Instead, evacuate means to rapidly exit a dangerous place in an orderly and conscientious manner, and make your way to a predetermined zone or the safest zone possible given the circumstances. Why evacuate the Installations? Evacuation should be carried out when there is a present or imminent risk due to any of the following occurrences: -Fires -Explosions -Gas or Toxic material leaks -Unknown, possibly harmful artifacts (boxes, envelopes) -Adverse climate -Earthquakes and collapse danger When to evacuate? Upon hearing the evacuation alarm, and/or telephonic notice. Upon hearing the order over the loud speakers. Upon receiving the order from the Site Manager and/or Evacuation Supervisor or the Emergency Brigade Supervisor for that area. When you cannot hear or make out the three previous signals and an emergency occurs. Page 1 of 6

2 What if you do not hear the evacuation order? Simply do not evacuate, unless you feel that you are in danger. If you feel that you are in danger, evacuate the area and immediately notify your supervisor. Confirm with your nearest colleagues that they too have not heard the order to evacuate. Be alert if you notice something out of the usual; smoke, heat and/or smell. In any of these cases, do not wait for an evacuation order to evacuate. Where to evacuate and what route to take? Security Zones The selection of the security zone and the route to it will depend on the type of emergency, the place where the emergency occurs, and where you find yourself to be at that moment. Security Zones by area Security Zones are designated with visible signs on all sides. La Serena West side of Modulux (AOSS Administrative staff). South side of Annex C extension (ETS, SOAR staff). North side of Administration building (AOSS-ETS administrative staff). East side of Scientific Building ( Scientific area staff). West side of Scientific Building (Scientific area staff). Library and reception. South side of Workshops ( Workshop staff, warehouse, garage). Houses use the Gardens (Jardines) sector. North side interior patio of Gemini South Building (Gemini staff). South exit, Main access garden zone, to one side of the intersection. Cerro Tololo North side of the dining facility parking lot (Kitchen staff, astronomers). Parking area Intersection (AOSS staff- Dorms, Round Building). Telescopes parking lot (telescope staff, Astronomers) West side of house 1 (Workshop staff, garage staff) West side of building parking lot (mechanic staff, Electronics staff, Assistants) Evacuation supervisors by area Remember, the elevator Telescope is Workshop not an exit. Electronic tech closest to the door, or in the absence of such, the mechanic closest to the door. Buildings The person who is assigned by the shift supervisor. Gemini-Soar telescope The person closest to the exit. Telescopes None shall be assigned. Scientific area staff closest to the area shall verify the exit of all other persons. In the case of a general evacuation, exit shall be verified by the first person to exit the telescopes excluding the evacuation supervisor. Workshops The person closest to the extreme end of the installation, and in direction towards the Security Zone. Kitchen Kitchen supervisor or the Cook in charge at the time of the emergency. Technicians Dormitory & Dormitory (10 units). Janitor in charge of the area. Astronomer Dormitory. Janitor in charge of the area, or in his absence, the Cook assigned by the kitchen supervisor or person in charge. Houses Passengers/Residents closest to the emergency zone. The evacuation shall be Page 2 of 6 checked immediately by the janitor in charge of the Technicians dorm. and 10 unit dorm.

Brigade Supervisor Ricardo Aguirre Sergio Franco BRIGADE VOLUNTEERS Attached Detail Emergency Brigades La Serena Cerro Tololo Cerro Pachón Cerro Tololo/Pachon works with two shift modes. The first of the two that covers half of the workers is from Mondays to Fridays, from 8:30 to 16:30 hours. The second shift mode includes 4 shifts: From Monday to Monday, from Tuesday to Tuesday, from Thursday to Thursday and from Friday to Friday. This shift system description clearly shows the difficulty in gathering an important and stable number of brigade volunteers, hence the difficulty in assigning specific individual responsibilities. It is for this reason that all brigade volunteers have the same level of rescue and fire control training, which permits them to carry out different functions depending on the type of emergency and the number of brigade volunteers available at that moment. 4 When to remove materials or equipment? Materials may only be removed when exclusively indicated by the Emergency Plan Supervisor (Site Manager). Under no circumstance may an employee remove materials, equipment or any other item located in the emergency zone or in the risk areas. Upon approval from the Emergency Plan Supervisor, area Evacuation Supervisor s will designate and supervise personnel to remove materials and/or equipment. When to abandon the Security Zone? It is only possible to abandon the security zone when indicated by the area Evacuation Supervisor, The Brigade Supervisor, The Emergency Plan Supervisor or when the security zone becomes a dangerous or hazardous place. Exceptions: Security Zones may only be abandoned without the indication of aforementioned people when communication is lost with them, and the area becomes dangerous. After the Emergency Reestablishing work The order to restart work in the affected areas may only be given by the Emergency Plan Supervisor. The Emergency Plan Supervisor should consider amongst other things the existing risks and dangers in the area and the probability of the incident repeating. Under what circumstances do we evacuate Cerro Pachon/Tololo? When Emergency conditions merit an evacuation of the installations evacuation shall proceed under the coordination of the Emergency Plan Supervisor (Site Manager) or the designated person. These emergencies may be: -Adverse and prolonged climatic conditions (prior meteorological report). -A fire of large proportions. -Earthquake of grand magnitude. -Founded suspicion of a terrorist attack. Evacuation Protocol: -Define the type of emergency. Page 4 of 6

5 -Define conditions and risks in pre-established Security areas. If needed, the Emergency Plan Supervisor will establish new Security Areas. - Automatic concurrence and immediate support by the emergency group, which is designated and known by the Site Manager) -Determine what Emergency Brigade equipment is needed and follow procedures -Distribute security and protection equipment and supplies to the groups affected by the emergency. -Seek expert advice (Consider contacting external institutions and/or organizations). -Determine extent of damage and conduct a risk evaluation by area and/or the affected zones. -Evaluate the convenience of initializing evacuation (determine calculated risk). -Inspect road conditions with specialized personnel and vehicles. -Determine if the use of heavy machinery is needed for clearing and support in the evacuations. -Having enabled the road, conducting an evaluation of the risks and with the situation under control; The Emergency Plan Supervisor (Site Manager) initiates the evacuation process. -Upon approval from the Emergency Plan Supervisor, vehicles will evacuate from the mountain in single file. The drivers will submit a list of occupants to the Emergency Plan Supervisor before the vehicle departs. -The drivers of each vehicle shall be in communication with each other and the Emergency Plan Supervisor by VHF radio, informing of departure and arrival at the destination. -If the risks have not been controlled, therefore the conditions for a safe evacuation have not been met and the process should be aborted, staying put in the designated security zones. -No one may undertake an individual or collective evacuation or incite others to do so, without authorization of the Emergency Plan Supervisor (Site Manager).
