3 GENERAL INFORMATION Cape Fear Community College & the Pender County Firefighters Association are pleased to announce the 28th Pender County Public Safety College, January 9-13, The purpose of this Public Safety College is to deliver the best possible training with the best instructors available. Come prepared to learn! You are encouraged to preregister early to ensure your class choice. Registration forms received without payment will be returned to the sender. Should your first choice be filled, you will be assigned to your second or third choice noted on your registration form. ** Attendance at all scheduled class sessions is mandatory. Students who do not attend the first day of class will not be allowed to enter on the second day. ** Saturday s lunch will be provided by the Pender County Firefighters Association For More Information Call or Go to cfcc.edu/publicsafety for brochure and registration form.

4 Enrollment & Registration Registrations and payments should be received by December 14, NO REGISTRATIONS WILL BE ACCEPTED OR RESERVED OVER THE PHONE OR BY FAX! Students should complete and return registration forms indicating 1 st, 2 nd, and 3 rd choices of classes with the proper fees (no credit cards). Do not use White Out on registration forms. Every effort will be made to place you in the class of your choice. Classes with insufficient registration will be cancelled on December 21, so please register as soon as possible. NO REFUNDS AFTER December 17. Walk-in registrations will be accepted on site for classes with openings. Cash or checks only accepted for walk-in registration fees. Walk-in registrations will be accepted at the following times: Friday, January 11, 5:30 PM -7:00 PM and Saturday, January 12, 7:00 AM-8:00 AM. Feel free to make multiple copies of the blank enrollment form located on inside rear cover of this brochure. Confirmation s will be sent to pre-registered students on or before January 4. FEES The fee for North Carolina residents who are members of fire departments, EMS, rescue squads & law enforcement agencies is $ Out-of-state students or those not affiliated with a NC Public Safety Agency will be required to pay $ (If taking Fire Prevention Inspector II, HazMat Level I Responder, or Fire Officer I class the fee is $ ) This includes the public safety college fee as well as the tuition fee. 9 FIREFIGHTER CERTIFICATION CLASSES Section 1 Orientation & Safety FIP-3001 This class will enable the firefighter to become aware of the advanced operations of the department and understand their position in the organization from a more detailed perspective. Topics will include a review of safety regulations and firefighter s responsibility to comply; departmental safety program; and the hazards related to fire protection. Full Turnout Gear and SCBA Required. Instructor: Chris Hunt, CFCC Instructor, 27 years in the fire service, 17 years as fire, law and EMS instructor. Section 2 Alarms & Communications FIP-3003 This class is designed to teach candidates the policies and procedures concerning the ordering and transmitting of emergency alarms and the actions to be taken upon receipt of the alarms. This class will travel off site to the 911 center, transportation not provided. Instructor: Louis Blanchard, Town of Southern Pines Fire/Rescue, Deputy Fire Marshall, NC Fire/Rescue Instructor. Section 3 Fire Behavior FIP-3004 This class will enable the firefighter to demonstrate their knowledge of terminology used in the area of fire behavior, the hazards of different fuels, and the types of heat sources. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Frank Meyer, Deputy Fire Chief New Hanover County Fire/Rescue Service, 20+ year s fire department experience, 7 years industrial firefighting experience, NC Fire/Rescue Instructor. Section 4 Personal Protective Equipment FIP This class will present the firefighter candidate with the knowledge and skills necessary to comprehend the use of their personal protective equipment, including Self- Contained Breathing Apparatus (SCBA). Full Turnout Gear and SCBA required. Section 5 Forcible Entry FIP-3007 This class is designed to demonstrate methods of forcing entry into structures utilizing different principles and practices. Full Turnout Gear required. 14 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, and Sunday 9:00am - 12:00noon). Section 6 Ventilation FIP-3008 This class will teach the firefighter different methods of performing safe and effective ventilation principles and practices. Full Turnout Gear and SCBA Required. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - Instructor: Michael Cooper, Captain, Wilmington Fire Department 13 years, 18 years in the fire service, 9 years as a NC Fire/Rescue Instructor. Section 7 Ladders FIP-3010 This class is designed to teach the candidate all aspects of ladder safety, including carrying, raising, lowering, climbing and operating from fire service ladders. Full Turnout Gear Required. Instructor: Adrian Mignone, Topsail Beach Volunteer Fire Department, NC Fire/Rescue Instructor. Section 8 Loss Control FIP-3014 This class covers both Salvage and Overhaul and is designed to cover indicators of structural instability while finding areas of hidden fires. Scene preservation and property loss techniques will also be discussed. Full Turnout Gear Required. 10 Section 9 Rescue FIP-3017 This class will present the firefighter candidate with techniques and safety procedures to be used during a number of rescue activities and will include the proper use of rescue tools and the extrication of entrapped victims from motor vehicles. Section 10 Sprinklers FIP-3019 This class covers the various types of sprinkler systems, as well as their components and the reliability of automatic sprinkler systems. Full Turnout Gear Required. Instructor: Frank Sasser, Assistant Chief, Goldsboro Fire Department, 39 year veteran with the fire service. Section 11 Fire Life & Safety Preparedness FIP-3021 This class is designed to assist the candidate in all junctions of a fire and life safety program including: inspections, prevention, education, and cause determination. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Section 12 Building Construction FIP-3022 This class will enable the firefighter to identify the different types of construction and their reaction during a fire situation and the hazards associated with each. Section 13 Health & Wellness FIP-3024 This class will educate the first responder on the importance of maintaining high levels of fitness and wellness in order to perform their assigned duties efficiently and safely. 8 hours (Friday 8:00am - 5:00pm). Section 14 Safety & Survival FIP-3025 This class focuses on firefighter survival techniques and on identifying factors that place firefighters in dangerous situations. Section 15 Mayday FIP-3026 Using simulated situations, this class focuses on identifying parameters that constitute a mayday call. A student will also receive NFA Mayday certification. Instructors: Chris Stenerson, Donald Burns Section 16 Traffic Incident Management FIP This class is designed to build teams of well-trained responders who can work together in a coordinated manner, from the moment the first emergency call is made. First Responders learn the correct deployment of response vehicles and equipment, how to create a safe work area using traffic control devices, and techniques to speed up accident clearance. 4 hours (Friday 6:00pm 10:00pm). 11 DRIVER/OPERATOR CERTIFICATION CLASSES Section 17 Driver Operator: Emergency Vehicle Driver FIP-3601 This class deals with the safe operation of emergency vehicles, driving skills, legal implications of emergency driving and departmental standard operating procedures. Saturday afternoon and Sunday class will meet outside for hands-on training, rain or shine. Please dress appropriately. Appropriate PPE required. Requires Chief s signature on registration. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - Instructors: Lewis Smith, Retired Fire Captain City of Rocky Mount Fire Department, NC DO Pumps, Aerials, EVD, EVDT, and Fire/Rescue Instructor; Mike Cross, Captain, New Hanover County Fire Rescue. Section 19 Driver Operator: Pumps: Water Supply FIP-3635 This class will review and discuss the methods by which water supply is obtained and maintained during an emergency operation. It will detail water main systems and will describe how to identify and determine flow in such systems. It will also detail mobile water supply systems and how they operate. Section 18 Driver Operator: Pumps: Intro FIP This class will explain and identify job or individual requirements for pump operators and will detail safe operation of the vehicle including the basic aspects of positive displacement and centrifugal pumps. Section 20 Driver Operator: Aerials: Basic Operations FIP-3641 This class will review the application and use of various types of aerials including articulating booms, telescoping booms, elevated platforms, and aerial ladders. It will detail tip loads and uses of master streams from aerial devices. Full Turnout Gear Required. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). 12 HAZARDOUS MATERIALS CERTIFICATION CLASSES Section 21 HazMat Level One Responder FIP This class includes lecture and practice activities needed to safely and effectively meet the training requirements for Hazardous Materials Level One Responder credential. Full Turnout Gear and SCBA Required. 36 hours (Wednesday, Thursday, Friday & Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Colin Simpson, City of Wilmington Fire Captain, Hazardous Materials Technician. TECHNICAL RESCUER CERTIFICATION CLASSES Section 22 TR Rescue Operations FIP This class operations will present the Technical Rescuer (TR) with the requirements for pre-planning, scene size-up, and hazards assessment for incidents involving rope rescue. This course will also introduce the Technical Rescuer to applicable standards addressing rope rescue, Personal Protective Equipment (PPE), accessory gear, rope software, and rope hardware. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Eric James, New Hanover County Fire/Rescue. Section 24 TR Fixed Rope Systems FIP-6503 This class in fixed rope systems will present the Technical Rescuer (TR) with the correct techniques for the setup, operation, and function of fixed rope systems used during rope rescue incidents. Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Joe Mancos, Moore County EMT-Paramedic. Section 23 TR Lowers & Raises FIP-6507 This class in lowers and raises will present the Technical Rescuer (TR) with the correct techniques for the setup, operation, and function of various types of high angle raising and lowering operations involving litters during a rope rescue incident. Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). 13 LEADERSHIP/OFFICER CLASSES Section 25 Chief 101 FIP-3714 This class will offer insight into paperwork and other issues facing today s fire departments. There will be a heavy emphasis on benefits from the State Firemen s Association, the Firemen s and Rescue Squad Workers Pension Fund, the PSOB, Workers Compensation and the State of North Carolina. Packets outlining the procedure to follow in case of a lineof-duty death will be provided as well. The class is designed to benefit all firefighters and is packed with useful information. Chiefs, company officers, and firefighters are encouraged to attend. 12 hours (Saturday 8:00am 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Brandyn Smith, Battalion Chief Leland Fire Department. Section 26 Chief 101 Update FIP-3715 This is the current Chief 101 update class approved by the NC Fire and Rescue Commission to meet NC Administrative Code requirements for those who have previously taken the Chief 101 class. If you took Chief 101 prior to 2015 you need this class. 3 hours (Friday 2:00 5:00pm). Instructor: Brandyn Smith, Battalion Chief, Leland Fire Department. Section 28 Fire Officer II FIP-3711 This class will present the Fire Officer Candidate with the knowledge, skills, and ability to satisfy the requirements of the Chapter Five of the NFPA 1021: Standard for Fire Officer Professional Qualifications. This class is designed to meet the needs of the mid-level officer/supervisor. Prerequisites: Firefighter Level II for 5 years, Instructor I certified, and Fire Officer I. Optional book: IAFC endorsed Fire Officer I & II Exam Prep Book (ISBN ) available at Amazon.com. 24 hours (Friday 8:00am 9:00pm, Saturday 8:00am 5:00pm, Sunday 8:00am 1:00pm). Section 29 Leadership Strategies for Company Success This class is designed to introduce basic leadership skills and techniques to improve company effectiveness and performance. Topics covered in the class include: techniques and approaches to problem solving, assessing the needs of subordinates, running meetings effectively in the fire service environment and decision-making strategies. Section 27 Fire Officer I FIP-3710 This class is designed to meet the needs of the fire service officer or supervisor in accordance with Chapter 5 of the NFPA 1021 for level 1 qualification. This class is designed to meet the needs of the mid-level officer/supervisor. Prerequisites: Firefighter Level II for 3 years and Instructor I certified. 14 NATIONAL FIRE ACADEMY CLASSES Sections Register at to obtain a SID number for NFA classes Section 30 NFA Preparation for Initial Company Operations (PICO) This class is designed to develop a better understanding of the roles and responsibilities of a Company Officer in preparing their company for incident operations. Additionally, this course serves to clarify the transition from firefighter to company officer and the new roles relating to leadership and safety. 5:00pm, Sunday 8:00am - 1:00pm) Instructor: Brian Mims, City of Fayetteville Fire/Emergency Management Department, NC Fire/Rescue Instructor, NFA Instructor. Section 31 NFA Incident Safety Officer This class is designed to provide First Responders with the ability to identify and analyze safety concerns as they relate to all hazard scene evaluations, and communicate recommended solutions to the command authority. This class examines the safety officer s role at emergency response situations. A specific focus on operations within an incident command system as a safety officer is a main theme. Instructor: Mike Ensley, Retired EM Coordinator, Cullowhee Fire Department, NFA Instructor, NC Fire/Rescue Instructor II. Section 33 NFA Shaping the Future This class will enable participants to employ creative approaches to identify trends that have an impact on their organizations and apply problem-solving methods to continuously improve fire and EMS services. Section 34 NFA Training Operations in Small Departments This class is designed to provide students with some basic tools and skills to coordinate training in a small fire/ems organization. A training function is a smaller department typically may include conducting training drills and coordinating training with a nearby larger city or state training function. Instructor: Jonathan Sowers, Assistant Chief, Welcome Fire Department Section 32 NFA Initial Fire Investigation for First Responders The goal of this class is to empower students with the knowledge to identify and define key concepts of fire dynamics and fire modeling and to develop the ability to apply available tools to fire investigation and prevention. The class will cover introduction for first responder, fire behavior, fire scene examination, fire causes, vehicle fires, and fire cause determination. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). 15 OPERATIONAL & TACTICAL SKILLS Section 35 Basic Firefighting I This class is designed for the firefighter with little or no experience. Section 36 The Efficient Engine: Doing the Most with the Least NEW! This class will address the present economic realities of many fire departments across the southeast. Most of the fire grounds we work on are challenging many times due to the manpower deployment models of most jurisdictions. Engine Company operations are the most basic of all fireground functions, however they are not always the most noticeable until they go wrong or fail. In a fire ground where everyone is forced to do more with less, this class will address the importance of Engine Company efficiency and its relationship to success on the fireground. With proper technique and knowledge firefighters can positively affect extinguishment without straining manpower needed for other fireground functions. This class is a high repetition and intense Engine Company operations class. Section 37 First Due Engine Company This class is designed to look at a variety of aspects that an officer or first due company may encounter upon arriving at a fire scene. Class discussion involves strategies and incident scenarios from the critical first minutes on a scene all the way to firefighter fatalities. This class is open to all firefighters but is especially important to the command officer. 12 hours (Saturday 8:00am-5:00pm, Sunday 9:00am- 1:00pm) Instructor: Alan Griffin, Chief, Carolina Beach Fire Department. Section 38 Wildland Fire Suppression for Fire Departments WLF This course was developed by the N.C. Forest Service to teach fire personnel the basic knowledge needed to safely suppress wildland fires. The course covers organization, fire behavior, locating the fire and size-up. Tactics for hand crews, engines, and tractor-plow units will be discussed. 16 CODE ENFORCMENT Section 39 Fire Prevention Inspection Level I This class is designed for the education and training of code enforcement officials who have the responsibility of inspecting existing buildings. Participants will gain understanding of the NC Fire Prevention Code and will be able to apply the Code in the inspection field. Section 41 Law & Administration Any person who desires to take any of the North Carolina Standard Inspection courses must first complete the Law and Administration course. A former Assistant Fire Chief in the Newport Fire Department, he is a statecertified Firefighter, Fire Service Instructor, and Fire/Arson Investigator. Section 40 Fire Inspector Con Ed (History of the Fire Code) This class is designed to teach the fire code official about the history of the fire codes and how major fires throughout history changed the fire code into what it is today. In addition this course will cover Flammable and Combustible liquids as well as definitions from chapter 10 of the egress system. 6 hours (Friday 9:00am 4:00pm). 17 SPECIALTY CLASSES Section 42 Advanced Topics of Fire Investigations This class focuses on topics above and beyond the NFA Arson Detection for Fire Responders. Topics will include, but not be limited to, Legal Updates, Origin and Cause Determination, Fire Fatalities & the use of K-9s in Fire Investigations. The class is designed for personnel who are or hope to become fire investigators within their jurisdictions. Pre-requisites: NFA Arson/Fire Detection, Arson/Fire Detection for First Responders or Equivalent. Requires Chief s signature on registration. 12 hours (Saturday 8:00am 5:00pm, Sunday 9:00am 1:00pm). Section 43 Cancer in the Fire Service This class discusses taking action against cancer in the fire service through basic practices that can be implemented in any organization without much impact on operations. This class is divided into two parts. The first part deals with research and actions that can be taken to reduce cancer exposure. The second part deals with the Concord Decontamination Method that addresses a structured cleaning process that covers gear decontamination from fireground to station. 3 hours (Friday 7:00pm to 10:00pm) Instructor: Travis McGaha, Executive Board member, NC Cancer Alliance, Assistant Fire Marshal, Concord FD. Section 44 Mental Health and Suicide Prevention for Public Safety Responders Students will learn about mental health issues that face firefighters and emergency personnel and will learn methods to prevent suicide by learning its traceable causes. Individual, company level, and departmental methods for prevention will be explained. Suicide tragically results when the decedent incorrectly concludes their death could be a service to others. While there are numerous causes of suicide, a few common risk factors can be identified early to help with intervention. Social isolation and withdrawing from others is one of the greatest risk factors. Section 45 NIMS 300 This class provides greater description and details of the Incident Command System (ICS) organization and operations, including application of essential principles and description of air operations. There are five modules: Organizations and Staffing, Organizing for Incidents and Events, Resources Management, Air Operations and Incident and Event planning. This class includes a final exam. Prerequisites: ICS-100, ICS-200, and ICS-700. 18 Section 47 FLSE - Educator Level I: Block (NC Certification) FIP 4610 this class will meet the objectives related to Fire Life Safety Educator I for NC Certification. 36 hours (Wednesday, Thursday, Friday, Saturday 8:00am 5:00pm, Sunday 9:00am 1:00pm). Section 49 Unmanned Aerial Vehicles (UAV) in the Fire Service This class is intended to provide an introduction to those interested in potentially implementing UAV s in the fire service. Topics covered will include obtaining a Certificate of Authorization (COA) from the FAA, training requirements, cost & benefit analysis, creating and implementing SOP s, and new and emerging technology.
