There were two smoke alarms in the upstairs section of the house but Mr McDougall found there were no working smoke alarms in the house at the time of the fire. Mr McDougall found the 11 victims died from smoke inhalation at about 12.10am on August 24, 2011, after being trapped in their home, which was consumed by fire. The coroner recommended photoelectric smoke alarms be required in any level containing bedrooms, in every bedroom and between bedrooms, including hallways. Once the law is introduced building owners who do not have smoke alarms must install them immediately, or within a six to 12 month grace period. Reports suggested 50 per cent of lives lost in fires could be prevented by having interconnected photoelectric smoke alarms, he said. Existing alarms that stopped operating or were at the end of their useful life should be replaced with photoelectric alarms.
