1 2.11 NON EXCLUSIVE RIGHTS The right to provide the commodities or services, which will be granted under the resultant Contract shall not be exclusive. The Department reserves the right to contract for and purchase commodities or services from as many firms as it deems necessary without infringing upon or terminating the resultant contract BID TENURE All bids are binding for one hundred eighty (180) days following the bid opening date ACCESSIBILITY FOR DISABLED PERSONS If special accommodations are needed to attend any solicitation-related event open to the public, please advise the Bureau of Purchasing and Contracts at no later than five (5) business days prior to the event DISCUSSIONS Prior to the Department determining whether bids have been submitted in accordance with the requirements of this solicitation, any discussion by the Bidder with an employee or authorized representative of the Department involving cost information will result in rejection of said Bidder s bid submittal. No negotiations, decisions, or actions shall be initiated or executed by a Bidder as a result of any discussion with any state employee. Only those communications which are in writing from the Bureau of Purchasing and Contracts may be considered as a duly authorized expression on behalf of the Department SOLICITATION CONFLICTS AND ORDER OF PRECEDENCE All bids are subject to the terms of the following sections of this ITB which, in case of conflict, shall have the following order of precedence: A. Addenda, in reverse order of issuance; B. Invitation to Bid, including attachments; C. General Contract Conditions (PUR 1000) (Section 8.1 GENERAL CONTRACT CONDITIONS (PUR1000)); and D. General Instructions to Respondents (PUR 1001) (Section 4.1 INTRODUCTION). 3.0 SCOPE OF SERVICES 3.1 GENERAL DESCRIPTION OF SERVICES The Contractor shall provide to the Department an Advanced Emergency Warning System for patrol vehicles consisting of Code 3 - RX2700SC-MC-FHP light bars, vehicle body lighting, control systems and parts in accordance with the terms and conditions of this ITB. 3.2 TECHNICAL SPECIFICATIONS A. LIGHTBAR SPECIFICATION: The light bar shall be a single-level emergency warning light system. The primary warning signal shall be comprised of PriZm II LED reflector

2 multi- color (MC) lightheads positioned in the front, corners, and rear of the light bar. The light bar shall also contain uniquely designed LED optic heads that serve as Alley and Take Down (TD) lights. The light bar shall have a minimum of 14 red/blue PriZm II LED reflector multi-color (MC) lightheads. Each PriZm II LED reflector multi-color (MC) lighthead shall contain a minimum of 22 LEDs. The Prizm II lighthead shall be constructed from a durable polycarbonate specifically designed to withstand harsh environmental conditions including extremely high and low temperatures. The reflective surface of the Prizm II lighthead shall be vacuum metalized and finished with a polymer topcoat to maximize both the reflective ability of the surface and to ensure that the surface stands-up much longer to the everyday environmental conditions that exist. Reflector modules that use other methods of applying and finishing the reflective surface are unacceptable and will be rejected. The front facing outboard sections of the light bar shall be equipped with 2 white 5-LED Take Down (TD) lights that are configured to operate with the front facing PriZm II red/blue LED lightheads to function as a massive LED TD Light. The TD lights shall also be capable of operating as flashing lights with multiple selectable flash patterns. Each outboard section of the light bar shall be equipped with an outward facing, white 5-LED Alley Light aligned with the longitudinal axis of the light bar. Each Alley Light shall be capable of operating independently. The Alley Lights shall also be capable of operating as flashing lights with multiple selectable flash patterns. The TD and Alley Lights shall be capable of operating separately and independently. The light bar shall be equipped with a photocell to sense ambient light conditions and cause the light bar to switch automatically between DAY and NIGHT mode. The light bar shall have a dedicated output that is indirectly driven by the photocell based on ambient light that may be used to cause the LEDs of an external LED directional arrow device or flashing LED light to switch to dim mode for NIGHT operation, if desired. This output shall exit the light bar in a separate pluggable 2-conductor cable and may be omitted from the installation, if desired, without changing the light bar configuration. This output shall be a nominal +12VDC when active (Night Mode). B. DAY/NIGHT MODE: In DAY Mode, Level 1 and Level 2 shall flash all Red LEDs, except on the rear and front inboards, Blue LEDs will flash. In NIGHT Mode, Level 1 and Level 2 shall flash all Blue LEDs, except on the rear and front inboard, Red LEDs will flash and the Red/Blue flashing LEDs will operate in DIM mode. C. OPERATION: All control inputs for the light bar shall be nominal +12VDC when active through serial communications directly from the light bar to the Z3 siren/light control box, (uninterrupted through any other box). The light bar shall have the following functionality preprogrammed from the manufacturer: The siren control s 3-Level switch shall cause the light bar to operate as follows: Level 1 Level 2 Rear & Rear Corners in Cycle Flash All Light Bar in Cycle Flash (Note: Level 1 and Level 2 shall flash the LED lightheads in Red and Blue except when the vehicle transmission is in PARK. When the vehicle is in PARK, the photo-cell sensor will cause Level 1 and Level 2 to operate in DAY/NIGHT mode as specified in the DAY/NIGHT Mode description above.)

This mode shall disable rear facing flashing LEDs and rear corner flashing LEDs regardless of the current flashing mode. This mode shall disable front facing flashing LEDs and front corner flashing LEDs regardless of the current flashing mode. Takedown Lights shall operate in steady burn mode and all front Red/Blue LEDs shall operate in steady burn mode to create a massive LED TD Light. The white 5-LED Right Alley Light shall be capable of operating independently in steady burn mode. The white 5-LED Left Alley Light shall be capable of operating independently in steady burn mode. The white 5-LED TD Light shall be capable of operating in flashing mode to provide additional flashing lights, if desired. Multiple selectable flash patterns shall be provided. The white 5-LED Alley Lights shall be capable of operating in flashing mode to provide additional flashing lights, if desired. Multiple selectable flash patterns shall be provided. The Light Bar shall be equipped with an internal photocell and have the capability to automatically switch between DAY/NIGHT Mode based on the ambient light condition and the position of the vehicle s Park/Neutral switch. The internal photocell shall be enabled when the vehicle is in Park. D. SIZE: The Light Bar shall have a nominal size of 46 12/16 L (bottom center), 38 14/16 L (aluminum track), 43 ½ L front/rear corners) x 11 6/16 W x 2 2/16 H (w/o cover) or x 2 10/16 (w/cover), excluding mounting hardware. Light bars with dimensions longer, shorter, taller, wider or narrower than these dimensions shall be unacceptable and will be rejected. E. LENS CONSTRUCTION: The Light Bar shall consist of three separate lenses: two outboard and one center lens. All three of these lenses shall be clear to the front, side and rear. Covers are to be black and include four black easy access clips per cover. These lenses shall be made of an impact-resistant, polycarbonate plastic molding and shall be of a one piece construction. Lens configurations made up of multiple pieces of plastic or polycarbonate shall not be acceptable and will be rejected. To achieve a weather-tight seal, the lenses shall be fitted into a specifically designed groove in the extruded aluminum light bar frame and shall employ a fixed, horizontally compressed, gasket system. Light bars using vertically compressed gasket sealing systems are not acceptable and will be rejected. F. MOUNTING: Light Bar Mounting Hardware shall be provided at no extra charge and shall be designed to fit the vehicle specified with each order. Mounting platforms must include a separate adjustment for both front and rear heights and angles. The platform cover system shall be available in multiple colors and included with the mounting platform kit. Two, in rail under bar wind suppression tubes shall be included and installed within the aluminum channel for reduced wind noise. G. OPERATIONAL SPECIFICATIONS: The Light Bar shall be suitable for installation on negative ground vehicles and operate within a voltage range of 10-16VDC. The Light Bar shall be capable of operating in ambient temperatures ranging from -22F to 149F. The standby power requirement shall be <0.001ma. The maximum control current shall not exceed a nominal value of 13.8VDC. The maximum input current for the Level-3 mode as

4 described above shall not exceed a nominal value of 13.8VDC. The maximum input current for the Level-3 with the massive LED TD Light enabled as described above shall not exceed a nominal value of 13.8VDC. The maximum current for the 5-LED TD/Alley Lights shall not exceed a nominal value of 1.1A 13.8VDC. H. SIREN SOUND SYSTEM SPECIFICATIONS: The siren sound system shall consist of a separate control head and a siren amplifier with integral lighting controls. The amplifier shall be suitable for remote mounting inside the vehicle. The siren sound system shall be SAE J1849 and CA Title 13 compliant. The control head and amplifier shall be connected via a single standard network type cable with 8 conductors. All siren, lighting control, and directional arrow functions shall be controlled via the control head. All wiring and connections to the amplifier shall be via latching plug-in connectors. The vehicle specific WHS shall be provided to allow the siren/light control systems to integrate all visual and audible equipment without additional wire or installation parts. The siren sound system shall be capable of simultaneously using multiple control devices without special software. When so equipped, each control device with display capability shall receive and display the updated system status when another control device changes any control setting. The siren sound system shall be configurable using a Windows PC-based software utility provided with the system. The configuration software utility shall be capable of configuring and editing all siren and lighting control functions. I. CONTROL HEAD: The control head shall be no larger than 6 7/8 long x 3 3/8 tall x 1 ¼ deep. It shall have a weight of no more than 1 1/4 pound. The control head shall have the ability to be mounted in different locations in a vehicle, at the user s discretion, with no effect on its operation. It shall be connected to the remote amplifier via a single standard network type cable with 8 conductors. The control head shall consist of 3 distinct and separate areas of operation: siren functions and primary lighting, auxiliary lighting and other equipment operation, and directional arrow and flashing functions. These three distinct areas shall be color coded to make the control head operation intuitive, easy to use, and safe. The control head buttons shall be of different shapes and sizes to make them easy to quickly identify without having to look down. These buttons shall be backlighted and change color when activated. Siren control systems with universal-sized buttons, buttons that do not change color when activated, or buttons that are all in one area with no distinctions are unacceptable and will be rejected. J. SIREN FUNCTIONS: The siren tone generation functions shall be activated through 5 distinctive switch buttons located in the red colored siren section. Each of these buttons shall be configurable for different siren tones and air horn sounds. In compliance with SAE requirements, 1 of the 5 buttons shall be labeled WAIL and 1 of the 5 buttons will be labeled YELP to identify the default sound that will be produced by activating these buttons. Additionally, 1 of the 5 buttons shall be labeled as AIR HORN to identify the default sound that will be produced when that button is activated. However, these buttons shall be programmable for other tones if desired and allowed under local laws. There shall be multiple siren tones and air horn sounds available for selection within the configuration software utility described above. The siren sound system shall be capable of simultaneously using multiple control devices without special software. When so equipped, each control device with display capability shall receive and display the updated system status when another control device changes any control setting.

5 The siren functions and air horn shall also be controllable via the Horn Ring or a remote switch, if desired. Remote switch or Horn Ring control shall allow the siren functions and air horn to be operated in a scroll mode, a hit and go mode, a scroll on/off mode, a manual wail mode, a wail stop mode, or in a minimum of two different air horn only modes. These options shall be user selectable and programmable using the configuration software utility described above. The siren sound system shall have an integral Horn Ring Transfer function that will automatically transfer the vehicle s horn control circuit to the siren control circuit when the desired siren or lighting function is selected. This feature shall be configurable by the configuration software utility described above. The polarity of the Horn Ring or remote switch input shall be configurable for positive or negative input without opening the amplifier case or adding additional relays, by using the configuration software utility described above. The siren sound system shall be capable of being activated directly from the vehicle s horn circuit. This feature shall be activated or deactivated by one of the 8 auxiliary switches on the control head. This feature shall be configurable through the configuration software utility previously described. The control head shall provide a user selectable function for Radio Rebroadcast (RRB) to allow the 2-way radios to receive audio and to be routed through the siren amplifier via one of the 8 auxiliary switches. The RRB volume shall be user adjustable using the control head buttons. This RRB function shall be configurable through the configuration software utility described above. A standard noise-canceling microphone shall be provided to allow the siren amplifier to be used for Public Address (PA). For ease of installation and service, the siren system s PA microphone shall plug directly into the control head using a standard RJ11 4 conductor plug. Siren systems that require the microphone to be connected to the control head internally or connected directly to the remote amplifier are unacceptable and will be rejected. To prevent inadvertent restriction of the siren control head functions by the accidental closure of the PA microphone push-to-talk (PTT) feature, the PA function shall have an integral PTT time-out function which will automatically disable the PA function when the PTT switch is depressed for a period of time exceeding a predetermined interval. Releasing and re-engaging the PTT switch shall immediately restore the normal operation of the PA function. Siren sound systems that do not have this PTT Time-Out feature are unacceptable and will be rejected. PA volume, RRB volume and control head backlighting intensity shall be user adjustable using the control head buttons only and are not to be preset on the remote box. PA and RRB volume adjustments must be able to be completed while seated in the driver s or front passenger s seat and in less than ten seconds. Control head backlighting must also be completed manually while seated in the driver s or front passenger s seat. The use of vehicle dashboard dimming to control the control head dimming is not acceptable. The siren amplifier shall be capable of driving up to two 100-watt speakers. The output sound pressure level and characteristics shall be compliant with SAE J1849. All bidders shall include with their bid a complete test report from an AMECA accredited test laboratory showing SAE J1849 compliance for the siren system being offered.

6 The siren section shall not have an on/off switch. Choosing any siren function or keying the microphone shall activate the selected function. This Instant-On feature shall be designed to operate when the vehicle s ignition switch is on to prevent undesirable loading of the vehicle s battery. The siren system shall have a configurable internal timer function that allows the siren to remain on and fully functional for a selected length of time after the vehicle ignition is turned off, if desired. The siren amplifier section shall have output short circuit protection so that in the event that the speaker driver or speaker wiring becomes shorted, the amplifier will automatically switch to standby mode to protect itself from damage. The siren shall continue to test the speaker circuit and shall resume normal operation when the fault is removed. K. LIGHTING FUNCTIONS: The lighting functions shall consist of the following: A three level programmable slide switch which shall be preprogrammed from the light bar manufacturer (Warning Level #1, Warning Level #2, Warning Level #3a & #3b) with LED s for visual switch position indication. These outputs shall have a total capacity of 50 amperes. The operation of this slide switch shall be configurable to allow all other siren and lighting control functions to be associated with any or all of the 3 positions of the switch. The slide switch shall also be configurable to allow it to operate as a progressive, semi-progressive, independent or user-selected switch. These features shall be configurable through the configuration software utility, described above. In addition, there shall be 8 auxiliary switch buttons. These 8 buttons shall be located within a segregated section of the control head with a color coded background in order to allow the operator to easily locate and identify the desired button. Four of these buttons shall have a current rating of not less than 5 amps each and four buttons shall have a current rating of not less than 10 amps. The total combined capacity of these buttons shall not be less than 50 amps. Each of these buttons shall be programmable to function as a latching (push on - push off), momentary or timed switch, or as part of a hands-free program that allows activation of the siren from the Horn Ring or to activate the RRB feature. Two of the buttons shall be programmable to provide either positive or negative output. Any of these 8 switch buttons shall be configurable to be disabled when the ignition is turned off. These features shall be configurable through the configuration software utility. These switch buttons shall be back lighted and shall change color from red to blue when activated. A legend set allowing the user to change the marking of these auxiliary buttons shall be provided as part of the system package. In addition to LED indication, all of the lighting functions shall be capable of having an audible indication that the function is active. This function shall be configurable using the configuration software utility described above and shall be capable of being enabled/disabled on a switch-by-switch basis, as desired. A standard function shall also be available that automatically deactivates siren tones and deactivates Warning Level #3a and/or #3b when the vehicle is shifted into Park. This function shall remain active until the vehicle is taken out of Park and a siren control head button is depressed. The 8 auxiliary switch buttons described above shall be configurable to turn off automatically when the vehicle is shifted into Park, if required. This function shall be configurable using the configuration software described above. The siren amplifier input associated with this function shall be configurable to allow for positive or negative input when active without opening the amplifier case, by using the configuration software utility described above.

7 A standard function shall preclude siren tones, except Air Horn, from sounding until the 3- Level lighting slide switch is set to Warning Level 1, 2 or Warning Level 3. This function shall prevent use of the siren tones without the emergency warning lights being activated. This function shall be configurable using the configuration software described above and can be disabled, if desired. A standard feature shall allow the siren system to remain fully functional and active for a preset period of time after the vehicle ignition is turned off. This feature shall allow the siren controller to be set to turn off at a preset interval after the vehicle ignition power is removed. Using the configuration software utility described above, this function shall be configurable to allow for a 10, 20, 30, 60, 120, or 240 minute period before the siren system turns off. For added security, any of the 8 auxiliary switch buttons shall be configurable to be disabled when the ignition is turned off but the siren system is still operating under the above described timer feature. This function may be disabled, if desired. The lighting control functions described above shall be provided with internal circuit protection fuses that are easily accessible for service via a fuse panel cover that requires the removal of not more than one screw to provide full access to the fuses. The fuse panel cover shall have a fuse map internally attached to allow for easy trouble shooting and service. Systems that require the removal of the amplifier cover to change fuses or that have fuses protruding through the top of the amplifier case are unacceptable and will be rejected. When on, the lighting control functions described above shall be continuously tested by a microprocessor-driven algorithm to insure that the output is functional. Each of these lighting control functions shall be provided with a visual LED indicator function at the control head that flashes when a fuse is blown or a selected lighting output is activated but has no valid output. Systems that do not provide this real time fault indication are not acceptable and will be rejected. L. DIRECTIONAL ARROW & FLASHING FUNCTIONS: The directional arrow and flashing function control switches shall be located within a segregated section of the control head with a color coded background in order to allow the operator to easily locate and identify the desired button. This section shall consist of 5 buttons intended to control the directional arrow and warning flash pattern and dimming function. These buttons shall be labeled LEFT, CENTER, RIGHT, FLASH & DIM. Three of the buttons shall control the function of the directional arrow and shall be configurable to provide different arrow patterns and speeds. The FLASH button is designed to provide warning flash patterns and can be programmed to provide different flash patterns and flash rates. A series of LED s located directly above the 5 buttons shall provide a visual indication that a directional arrow or flash pattern is active. The DIM button shall be a 3-level switch designed to dim the light output of the traffic direction device as well as any other warning lights connected to the system that are capable of dimmed operation. The DIM function shall be automatically deactivated any time the 3-level switch position is changed. In any case, the DIM function may be reactivated by the operator, as desired. The DIM function shall be configurable to provide Pulse Width Modulation (PWM) dimming when applicable. The directional arrow section shall also have the ability to simultaneously operate both a traffic direction device built into a light bar and an external traffic direction device. Controllers that do not have this ability are unacceptable and will be rejected. M. INTERIOR, EXTERIOR DIRECTIONAL OR PATTERN VEHICLE LIGHTING: The Contractor will be responsible for any required development, modification, production, or programming of lighting equipment which is required to produce a specific lighting pattern or

8 directional sequence to support the mission of the Florida Highway Patrol. Change requests for lighting pattern or directional sequencing may be made by the Department at any time during the term of the contract. Changes are based on the mission of the patrol and the vendor shall be required to make changes to programming to specific equipment at no cost to the Department with 30 days written notice ( acceptable). Examples of equipment for which lighting pattern or directional sequence changes may be required to be made include, but are not limited to: Light bars, Wingman lighting, Supervisor lighting, Citadel lighting, Narrow Stick and Arrow Stick lighting. N. LOAD MANAGEMENT: The siren sound system shall be capable of performing load management functions for all of the warning equipment in and on the vehicle. This load management functionality must be configurable using the configuration software described above and shall provide the following functionality: turn off preselected groups of equipment at selected voltages and after a selected time period. To provide for the highest level of operator safety, the load management function shall provide at least three configurable load categories allowing loads to be grouped into safety critical and non-critical groups. To protect the siren speaker, the system shall provide over-voltage protection in the event of vehicle electrical system over-voltage. When an over-voltage condition exists, the siren tone output shall be disabled. For emergency operation of the siren during over-voltage conditions, the system shall allow for a user over-ride of this feature. To prevent false over-voltage sensing, the over-voltage protection feature shall operate by a microprocessor-driven algorithm that senses the vehicle system voltage over a period of time and mathematically determines when an over-voltage condition actually exists. All load management functionality shall be configurable and may be reconfigured or disabled, if desired. Siren systems that do not provide built in Load Management Functionality are unacceptable and will be rejected. O. SYSTEM CONFIGURATION: The siren sound system shall be designed to be fully programmable using a standard A-male-to-A-male USB cable connected to a PC utilizing Microsoft Windows XP or Windows 7, 8 or 10. The configuration shall be done utilizing an intuitive configuration software utility that is easily loaded onto any PC running Windows XP or Windows 7, 8 or 10. The configuration file shall be downloaded to the remote amplifier through the USB cable, and shall also have the ability to be saved and downloaded from the PC to multiple amplifiers, as desired. The utility of the configuration shall provide the capability to extract the configuration file from a siren amplifier already in service. Systems that do not allow editing, loading, extracting and saving of configuration files or the ability to quickly program multiple systems are not acceptable and will be rejected. P. REMOTE AMPLIFIER: The remote amplifier shall be no larger than 9 ¾ long x 4 tall x 6 7/8 wide. It shall have a weight of no more than 4 ¼ pounds. The amplifier shall be mounted using no more than 4 screws to allow for easy installation and servicing. All of the connections shall be located on one side of the amplifier and shall be made via latching quick-disconnect connectors to allow for easy installation and servicing of battery-direct power and grounds, control wires for lights and siren components, main power distribution for the warning system, IT, digital video and communication equipment. The main harness shall provide an integrated fuse panel with battery hot, ignition hot, and timed circuits. The remote amplifier shall have a delayed shutdown timer which provides low voltage, and over-voltage shut-off protection and is programmable in 15 minute increments. Systems that utilize screw terminals, quick slide terminals, other connection means or have connections made on more than one side of the amplifier are not acceptable and will be rejected.

9 The remote amplifier shall also come with all the necessary mounting hardware and terminated wiring set to allow for easy installation and service. All wiring shall be labeled or color coded to clearly define functionality. The remote amplifier shall be designed to provide over-current and over-temperature sensing for the lighting control output devices and shall be capable of automatically disabling an output to prevent damage. The remote amplifier shall also be protected with internal mini ATO fuses to prevent damage in the event of external short circuit of the wiring. These fuses shall be easily accessible and changeable through a door located on the top of the amplifier or directly on the cable entry side of the amplifier. The lighting control fuses shall be easily accessible for service via a fuse panel cover that requires the removal of not more than one screw to provide full access to the fuses. Systems that require the removal of the amplifier cover to change fuses or that have fuses protruding through the top of the amplifier case are unacceptable and will be rejected. Q. SIREN OPERATIONAL SPECIFICATIONS: The siren shall operate at voltages ranging from 10-15VDC, negative ground vehicles and within ambient temperatures ranging from -22F to 149F. R. WIRING HARNESS SOLUTION AND WIRING CONNECTIONS: The Wiring Harness Solution (WHS) is specific and tailor-made to the needs and mission of the FHP/CVE in order to aid in the efficient installation of emergency equipment by reducing labor time, providing ease of troubleshooting, and reducing the risk of fire from electrical shorts. All wiring connections to the Remote Amplifier shall be via latching plug-in connectors with the use of a vehicle specific Z3-WHS. The WHS will provide for direct battery power and grounds, control wires for lights and siren components, and main power distribution for the warning system, information technology (IT), digital video and communication equipment. The main harness shall provide an integrated fuse panel with battery hot, ignition hot and timed circuits. The delayed shutdown timer provides low voltage and overvoltage shut-off protection and is programmable in 15 minute increments. Vendor shall supply an emergency equipment vehicle body harness designed specifically for FHP/CVE vehicle use. The harness will be designed for the equipment listed in this bid and installed in any vehicle platform utilized by the FHP/CVE. The harness shall include: color coded labeled wiring, detailed color schematics, direct to battery grounds, fabricated wire harness using high quality TXL copper that is heat rated above 100 C, fire retardant protective looms, and flexible spare circuits. The wiring harness shall be supplied with a three (3) year warranty. Subcontractors are permitted for development and manufacture of the WHS based on Department s written approval as specified in Sections 4.13 and 8.4. S. PRODUCT DESCRIPTION AND PART NUMBERS: The Contractor must provide all Code 3 light products/parts listed below, and as specified in this ITB, throughout the entire contract term. Each kit consists of the required tools and resources to remove any of the equipment listed in this section. (EXAMPLE: Required paint or defacing material to remove or cover the emblems and marking of the FHP/CVE vehicles, silicone, patches, or any other materials required to cover holes in the vehicle that were require for the installation of equipment, and that may need to be sealed to prevent water intrusion.) Additional Specifications Related to Specific Equipment Listed Above: CITADEL (TH15/EXI) External under spoiler mounted rear light bar. No holes drilled or mounting screws attached. The unit will mount with a specialty bracket using the existing vehicle mounting points only. The bracket must be powder-coated metal with pre-drilled lighthead mounting holes. The bracket must allow for only six lightheads (three per side) and be configurable to single, split, or dual color. The bracket must allow for a minimum of two different lighthead styles using the same pre-drilled holes. The wiring harness must be customizable and also integrate directly into the Z3-WHS. (Note: If the applicable vehicle manufacturer s body style changes in a manner not compatible to the length, height, width and depth of the specific light bar or other non-universal-sized equipment listed in this ITB, the vendor is responsible for providing equivalent equipment in the size most compatible with the modified body style.) WMFLMC18 Wingman rear deck light bar with eight multi-color 18 diode lightheads. Lightheads must be actual high power light bar heads from a roof mounted light bar. Lighting pattern programing must be preprogrammed to FHP instructions, as specified in Subsection M. INTERIOR, EXTERIOR DIRECTIONAL OR PATTERN VEHICLE LIGHTING. The housing must be a powder-coated metal only and must include universal L brackets with the option for a vehicle specific bracket. Housing size must be L x 1.38 H x 8.00 D at the most central point with a curve to match the rear window. The Wingman light bar must be able to be moved to different vehicle types with only a change in mounting brackets. The light bar must meet SAE J595 and California Title 13 light output requirements and wire in directly to the Z3-WHS. (Note: If the applicable

13 vehicle manufacturer s body style changes in a manner not compatible to the length, height, width and depth of the specific light bar or other nonuniversal sized equipment listed in this ITB, the vendor is responsible for providing equivalent equipment in the size most compatible with the modified body style.) DISCONTINUED/UNAVAILABLE LIGHT PRODUCTS/PARTS: 1. In the event the light products/parts specified in this ITB or added at any time to the Contract/purchase order, can no longer be provided for reasons beyond the Contractor s control (e.g., discontinued), the Contractor shall notify the Department s Contract Manager in writing as soon as the Contractor is notified of the supply issue by the Manufacturer. Written notification shall include, but not be limited to, all of the following: a) Discontinued light products/parts description, brand and item number; b) Date the Contractor was notified by the Manufacturer of the discontinuance; and c) Proposed alternate light products/parts with description, brand and item number.

14 The proposed alternate light products/parts shall meet or exceed all terms, conditions, and specifications applicable to the original specified light products/parts in this ITB and shall be provided at no additional cost. The Department s Contract Manager will review the information received and reply with his/her written approval or disapproval within five (5) working days. Written approval of the proposed alternate products/parts will have the same force and effect as amendment to the Contract. 2. Alternate equipment, accessories and software will be provided at the same or lower pricing than the Contract price. Should the proposed alternate equipment, etc., be available for purchase on the open market at a price lower than the Contract price, the Contractor shall invoice the Department at the lower price. 3. Alternative products/parts delivered to any FHP location or provided to the Department, without prior written approval by the Contract Manager are prohibited, will be rejected and returned at the Contractor s expense, and may be cause for termination of the Contract immediately and without notice. U. CHANGES TO PRODUCT DESCRIPTION AND PART NUMBERS; ADDITIONAL FLEET ACQUISITIONS: In the event product descriptions and/or part numbers utilized herein are changed by the manufacturer during the contract term, the revised description and/or part number shall be substituted and the Department s Contract Manager shall be notified of the changed description/number via , as long as the corresponding item has not changed (i.e., maintains the same specifications, fit, and functionality). The Department is not required to approve revised product descriptions or part numbers for items that have not changed, as indicated herein. If, however, the Contractor is required to modify specifications to any product or part provided under the resulting contract for any reason, including due to changes in vehicle manufacturers body styles, such modifications shall be communicated to the Department in writing prior to the use by Contractor of the revised/modified product or part. The Department must either accept or reject the changes in writing ( acceptable). Products or parts for which a specification change has not been approved in writing by the Department may not be utilized on any FHP/CVE vehicle. Such usage will be considered a breach of contract and may subject the Contractor to liquidated damages. (See Section 3.9 PERFORMANCE STANDARDS AND LIQUIDATED DAMAGES.) In addition, at any time during the contract period, the Department may make changes in the types/models of vehicles utilized by FHP and/or CVE. By submitting a bid in response to this ITB, Contractor agrees to provide products of similar functionality, fitment, operability and design as the items listed in Section S., above, for any additional or different makes/models of vehicles utilized by FHP/CVE. The Contractor shall provide equivalent equipment in the size most compatible with the style of the vehicle. Products/parts required for changed make/model vehicles shall be provided at the same or lower prices as bid by the Contractor for the same or similar product/part listed in this ITB. V. ORDERING: EXHIBIT 2 to DHSMV ITB Ordering of equipment shall be done by FHP s Middleburg, Florida, facility through the issuance of purchase orders via the MyFloridaMarketplace system. Typically, a large order

15 will be placed in August for new vehicles purchased each year; however, based on department need, this order could be placed during any month. Additional orders may also be placed throughout the year, as needed. W. ESTIMATED QUANTITIES: The Contractor shall provide the Department an estimated 350 Advanced Emergency Warning System packages (lightbars/accessories/parts, etc.) for the initial (first) year of the Contract. The Department anticipates purchasing approximately packages annually in subsequent years. The quantity is estimated and for informational purposes only and should not be construed as representing actual, guaranteed, or minimum purchases to be made under a Contract, per any year. The estimated quantities are subject to change annually depending on the legislatively approved budget, and may require increased or decreased quantities in order to support vehicle acquisitions. X. WARRANTY: EXHIBIT 2 to DHSMV ITB A full-coverage warranty against defects in manufacturing shall be provided with each component (regardless of model) and shall be in effect for the following timeframes: Light Bar and components (Excluding Lenses and Covers) - 7 Years Light Bar Lenses and Covers - 2 Years Siren Sound System - 5 Years Speaker Drivers - 5 Years All External & Internal LED Products - 5 years Wiring Harness Solution (Subsection R above) 3 years Defective items under warranty will be replaced by the Contractor at no additional cost to the Department and within thirty (30) days of notification by the Department of a warranty claim. The warranty begins from the In-Service Date of the item installation and beginning of operation. The In-Service Date documentation shall be maintained by the FHP/CVE as the official record. Y. WARRANTY SERVICE CENTER (WSC): The Department currently has a contract with Williams Communications, Inc., to provide statewide service and repair of equipment installed within FHP/CVE vehicles. Williams Communications, Inc., provides locations throughout the state (Warranty Service Centers or WSC s ) to assist Troopers with repairs in their area of operation. Williams Communications, Inc., serves as the Department s primary WSC Contractor, but does subcontract with various vendors for the operation of local WSC s. Williams Communications, Inc., and any subcontractor(s) utilized by Williams Communications, Inc., is required to maintain all applicable requirements, certifications, and training necessary to be able to perform service and repair work on the products to be provided pursuant to this ITB. The Contractor will be required to utilize WSC s operated by Williams Communications, Inc., and its subcontractors, as applicable, for the completion of such service/repair work. The Contractor shall, therefore, enter into a separate service establishment agreement with Williams Communications, Inc., ((or any future WSC Contractor (see last

16 paragraph below)) and its subcontractors, if required by Williams Communications, Inc. This agreement shall include any specific training and certification requirements required by the Contractor for service and repair work, and establishment of specific handling and processing requirements and procedures to be followed by the parties. In addition, this agreement shall contain, or the Contractor shall enter into a separate, Warranty Labor Reimbursement Payment Plan with Williams Communications, Inc., and with any subcontractor operating a WSC, as required. The Warranty Labor Reimbursement Payment Plan shall include mutually agreed-upon established warranty repair labor rates and warranty repair billable labor times. The labor rate shall not be more than that of the current repair labor rate provided to the Department (see Exhibit 1). The warranty repair billable labor times shall be based on industry standards or best practices of the law enforcement emergency lighting industry, or shall comply with applicable automotive manufacturer s warranty repair standards, as agreed between the Contractor and Williams Communications, Inc., and any subcontractor. The plan should also include net payment within 30 days of a WSC s invoice date. The service establishment agreement and Warranty Labor Reimbursement Payment Plan shall be finalized within 30 days of execution of a Contract resulting from this ITB. Units demonstrated to be defective within the warranty period shall be repaired or replaced (at Contractor s sole discretion) by the WSC at no cost to the Department. All parts, labor costs, and shipping charges (both ways) shall be at the expense of the Contractor during the warranty period for the first (1 st ) year of the warranty period after installation of the equipment. Thereafter, parts costs and shipping charges associated with the repair or replacement of equipment within the warranty period will be at the expense of the Contractor. The Department shall be responsible for all labor costs associated with a warranty repair after the first year. In the event the Department s contract with Williams Communications, Inc., expires during the term of the contract resulting from this ITB, the Contractor will be required to enter into the above-agreements with any subsequent vendor performing the role of the Department s WSC Contractor. Any vendor approved by the Department to serve in this capacity (and any subcontractors, as applicable) will be required to meet all applicable certification, training, and qualification requirements necessary to continue services and repairs. Z. PARTS TO BE PROVIDED TO WSC(s) FOR RESERVE POOL: The Contractor agrees to provide the below-listed approximate number of products/parts to the WSC s to ensure ready availability of parts. Parts shall be provided in mutually agreed-upon quantities, at agreed-upon times, and to agreed-upon locations. Reserve pools may be established at any or all WSC s as agreed between the Contractor and WSC locations: 15 to 20 Siren Amps 15 to 20 Siren Control Heads Light Bar Mother Boards Light Bar Lens Covers, if requested by the WSC LED Light bar Modules WSC s may request additional warranty parts based on increases in services and repairs, anticipated shortages, or similar concerns.
