3 GENERAL INFORMATION Cape Fear Community College & the New Hanover County Firefighter s Association are pleased to announce the 35 th New Hanover County Public Safety College, April 18-22, The purpose of this Public Safety College is to deliver the best possible training with the best instructors available. Come prepared to learn! You are encouraged to preregister early to ensure your class choice. Registration forms received without payment will be returned to the sender. Should your first choice be filled, you will be assigned to your second or third choice noted on your registration form. ** Attendance at all scheduled class sessions is mandatory. 4 Enrollment & Registration Registrations and payments should be received by April 6, NO REGISTRATIONS WILL BE ACCEPTED OR RESERVED OVER THE PHONE OR BY FAX! Students should complete and return registration forms indicating 1 st, 2 nd, and 3 rd choices of classes with the proper fees (no credit cards). Do not use White Out on registration forms. Every effort will be made to place you in the class of your choice. Classes with insufficient registration will be cancelled on April 12, so please register as soon as possible. NO REFUNDS AFTER APRIL 13. Walk-in registrations will be accepted on site for classes with openings. Cash or checks only accepted for walk-in registration fees. Walk-in registrations will be accepted at the following times: Friday, April 20, 5:30 PM -7:00 PM and Saturday, April 21, 7:00 AM-8:00 AM. Feel free to make multiple copies of the blank enrollment form located on inside rear cover of this brochure. Confirmation s will be sent to pre-registered students on April 13th. CHECK YOUR ! FEES The fee for North Carolina residents who are members of fire departments, EMS, rescue squads & law enforcement agencies is $ Out-of-state students or those not affiliated with a NC Public Safety Agency will be required to pay $ (If taking Fire Prevention Inspector I, HazMat Level I Responder, or Fire Officer I class the fee is $ ) This includes the public safety college fee as well as the tuition fee. 9 FIREFIGHTER CERTIFICATION CLASSES Section 1 Orientation & Safety FIP-3001 This class will enable the firefighter to become aware of the advanced operations of the department and understand their position in the organization from a more detailed perspective. Topics will include a review of safety regulations and firefighter s responsibility to comply; departmental safety program; and the hazards related to fire protection. Section 2 Alarms & Communications FIP-3003 This class is designed to teach candidates the policies and procedures concerning the ordering and transmitting of emergency alarms and the actions to be taken upon receipt of the alarms. This class will travel off site to the 911 center, transportation not provided. 5:00pm, Sunday 8:00am - Instructor: Louis Blanchard, Town of Southern Pines Fire/Rescue, Deputy Fire Marshall, NC Fire/Rescue Instructor. Section 3 Fire Behavior FIP-3004 This class will enable the firefighter to demonstrate their knowledge of terminology used in the area of fire behavior, the hazards of different fuels, and the types of heat sources. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Frank Meyer, Deputy Fire Chief New Hanover County Fire/Rescue Service, 20+ year s fire department experience, 7 years industrial firefighting experience, NC Fire/Rescue Instructor Section 4 Personal Protective Equipment FIP This class will present the firefighter candidate with the knowledge and skills necessary to comprehend the use of their personal protective equipment, including Self- Contained Breathing Apparatus (SCBA). Full Turnout Gear and SCBA required. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - retired 22 year US Army/combat veteran, NC Fire/Rescue Instructor. Section 5 Forcible Entry FIP-3007 This class is designed to demonstrate methods of forcing entry into structures utilizing different principles and practices. Full Turnout Gear required. 14 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, and Sunday 9:00am - 12:00noon). Section 6 Ventilation FIP-3008 This class will teach the firefighter different methods of performing safe and effective ventilation principles and practices. Full Turnout Gear and SCBA Required. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - Instructor: Robert Loreman, Captain, Goldsboro Fire Department, 28 years in the fire service, 17 years as a NC Fire/Rescue Instructor. Section 7 Ladders FIP-3010 This class is designed to teach the candidate all aspects of ladder safety, including carrying, raising, lowering, climbing and operating from fire service ladders. Full Turnout Gear Required. 5:00pm, Sunday 8:00am - Instructor: Adrian Mignone, Topsail Beach Volunteer Fire Department, NC Fire/Rescue Instructor. Section 8 Loss Control FIP-3014 This class covers both Salvage and Overhaul and is designed to cover indicators of structural instability while finding areas of hidden fires. 10 Section 9 Rescue FIP-3017 This class will present the firefighter candidate with techniques and safety procedures to be used during a number of rescue activities and will include the proper use of rescue tools and the extrication of entrapped victims from motor vehicles. Section 10 Sprinklers FIP-3019 This class covers the various types of sprinkler systems, as well as their components and the reliability of automatic sprinkler systems. Full Turnout Gear Required. 5:00pm, Sunday 8:00am - Instructor: Frank Sasser, Assistant Chief, Goldsboro Fire Department, 39 year veteran with the fire service. Section 11 Fire Life & Safety Preparedness FIP This class is designed to assist the candidate in all junctions of a fire and life safety program including: inspections, prevention, education, and cause determination. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Instructor: Jennifer Smith, Battalion Chief New Hanover County Fire/Rescue Service, 17 years of fire service experience, Program Manager for Professional Development, Accreditation, and Community Risk Reduction. Section 12 Building Construction FIP-3022 This class will enable the firefighter to identify the different types of construction and their reaction during a fire situation and the hazards associated with each. Section 14 Safety & Survival FIP-3025 This class focuses on firefighter survival techniques and on identifying factors that place firefighters in dangerous situations. Section 15 Mayday FIP-3026 Using simulated situations, this class focuses on identifying parameters that constitute a mayday call. A student will also receive NFA Mayday certification. Instructors: Chris Stenerson, Donald Burns Section 16 Traffic Incident Management FIP This class is designed to build teams of well-trained responders who can work together in a coordinated manner, from the moment the first emergency call is made. First Responders learn the correct deployment of response vehicles and equipment, how to create a safe work area using traffic control devices, and techniques to speed up accident clearance. 4 hours (Friday 6:00pm 10:00pm). 11 DRIVER/OPERATOR CERTIFICATION CLASSES Section 17 Driver Operator: Emergency Vehicle Driver FIP-3601 This class deals with the safe operation of emergency vehicles, driving skills, legal implications of emergency driving and departmental standard operating procedures. Saturday afternoon and Sunday class will meet outside for hands-on training, rain or shine. Please dress appropriately. Appropriate PPE required. Requires Chief s signature on registration. 5:00pm, Sunday 8:00am - Instructors: Lewis Smith, Retired Fire Captain City of Rocky Mount Fire Department, NC DO Pumps, Aerials, EVD, EVDT, and Fire/Rescue Instructor; Mike Cross, Captain, New Hanover County Fire Rescue. Section 18 Driver Operator: Pumps: Intro FIP This class will explain and identify job or individual requirements for pump operators and will detail safe operation of the vehicle including the basic aspects of positive displacement and centrifugal pumps. Full Turnout Gear Required. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - Section 19 Driver Operator: Pumps: Basic Ops FIP-3631 This class will review and explain basic elements of pump operations including priming, lift, drafting, pumping from a hydrant, setting engine pressure and calculating friction loss. Full Turnout Gear Required. 24 hours (Thursday 7:00pm - 10:00pm, Friday 8:00am - 5:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - Instructor: Norman Hinkle, Lieutenant, Pender EMS/Fire. Section 20 Driver Operator: Aerials: Basic Operations FIP-3641 This class will review the application and use of various types of aerials including articulating booms, telescoping booms, elevated platforms, and aerial ladders. It will detail tip loads and uses of master streams from aerial devices. Full Turnout Gear Required. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Gary Reagan, Huntersville Fire Department. Instructor: Swindell Taylor, Retired Jacksonville Fire Department. FIRE & LIFE SAFETY EDUCATION Section 21 FLSE Educator Level I FIP-4630 This class covers the basics of fire and life safety. Students will be introduced to injuries that occur in North Carolina and programs that are designed to prevent these injuries. Students will also discuss the mission of their organizations and the responsibility of prevention education, to include using correct/current fire & life safety educational messages and the role of the Fire & Life Safety Educator. This class is designed to give firefighters and fire & life safety educator s ideas and confidence to teach fire safety to all ages. Students will participate in fire safety lessons and teach a safety lesson plans that they can use at their own fire department. Students will also be introduced to new Community Risk Reduction resources they can obtain at no cost. Class is designed to show a new educator how to keep successful records and reports. Students will review and document various fire and life safety educational programs, describe various formats, prepare written reports, and discuss time management and organizational skills. Information will be presented on how to develop and maintain a work schedule, arrange meetings, presentations, and community events, while reducing scheduling conflicts. Working with local media outlets and distributing fire & life safety materials and messages to the community will be discussed. 36 hours (Wednesday, Thursday, Friday & Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Wendy Gianinni, Fire & Life Safety Educator, Wilmington Fire Department

12 HAZARDOUS MATERIALS CERTIFICATION CLASSES Section 22 HazMat Level One Responder FIP This class includes lecture and practice activities needed to safely and effectively meet the training requirements for Hazardous Materials Level One Responder credential. Full Turnout Gear and SCBA Required. 36 hours (Wednesday, Thursday, Friday & Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Colin Simpson, City of Wilmington Fire Captain, Hazardous Materials Technician; Section 23 Haz Mat Air Monitoring & Sampling FIP-3354 This class will expose the Hazardous Materials Level One Responder to the knowledge and skills, needed to perform air monitoring and sampling to, include the following tasks: (1) plan the air, monitoring and sampling activities; and (2), implement the air monitoring and sampling, activities as specified in the incident action, plan. Pre-requisites: Students must have HazMat Level I certification. 5:00pm, Sunday 8:00am - Instructor: William Kraus, Captain, Wilmington Fire Department TECHNICAL RESCUER CERTIFICATION CLASSES Section 24 TR Ropes Basics FIP-6510 This class in rope basics, will present to the technical rescuer safe and effective methods of rescue in elevated and below grade environments using ropes, knots, and rope related equipment. Mechanical advantage, anchors, anchoring techniques, and stress loads, will be covered. Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Joe Mancos, Moore County EMT-Paramedic. Section 26 TR PPE FIP-6508 This class will enable the technical rescuer to correctly identify and demonstrate the various procedures for accessing, stabilizing, packaging and removing a victim to a safe area from a vehicle or machinery accident. Practicals will be held outside; please dress appropriately. Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. 9 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 3:00pm) Instructor: Ronnie Lytle, Mooresville Fire Department Section 25 TR Rescue Equipment FIP-6509 This class will present the technical rescuer with the correct techniques for the setup, operation, and function of fixed rope systems used during rope rescue incidents. Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. 6 hours (Saturday 3:00pm - 5:00pm, Sunday 9:00am 1:00pm) Instructor: Ronnie Lytle, Mooresville Fire Department.

13 OFFICER CERTIFICATION CLASSES Section 27 Chief 101 FIP-3714 This class will offer insight into paperwork and other issues facing today s fire departments. There will be a heavy emphasis on benefits from the State Firemen s Association, the Firemen s and Rescue Squad Workers Pension Fund, the PSOB, Workers Compensation and the State of North Carolina. Packets outlining the procedure to follow in case of a lineof-duty death will be provided as well. The class is designed to benefit all firefighters and is packed with useful information. Chiefs, company officers, and firefighters are encouraged to attend. 12 hours (Saturday 8:00am 5:00pm, Sunday 9:00am - Instructor: Brandyn Smith, Battalion Chief Leland Fire Department. Section 28 Chief 101 Update FIP-3715 This is the current Chief 101 update class approved by the NC Fire and Rescue Commission to meet NC Administrative Code requirements for those who have previously taken the Chief 101 class. If you took Chief 101 prior to 2015 you need this class. 3 hours (Friday 2:00 5:00pm). Instructor: Brandyn Smith, Battalion Chief, Leland Fire Department. Section 29 Fire Officer I FIP-3710 This class is designed to meet the needs of the fire service officer or supervisor in accordance with Chapter 5 of the NFPA 1021 for level 1 qualification. This class is designed to meet the needs of the mid-level officer/supervisor. Manual for this class is the Jones and Bartlett Fire Officer 3 rd Edition. 39 hours (Wednesday, Thursday, Friday 8:00am 6:00pm, Saturday 8:00am 5:00pm, Sunday 9:00am Section 30 Fire Officer II FIP-3711 This class will present the Fire Officer Candidate with the knowledge, skills, and ability to satisfy the requirements of the Chapter Five of the NFPA 1021: Standard for Fire Officer Professional Qualifications. This class is designed to meet the needs of the mid-level officer/supervisor. Prerequisite: Fire Officer I. Please review all requirements at: ficer.asp. This includes organizing resources, developing strategies, and managing tactical operations to protect life and to minimize damage during an incident. Participants should have a working knowledge of basic ICS organization, strategy and tactics for structural firefighting, building construction, and the type of building systems existing in high rise buildings. 12 hours (Saturday 8:00am 5:00pm, Sunday 9:00am Instructor: Alan Griffin, Chief Carolina Beach Fire Department Section 34 NFA Incident Safety Officer This class is designed to provide First Responders with the ability to identify and analyze safety concerns as they relate to all hazard scene evaluations, and communicate recommended solutions to the command authority. This class examines the safety officer s role at emergency response situations. Section 35 NFA Initial Fire Investigation for First Responders The goal of this class is to empower students with the knowledge to identify and define key concepts of fire dynamics and fire modeling and to develop the ability to apply available tools to fire investigation and prevention. The class will cover introduction for first responder, fire behavior, fire scene examination, fire causes, vehicle fires, and fire cause determination. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Joe Littleton, 30+ years as certified NFA Instructor in Arson Fire Detection, Arson Detection for 1 st Responder, Initial Fire Investigation for First Responders, ISO, STICO, and Leadership classes; NC Fire/Rescue Instructor for Firefighter and Driver Operator classes. Section 36 NFA Leadership I This class is designed to introduce basic leadership skills and techniques to improve company effectiveness and performance. 15 Section 38 - NFA Shaping the Future This class will enable participants to employ creative approaches to identify trends that have an impact on their organizations and apply problem-solving methods to continuously improve fire and EMS services. The class gives an understanding to the reasons employees resist change and how to develop strategies for implementing changes. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Kevin McDonald, Captain-Professional Development, New Hanover County Fire Rescue. Section 39 NFA Training Operations in Small Departments This class is designed to provide students with some basic tools and skills to coordinate training in a small fire/ems organization. A training function is a smaller department typically may include conducting training drills and coordinating training with a nearby larger city or state training function. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - Instructor: Jonathan Sowers, Assistant Chief, Welcome Fire Department FIREFIGHTER/RESCUE SKILLS Section 40 Basic Firefighting I This class is designed for the firefighter with little or no experience. Section 41 Principles of Modern Fire Attack: SLICE-RS This class will provide a firsthand look at the UL/NIST Modern Fire Behavior/Dynamics studies and serve to educate students how they can be delivered and instituted in their fire departments. It is our hope that by compiling the best lessons learned from the fire dynamics research, fire departments will be able to adjust their policies, tactics and training to create a safer environment for the fire service as well as the people we serve in our communities. Section 43 Fire Inspector Con Ed (History of Fire Codes, Flammable & Combustible Liquids, & Means of Egress) This class is designed to give Fire Code Enforcement Officials about the history of fire codes & how major fires throughout history changed the fire code into what it is today. The student will also develop an enhanced understanding of flammable & combustible liquids as well as review of Chapter 10 of the NC Fire Code and egress. 6 hours (Friday 9:00am 4:00pm). 16 SPECIALTY CLASSES Section 44 - Unmanned Aerial Vehicles (UAV) in the Fire Service This class is intended to provide an introduction to those interested in potentially implementing UAV s in the fire service. Topics covered will include obtaining a Certificate of Authorization (COA) from the FAA, training requirements, cost & benefit analysis, creating and implementing SOP s, and new and emerging technology. Section 45 - Unmanned Aerial Vehicles (UAV) Remote Pilot Ground School This class is intended to prepare the student to take the FAA Part 107 exam that is required to obtain your Remote Pilot Certificate. The course will cover regulations, the national airspace system, flight operations & exam preparation. There is an additional fee of $ per student which includes a study guide and access to an online class. Section 46 Advanced Topics of Fire Investigations This class focuses on topics above and beyond the NFA Arson Detection for Fire Responders. It is designed to enable clergy and laypersons serving as Fire Chaplains to provide a ministry of presence to Fire Service personnel and their families. Objectives: Defining a Fire Chaplain-What are the duties of Fire Chaplain-How to respond to a crisis situation- How to care for the Fire Service families-how to deliver a death notification-how to prepare for a Line of Duty Death and Injury-How to cope with burnout among firefighters and chaplains-how to respond to a suicide-how to address legal liability and confidentiality issues- -Preparing for Fire Ceremonies and Funerals in the Fire Service - Understanding the uniqueness of the Fire Chaplaincy for local clergy and firefighters who serve as Fire Chaplains. 12 hours (Saturday 8:00am 5:00pm, Sunday 9:00am Instructor: Steven Savia, Fire Chaplain 101 Section 48 Hurricane Preparedness for 1 st Responders This class will prepare students to function as effective responders during an extended response to a disaster event such as a hurricane. Focus will be on recognition of personal & family needs of the responder & the development of a personal response plan. The class will also include lessons learned from local & mutual aid hurricane responses & incorporate training from EMI Hurricane Response, Recovery & Mitigation courses. Portions of the class may be conducted in the New Hanover County EOC & may include a presentation from a National Weather Service representative. 17 Section 49 NIMS 300 This class provides greater description and details of the Incident Command System (ICS) organization and operations, including application of essential principles and description of air operations. There are five modules: Organizations and Staffing, Organizing for Incidents and Events, Resources Management, Air Operations and Incident and Event planning. This class includes a final exam. Prerequisites: ICS-100, ICS-200, and ICS-700. PLEASE NOTE: In addition to returning the CFCC registration form and your registration fee, you must register with NCEM to receive your NCEM Certificate from NC Emergency Management. Section 52 Training Officer Responsibilities This class will cover fire service training needs, including training standards, types of training available, resources, program development, and record keeping. Regulatory requirements of OSHA and ISO will be discussed as well as NC certification programs. Safety and realism in training will also be covered. It describes the application of Area Command and the importance of interagency coordination during complex incidents and events. This class includes a final exam. Prerequisites: ICS-100, ICS-200, and ICS-300.
