Busch., Director of Training of The Saskatchewan Piping Industry Joint Training Board, (NAUSC) for permission to print his article for the last edition of CASAnotes from His Annual Training Newsletter. I have received many positive responses from Contractors and SprinklerFitters. Thanks Ken, going forward we will approach the other Training Coordinators for their input. CASA Technical Committee will be reviewing proposed change requests that will potentially be submitted to NRC (National Research Council) Standing Committees National Building Code Proposed Change Requests 1. Move sentence (4) and Add Sentence (2) Editorial change to move sentence (4) Standpipe System Design to Standpipe Systems. This will allow the reader to distinguish the differences between standpipe systems versus standpipe system design. 2. Remove Sentence (3) Presently allows a maximum total water supply of 30 L/s (475 gpm). Harmonize with NFPA 14 requirement of minimum water supply L/s (500 gpm) at the top most demanding standpipe with an additional L/s (250 gpm) per additional standpipe at the top most hose valve up to a maximum total water supply of L/s (1250 gpm) for non sprinklered buildings and L/s (1000 gpm) for sprinklered buildings. This will allow for having the options in operating additional hose valves. Currently standpipes are sized for operating two hose valves. 3. Revise Sentence (5) Water supplies at the base of the sprinkler riser only meeting the design flow rate and pressure demand of the sprinkler system does not provide enough flow rate and pressure demand for standpipe systems without support and capabilities of the fire department. The reliability, effective performance for fire fighter safety, on standpipe systems to protect life and property can be compromised. Harmonize with NFPA 14 requirements requiring water supply of building to supply full flow (1250 gpm not sprinklered throughout and 1000 gpm sprinklered) and pressure (100 psi top most demanding standpipe). 4. Revise Hose Connections, Delete Hose Stations To provide clarity and follow language to harmonize with NFPA National Plumbing Code Proposed Change Requests 1. Add NFPA Edition in Table NFPA Edition will be the referenced standard for proper design, construction, installation and testing of fire service mains and water service pipe combined with fire service mains. 2. Add new section to include fire lines and combined service lines. Harmonize with Ontario Building Code Water Service Pipes and Fire Service Mains Design, Construction, Installation and Testing (1) Except as provided in Articles to , and , the design, construction, installation and testing of fire service mains and water service pipe combined with fire service mains shall be in conformance with NFPA 24, Installation of Private Fire Service Mains and Their Appurtenances. CASA Technical Committee will be working towards completing change requests as soon as possible to make sure they will be in the system in time. For changes or inclusion of new requirements in the next editions of the codes (expected to be in 2020), a proposed change would need to be finalized by June The June 2018 date would give NRC enough time to be ready for the Fall 2018 public review. In order for a change to be finalized, the responsible Standing Committee would have to do their due diligence. Update - Ontario Part 3 - Fire Protection, Occupant Safety and Accessibility TAC Meeting The Ontario Building Code was recently amended by O.Reg. 139/17. Among the amending regulations include the following: Retirement homes, Two-unit houses (secondary suites), Electric vehicle charging requirements for homes, and workplaces, Water pipe sizing, and Gravelless leaching chambers. The particular amended regulation to pay close attention to is retirement homes. Please see below specific code changes (highlighted) that relate to retirement homes. Note: On July 1, 2017, Clause (1)(c) of Division A of the Regulation is amended by adding the following definition: (See: O. Reg. 139/17, s. 4 (8)) House means a detached house, semi-detached house or row house containing not more than two dwelling units. 12 CASAnotes

13 Note: On July 1, 2017, the definition of residential occupancy in Clause (1)(c) of Division A of the Regulation is amended by adding and includes an occupancy in which sleeping accommodation is provided to residents of a retirement home at the end. (See: O. Reg. 139/17, s. 4 (14)) Residential occupancy means an occupancy in which sleeping accommodation is provided to residents who are not harboured for the purpose of receiving special care or treatment and are not involuntarily detained. Note: On July 1, 2017, Clause (1)(c) of Division A of the Regulation is amended by adding the following definition: (See: O. Reg. 139/17, s. 4 (15)) Retirement home means a building or part of a building that is a retirement home as defined in subsection 2 (1) of the Retirement Homes Act, 2010 Note: On July 1, 2017, Subsection of Division B of the Regulation is amended by adding the following Articles: (See: O. Reg. 139/17, s. 24) A. Group C, Retirement Home, Any Height, Any Area, Sprinklered (1) Except as permitted by Articles B. to E., a retirement home shall conform to Sentence (2). (2) Except as permitted by Article , the building referred to in Sentence (1) shall be of noncombustible construction, and, (a) except as permitted by Sentence (1), the building shall be sprinklered, (b) floor assemblies shall be fire separations with a fire-resistance rating not less than 2h, (c) mezzanines shall have a fire-resistance rating not less than 1 h, and (d) loadbearing walls, columns and arches shall have a fire-resistance rating not less than that required for the supported assembly B. Group C, Retirement Home, up to 4 Storeys, Sprinklered, Increased Area (1) A retirement home is permitted to conform to Sentence (2) provided, (a) except as permitted by Sentence (1), the building is sprinklered, (b) it is not more than 4 storeys in building height, and (c) it has a building area not more than, (i) m2 if 1 storey in building height, (ii) m2 if 2 storeys in building height, (iii) m2 if 3 storeys in building height, or (iv) m2 if 4 storeys in building height. 14 (2) The building referred to in Sentence (1) is permitted to be of combustible construction or noncombustible construction used singly or in combination, and, (a) floor assemblies shall be fire separations with a fire-resistance rating not less than 45min, (b) mezzanines shall have, if of combustible construction, a fire-resistance rating not less than 45 min, and (c) loadbearing walls, columns and arches shall have a fire-resistance rating not less than that required for the supported assembly Automatic Sprinkler Systems (1) Except as provided by Sentences (2) to (4), an automatic sprinkler system shall be designed, constructed, installed and tested in conformance with NFPA 13, Installation of Sprinkler Systems. (2) NFPA 13R, Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height, is permitted to be used for the design, construction, installation and testing of an automatic sprinkler system installed in a building, (a) of residential occupancy that is not more than 4 storeys in building height, or Note: On July 1, 2017, Clause (2)(a) of Division B of the Regulation is revoked and the following substituted: (See: O. Reg. 139/17, s. 31 (1)) (a) of residential occupancy that does not contain a retirement home and that is not more than 4 storeys in building height, (b) of Group B, Division 3 occupancy that contains sleeping accommodation for not more than 10 persons and not more than six occupants require assistance in evacuation in case of an emergency. Note: On July 1, 2017, Sentence (2) of Division B of the Regulation is amended by adding the following Clauses: (See: O. Reg. 139/17, s. 31 (2)) (c) that contains a retirement home constructed in accordance with Article D., or (d) that contains a retirement home constructed in accordance with Article E., where the fire separation required by Sentence (2) on the storey immediately below the roof assembly is continuous to the underside of the roof deck. 14 CASAnotes Note: On July 1, 2017, Sentence (9) of Division B of the Regulation is amended by striking out a retirement home regulated under the Retirement Homes Act, 2010 at the end and substituting a retirement home. Special situations involving spaces above ceilings, open grid ceilings, drop out ceilings, ceiling clouds and stepped ceilings will be reviewed. Architectural ceiling designs have continued to evolve beyond the limitations for cloud ceilings. The special ceiling situations included in the sub-sections of 8.15 will be reviewed. Sprinkler protection requirements and compliance options will be discussed for these unique and challenging ceiling configurations. December 19, Other Special Situations Presented by Jim Lake, Director of Training This session rounds out the special situation topics of NFPA 13, section 8.15, which has often been referred to as the junk drawer. A variety of miscellaneous and somewhat seemingly unrelated topics will be discussed including, library stack areas, glazing protection, revolving doors, and stages. 16 By: Matthew Osburn, National Communications Manager Canadian Automatic Sprinkler Association National Communications Report British Columbia Building Code Act Update If you recall in 2014 the British Columbia Government announced plans to implement a new Building Code Act that would streamline and offer uniformity to the BC Building Code. This new building code act would remove the powers of allowing municipalities to adopt and implement municipal by laws that go above and beyond the requirements found in the BC Building Code. Thus, this potential legislation threatened the residential sprinkler by laws that 30 communities currently have implemented in British Columbia. At that time CASA staff approached other industry stake holders to approach the British Columbia government about our concerns with the implications of this new legislation. After hearing these concerns the British Columbia Government created a working group in which CASA was allowed to participate on as a technical expert. The majority of working group members clearly indicated to the government that the outright removal of the residential sprinkler by laws was not desired by multiple stakeholders. The working group recommended that the BC Government implement a new piece of legislation that would streamline and provided uniformity on how a residential sprinkler system by law would be implemented and enforced. Since my last update the BC government delayed releasing the new Fire Sprinkler Bylaw and are continuing to allow municipalities to enforce their current residential sprinkler by-laws. As of yet the new BC Government has not indicated their stance on the Fire Sprinkler Bylaw. CASA staff will continue to work with Industry Partners and will continue to engage the BC Government to recommend that they implement the recommendations made by the Fire Sprinkler Working Group. Canadian Home Fire Sprinkler Coalition launches new Website The nonprofit Home Fire Sprinkler Coalition (HFSC) announced a new website with important educational information for range of Canadian stakeholders. HomeFireSprinklerCanada.ca provides timely resources to increase interest in the life-saving benefits of installed home fire sprinklers in new construction homes. In partnership with The Co-operators and the Canadian Automatic Sprinkler Association, this new comprehensive website presents content developed for a number of stakeholder groups including homeowners, homebuilders, real estate agents, insurance professionals and fire services. Videos, fact sheets and answers to frequently asked questions provide key information about sprinkler systems installed in homes and their life-saving benefits. Many of the resources will help fire departments that want to include fire sprinkler information in their education programs. "The website is a great new way to make this important information available to all Canadians," said HFSC Board President Lorraine Carli. "In particular, it will also be helpful for fire services and other sprinkler advocates as they work to educate Canadians about sprinklers' ability to save lives and protect property." Alex Molinaroli, former chairman and CEO of Johnson Controls left the company and the board on September 1st Company Names Changeover Tyco Integrated Security, Tyco Integrated Fire & Security - Canada, and the fire alarm, suppression, security and healthcare communications businesses of Tyco SimplexGrinnell will migrate to the Johnson Controls brand. Signage on their facilities will use the Johnson Controls name and logo. Additionally, their business cards, vehicles and uniforms for all these businesses will now be branded Johnson Controls. The SimplexGrinnell fire sprinkler installation and services business in the U.S. will become Grinnell Fire Protection Solutions, a separate Johnson Controls business with its own brand identity and a strong connection to Grinnell s rich history as a leader in fire protection. Most economic sectors continue to be in full expansion mode at this stage with the labour market impressing with strong job gains being sustained. Continued recovery in the Vancouver s housing market eased downside risks for growth. In fact, slightly strongerthan-expected home price gains recently suggest that the economy might benefit from a slightly more powerful wealth effect this year than we previously believed. Wildfires disrupted activity in several areas of the province this summer but, fortunately, the province s major infrastructures so far have been spared. RBC expects overall growth in the province to surpass the 3% mark for the fourth consecutive year in This assumes that wildfires impact will remain localized and the softwood lumber trade conflict with the US won t escalate further. Wow!! Hold on folks, the roller coaster ride is just beginning. That is about how one can describe the last few months in BC. Starting with a nail biting close minority win for the liberal party. This was followed by an alliance with the Green Party and NDP to over throw the liberals. Uncertainty around several large projects and the NDP drive to stop many, mark the news headlines these days. Residential remains strong with low supplies, increasing prices and sales still strong. Planning is underway with NFPA and the BC Fire Prevention Officers Association for a Fire Sprinkler Summit in early Details to follow shortly. RBC now projects the rebound in Alberta s economy this year to be much stronger than they previously forecasted. They boosted 2017 growth from 2.9% to 4.2% to reflect greater-than-expected strength in the energy sector. Production and exports of crude oil increased sharply so far this year, thanks to output capacity expansion and a low comparison base last year caused by Fort McMurray s wildfires. Drilling activity also resumed in earnest this winter after reaching a near standstill in Sectors other than energy show signs of recovery as well although conditions remain uneven across many industries at this point. Down-ward revisions to RBC s oil price forecast, however, prompted them to moderate our growth projection for 2018 from 3.4% previously to 2.9%. They believe that a more gradual oil price recovery will hold back capital investment in the province s energy sector. CASA s staff has met and will continue to meet with any groups/person to address their concerns with our application for Compulsory Certification. A modest recovery is taking hold this year in Saskatchewan in large part driven by a sharp improvement in export activity. Energy exports are rebounding strongly but non-energy exports also are solid led by impressive gains in industrial machinery. Renewed strength in industrial machinery also benefits Saskatchewan s manufacturing activity. The labour market shows signs of stabilizing after employment fell in 2016, although a rise in the unemployment rate in recent months is a disappointment. A negative development has been indications of a significant drop in the agricultural production in the wake of dry growing conditions in many parts of the province. This was a key factor prompting us to revise our 2017 growth forecast for Saskatchewan downwardly to 1.4% from 1.8% previously. 22 By: Jo-Ann Gauthier, Ontario Regional Manager In Cooperation with Rick Berwick and Gary Irving Ontario Regional Report In the past year with compulsory certification now in effect, I have been actively communicating this to approximately 150 municipalities within Ontario and countless Fire Personnel. I have focused within a 2hr windshield time around the GTA to improve and enhance or test drive my delivery and be in a position to tweak it as I went along. Needless to say, I m quite comfortable with it now that it s been almost a year that I have been approaching them. In Ontario we have 444 Municipalities so my goal is to reach another 100 by year end, this could be initially by /phone contact and subsequently an onsite visit if required. I have circled back with many, more than once with follow up questions, either from them or from me and as you well know, there are more than one point of contact within one municipality. In order to be successful and impactful, it s important that I don t initiate contact and then not speak again so for me following up has been very time consuming, however, crucial to our success. I have also been able to speak in regards to the fire code changes and provided the information required for their RFP s. The reception has been positive and many thought the trade was already compulsory. I ve also been able to speak to them about navigating OCOT s website independently to be assured that the SFPI is licensed and in possession of their C of Q and if they decide to include CASA Member Required, they can easily access CASA s website to confirm if they are actually a member of CASA. They have found this search to be beneficial by the feedback I received and some have called me to walk them through it one more time. I also take the opportunity to communicate this in every commercial building or corporation that I find myself walking into and quite frankly everywhere I go I speak sprinklers. I have also stressed the importance of the Contractor awarded the tender be a Member of CASA not the sub-contractor. Unemployment in Ontario remains the same as last year with an increase in apprentices as you can see on the President s Report. Toronto (GTA) continues to be busy in all sectors with high rise residential continuing to be a large portion of the work. Kitchener/Waterloo areas are busy with residential for students only. London and West, Northern Ontario and Ottawa are currently slow. Our markets I.C.I. Hi and Low Rise continue to grow, 2018 should be another good year for Ontario. I have supplied the ORG with information pertaining to the upcoming legalization of marijuana in the Canadian Workplace. I would be happy to send it at your request. Recently one of our long time committed/ devoted Member Contractors has retired, Rod Drapeau from Drapeau Automatic Sprinkler Corp. in Kingston, Ontario. He will be succeeded by Gen Drapeau, Lucas Drapeau and Joey Drapeau. I have had the pleasure of learning much from Rod and I m hoping and told he will continue to attend the ORG Meetings which will allow him to share his knowledge with the rest of the group. We will also have the pleasure of working with the new owners of Drapeau which I look forward to. Going by Rod s photo s, we know he ll be enjoying his retirement! All the Best Rod, you will be missed! Our ORG Golf Tournament took place on September 19th at Lionhead. We do not have the final numbers to report for this but I am hoping it will prove to be more successful than last year. We formed a golf committee to revamp the tournament and the members are Steve Spearing, Jason Stubbert, Dave Groen and Paul Silverberg. We had 98 golfers this year in comparison to 89 last year. Representatives from Camp BUCKO and SickKids were both in attendance and presented short video s along with some kind words of appreciation to our golfers. All in all, I found the tournament to be of great success and look forward to reporting the final amount raised for our charities. I would like to take a moment to thank our committee members in making this year s tournament a success. I attended the Ontario Building Officials Association Meeting and Training Conference in Deerhurst where they had over 370 delegates, primarily CBO s. Dustin Demille from Classic Fire assisted in our booth and with the scheduled Side X Side Burn along with the Huntsville/Lake of Bays Fire Dept. and Bracebridge Fire Dept. This burn was funded with a stipend from the Home Fire Sprinkler Coalition. I am certain that we spoke to almost every one present and the feedback was positive for sprinklers and that further training was required on NFPA 13D and 13. We also had a Side X Side Burn that attracted well over 150 CBO s and students that were in from Georgian College. It was the best feedback by far and the most impactful burn. I have requested the list of delegates from the OBOA and have meetings with 2 Building Officials already scheduled. New Brunswick & Prince Edward Island whom had a terrible year last year have recovered somewhat and are currently showing a slight increase in man hours and work on hand. The city of Moncton has outgrown the onetime largest city in NB Saint John and is now the larger of the two. Construction tendering activity has been very sporadic throughout the ARG thus far with several months of very busy activity followed by a month of fewer projects coming out. A recent announcement by the Calgary based Trans Canada Pipe Line cancelling the proposed $15.7 Billion Energy East project has been a blow to the future economy of New Brunswick. This pipe line would have seen Alberta oil transported to Saint John NB. creating approximately 3700 jobs during the construction period and 260 full time operational jobs. Provincial tax revenues estimated at $850 million. Nova Scotia which still leads the regions economy but has shown a bit of decrease in man hours over the previous year, appears only to be a slight bump in the road. The lack of manpower at time of writing should mean a strong fourth quarter. Retail and Condominiums the bulk of the construction projects. Newfoundland & Labrador is certainly feeling the effects of the down turn economy as the gas & oil industry struggle. Smaller projects appear to be the main stay for this province for now. As of the end of July NB & PEI combined show an increase in road hours of 4.86%. Nova Scotia showing a decrease of (-3.44%). Newfoundland & Labrador a decrease of (-13.33%). UA Local 56 in Nova Scotia held the first ITM course in the spring which was well received. The intent is to hold more as contractors have embraced it. Again this year, all 4 Atlantic provinces have seen increases in tourism was a banner year but 2017 is on track to exceed all other years. Therefore, the hospitality industry has shown confidence by building new facilities or renovating and expanding their existing properties. The Atlantic provinces economy weighs heavily on lumber exports to the US. So far, the 19.88% countervailing duties imposed on Canadian lumber exports into the US have had little affect on the industry. Since these duties were imposed, the price of lumber has risen well beyond the cost of the duties. The demand for Canadian lumber due to the robust home building sector and the inability of US mills to keep up with the demand has driven prices up and Atlantic mills filling these orders. Compulsory certification for the sprinkler industry in Newfoundland Labrador is on going. A draft of the submittal should be available to present to the NL members before the end of this year. Adam Vickers from the NL Apprenticeship & Trades Certification Division (ATCD) has been appointed to handle our submittal and to guide us through the necessary steps. Originally told to expect an 18 to 24 month process, and it appears it will take all of that. On October 18th I joined the Fire Inspectors Association of Nova Scotia (FIANS) for a one-day seminar and training session held in Bridgewater NS. Dave Candow from the NS Fire Marshals presented the seminar. This opportunity gave me a chance to meet the majority of the fire service inspectors within the province at one location. Very informative and gave me a better prospective on what their job entails and what degree of authority they have. As I presented to those in attendance there are great opportunities for the fire service and CASA to work together for training and code compliance situations. The next Atlantic Regional Group Meeting is to be held November 15th at the Moncton NE Construction Association in New Brunswick. There have been many open houses and side burns taking place within Ontario and I ve had the pleasure of attending several of them. HFSC have covered these burns under their stipend program for The Ontario Liberal Government s Minister of Seniors Affairs, Dipika Damerla was at Fire Station #314 in Toronto on October 11th, to announce a 20M cost-sharing program to help small and rural retirement homes retrofit more than 6,000 suites across Ontario with Automatic Fire Sprinklers. Automatic Fire Sprinklers are vital to the safety and security of all retirement home residents, staff and first responders. Beginning January 1, 2019, all 26 CASAnotes continued from page 22 retirement homes must be equipped with automatic fire sprinkler systems to meet new Ontario Fire Code requirements. Application forms and eligibility criteria are available online. Fire Sprinkler Retrofit Program Apply for Funding Prompt Payment Ontario Bill 142, Construction Lien Amendment Act passed the second reading on October 5th with a unanimous vote. Committee hearings start on October 25th. We will continue our efforts in moving this forward. Ontario Fire Sprinkler Symposium November 2nd Our upcoming Ontario Fire Sprinkler Symposium in partnership with the Mississauga Fire Dept. will take place on November 2nd in Mississauga at the Garry W. NTCCC Applauds Government Move to Prioritize Prompt Payment; Highlights Progress in Ontario on Bill 142 October 5th, 2017 (OTTAWA) Prime Minister Justin Trudeau has given the Hon. Carla Qualtrough, Minister of Public Services and Procurement instruction to prioritize prompt payment for contractors and sub-contractors who do business with her department. Contractors from many trades and labour leaders have been very supportive of a legislative solution to this problem, added Galt. We have been grateful for the tireless work of Senator Don Plett and the many senators who supported Bill S-224. The addition supports calls from the vast majority of the construction industry to address the urgent problem of payment delays which reduce cash flow, decrease efficiency, and hurt small businesses and their employees. Our members are excited and energized by the government s commitment to tackle the issue, said John Galt, Chair of the National Trade Contractors Coalition of Canada (NTCCC). We know that the government understands it can reduce costs to taxpayers and improve operations by taking action on payment delays. NTCCC has worked constructively with political leaders and Public Services and Procurement Canada officials to ensure the federal government has a plan that is consistent with its goal of modernizing procurement practices. The NTCCC is looking forward to further discussion with departmental officials and Members of Parliament as the federal government makes progress on this issue. In Ontario, Bill 142, the Construction Lien Amendment Act, moved to committee yesterday at Queen s Park with unanimous support at second reading. Bill 142 is the product of many years of advocacy from Prompt Payment Ontario, with substantial expert review from leaders in construction law. The principles of that bill are expected to provide an effective template for the federal government and other provinces that wish to improve productivity in their construction sectors. NTCCC looks forward to other provinces moving towards having a prompt payment regime. Ontario College of Trades - Board of Governors announces the election of Don Gosen as new chair August 31, 2017 The Ontario College of Trades (College) Board of Governors (Board) is pleased to announce the election of Don Gosen as its new chair effective September 1, Don succeeds Pat Blackwood whose term comes to a close after serving as chair for the past two years. The Board would like to thank Pat for his nearly six years of invaluable service as a board member; four years as vice-chair and two years as chair. Engaging with hundreds of stakeholders across the province, Pat effectively elevated the skilled trades profession and encouraged youth to enter into rewarding skilled trades careers. He was also a member of the Canadian Apprenticeship Forum s Board of Directors representing the College. Like Pat, Don grew up on the tools and is an electrician by trade. Don is the former president of Gosen Electric Limited, a non-unionized electrical company providing service to residential, commercial and residential dwellings across the Waterloo Region. Don operated the company for 38 years after taking over from his father in Don is a graduate of Conestoga College, a licensed master electrician, former president of the Ontario Electrical League, and past chair of both the Grand Valley Construction Association and the Council of Ontario Construction Associations. He was inducted into the Grand Valley Construction Association Hall of Fame in 2014, and currently works as an electrical instructor at Conestoga College. As chair, Don will oversee board meetings and represent the College in various stakeholder engagements while providing leadership in the management and administration of the College s regulatory and business operations. Ontario College of Trades names new Registrar & CEO September 5, 2017 Don Gosen, chair of the Board of Governors of the Ontario College of Trades (College) professional regulatory body that regulates and promotes Ontario s 156 trades in the public interest today announced the appointment of George Gritziotis as Registrar and CEO, effective October 16, Gritziotis replaces outgoing College Registrar and CEO David Tsubouchi, who had announced his decision to retire this past June. With George s extensive industry and government experience he s a natural fit to lead the College, says Gosen, the newly elected chair of the Board. Gritziotis has experience working in labour management partnerships in the construction, industrial, and services sectors on human resource development issues. He s also managed a number of national industry groups and projects on issues ranging from apprenticeship and training to labour market information. Most recently, Gritziotis worked at the Ministry of Labour as Ontario s first Chief Prevention Officer (CPO) and Associate Deputy Minister. As CPO, he worked to prevent and eliminate work-related injury, illness, and fatalities and he led several strategic initiatives to improve the health and safety of Ontario workers; these included the implementation of the province s first Integrated Occupational Health and Safety Strategy, the Mining Health, Safety and Prevention Review, mandatory health and safety awareness training, and standards for working at heights.
