1 Section Section 10.9 General This section describes additional requirements for BSL33 and ABSL3 facilities. These additional requirements provide greater level of safety and reliability of operation. BSL3 Laboratory Power a) Electrical Servicee (1) Buildings other than NIH Bethesda campus shall have minimum two dedicated utility services, physicallyy separated in different duct banks and different manholes. Thesee dedicatedd services shall be fed by different primary substations or by one double endedd utility substation, which is fed by two dedicated utility service lines that do not servee any other facility. Each required electric service to the facility shall be sized to handle 100% of the design load (i.e. 2N redundancy). The customer rather than the utility company should own the onsite mediumm voltage distribution including Medium Voltage (MV) / Low Voltage (LV) transformers. When customer owned distribution system installation is not possible, coordinate with the local utility company to ensure that they provide electrical distribution system that meets the facility s requirements. (2) For non-nih Bethesda, Maryland campus BSL3/ABSL3 projects with low voltage double ended switchgear, an automatic main-tie-main breakerr configuration is acceptable. The switchgear shall be metal clad compartmentalized type with each breaker capable of being racked out and replaced with the switchgear energized. BSL3 & ABSL3 Biocontainment This is to increase reliability of electrical services. This provides the owner greater control over the selection of the equipment and aids maintenance of the equipment. Electrical demand of the facility may considerably exceed the utility s own engineering and construction standards. As a result, coordination with utility company is critical in providing reliable electrical service. This is to increase reliability of electrical services as tie breakerr closes to allow transfer of electric power to other available electrical service when one of the main circuit breakers opens. 1

2 (3) The preferred method of installation for the electric utility services is underground; overhead lines may be used only within the secure perimeter of the facility. (4) Locate distribution equipment, such as MV switches and transformers, in a secure location. (5) Reliability: The A/E shall evaluate and minimize single points of failure for all projects. (6) Downstream electrical distribution from switchgear to critical areas, such as mechanical support rooms with redundant motors in each set, shall comprise pairs of distribution switchboards/panelboards, each fed from a separate side of the switchgear, to supply approximately half of each set of motors. Where possible, provide separate feeders to packaged units with multiple motors, i.e. a separate feeder for each motor This is to protect electrical service feeders from vandalism and natural disasters such as high winds, thunderstorms and falling tree branches. This is to ensure electrical service equipment is protected from physical damage, vandalism or compromise. This is to preclude outage due to a single point of failure. This is to ensure that critical equipment remains operational when one of the service feeders fail. b) Standby Power Requirements (1) In addition to the loads listed in Section Emergency Power, connect the following loads to the standby electrical systems: i) Critical support fan coil units. ii) Receptacles serving selected equipment. iii) Environmental rooms. iv) General lighting. v) Laboratory air compressors. vi) Sterilizers. vii) Supplemental heating/cooling. viii) Water heaters. (2) As determined per program basis, recommend connecting the following loads to the standby electrical system: i) Freezers/Refrigerators/Environmental rooms, other than high value specimen units. ii) Distilled water systems. iii) General laboratory receptacles. iv) Heat-reclaim systems. v) Imaging equipment. vi) Task lighting. vii) Vacuum pumps. 2

3 (3) Consider providing 100% generator back-up for facilities where the loads mandated to be connected to a generator comprise the majority of load of the facility. (4) Provide a local generator dedicated to the facilityy to provide emergency/standby power; however, a remote generatorr farm (with redundant feeders) may also be acceptable. (5) Provide a load bank (including a connection point suitable for use for a portable generator) for all BSL3 facilities for periodic testing of generator. c) Uninterruptible Power Supply (UPS) (1) A central UPS system or a number of local UPSs may be required to back-up all building wide low voltage systems that are essential for containmen operation and for critical BSL3/ABSL3 specific loads. Perform an economic analysis to select the appropriate UPS system. (2) A central UPS shall be of the double-conversion on-line type; wet cell type batteries are recommended. (3) Recommend connecting the following systems to thee UPS: i) Building automation systems (BAS). ii) Select light fixtures in lieu of emergency battery packs. iii) Communications and PA systems. iv) Fire alarm systems. v) Lab equipment monitoring systems. vi) Mechanical controls. vii) Security, CCTV and access control systems BSL3 Laboratory Conductors, Cables, and Boxes a) Power Wiring Insulationn shall be compatible with sealing compound (sealing compound non- deleterious to insulation), using THW, THWN, THHN/THWN N, or XHHW. b) Other System Wiring Voice/Data, fire alarm, control, and security system wiring shall follow the same sealing requirements as that of the power wiring. Cable types shall be determinedd by NIH IT and manufacturer s recommendations for voice/data wiring and by respective system manufacturer for other systems. The A/E shall coordinate exact requirements for security wiring with Division of Physical Security Management (DPSM) Thiss is to protect insulationn of the electrical wiree from damage from sealing compound. 4 c) Sealing Requirements (1) Provide silicon based caulk in all areas. See Chapter 4, Exhibit X4-2-A for additional information. Provide a 25 mmm (1 in.) barrier of silicone caulk around the wire within a devicee box hub. Provide a continuous bead of caulk between the device box and the adjacent surface. Provide a continuous bead of caulk around the device cover plate and the adjacent surface. d) Boxes for All Systems (1) Provide cast boxes with external mounting provisions, external hub, and gasketed devicee cover plates. Provide sealing as mentioned paragraph (c). (2) All boxes shall be double gang type; the box depth shall be at least the next size larger than the minimum size required per code. e) Conduits for Alll Systems Use RGS conduit with threaded fittings in all BSL3 areas. Provide seal-off fittings when conduits exit defined BSL3/ABSL3 perimeter. Use of surface metal raceway systems is NOT allowed in BSL3/ABSL3 areas BSL3 Area Lighting Requirements Thiss is to require use of approved sealing compounds, specify required sealing and provide a gas-tight electrical distribution system to facilitate decontamination, and prevent vermin harborage and transmission through the electrical raceway system. Thiss is to provide for a gas-tight electrical installation for decontamination, and to prevent vermin harborage and transmission through the electrical raceway system. Thiss is to provide added device box volume for wiring and required sealing within device boxes. Thiss is to provide a gas-tight electrical distribution system to facilitate decontamination, and prevent vermin harborage and transmission throughh the electrical raceway system. Surface metal raceway is not available with manufactured approved gasketing to eliminate vermin harborage and transmission. a) Lighting Control Laboratories shall utilize line voltage toggle switches. Occupancy sensors may be used in lab support and other areas. In addition, specialized lightingg controls (such as dimming systemss and DC lighting controls) shall be provided per specific program requirements. b) Containment The lighting systemss shall be designed to ensure that biohazards are contained within the BSL3 lab area. Lighting fixtures shall allow full decontamination with ease of effort, and permit easy re-lamping and access to ballasts. 4

5 c) BSL3 Laboratory Lighting Fixtures Lighting fixtures in BSL3 area shall comply with the following requirements: (1) Provide fixtures with stainless steel housings, glass or heavy duty acrylic prismatic lens and stainless steel door with tool-less fasteners. (2) Fixtures shall be UL listed for damp location and provided with a continuous bead of sealant around its perimeter to seal housing to ceiling. (3) Use surface mounted, fully sealed, enclosed and gasketed fluorescent fixture. Lighting fixtures may be pendant mounted only in an open ceiling. Pendant mounted lighting fixtures shall be fully sealed and gasketed with same features as those of surface mounted fixtures. (4) Install fixtures in continuous rows and aligned with edge of laboratory bench in laboratories and lab support areas. Install lighting fixtures in a symmetrical pattern. (5) Imaging Laboratory: Provide surface mounted lighting fixtures. In specific imaging modalities, such as MRI, fixtures shall be made of non-ferrous materials; use DC rated incandescent lamps and use dimming controls. All special requirements shall be coordinated with the manufacturer of each modality. d) Emergency Lighting (1) Connect 50% of light fixtures in the BSL3 laboratories to the emergency power source. (2) Provide at least one lighting fixture per room in BSL3 laboratory areas with selftesting emergency battery ballast. Connect the lighting fixtures with emergency ballasts to un-switched local emergency generator circuits This is to allow cleaning of lighting fixture and decontamination by gaseous means. For example: "Systems shall be verified for proper operation and integrated performance with 454other building utility systems in accordance with the design intent. Component installations shall be 455verified so as to maintain proper response in the event of malfunction and to preclude loss of 456containment. 457Add additional "General Requirements" to beginning of this section: 458-a) Penetrations through the containment barrier shall be gas tight, non-porous, smooth and cleanable; and readily 459visible for routine inspection, cleaning, and maintenance. Penetrating components shall be sufficiently rigid in 460 construction and adequately braced to structure to maintain the long term integrity of the penetration. The result 461 shall be free of sharp edges or similar hazards b) Penetrations into the containment barrier of BSL-3 (including mounting of electrical boxes) shall be detailed in 463 the construction documents, and shall require mock-ups to be constructed and tested prior to installation. 464 Penetration details for equipment shall be coordinated with the equipment manufacturers. Rationale: Provision of mockups allows for confirmation of acceptable construction, rigidity of mounting, and understanding of requirements prior to undergoing expensive construction. -c) All penetrations shall be durable, sealed, and tested to meet the room tightness criteria for BSL-3 laboratories. Add: -Electrical systems and equipment not serving BSL-3 shall not be located within containment areas. Add: -Where conduits or components must be surface mounted, consideration shall be applied to selection of support and mounting means so as to stand away from finished surfaces at least 25 mm (1 in.) to promote cleanability, decontamination, minimize concealed spaces, and so as not present sharp or protruding surfaces. 6
